And then the Rain Came… The Rainy River fire deptartment pumper was pumping, along with portable pumps, but could not keep up with the rising water on the north side of River Ave. at First St. until the Krahn family arrived and pitched in to get the job done. This is looking East on River Ave. toward town and the river is quite a way to the left. The water has risen since. Sean Kilpatrick’s house just west of the International Bridge and train bridge required a new walkway to access. Luke Ruppart from Barwick brought his family to see the flooding on Sunday evening. His four boys pictured here will certainly be enthusiastic volunteers in a few years. A big green bus full of volunteers from Kenora arrived Tuesday at lunch time following work at La Place Rendez-Vous in Fort Frances. They just showed up in case the town of Rainy River could use them. Sandbagging on River Ave., Rainy River began again on Tuesday afternoon as the water continued to rise. The Brown house is pictured above on Monday morning. Peter Foy who also lives on the 5 Mile Road on Couchiching First Nation added another sandbag to the front of his home. The Emo park area is an eerie sight. Leaving Emo on the way to Fort Frances last Thursday was also quite scary as Highway 11 completely washed out. It has since been repaired but now the US highway across the river is under water at Loman a little way east of Emo. This is not the time to be planning a pot luck party at the park in Emo. By: Teresa Hazel It’s hard to imagine what forty days and forty nights of rain would be like after experiencing about three or four days of rain and the damage it has caused to the sewage system, basements and lake property in Borderland and the Rainy River district. The heavy rainfalls required the Town of Fort Frances and other surrounding areas as well as Emo and Rainy River to declare a state of emergency. With the sanitary sewer collection system operating at maximum capacity, the Town of Fort Frances and Couchiching First Nation were issuing regular requests to local water and sewer customers to disconnect any sump pumps connected to the sanitary sewer system. They were further asking that customers limit the discharging of wastewater to the sewer system. There were reports of many homes with sewage backed up in their basements and then news came of the dock at The Point being pushed away. Most of the refuse from the dock was collected although another notice was issued asking boaters to be aware of debris that may be floating along the waterways. Couchiching First Nation also requested volunteers to help sandbag homes that were in danger of being flooded. The people of Rainy River owe a huge debt to the tireless efforts of the town crew who are working day and night in an attempt to keep damage to homes to a minimum. They were assisted by members of the volunteer fire department who have also put in endless hours pumping water, manning the pumps through the nights and organizing volunteers. As well, birms have been Tuesday afternoon the water continued to rise to surround a house just down from Dufresne’s. The house next door to it is also surrounded. The Herman Krahn family from Dawson Twp. arrived to help and brought their manure spreader which was an efficient way to quickly move water from one side of the road to the river on the other. They saved the day in several locations in Rainy Rvier. Greg Bird, who lives on the 5 Mile Road on Couchiching First Nation was grateful for the community efforts to sandbag around his home as the waters from Rainy Lake rose. “I’ve been here for fifty years and I’ve never seen this much water due to rain”, noted Bird recalling the 2001 flood that was due to a thaw, not rain. built all along River Ave from First to Sixth Street and the road along the river near the International Bridge has been built up several feet to form a dike. The volunteers who have been filling sandbags also need to be thanked by everyone in the town for the endless hours they have worked in the background filling the 50 pound bags. And it’s still going on. CBC from Winnipeg was also down on Tuesday afternoon to check out the situation and interview people. One frightening aspect of the situation is that kids often find high water exciting and take risks that could end in tragedy. They don’t realize that jumping off unstable docks into very fast currents could carry them away or trap them underneath. Parents need to warn their kids about the danger. The International Rainy Lake and Lake of the Woods Watershed Board issued a conditions notice on Monday, June 16th. “Rainy River water levels are the highest observed in 85 years, compounding the high inflows to the basin both upstream and downstream of the Rainy Lake outlet. The high water levels on the Rainy River and Little Fork River have