NOVA Engineering and Environmental, LLC (NOVA) has completed the authorized Phase I
Environmental Site Assessment (ESA) for the Clayton County Fire Department Multi-Purpose
Building site located on the 7810 Highway 85 parcel in Riverdale, Clayton County, Georgia.
The Phase I ESA work was performed in general accordance with American Society for Testing
Materials (ASTM) Standard Practice for Site Assessment: Phase I Environmental Site Assessment
Process, Designation: E 1527-05, unless otherwise stated herein. The attached report presents our
understanding of the project information, a description of the environmental consulting services
provided by NOVA, and our findings, conclusions and recommendations.

1.0 SUMMARY
We have performed a Phase I Environmental Site Assessment (ESA) in conformance with the
scope and limitations of American Society for Testing and Materials (ASTM) Practice E 152705 for the Clayton County Fire Department Multi-Purpose Building site located on the 7810
Highway 85 parcel in Riverdale, Clayton County, Georgia, the Subject Property. Any exceptions
to, or deletions from, this practice are described in Section 10.0 of this report. This summary is
provided for convenience and should not be substituted for review of the full report, including all
attachments as provided herein.
1.1
RECOGNIZED ENVIRONMENTAL CONDITIONS
No on-site or off-site Recognized Environmental Conditions (RECs) were identified
during the site reconnaissance performed by NOVA personnel, or in the review of
regulatory databases in connection with the Subject Property.

HISTORICAL RECOGNIZED ENVIRONMENTAL CONDITIONS
No on-site or off-site Historical Recognized Environmental Conditions were identified

Based on the findings of this study, it is NOVA’s professional opinion that no additional
assessment of the Subject Property is recommended at this time.

2.0 INTRODUCTION
2.1
PURPOSE
The Phase I ESA was performed in an attempt to identify RECs associated with the
Clayton County Fire Department Multi-Purpose Building site located on the 7810
Highway 85 parcel in Riverdale, Clayton County, Georgia. The Phase I ESA is intended
to constitute “all appropriate inquiry” into the previous ownership and uses of the Subject
Property consistent with good commercial and customary practices as defined by the
Comprehensive Environmental Response Compensation and Liability Act (CERCLA)
(42 USC § 9601). In addition, the Phase I ESA is intended to permit a user to satisfy one
of the requirements to qualify for the innocent landowner, contiguous property owner, or
bono fide prospective purchaser limitations on CERCLA liability.
Phase I ESAs address existing and past uses and conditions relating to the Subject Property.
We make no representation regarding the future or potential use of the Subject Property
except for those items explicitly stated in this report.
This assessment was conducted in general accordance with the scope and limitations of
the generally accepted ASTM Standard Practice for Site Assessments: Phase I
Environmental Site Assessment Process, Designation: E 1527-05 unless otherwise stated
herein. Our assessment, conclusions and recommendations are based on site conditions,
observations, interviews, and a review of readily available information, as they existed at
the time of our review.
2.2
SCOPE OF SERVICES
Phase I ESAs are described as general characterizations of environmentally sensitive
activities and conditions that are identifiable through readily available information and
visual, non-invasive observations for the purpose of identifying RECs. ASTM E 1527-05
defines a REC as the presence or likely presence of any hazardous substance or
petroleum products on a property under conditions that indicate an existing release, a past
release, or a material threat of a release of any hazardous substances or petroleum
products into structures on the property or into the ground, ground water or surface water
of the property. The term includes hazardous substances or petroleum products, even
under conditions in compliance with laws.
ASTM E-1527-05 defines a historical recognized environmental condition as an
environmental condition which in the past would have been considered a REC, but which
may or may not be considered an environmental condition currently.

ASTM E-1527-05 also defines a business environmental risk as a risk that may have a
material environmental or environmentally-driven impact on the business associated with
the current or planned use of a parcel of commercial real estate, not necessarily limited to
those environmental issues required to be investigated in this practice.
These terms are not intended to include de minimis conditions that generally do not
present a material risk of harm to public health or the environment, and that generally
would not be the subject of an enforcement action if brought to the attention of
appropriate governmental agencies.
Services performed for this project include a process involving and/or considering the
following:
•
Review of available environmental lists published by federal and state agencies (i.e.,
regulatory database report) in an attempt to identify environmentally sensitive
activities (past or present) on the subject and adjoining properties.
•
Review of physical characteristics of the site through field observations and a review
of readily available documents including geologic and topographic maps, aerial
photographs, and historic maps.
•
Reconnaissance of reasonably accessible portions of the site and surrounding areas to
visually identify obvious present or past conditions or activities that may pose an
environmental threat to the Subject Property.
•
Interview of local regulatory agency personnel and others knowledgeable about the
history of the site.
•
A qualitative hydrogeologic evaluation of the site and vicinity using both published
topographic maps and field observations.
•
Preparation of this report summarizing our services, findings, and conclusions.
A site vicinity map, topographic map, aerial photograph, site photographs, regulatory
database report, regulatory and/or government agency correspondence, and other
supporting documents and information may be included as appendices to this report.
The sampling and testing of soil, air and/or other materials is beyond the scope of this
study. The identification of asbestos containing materials (ACM), radon, lead based
paint (LBP), lead in drinking water, wetlands, Waters of the United States, Waters of the
State, regulatory compliance, cultural and historic resources, industrial hygiene, health
and safety, ecological resources, rare or endangered species, air quality (including but not

