European meeting dedicated to transgender human rights, organized
by Transgender Europe - an organizational network dedicated to work
towards equality for trans* people everywhere.

Safer Space Guidelines
Welcome to the 4th European Transgender Council. In order to make this
Council a place where everyone feels comfortable, safe and respected, please
respect the following guidelines:
1.)
Respect. All our gender identities are valid and equal.
Respect people’s chosen gender identity and address people with
the name and pronoun they prefer.
2.)
We are here to help. If you feel unsafe at any point contact one of
the people in the black conference t-shirts. You can always approach us.
3.)
Be open. Don’t assume you can read a person’s gender identity
or preferred pronoun from the way they are presenting. Use
gender-neutral pronouns or ask politely if you are not sure how
to refer to someone.
4.)
Respect privacy. Don’t ask people about their past, former names,
operations, genitals or sexual practices without their explicit consent. Do not take photographs of people without their explicit permission.
5.)
Be non-judgemental. Don’t judge a person’s gender identity or
evaluate them in terms of how well they ‘pass’ in their preferred
gender. There is no such thing as ‘not being trans* enough’.
6.)
Be Anti-oppressive. Recognise that we live in a society full of power
imbalances due to race, class, gender, immigration status, sexuality,
age, physical ability, and other experiences and identities. Respect our
differences and diversity.
7.)
Confidentiality. Don’t disclose another person’s trans* status or
intimate knowledge you have about them to anyone else.

Dear Delegates,
It is our pleasure to welcome you to our fair isle.
We feel great pride that Ireland is hosting this meeting of trans activists,
policy makers, allies and supporters. People have travelled from near
and far to gather here: from Dublin to Denmark, Cork to Croatia,
Belfast to Bosnia and Herzegovina - welcome, one and all.
Transgender Europe has organised a rich programme for our three
days together. We hope that this event will provide a vibrant space for
delegates to come together to share, learn and inspire.
We have been able to host this Council only because of the support of
others: our dedicated volunteers, our stalwart allies across Ireland, our
generous funders and our host venue of Dublin City University and its
School of Nursing and Human Sciences. We thank you, one and all.
This Council is a unique gathering, and that is because of you, our
delegates. You are what makes these three shared days inspirational.
Enjoy your time on the Emerald Isle, and may the experience of your
stay enrich your work and your activism for years to come.

Welcome from the Lord Mayor of Dublin
Céad Míle Fáilte. I welcome you all to Dublin and Dublin City
University (DCU) to the 4th European Transgender Council. I am
delighted that Dublin was chosen to host this conference - the largest
European forum for transgender rights and activism and would like to
pay tribute to local host organisation Transgender Equality Network
Ireland (TENI) for their part in bringing this conference to Dublin.
This Council provides an important opportunity for networking,
exchanging knowledge and views and celebrating trans community and
culture. I hope you find it a rewarding experience and look forward to
welcoming you back to Dublin in the near future.

Michael Farrell is senior solicitor with the Free Legal Advice Centres (FLAC).
He became involved in the civil rights movement and has been a campaigner
for many prominent civil rights cases. He is a former co-chairperson of
the Irish Council for Civil Liberties and served as a member of the Irish
Human Rights Commission, the Steering Committee of the National
Action Plan against Racism and the European Commission on Racism and
Intolerance. Michael famously worked on the landmark Lydia Foy case, which
forced Ireland into a position where it must now legislate for Legal Gender
Recognition.

Senator Katherine Zappone
Minister Joan Burton was appointed Minister for Social Protection in March
2011 and is Deputy Leader of the Labour Party. She is TD for her Dublin
West constituency and was first elected to Dáil Eireann in 1992. She studied
Commerce at University College Dublin and was among the first women
to become a chartered accountant in Ireland. She has previously served as
hon. secretary of the Irish Anti-Apartheid Movement, Minister of State for
Development Cooperation and Overseas Aid, Minister of State in Foreign
Affairs and Minister of State in Social Welfare. The Minister will shortly be
introducing legislation that provides Legal Gender Recognition of transgender
people.

Dr. Katherine Zappone is an educator, public policy and human rights
expert. She was appointed as a Senator to Seanad Éireann (Irish Senate) by an
Taoiseach (Irish Prime Minister) in 2011. She was a Commissioner with the
Irish Human Rights Commission for two terms. She and her spouse Dr Ann
Louise Gilligan are co-founders of An Cosán in Tallaght, one of the largest
community education and enterprise centres in Ireland. Katherine and Ann
Louise have been in the Irish courts since 2003, seeking the human right to
marry under the Irish Constitution.