backed up the dam and are impacting the Fort Frances and Boise Powerhouses. All eight generators at the Fort Frances Powerhouse were taken offline Monday morning as their cooling pumps were under water. The press release went on to say that the Water Levels Committee is regularly monitoring conditions in the watershed and will post updates as conditions warrant. All beaches and docks are closed throughout the area. Please observe the signs. Never hesitate to offer. Ontario's borrowing costs spiked the morning after the election (the highest daily jump in six months) and financial analysts warned that further credit downgrades are probable. So much for the post-election celebration. This swift reaction from markets is a wake-up call for Wynne's government. The post-election market movement is likely driven by the perception that her government doesn't have a credible plan to tackle Ontario's deficit and debt problems. Considering that the federal government's borrowing costs were unchanged on the same day, the markets are signalling that the Wynne government must rein in Ontario's debt. Meanwhile, the Premier said her first priority is to pass the government's budget that triggered the election nearly two months ago. With markets watching the province closely, a rehash of May's budget will do nothing to temper concerns that the risks associated with Ontario's debt are increasing. The government's May budget downplayed the need to eliminate the deficit and pro- jected this year's deficit to grow to $12.5 billion ($1.2 billion higher than last year's projection). At $12.5 billion, Ontario's deficit will be larger than the combined deficits of the federal and all provincial governments. And while the government maintains it will balance the budget in 2017/18, without any meaningful reforms or spending reductions, the plan lacks serious credibility. Seven consecutive years of deficit spending has fuelled growing government debt. Ontario's debt will hit $289.3 billion this year and is projected to reach $324.5 billion (almost 40 per cent of Ontario's economy) by 2017/18, more than double the $138.8 billion debt (or 27.5 per cent of the economy) in 2003/04 when the Liberals came to power). This considerable increase in provincial debt and the government's apparent unwillingness to tackle the problem has prompted speculation that credit rating agencies such as Standard & Poor's and Moody's may once again downgrade Ontario's creditworthiness. A downgrade would drive up the government's borrowing costs as the province would have to pay higher interest to investors buying its bonds. If this happens, the share of government spending dedicated to servicing the province's debt could also increase as the government issues new debt to cover deficits and re-finances debt that matures. The government already spends 9.2 per cent of its revenues to service its debt and, according to its own estimates, this will rise to nearly 11 per cent in the next four years. Put plainly, Ontario spends $1 out of every $10 sent to Queen's Park to pay for past debt. This is money not spent on healthcare, education, transportation, or other public priorities. The increase in rates and the expectation for further hikes means even more tax revenues will go to paying interest instead of key government services. But there is hope. Similar market pressures in the mid1990s caused the ChretienMartin Liberal government of the day to implement an ambitious plan to eliminate the deficit and reverse decades of rising government debt. A fresh majority mandate provides Wynne with an opportunity to look beyond short-term political machinations. A good first step would be a reconsideration of May's pre-election budget and the need to reassure markets her government is serious about getting the province's deficit and debt under control. While the premier and the Ontario Liberals can be lauded for their electoral win, there isn't much time for merriment. Markets have sent a wake-up call. It's time to get to work and start changing Ontario's course of deficits and debt. Assisted Living could use help in Emo The Rainy River District Assisted Living Emo Team was organized in April 2014. The purpose of the team is to survey local communities regarding the future housing needs of seniors in the Rainy River District. Our goal is to build a nonprofit assisted facility in Emo, based on commitment from potential tenants. Emo Municipality is very supportive of the Rainy River District Assisted Living Team and has become the collection agency for memberships. The contribution of $100.00 per person membership is a vote of confidence in the R.R.D.A.L. Team and entitles each person to vote on issues and be eligible for nomination to future Board of Directors. Cheques can be made payable to the Township of Emo and income