limited to vapor intrusion), noise impacts, biological agents and mold are also beyond the
ASTM E1527-05 defined scope of this Phase I ESA. No implication is intended as to the
relative importance of these additional environmental items, and this list of items is not
intended to be all inclusive.
2.3
SIGNIFICANT ASSUMPTIONS
Significant assumptions were not identified in the authorized scope of services, except as
follows:
The information gathered during this assessment was information that was “practically
reviewable”. This is, by definition, information that is provided by the source in a
manner and in a form that, upon examination, yields information relevant to the property
without the need for extraordinary analysis of irrelevant data. The form of the
information is such that the environmental professional can review the records for a
limited geographic area. Records that cannot be feasibly retrieved by reference to the
location of the property or a geographic area in which the property is located (such as
records that are sorted chronologically) are not considered practically reviewable.
In addition, for large databases with numerous records it is common for an unmanageable
number of sites to be identified, even within a smaller geographic area such as a zip code.
In these cases when so much data is generated that it cannot be feasibly reviewed for its
impact on the property, it is considered not practically reviewable.
The information provided herein is that which is publicly available. Information that is
publicly available means that the source of the information allows access to the
information by anyone upon request at a reasonable time and cost.
2.4
LIMITATIONS AND EXCEPTIONS
2.4.1
Limitations
NOVA has performed a Phase I ESA in general accordance with ASTM E1527-05,
which is a limited inquiry into a property's environmental status and is not sufficient to
discover every potential source of environmental liability or environmental impact, if
any, of the property to be evaluated. No environmental site assessment can wholly
eliminate uncertainty regarding the potential for recognized environmental conditions in
connection with a property. Performance of this practice is intended to reduce, but not
eliminate, uncertainty regarding the potential for recognized environmental conditions in
connection with a property, and this practice recognizes reasonable limits of time and
cost.

The level of inquiry is variable. Not every property will warrant the same level of
assessment. Consistent with good commercial or customary practices, the appropriate
level of environmental site assessment will be guided by the type of property subject to
assessment, the expertise and risk tolerance of the User, and the information developed in
the course of the inquiry.
NOVA's findings, opinions, conclusions and recommendations are based on information
which is reasonably ascertainable from standard sources at the time of the assessment
through site reconnaissance, visual assessment of surficial conditions, records review,
interviews and other standard investigative techniques used in the industry at this time. It
is possible that other information exists or may subsequently become known that may
impact or change the site assessment after NOVA's services are complete.
In conducting this Phase I ESA and preparing the ESA report, NOVA reviewed,
interpreted, and relied upon information provided by others, including, but not limited to,
Board of Commissioners of Clayton County Central Services Department (Client or
User), individuals, government authorities, subcontractors, and other entities. NOVA has
not performed an independent evaluation of the accuracy or completeness of such
information.
NOVA’s assessment represents our professional opinion, only. Therefore, NOVA
cannot, under any circumstances, make a statement of warranty or guarantee, expressed
or implied, that recognized environmental conditions, environmental impairment, or
environmental impacts are limited to those that are discovered while we are performing
the Phase I ESA.
2.4.2
Exceptions / Data Gaps
Specific data gaps and limitations evaluated for this Phase I ESA are:
•
The use of the Subject Property was not identified back to the Subject Property’s first
developed use. The Subject Property appears to have been a mix of agricultural and
wooded land in a 1942 aerial photograph.
•
Chain-of-title records were not provided to NOVA by the Client for review.
However, it is our professional opinion that this data gap is not significant, and does not
impact the ability to identify RECs, or impact the findings or conclusions of this report.

SPECIAL TERMS AND CONDITIONS
The Terms and Conditions for this Phase I ESA were set forth in NOVA’s Proposal
Number 05865-E, dated April 10, 2013.
2.6
USER RELIANCE
NOVA’s Phase I ESA report, along with the findings and conclusions contained in the
report, either in completed form, summary form, or by extraction, is prepared, and
intended, for the sole use of Board of Commissioners of Clayton County Central
Services Department (Client or User) and therefore may not contain sufficient
information for other purposes or parties. The Client is the only intended beneficiary of
this report.
The contents of NOVA's report will continue to be the property of NOVA. NOVA's
report may not be disclosed to, used by, or relied upon by, any person or entity other than
the Client without the express written consent of NOVA. NOVA will issue a reliance
letter to the Client’s lender and any other lender that the Client requests.
Authorization for disclosure to a third party or authorization for third-party reliance
on a final report of any report will be considered by NOVA upon the written request
of the Client. NOVA reserves the right to deny authorization to allow disclosure or
reliance of NOVA's report to third parties.

