Governmental posts
Following the legislative elections of 20 October 2013, Pierre Gramegna joined the government as
Minister of Finance on 4 December 2013 in the coalition government formed by the Democratic
Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party (“déi gréng”).

A career diplomat, Pierre Gramegna joined the Ministry of Foreign Affairs in 1983. He was subsequently appointed political and economic affairs advisor to the Luxembourg embassy in Paris
in 1988, an office he held for four years before being appointed consul general and director of the
Board of Economic Development in San Francisco.
From 1996 to 2002, Pierre Gramegna was Luxembourg’s ambassador to Japan and South Korea.
He was subsequently responsible for the Directorate of International
Economic Relations at the Ministry of Foreign Affairs.
In 2003, Pierre Gramegna took up the position of director general of the Chamber of Commerce,
an office he held until his appointment to the government in December 2013.
Prior to joining the government, Pierre Gramegna was a member of the executive board of several
companies, including in particular Cargolux Airlines International SA (as chairman from 2004 to
2008), the Luxembourg Stock Exchange (Bourse de Luxembourg), the National Credit and Investment Company (Société nationale de crédit et d’investissement), the Del Credere Office (Office
du ducroire), LuxExpo Luxembourg and BGL BNP Paribas Luxembourg SA.
He has also been a member of numerous advisory committees, such as the Tripartite Coordination
Committee (Comité de coordination tripartite), the Economic and Social Committee of the Greater
Region (Comité économique et social de la Grande Région), the Advisory Committee on Foreign
Trade (Comité consultatif du commerce extérieur), the Economic Development Committee (Comité
de développement économique) and the National Committee for the Promotion of Entrepreneurship (Comité national pour la promotion de l’esprit d’entreprise).
Joaquim Levy, CEO, BRAIN
Joaquim Levy joined the IMF in 1992 and was Visiting Economist ECB 1999-2000. In 2000, he was
appointed Deputy Secretary for Economic Policy at the Brazilian Ministry of Finance becoming in 2001
Chief Economist at the Brazilian Ministry of Planning, Budget and Management. In 2003, he became
Secretary of the National Treasury and in 2006 Executive Vice President of Finance & Administration of
IDB. In 2007, he was appointed Secretary of Finance of the State of Rio de Janeiro, leaving in May 2010
after Rio succeeded in becoming the host for the 2016 Olympics. He is currently the CEO of Bradesco
Asset Management.
Nicolas Mackel, CEO, Luxembourg for Finance
Nicolas Mackel is a career diplomat. Before joining LFF as a CEO in July 2013, he was consecutively
posted at Luxembourg’s Permanent Representation to the EU (2002-07), as Deputy Chief of Mission
at Luxembourg’s Embassy in Washington DC (2007-11) and as Consul General in Shanghai (2011-13)
where he was in charge of promoting Luxembourg’s economic interests throughout China as the
Executive Director of the Luxembourg Trade and Investment Office.
Tonika Hirdman, Director General, Fondation de Luxembourg
Tonika Hirdman is the Director General of Fondation de Luxembourg. Previously she was Country Head
of ABN AMRO Bank (Luxembourg) S.A. Before coming to Luxembourg she worked as Managing Director
of Banco, a subsidiary of ABN AMRO in Sweden. A Swedish national, Tonika Hirdman started her career
as a diplomat at the Swedish Ministry of Foreign Affairs.