tax receipts will be issued. Doris was born in Alysworth Twp, Ont on April 17, 1919 to Otto and Annie Herrmann. She was united in marriage to William McCready on Feb 2, 1946. Doris and Bill lived south of Emo for 19 years before relocating to Nestor Falls where they remained for over 26 years, and then returned to the Devlin and Emo areas. Doris worked as a hairdresser all her life, starting in select shops in Fort Frances during the war years, working independently in the Emo area, then operating her own beauty salon in Nestor Falls and having a home based shop in Devlin. She had a great love for gardening, sewing and cooking. Doris was a valued member of the UCW Ladies Auxiliary and the Emo Royal Canadian Legion Auxiliary. She is survived by her children Carole (Gary) Beauchene of Dryden, Keith (Faye) McCready of Dryden, Lois (Larry) Stoltz of International Falls, MN, Shirley (Larry) Glueheisen of Devlin, Ont; her grandchildren Christi Hulsman, Pamela Marion, Susan Moody, Don McCready, Katherine Brandt, David Rogoza, Jennifer Soderholm and Jonathan Glueheisen; great grandchildren Thomas Hulsman, Abigail, Racheal, and Joshua Marion, Benjamin and William Moody, Alyssa and Reed McCready, Brody and Jude Brandt, Brooke and Mitchel Rogoza, McKenna and Madison Soderholm, Riley and Tanner Glueheisen; and in laws Betty Herman of Fort Frances, Dorothy McCready of Fort Gratiot, Michigan, Jean Morrow of Sarnia, Ont, Agnes and Max Heath of Wallaceburg, Ont, and Norm and Ruth McCready of Brantford, Ont and many nieces and nephews. Online condolences may be offered at www.northridgefuneralhome.com Moos by Kim Jo Bliss I am sure everyone is getting tired of me complaining about the weather; man I am getting tired of complaining about it myself! We have exceeded the total normal rainfall amount for the entire year now! To date we have had 572 mm (22.88 in); this month we have had 286 mm (11.44 in) and this last week we have had 191 mm (7.64 in). I think we all have the right to complain about this. The last big flood started on June 10, 2002 – very similar in timing. We have done some tissue sampling on some of our plants and they will be sent off to the lab to determine what nutrients are left. With this much rain and flooding – we will have had nutrient leaching. Fertilizer is very costly – so re-applying is not likely an option but we are hoping we will have some information we can share with everyone. The crops are at a very sensitive stage to have this much water standing. I guess the people with unseeded acres are the only ones that won’t be worrying about their crop dying. We had plans to start harvesting the 1st cut of our forages this week but I doubt we will be able to tackle this job. So, it looks like it will be another week of cleaning and organizing at EARS! Poor students – it is much more exciting when we are working outside. I had to sort my steers out last week and bring them back in the yard for company for my yearling bull. Thankfully the cattle all followed me home nicely and there was no chasing or stress. My complaint was the fact that I went over my rubbers about 10 times and there was nothing I could do about it! The water and mud is just so deep and I had to get through it. Even where there is no mud it is like walking on a sponge. Just think about the cattle walking all over this – hoof prints everywhere! I had a very quiet weekend – first time in a long time. Everyone was away so it was just Roxee and I for the weekend. We did some fencing on Saturday before it started raining and then ended up working in the office. There is always bookwork to do and with this weather it is much easier to do it than when the sun is shining! I am a list maker – and I love the feeling of crossing things off it! Unfortunately I didn’t’ cross it all off – but it was a great start. I have another School Visit planned for this week – and of course the grass needs attention again but it will be a few days before I can tackle that. We will wait and see how much it dries up – it isn’t very much fun when it’s this wet and the animals are not that happy either. I’m not sure if I could even take the students on a wagon ride around the field – and you certainly need rubbers to walk on our trail! I am participating in Relay for Life this Friday night as a part of the “Foundation Fighters” team. As well, I will be selling “Canada Cash” tickets at the Farmers Market on Saturday – and will bring along trees if you are looking for either a ticket or a few trees. Sounds like Maddie and Marlee will come home with me that day as well so my quiet weekend will turn into a busy, fun-filled one ! By: Teresa Hazel The sun wasn’t necessarily shining, but the cars sure were as they lined up along Scott Street for the International Early Iron Car Club’s annual Show and Shine event. The