3.0 SITE DESCRIPTION
3.1
LOCATION AND LEGAL DESCRIPTION
The Subject Property is located on the 7810 Highway 85 parcel in Riverdale, Clayton
County, Georgia. The Subject Property is comprised of an approximately 15.5-acre
irregular shaped property consisting of two (2) tracts located within the forty-nine (49) acre
parcel currently owned by the Atlanta Gas Light Company and identified as Parcel ID
number 13215A B002 according to the Clayton County Tax Assessor’s website. One (1)
tract is primarily developed with numerous Clayton County Fire Department structures and
associated improved areas. The remaining undeveloped tract of land is comprised of dense
foliage, grassland, and remnants of approximately four (4) Clayton County Fire
Department structures located in the northwestern portion of the tract. The Subject
Property does not include the adjacent Clayton County Fire Department & Emergency
Services/Fire Station #11 structure identified as 7810 Highway 85. The Subject Property

A site location map and a topographic map depicting the location of the subject site and
its surrounding topography are included in Appendix A (Figures 1 and 2). The
approximate latitude and longitude coordinates of the subject site are 33.5394º north and
84.4153º west, respectively.
3.2
SITE AND VICINITY GENERAL CHARACTERISTICS
The irregular-shaped Subject Property is located within the Riverdale, Georgia United
States Geological Survey, 7.5-minute series topographic quadrangle map.
Topographically, the Subject Property slopes downward from a high point of
approximately 980 feet above mean sea level (msl) in the northern portion to approximately
920 feet msl in the southeastern portion of the Subject Property.
An aerial photograph of the site is provided in Figure 3 (Appendix A). Select
photographs of the Subject Property taken by NOVA during the site reconnaissance are
included in Appendix B.

CURRENT USE OF THE PROPERTY
The Subject Property is currently operating as the W.J. “Bill” Guice Training Center for
the Clayton County Fire Department. The Subject Property is a centrally located tract of
land located within the 7810 Highway 85 parcel consisting of a mixture of developed
land in the north with various Clayton County Fire Department training structures and a
primarily undeveloped portion in the south consisting of wooded land and grassland. The
Subject Property is located adjacent and to the southeast of the Clayton County Fire
Department & Emergency Services Headquarters/Fire Station #11 structure identified as
7810 Highway 85.
3.4
DESCRIPTIONS OF STRUCTURES, ROADS, OTHER IMPROVEMENTS
The Subject Property is a partially developed 15.5-acre portion of the 7810 Highway
parcel containing the W.J. “Bill” Guice Training Center for the Clayton County Fire
Department. The northern tract of the Subject Property is developed with numerous
training structures and associated improved areas. One (1) wet detention pond was
located along the eastern boundary of the Subject Property. The majority of the southern
tract of the Subject Property contains undeveloped land and remnants of approximately
four (4) Clayton County Fire Department structures in the northwestern portion of the
tract.
3.5
CURRENT USES OF THE ADJOINING PROPERTIES
Properties in the immediate vicinity of the site were examined from the perimeter of the

ENVIRONMENTAL LIENS OR ACTIVITY AND USE LIMITATIONS
The Client has stated that they are not aware of any environmental liens or activity or use
limitations for the Subject Property.

SPECIALIZED KNOWLEDGE
The Client has stated that they are not aware of any specialized knowledge or experience
of the Client that is material to Recognized Environmental Conditions (RECs) in
connection with the Subject Property.
4.4
COMMONLY KNOWN OR REASONABLY ASCERTAINABLE
INFORMATION
The Client has stated that they are not aware of any commonly known or reasonable
ascertainable information that is material to Recognized Environmental Conditions
(RECs) in connection with the Subject Property.
4.5
VALUATION REDUCTION FOR ENVIRONMENTAL ISSUES
The Client has stated that they are not aware of any apparent valuation reduction related
to environmental issues for the Subject Property.
4.6
OWNER, PROPERTY MANAGER, AND OCCUPANT INFORMATION
The Client has stated that they are not aware of any owner, property manager or occupant
information that is material to Recognized Environmental Conditions (RECs) in
connection with the Subject Property.
4.7
REASON FOR PERFORMING PHASE I
The Phase I ESA is being performed with the understanding that the Client intends to
redevelop the Subject Property.

5.0 RECORDS REVIEW
5.1
ENVIRONMENTAL RECORD SOURCES
Environmental Data Resources, Inc. (EDR) of Milford, Connecticut conducted a
commercial database search of regulatory databases. This is a review of published
governmental records from federal and state environmental regulatory agencies. It was
conducted to identify use, generation, storage, treatment or disposal of hazardous
substances and petroleum products, and/or release incidents of such materials that may
have the potential to impact the Subject Property or nearby sites. The federal and state
environmental databases obtained from EDR and reviewed by NOVA were generated in
general accordance with the ASTM E-1527-05 guidelines for standard environmental
record sources for this assessment. Such reports are typically used to review the potential
environmental impact of activities at the Subject Property or nearby sites. The full
EDR® database search report for this project is included in Appendix C.