Legal Gender Recognition

Hate Crime, Hate Speech, and Transphobia
Legal gender recognition -- or the ability to change one’s name and gender
in all official documentation -- is a core issue for many transgender people.
In recent years there has been increased awareness in civil society and among
human rights activists regarding the need for simple and transparent gender
recognition procedures that centre around the human rights of trans*
people – their physical integrity, privacy and dignity. Despite very promising
developments in several countries in Europe and beyond (Argentina!), the
majority of countries still require restrictive and dehumanising criteria for legal
gender recognition.
In February 2006, Gisberta Salce Júnior, a Brazilian trans* person and sex
worker living in extreme social exclusion in the Portuguese city of Porto was
tortured, raped and murdered in an abandoned construction site. This horrible
hate crime was followed by transphobic reactions in Portuguese society.
Alarmed by this, the newly formed European Transgender Network TGEU
began its first international campaign “Justice for Gisberta” to support the
Portuguese activists and raise awareness of transphobic hate crimes. TGEU’s
Trans Murder Monitoring project revealed a total of 53 murdered trans*
people in Europe over the last four years. It is clear that trans* sex workers
and migrants are particularly vulnerable to hate crime, hate speech and day-today transphobia.
The panel will highlight how positive developments in legal gender
recognition have been achieved and explore how to replicate these successes
in other countries.

Empowering the Trans* Community
The trans community has recent successes to celebrate: the Gender Identity
Bill in Argentina; the first trans* person elected to Polish Parliament; the
Swedish government announcing the removal of the sterilization requirement
for gender recognition for Autumn 2012; a transphobic ad pulled in Ireland
due to pressure from trans* advocates. Trans* organisations are rapidly
emerging to provide a stronger voice to trans* people, supporting them to
demand their human rights.
Workshops are held on Friday and Saturday in the Nursing and Human
Sciences Building.
There may be presenters besides those named in brackets. Workshops with
(**) welcome TGEU members to discuss issues pertaining to TGEU as an
organization, and have recommendation power towards the TGEU General
Assembly.

Self-organised spaces can be arranged on any subject of interest to the

Family Communications - Managing family transitions positively
Paula Lonergan
This workshop is designed for support group facilitators as well as individuals who
would like to learn about strengthening their own family communications. It will
be helpful to transgender people who need to manage and communicate change
within their immediate or extended family, as well as parents of transgender
children. Participants will be introduced to the principles of assertive and
effective communication and will be resourced to actively manage their story of
transition within the context of their family. Having worked with one-parent
families for 40 years, One Family is aware that some transgender people lose
their relationships and contact with their children while needing to contend with
a lot of change at the same time. Our evidence-informed manualised training Fa mily Communications: Coping with Family Life and Communicating with
Teenagers forms the basis for this workshop.
Paula Lonergan has been One Family's Training & Consultancy Manager for five
years, developing and delivering evidence-informed specialist trainings to
professionals throughout Ireland as well as internationally. Paula uses
participatory adult education methods supporting transformative learning that is
transferable to a variety of work, client and family situations.

An Introduction to the Specialties of International Cases
Alecs Recher, Constantin Cocojariu
When a non-citizen wants their legal gender recognized in their state of residence
or when someone working in one country and living in another asks for cost
coverage for surgery to be performed in a third country - it gets complicated. In
International Law, questions to ask, problems and mechanisms differ from purely
national cases. This workshop gives an introduction into this specific field of law,
including a focus on common legal ground in Council of Europe and EU member
states, explaining the basics of International Law along trans-specific issues like
cost coverage and legal gender recognition.
Alecs Recher holds a Master of Law from the University of Zurich and works as
scientific researcher at the University of Lucern. His work focuses on trans-rights
and public health law. He is a member of the Parliament City of Zurich since
2004. He also founded the organisation Transgender Network Switzerland
(TGNS) and currently acts as its co-president.

Luca Stevenson Darkholme
This workshop is led by members of Sex Worker Open University and will look
at how broader solidarity, using theoretical and practical tools, can be reached
within the feminist movement and civil societies, and between activists fighting
for the recognition of both trans* and sex workers' identities, agency, and
ultimately human rights.
Sex Worker Open University is a collective of sex workers and allies who have
been organising for 3 years, offering debates, art shows, public action and video
production to highlight the need to end discrimination, stigmatisation and
criminalisation of sex workers. Luca Stevenson Darkholme is the co-founder of
SWOU and a Committee member of SERTUC LGBT Network (SOUth East
Region of Trade Unions Council).