club has been in existence for over forty years. “Since 1973”, reported Wayne Woods, who is the current President of the club. “We have about fifty or sixty members from Minnesota and the Rainy River district”, said Woods about the current membership. The club is for car enthusiasts and hobbyists who like to tinker and restore classic cars. They also work with the Auto Mechanics class at the Fort Frances High School to get them interested in restoring old cars. “We’re looking for young blood”, smiled Woods as to the intent of attracting new re- Just a little cat humour! Blue 1970 Chevelle owned by Kevin Hughes. cruits to keep the club going. “The students built the trophies this year”, noted Woods as he showed the uniquely designed awards that are welded together from used car parts. “These are the pistons from my sixty three Corvette”, points out Woods. Other mechanical parts on the trophies are transmissions, gears, clutch rings, push rods and pulleys. “The wrench is a nice touch”, commented one of the guys checking out the seven trophies that were set to be awarded to: Best Ford, Best GM, Best Mopar, Participant’s Choice, Best Import, People’s Choice and Best Paint. Although the number of cars participating this year was down due to the weather, the afternoon was fun and pleasant as people chatted and reminisced while enjoying a hot dog or hamburger grilled by volunteers from the club. Legion ladies June meeting The Fort Frances Ladies Auxiliary to Branch #29 met on June 11th with 46 members in attendance. A lovely potluck supper was enjoyed by all before the meeting. In May, the Veterans were honored with a supper. Special thanks to Kerry Zucchiatti and Linda Richerts for the help with the skit performed to entertain our Veterans. Also in May we welcomed 7 new members: Loreli Smith, Christal Dolph, Carolyn Oliver, Cindy Nick, Courtney Yatchuk, Susan Bodnarchuk and Donna Ewald with Wendy Derendorf initiated in June. Welcome Ladies! The Auxiliary held a Bingo at Rainycrest for residents and delivered Meals on Wheels. Approval was given to donate four $500.00 bursaries to deserving graduating students of Fort Frances High School. Approval was also given to purchase two Relay for Life luminaries in memory of our deceased members and in honor of cancer surviving members. A monetary donation will also be made to the Canadian Cancer Society through Relay for Life. Colours will be carried at the opening ceremonies of Relay for Life. A donation was also made to 144 Royal Canadian Sea Cadets Corps. Fort Frances. A pancake breakfast featuring pancakes, sausages, juice, coffee and tea will be held before the July 1st parade up- stairs at the Legion from 7:00 a.m. to 9:30 a.m. Adults only $6.00 and children 5 and under $3.00. Everyone welcome!!! The colour party will also be marching in the parade. Our ladies are actively involved with the museum plans in September to recognize the anniversary of World War I and World War II. Attendance draw was won by Carol Affleck. Here’s to the dad’s in our There are generations of lives! grandfathers and fathers who Rafferty tables motion to stem decline of Monarch Butterflies Thunder Bay – Rainy River Member of Parliament John Rafferty says that he is concerned about the massive decline in the Monarch butterfly population and has tabled a motion in parliament that calls on the federal government to work with other governments and organizations to protect that species’ reproductive and migratory habitats. “Most people aren’t aware, but the Monarch butterfly population is experiencing a very rapid and very severe decline. The numbers are astonishing,” Rafferty said. “The average Monarch population in any given year was around 350 million, but the estimate for 2014 is that just 34 million Monarchs will make their annual trip from the mountains of Mexico north through the United States and into Canada. It’s a very severe decline.” The text of Rafferty’s motion is as follows: “That, in the opinion of the House, the government should consider the advisability of working with domestic and international stakeholders to address the decline in the Monarch butterfly population by increasing the collection and sharing of scientific data relating to the Monarch’s habitats, reproduction, migration, and population levels and by developing appropriate domestic and international policy responses with the goal of protecting, expanding and enhancing the reproductive and migratory habitats of Monarch butterflies.” Annual General Meeting Wednesday, June 25th, 6:30pm Ice for Kids Conference Room Fort Frances Lakers team supporters are encouraged to attend to learn more about the operation of the team and volunteer opportunities. That was the first time I’ve ever seen that, and now the scientific community is beginning to assess the cause.