The EDR Report includes searches for State and Tribal lists for Indian Reservations,
Underground Storage Tank (UST) and Leaking Underground Storage Tank (LUST) sites.
According to the EDR Report, there were no Indian Reservations, Tribal USTs or Tribal
LUST sites within the recommended search distances.
Since Tribal lands are not present within the search radii, it can be concluded that there
will be no Tribal hazardous waste sites, landfills or solid waste disposal sites, institutional
control/engineering control, voluntary cleanup sites and/or Brownfield sites within the
recommended search distances.
5.1.1
Subject Property
The Subject Property is incorrectly listed in the EDR Report as 7810 Highway 85, which
is listed as a Facility Index System (FINDS), Underground Storage Tank (UST), and
Financial Assurance site in the regulatory databases included in the EDR Report. The
7810 Highway 85, Clayton County Fire & Emergency Services Headquarters/Fire Station
#11 site identified in the EDR Report is further discussed in Section 5.1.2. The Subject
Property is not listed in the regulatory databases included in the EDR Report.
5.1.2
Adjoining Sites
Adjoining sites are sites the border of which is contiguous or partially contiguous with
that of the Subject Property, or that would be contiguous or partially contiguous with that
of the Subject Property but for a street, road or other public thoroughfare separating them.
Four (4) adjoining sites were identified in the EDR Report within the specified search
distances relative to the Subject Property.

The off-site operation of the Clayton County Fire Station #11 adjoining the Subject
Property to the north at 7810 Highway 85 is listed on the FINDS/UST/Financial
Assurance databases in the EDR Report. However, the USTs of the downgradient
facility are located approximately 200 feet to the northwest of the Subject Property.
Based on the absence of reported releases, local topography and interpreted groundwater
flow direction, it is in NOVA’s opinion that the site does not represent a REC in
connection with the Subject Property at this time.
The off-site operation of the Atlanta Gas Light Company site, formerly Riverdale LNG
Atlanta, adjoining the Subject Property to the east at 7990 Highway 85 is listed on the
RCRA-SQG/GA NON-HSI/LUST/UST/Financial Assurance/US Hist Auto Stat
databases in the EDR Report. However, the downgradient facility containing USTs is
located approximately 200 feet to the east of the Subject Property. The facility is listed
as having two (2) USTs removed in 1991. One (1) release is reported for this facility;
however the Georgia Environmental Protection Division (GAEPD) issued a “No Further
Action” (NFA) letter in December 1991. Based upon the information available, local
topography and interpreted groundwater flow direction, it is in NOVA’s opinion that the
site does not represent a REC in connection with the Subject Property at this time.
The off-site operation of the Hanna Convenience Store, formerly identified as Pit Stop
#26 and Masters Cleaners, adjoining the Subject Property to the west at 7986 Highway
85 is listed on the SHWS/AST/UST/Financial Assurance/US Hist Cleaners databases in
the EDR Report. However, the downgradient facility containing the AST and USTs is
located approximately 300 feet to west of the Subject Property. No releases are reported
in conjunction with the identified AST and USTs at the facility. A release of
tetrachloroethene is reported at the facility. According to the Georgia Environmental
Protection Division a Corrective Action Plan (CAP) is pending and cleanup activities are
being conducted. Based on the information available, distance, local topography and
interpreted groundwater flow direction, it is in NOVA’s opinion that the site does not
represent a REC in connection with the Subject Property at this time.
The off-site operation of the Riverdale Coin Laundry adjoining the Subject Property to
the west at 7990 Highway 85 is listed on the US Hist Cleaners database in the EDR
Report. However, the downgradient facility is located approximately 300 feet to the west