It's time for ICD reform! + Trans Mental Health - Research and Service
Improvement

The first part of the workshop will address the historical process of reviewing
ICD-10 and producing ICD-11 (currently ongoing at the World Health
Organization), and how trans* activists can engage with that process with the
combined goals of depathologizing trans* people and guaranteeing them full
access to transitional health* care. After introducing the ICD and specifically the
ICD-10 codes referring to trans* healthcare, participants will be invited to share
their experiences in regards to ICD-10 in their own countries - including their
perspectives and work on revision and reform, as well as to collectively identify
those principles, goals, concerns and strategies that should guide trans*
engagement with this process in Europe.
In the second part of the workshop, "Trans Mental Health" will explore the key
findings of new research conducted into trans* mental health and wellbeing in the
UK and Ireland. It will also provide a space for discussion of strategies and
existing good practice to improve trans* people's equality and rights within
mental health service policy and practice.
Mauro Cabral is a trans* and intersex activist; founding Co-Director of GATE –
Global Action for Trans* Equality and member of the Latin American
Consortium on Intersex Issues. He participated in the production of the
Yogyakarta Principles and edited the book Interdicciones – Escrituras de la
Intersexualidad en Castellano.
James Morton has been the full-time Scottish Transgender Alliance Coordinator
(www.scottishtrans.org) since 2007, providing policy and good practice guidance
and training to service providers and employers; developing capacity of trans*
groups and individuals and advocating for trans equality.

Intersex movement share?

The aim of this workshop is to exchange our experiences of coalitions between
Trans* and Inter* people. We will share information, insight, good practice that
has been established, discuss common issues and examine the differences and
sensibilities of each group. Where do our goals and experiences in our fight for
Trans* and Inter* Human Rights overlap? What are potential fears and
assumptions and where do they stem from? How do we overcome these
problems? What are the gaps in knowledge and moments of misunderstanding and
how do we avoid or work through them? How can the specific needs of each
group be defined and supported without contradicting the needs of the other?
What are the specific needs and goals of each group? This workshop will
primarily focus on the political and strategic goals but will not neglect concerns
that arise from the community/self-help areas.

Consultation with the Membership on Trans* Health and Human Rights

The aim of the workshop is to analyse current challenges faced by trans* people
in relation to health care, both general and transition-related. TGEU plans to
develop further expertise in this area. This workshop will serve as a first
exchange and basis for further membership consultation to finally draft potential
priorities for TGEU to focus on. Emphasis will be on the discussion with and
input provided by national trans* activists. Participants are invited to share
research or systematic information on health issues faced by trans* people in
their country or regional context. Areas may include: waiting times; lack of
adequate medical expertise and services; pathologisation and stigmatization;
research; informed consent; quality control; cost coverage; cross-border health
care. We will also highlight good practices. The workshop is also open to nonTGEU members.

Fundamental Rights Agency’s survey on fundamental rights of LGBT persons in
the European Union and future research

In 2012 the FRA launched an EU-wide research survey on the fundamental rights
of LGBT persons. This survey ran 2 April – 9 July 2012 and aimed to measure
the fundamental rights challenges LGBT persons face. The results are now being
analysed and a report is due in 2013. The workshop provides background

plans of FRA.

Alison McDonnell is a photographer working on a social documentary which
explores transgender people and experiences in Ireland. Influenced by and
drawing from the work of L. Weingarten and others, the goal is to educate and
engage people on transgender rights through a series of images and text.
Max Krzyzanowski is an organiser with LGBT Noise, an independent political
group campaigning for (among other things) gender recognition in Ireland. LGBT
Noise joined with TENI for their SolidariTy campaign, which seeks to educate

The intersex working group workshop is dedicated to TGEU's activities within
the intersex subject, especially the question of how and if intersex issues should be

Recently, we have seen a number of rapid changes in trans* and gender variant
people's right to legally change their gender, such as new legislation in Argentina,
Portugal and Iceland; a process to reform outdated laws on legal gender
recognition in the Netherlands and Sweden as well as the struggle to introduce
new laws in Ireland and Poland. Besides a plenary session devoted to Legal Gender
Recognition, this workshop serves to intensify the exchange between activists
sharing best practices, new strategies and lessons learned from the domestic level.
The workshop format (“Fish bowl”) allows for greatest possible exchange and indepth discussion, giving space to a greater number of contributors and
interaction. In this method the participants are placed on chairs in one or more
rings surrounding a set of six chairs. After short input from the first four
speakers, the empty chairs can be taken by any participant who wants to join in.
A line of speaker from outside the inner ring can wait to take their turn. The
original speakers can leave to let someone else join. A rapporteur will take note
of the discussion’s highlights which will be delivered at the final round where all
participants may chip in.