Steve Jacoby, Partner, Clifford Chance
Steve Jacoby is a partner in the Banking, Finance and Capital Markets practice in Clifford Chance’s
Luxembourg office. He handles a wide range of finance, capital markets, restructuring and corporate
law matters. He is an associate lecturer at the University of Luxembourg in finance and capital markets
law, a regular contributor to legal journals and a member of various advisory committees on financial
and corporate law questions within Luxembourg public institutions and professional organisations.
Serge de Cillia, CEO, The Luxembourg Bankers’ association (ABBL)
Serge de Cillia has been active in the financial centre for almost 30 years. Since April 2014, he is CEO and
Head of the Management Board of the ABBL, responsible for Banking Regulation and Financial Stability,
Communication, Education as well as for European and international Affairs. He represents the ABBL in
a number of Committees at the Commission de Surveillance du Secteur Financier (CSSF), the Economic
and Social Council of the Grand Duchy of Luxembourg (CES), and the High Level Committee for the
Financial Centre (HCPF), and he is a member of the Executive Committee of the European Banking
Federation (EBF) as well as of the Union des Entreprises Luxembourgeoises (UEL).
Frédéric Genet, Managing Director, FRG Consulting
After 35 years in banking with most recent positions as CEO of SGBT (one of the biggest banque in
Luxembourg) and as CEO of KBL (a privately own luxembourgish bank), Mr Genet has created beginning
of 2014 a consulting firm focused on banking activities. This French citizen lives in Luxembourg for 6
years now and having been before the Global Head of Export Finance for SocGen during 10 years he has
a broad and external look on the Luxembourg International Financial centre.
Thierry Lesage, Partner Tax Law, Arendt & Medernach
Partner, Tax Law practice of Arendt & Medernach and Member of the firm’s strategy board. He advises on
both national and international tax issues; active on private equity, real estate and finance transactions.
Member of the Luxembourg Bar, the American Bar Association, the International Bar Association, the
International Fiscal Association and the fiscal commission of the Luxembourg Bankers’ Association.
Hubert Musseau, CEO Wealth Management, BNP Paribas
Hubert Musseau graduated from EM Lyon (École de Management de Lyon) and holds a Master’s Degree
in Economics and Econometrics from Panthéon – Assas University Paris II. He joined BNP Paribas in 1996
where he has since carried out his career. After an initial assignment with CIB as a credit analyst for Asia,
followed by 5 years spent in the Inspection Générale department as an inspector and subsequently a
team leader, he joined BNP Paribas Wealth Management in 2005 as Head of Risk Management and a
member of the Wealth Management International Executive Committee.
François Pauly, Chairman, Banque Internationale à Luxembourg
François Pauly has been assuming the Chairmanship of the Board of Directors of the BIL Group since
September 30, 2014. He is a graduate from the ESCP Europe Business School, who started his professional
career in 1987 at BIL. In 2004, he was appointed general manager of Sal. Oppenheim Jr. & Cie.
From June 2010 to August 2011, he occupied the role of managing director of BIP Investment Partners.
From September 2011 to 2014, he was CEO and chairman of the management board of BIL.
Marc Saluzzi, Chairman, Association of the Luxembourg Fund Industry (ALFI)
He joined PwC in 1986, was admitted as a partner in 1996 and has more than 25 years of experience in
the Asset Management Industry in Luxembourg and in the US. Between 2006 and 2010, Marc led the
PwC Global Asset Management practice. Marc is a member of the CSSF-OPC Committee, advising the
Luxembourg fund regulator. Since June 2011, Marc is the Chairman of ALFI.

Germain Birgen, Head of Business Development, Banque de Luxembourg
With some 30 years of experience in the Luxembourg finance and fund industry, Germain Birgen is
heading up business development of the professional banking division of Banque de Luxembourg.
Prior to this, he was the Managing Director and Head of HSBC Securities Services Luxembourg and
more recently he led the Client Solutions Europe division with RBC Investor and Treasury Services,
based in Luxembourg. Over the years, he has also been an active member and chair of various
industry associations, committees and working groups including the Luxembourg Stock Exchange,
the Association of the Luxembourg Fund industry (ALFI) and Luxembourg for Finance (LFF).
Rob Philippa, Director, BTG Pactual
Rob Philippa is the CFO of Banco BTG Pactual’s Luxembourg branch, its recently established offshore
banking entity. He moved to Luxembourg from Brazil earlier this year, where he was responsible for the
BTG’s international back office operations. Prior to BTG Pactual, Rob managed international operations
for ABN AMRO Bank’s U.S. broker/dealer for 20+ years and later for The Royal Bank of Scotland. After
leaving RBS, he established his own operations consultancy firm focusing on emerging markets infrastructure, trading, clearing and settlement before joining BTG. A Dutch national, Rob is happily married
to Rita, an Argentine national, and currently resides, just as happily, in Luxembourg.
Jean-Christian Six, Partner, Allen & Overy Luxembourg
Jean-Christian has significant expertise in advising clients in relation to the structuring, setting up
and registration of regulated funds (UCITS, Part II funds and SIFs) and SICARs for institutional and noninstitutional investors in the areas of real estate, alternative investments, private equity, venture capital,
equity, bonds, derivatives and structured products. He also has experience in advising foreign entities
on their investments in Luxembourg investment vehicles.
Denise Voss, Conducting Officer, Franklin Templeton International Services
Denise Voss has worked in the financial industry in Luxembourg since 1990. Denise joined Franklin
Templeton Investments in 1995 and is currently Conducting Officer and board member of Franklin
Templeton International Services S.à r.l., a Luxembourg-based management company, managing both
UCITS and AIFs, in and outside of the EU.
Denise is Vice Chairman – International Affairs of the Association of the Luxembourg Fund Industry
(ALFI) and has been a member of the ALFI board of directors since 2007.