of the Subject Property. Based on the absence of reported release, distance, local
topography and interpreted groundwater flow direction, it is in NOVA’s opinion that the
facility does not represent a REC in connection with the Subject Property at this time.
5.1.3
Surrounding Area - Apparent Upgradient and/or Higher Elevation Sites
No surrounding upgradient or higher elevation sites are listed in the regulatory databases
included in the EDR Report.
5.1.4
Surrounding Area - Apparent Sidegradient, Downgradient, and/or Distal Sites
Thirteen (13) apparent downgradient and/or distal site are identified in the EDR Report
within the specified search distances relative to the Subject Property. Four (4) of the
regulatory sites are previously discussed in Section 5.1.2. Due to the remaining
regulatory sites’ distance, absence of reported releases, local topography, and/or
interpreted groundwater flow direction, the remaining regulatory sites identified are not
considered RECs in connection with the Subject Property.
5.1.5
Orphan Sites
Additional facilities were listed as "unmappable" or "orphan" sites in the EDR database
report. These facilities could not be plotted due to errors or missing information in the
regulatory records. NOVA reviewed this "orphan summary" in the database report. It is
our opinion that these orphan facilities listed were not adjoining sites. These facilities
were not located upgradient within the respective search distances from the Subject
Property based on the information provided and, in our opinion, are not considered RECs
in connection with the Subject Property.
5.2
PHYSICAL SETTING SOURCES
5.2.1
Site And Area Geology
The site is located in the Piedmont Geologic Region, a broad northeasterly trending
province underlain by crystalline rocks up to 600 million years old. The Piedmont is
bounded on the northwest by the Blue Ridge Range of the Appalachian Mountains, and
on the southeast by the leading edge of Coastal Plain sediments, commonly referred to as
the “Fall Line”. Numerous episodes of crystal deformation have produced varying
degrees of metamorphism, folding and shearing in the underlying rock. The resulting
metamorphic rock types in this area of the Piedmont are predominantly a series of
Precambrian age schists and gneisses, with scattered granitic or quartzite intrusions.

Residual soils in the Piedmont region are primarily the product of in-situ chemical
decomposition of the parent rock. The extent of the weathering is influenced by the
mineral composition of the rock and defects such as fissures, faults and fractures. The
residual profile can generally be divided into three zones:
•
An upper zone near the ground surface consisting of red clays and clayey silts which
have undergone the most advanced weathering,
•
An intermediate zone of less weathered micaceous sandy silts and silty sands,
frequently described as “saprolite”, whose mineralogy, texture and banded
appearance reflects the structure of the original rock, and
•
A transitional zone between soil and rock termed partially weathered rock (PWR).
Partially weathered rock is defined locally by standard penetration resistances
exceeding 100 blows per foot.
Boundaries between zones of soil, partially weathered rock and bedrock are erratic and
poorly defined. Weathering is often more advanced next to fractures and joints that
transmit water, and in mineral bands that are more susceptible to decomposition.
Boulders and rock lenses are sometimes encountered within the overlying PWR or soil
matrix. Consequently, significant fluctuations in depths to materials requiring difficult
excavation techniques may occur over short horizontal distances.
5.2.2
Groundwater
Groundwater in the Piedmont typically occurs as an unconfined or semi-confined aquifer
condition. Recharge is provided by the infiltration of rainfall and surface water through
the soil overburden. More permeable zones in the soil matrix, as well as fractures, joints
and discontinuities in the underlying bedrock can affect groundwater conditions. The
groundwater table in the Piedmont is expected to be a subdued replica of the original
surface topography. Based on a review of the topographic maps and visual observations,
we anticipate the local groundwater to generally flow to the southwest toward an unnamed
body of water.
5.3
HISTORICAL USE INFORMATION
NOVA attempted to conduct a review of previous reasonably ascertainable
environmental reports, historical maps and aerial photographs to gain an understanding of
the development history of the Subject Property. Available historical records reviewed
by NOVA were used to review the potential environmental impact of activities on the
integrity of the Subject Property.

5.3.1

Topographical Maps
The 7.5-minute topographic map of the Riverdale Quadrangle (1954) depicted the
Subject Property as being undeveloped land. No individual buildings are depicted on the
Subject Property. Historic topographic maps from 1895, 1919, 1968, 1973, 1982, and
1993 were also reviewed by NOVA. The maps reviewed indicate the northern tract of
the Subject Property lies upon a significant higher elevation from the surrounding areas
and slopes away from the Subject Property in all directions and the southern tract of the
Subject Property slopes to the south and west.
The maps reviewed indicate three (3) pipelines located in the surrounding area. One (1)
of the pipelines was identified as an Atlanta Gas Light Company natural gas pipeline on
the adjoining properties to the north and east of the Subject Property during NOVA’s site
inspection. The remaining two (2) pipelines are located approximately 0.35 miles to the
north and 0.78 miles to south of the Subject Property respectively. The historical maps
did not show any nearby landfills or surface mines.
Copies of the topographical maps are included in Appendix D.
5.3.2
Sanborn® Maps
Copies of Sanborn Maps were requested from EDR. According to EDR, the Subject
Property is an unmapped property. A copy of the no coverage letter is included in
Appendix D.
5.3.3
Historical Aerial Photographs
Copies of historical aerial photographs taken in the years 1942, 1955, 1964, 1971, 1988,
1993, 2005, 2006, 2007, 2009 and 2010 were obtained by NOVA from EDR. These
aerial photographs were reviewed in an attempt to identify changes in land use and areas
of potential environmental concern. Copies of the aerial photographs are included in
Appendix D.
The following are descriptions and interpretations from the aerial photograph reviews.
1942 and 1955 Aerial Photographs: The aerial photographs indicate that the Subject
Property is a mix of agricultural and wooded land. An unnamed dirt road traverses the
southwestern portion of the Subject Property and residential structures are visible to the
southwest of the property. A utility right of way is visible to the north and east of the
Subject Property. The remaining surrounding area is primarily agricultural and wooded
with sparse residential development.

1964 Aerial Photograph: The aerial photograph indicates that the Subject Property
remains relatively unchanged from the previous photographs.
A large utility
development, identified as a former natural gas utility site, is visible to the northeast of
the Subject Property. An increase in development, including a trailer-park, is visible
along Highway 85 to the west of the Subject Property. The remaining areas surrounding
the Subject Property appear relatively unchanged.

remaining areas surrounding the Subject Property continue to exhibit an increase in
commercial and residential development, specifically along Highway 85 to the west.
1993 Aerial Photograph: The aerial photograph indicates significant development in
the form of two (2) large structures, identified as two (2) training towers for the W.J.
“Bill” Guice Training Center for the Clayton County Fire Department at the time of
NOVA’s 2013 site inspection, and associated paved areas in the northern portion of the
Subject Property. The Clayton County Fire & Emergency Services Headquarters/Fire
Station #11 building, identified during NOVA’s site inspection, is visible on the
adjoining site to the northwest of the Subject Property. An additional structure is visible
on the commercial development on the adjoining site to the southwest. The remaining
area surrounding the Subject Property continues to exhibit an increase in residential and
commercial development.

2005 Aerial Photograph: Additional structures and improved areas associated with the
W.J. “Bill” Guice Training Center for the Clayton County Fire Department are visible in
the northern portion of the Subject Property in the aerial photograph. The former natural
gas utility site previously identified northeast of the Subject Property in the 1964
photograph appears to have been demolished. An additional structure is visible on the
commercial development on the adjoining site to the southwest. The site adjoining the
Subject Property to the southeast has undergone development in the form of a multitenant housing complex and associated improved areas. The remaining area surrounding
the Subject Property continues to exhibit an increase in residential and commercial
development.
2006, 2007, 2009 and 2010 Aerial Photographs: The aerial photographs indicate that
the Subject Property is relatively unchanged and is similar to the conditions observed
during NOVA’s 2013 site inspection. The remaining areas surrounding the Subject
Property are similar to previous photographs with the exception of an additional church
development to the northwest of the Subject Property along Highway 85.
Recent Aerial Photographs: A color aerial photograph of the site is included in Figure
3 (Appendix A). The color photograph was obtained from the website address
www.mapquest.com. This aerial photograph depicts the Subject Property and the
surrounding properties as similar to the 2010 photograph.
5.3.4
Historical City Directories
Copies of historical city directories for the site and surrounding properties were obtained
by NOVA from EDR for the years 1970 through 2009 in approximately five (5) year
intervals. These were reviewed in an attempt to identify land use and areas of potential
environmental concern.

6.0 SITE RECONNAISSANCE
6.1
METHODOLOGY AND LIMITING CONDITIONS
Mr. Josh Januzelli, a NOVA environmental professional, conducted a site visit on May 7,
2013. Mr. Januzelli was unaccompanied during the site visit, which consisted of an
initial site reconnaissance, a walk along the perimeter of the site and a walk along the
immediate site area. Additionally, an area reconnaissance was conducted as a driving
tour to identify facilities within specified regulatory search distances listed within the
previously referenced EDR report.
The site reconnaissance was performed in an attempt to identify observed obvious
indications of present or past activities that may have caused a significant environmental
impact(s) to the site. Select photographs of the site taken by NOVA during the site
reconnaissance are included in Appendix C.
6.2
OBSERVATIONS
Site observations and conditions identified during NOVA’s site reconnaissance are
summarized as follows:
6.2.1
Interior and Exterior Observations
Hazardous Substances and Petroleum Products in Connection with Identified Uses:
Regulated materials, including paints, aerosols, oils, and dry chemical powder were
observed within the storage building located in the western portion of the Subject
Property. The identified regulated materials appeared to be properly stored and contained
within the structure on the Subject Property. No leaking or staining was observed in
association with the paints, aerosols, oils, or dry chemical powder. In the event of
disposal, it is recommended that all regulated materials be disposed of in accordance with
all applicable rules and regulations.
An Atlanta Gas Light Company operation (natural gas) and utility right of way were
observed on the adjoining site to the east of the Subject Property and immediately north
of the Subject Property, approximately 50 feet from the property.
Storage Tanks: Two (2) railcar storage tanks, two (2) 250-gallon propane storage tanks,
five (5) twenty-pound portable propane tanks, ten (10) compressed air tanks and
numerous fire extinguishers were observed on the Subject Property. The railcar storage
tanks, compressed air tanks and one (1) 250 gallon propane tank were empty at the time
of the site inspection and according to Deputy Chief Sweat they are used for training
exercises. One (1) propane tank supplies the three-story sheet metal building for

simulated fire exercises performed within the structure and is located on the southern
elevation of the building. No leaking or staining was observed in association with the
storage tanks, compressed air tanks, or fire extinguishers. In the event of tank disposal, it
is recommended that the storage tanks be disposed of in accordance with all applicable
rules and regulations.
Two (2) underground storage tanks (USTs) containing diesel and gasoline fuel were
identified on the adjoining downgradient site to the north of the Subject Property.
According to NOVA’s interview with Deputy Chief Sweat, the tanks have permanent
monitoring wells installed adjacent to the fuel tanks and do not have a reported release in
association with the identified tanks. It is in NOVA’s opinion that due to the absence of
reported releases, local topography, and interpreted groundwater flow direction, the USTs
identified on the adjoining site do not represent a REC with respect to the Subject
Property.
Odors: None noted.
Pools of Liquid: None observed.
Drums: Two (2) drums that appeared to be empty were observed on the western portion
of the Subject Property. No leaking or staining was observed in association with the
drums.
Hazardous Substances and Petroleum Products Containers (Not in Connection with
Identified Uses): None observed.
Unidentified Substance Containers: None observed.
PCBs (Electrical Transformers): The EDR search found no PCB waste handlers within
the site area. A pad mounted transformer is located along the eastern boundary of the
northern tract on the Subject Property. The transformer appeared to be in good condition
and no significant stains or leaks were noted. Based on our past conversations with
Georgia Power Company, the electrical utility companies generally accept responsibility
for their equipment and any releases or spills associated with their intended use.
Pits, Ponds and Lagoons: One (1) wet detention pond was observed along the eastern
boundary of the Subject Property.
Stained Soil or Pavement: None observed.
Drains and Sumps: None observed.
Stressed Vegetation: None observed.

Solid Waste: Considerable amounts of solid waste were observed in various debris piles
located within the northern portion of the Subject Property. The materials included
concrete, wood, fiberglass and metal from partially demolished structures and training
activities. Disposal of the identified solid waste should be performed in accordance with
all applicable rules and regulations.
Waste Water (including Storm Water): One (1) wet detention pond was observed
along the eastern boundary of the Subject Property. Minor amounts of pooling from
storm water runoff were observed along the paved portions of the Subject Property.
Wells: Two (2) monitoring wells were observed on the adjoining site, 7810 Highway
85, adjacent to the location of the USTs identified by Deputy Chief Sweat. See Section
7.1.
Septic Systems: One (1) septic cap was observed in the northern portion of the southern
tract on the Subject Property. According to NOVA’s interview with Deputy Chief Sweat,
the septic system was associated with the former location of a Clayton County Fire
Department office trailer.
Surface Water: One (1) wet detention pond was observed along the eastern boundary of
the Subject Property. Minor amounts of pooling from storm water runoff were observed
along the paved portions of the Subject Property.
6.2.2
Other Observations
Evidence of historic fires was observed in association with Clayton County Fire
Department training exercises performed on the northern tract of the Subject Property.
According to Deputy Chief Sweat, the fires are simulated and contained within the
various training areas on the Subject Property.
An Atlanta Gas Light Company (natural gas) operation was observed on the adjoining
site to the east of the Subject Property. The facility contains two (2) full containment
liquid natural gas storage tanks and associated structures.

7.0 INTERVIEWS
As part of the Phase I ESA, interviews were conducted with select persons familiar with the
Subject Property to provide insight into past activities or conditions material to recognized
environmental conditions in connection with the Subject Property.
7.1
INTERVIEW WITH OWNER
NOVA interviewed Mr. Tim Sweat, Deputy Chief of Clayton County Fire Department
(Owner Representative). Mr. Sweat stated that the property has been developed and
occupied by the Clayton County Fire Department for approximately 21 years. He stated
that regulated materials are removed from the training equipment, including cars and
storage containers, prior to the commencement of training activities that include
simulated fires. Mr. Sweat stated that a diesel fuel tank and gasoline fuel tank associated
with the re-fueling of government vehicles are located in the eastern portion of the
adjoining site, 7810 Highway 85. Mr. Sweat stated that no reported releases have
occurred in association with the USTs and that monitoring wells are located adjacent to
the USTs to monitor for releases. He stated that the septic cap observed on the Subject
Property was associated with the former location of an office trailer. Mr. Sweat stated
that he is unaware of any environmental concerns in connection with the Subject
Property.
7.2
INTERVIEWS WITH SITE MANAGER
Not applicable, the Subject Property does not have a site manager equivalent.
7.3
INTERVIEWS WITH OCCUPANTS
Not applicable, the Subject Property is unoccupied.
7.4
INTERVIEWS WITH LOCAL GOVERNMENT OFFICIALS
NOVA filed an Open Records Request with the Georgia Department of Insurance to
request information related to historical incidents that may have included hazardous
substance spills or releases reported for the Subject Property. According to Laura
Wright, Senior Operations Analyst, there were no records of incidents for the Subject
Property.
NOVA interviewed Deputy Chief Tim Sweat of the Clayton County Fire Department.

8.0 FINDINGS AND OPINIONS
NOVA has performed a Phase I ESA in general conformance with the scope and limitations of
ASTM Practice E 1527-05 for the Clayton County Fire Department Multi-Purpose Building site
located on the 7810 Highway 85 parcel in Riverdale, Clayton County, Georgia.
Findings, opinions, conclusions and recommendations reported herein are based on information
obtained during the course of our studies and upon our experience. Information provided in this
report is relevant to the dates of our site work and should not be relied on to represent conditions
at substantially later dates or locations not investigated.

We have performed a Phase I Environmental Site Assessment (ESA) in conformance with the
scope and limitations of American Society for Testing and Materials (ASTM) Practice E 152705 for the Clayton County Fire Department Multi-Purpose Building site located on the 7810
Highway 85 parcel in Riverdale, Clayton County, Georgia, the Subject Property. Any exceptions
to, or deletions from, this practice are described in Section 10.0 of this report.
No on-site or off-site Recognized Environmental Conditions (RECs) or Historical Recognized
Environmental Conditions (RECs) were identified during the site reconnaissance performed by
NOVA personnel, or in the review of regulatory databases in connection with the Subject
Property.
Based upon the findings of this study, it is NOVA’s professional opinion that no additional
assessment of the Subject Property is recommended at this time.

When Congress passed the Clean Air Act Amendments of 1990, it required EPA to publish regulations and guidance
for chemical accident prevention at facilities using extremely hazardous substances. The Risk Management Program
Rule (RMP Rule) was written to implement Section 112(r) of these amendments. The rule, which built upon existing
industry codes and standards, requires companies of all sizes that use certain flammable and toxic substances
to develop a Risk Management Program, which includes a(n): Hazard assessment that details the potential effects
of an accidental release, an accident history of the last five years, and an evaluation of worst-case and alternative
accidental releases; Prevention program that includes safety precautions and maintenance, monitoring, and employee
training measures; and Emergency response program that spells out emergency health care, employee training measures
and procedures for informing the public and response agencies (e.g the fire department) should an accident occur.

The database is a sub-system of Aerometric Information Retrieval System (AIRS). AFS contains compliance data

2020 COR ACTION: 2020 Corrective Action Program List
The EPA has set ambitious goals for the RCRA Corrective Action program by creating the 2020 Corrective Action
Universe. This RCRA cleanup baseline includes facilities expected to need corrective action. The 2020 universe
contains a wide variety of sites. Some properties are heavily contaminated while others were contaminated but

EDR MGP: EDR Proprietary Manufactured Gas Plants
The EDR Proprietary Manufactured Gas Plant Database includes records of coal gas plants (manufactured gas plants)
compiled by EDR’s researchers. Manufactured gas sites were used in the United States from the 1800’s to 1950’s
to produce a gas that could be distributed and used as fuel. These plants used whale oil, rosin, coal, or a mixture
of coal, oil, and water that also produced a significant amount of waste. Many of the byproducts of the gas production,
such as coal tar (oily waste containing volatile and non-volatile chemicals), sludges, oils and other compounds
are potentially hazardous to human health and the environment. The byproduct from this process was frequently
disposed of directly at the plant site and can remain or spread slowly, serving as a continuous source of soil
and groundwater contamination.

USGS 7.5’ Digital Elevation Model (DEM)
EDR acquired the USGS 7.5’ Digital Elevation Model in 2002 and updated it in 2006. The 7.5 minute DEM corresponds
to the USGS 1:24,000- and 1:25,000-scale topographic quadrangle maps. The DEM provides elevation data
with consistent elevation units and projection.
Scanned Digital USGS 7.5’ Topographic Map (DRG)
A digital raster graphic (DRG) is a scanned image of a U.S. Geological Survey topographic map. The map images
are made by scanning published paper maps on high-resolution scanners. The raster image
is georeferenced and fit to the Universal Transverse Mercator (UTM) projection.
HYDROLOGIC INFORMATION
Flood Zone Data: This data, available in select counties across the country, was obtained by EDR in 2003 & 2011 from the Federal
Emergency Management Agency (FEMA). Data depicts 100-year and 500-year flood zones as defined by FEMA.
NWI: National Wetlands Inventory. This data, available in select counties across the country, was obtained by EDR
in 2002 and 2005 from the U.S. Fish and Wildlife Service.

EDR has developed the AQUIFLOW Information System (AIS) to provide data on the general direction of groundwater

of soil patterns in a landscape. Soil maps for STATSGO are compiled by generalizing more detailed (SSURGO)
soil survey maps.

The opinions included herein are based on information obtained during the study and our
experience. If additional information becomes available which might impact our
environmental conclusions, we request the opportunity to review the information,

Although this assessment has attempted to identify the potential for environmental
impacts to the subject property, potential sources of contamination may have escaped