Appreciative Inquiry is an easy technique that focuses on asking questions in a
positive way. It can be used for organisational development; research; conflict

Sam Rankin is a cis, bisexual, African-Celt who comes from South Africa but

“ Transrespect versus Transphobia Worldwide" (Tv T ) is a comparative, on-going
qualitative-quantitative research project conducted by TGEU’s Tv T team in
close cooperation with 18 partner organizations as well as numerous trans
activists and researchers in all six world regions, being counselled by an
international Advisory Board of more than 20 LGBT, Trans* and Human Rights
experts from all parts of the world. The project provides an overview of the
human rights situation of trans* persons in different parts of the world and
develops useful data and advocacy tools for international institutions, human
rights organisations, the trans movement and the general public. The data
collected is periodically compiled and updated. The aim of the workshop is to
present the latest results of the Trans Murder Monitoring and the Mapping of
the Legal and Social Situation in the European region, to exchange the knowledge
on the human rights situation of trans people in Europe, and to find new contacts

Trans Act/ivism: The theory and practice of trans political performance
Josephine Krieg
Drawing on a decade of personal experience performing, producing and directing
shows around the world, I present the political history and continuing potential
of performance for trans* activism and trans* communities at large. In reference
to conceptions of performativity and political theory, I examine the very
practical application of performance in trans political work and activism. I will
present recent examples such as key performances that worked alongside the
campaign against forced sterilization in Sweden in 2012; the on-going works of
individual artists, such as Kate Bornstein in the US, who combine academic
theory, performance and educational lectures; the direct political performative
actions of organisations like Queer Beograd within and outside of Serbia; and the
role of venues and festivals like Wotever World and Transfabulous (based in the
UK) who function internationally to provide space and opportunity for both
established and emerging artists and activists to work on grass-roots level whilst
also providing safe community space for meetings and actions. I highlight the
impact of new technologies and mediums of communication as well as the
constraints of travel, borders and opportunity. The workshop concludes on the
potential effectiveness of combined performance arts and political activism.

Amnesty International's work on human rights of trans people in Europe

We would like to briefly present our policies on trans and intersex rights and our
project aimed at promoting human rights of trans and intersex people in Europe
and to get a better understanding of the upcoming activities planned by TGEU
and its members. We would like then to engage in a discussion focusing on the
potential added value that the work of Amnesty International could bring and the
specific thematic areas and/or geographical contexts where Amnesty's
campaigning and advocacy could be the most useful.

Trans* in the Media - How to improve Media Coverage

"Page One” is the name of an EU-funded partnership between five trans*
projects from the UK, Switzerland, Ireland, Italy and Germany. Trans* activists
and allies from TransMediaWatch, Transgender Equality Network Ireland,
Movimento Identità Transessuale, Transgender Network Switzerland and
TransInterQueer will work for two years on strategies of improving trans*
representation in the media. We'd like to present our outcome so far. Learn
about media and trans* examples in other countries, share examples of good
practice and discuss strategies like watchdog organisations, blogs and social media.
At the end of the project, an online brochure will be available: what to do in cases
of transphobic reporting, how to get good PR, how to cover a diversity of issues
related to gender identity and how to fight stereotypical media coverage. Share
your experiences and ideas with us!

Person Centred Interventions for the Transgender community
Vanessa Lacey
It can be extremely challenging to accept and reveal your authentic gender
identity to yourself, family, friends and society. Peer support groups can have a
positive effect on the mental health of a trans person as well as family/friends.
However, in between the group sessions the person can feel isolation, confusion
and fear. We in TENI are piloting a Person Centred approach to addressing the
needs of the trans person with the goal of reducing negative mental health effects
related to a lack of support and transition. This workshop will describe the
strategies utilised for a successful intervention and explore how these could work
in a variety of settings to encourage positive self-esteem, coping and
empowerment.
Vanessa is TENI’s National Development worker and has a background in
community development, training and education, media engagement and support
-- with particular interest in family support. She has a foundation certificate in
counselling and has attained a BA Hon Degree in Psychology from the Waterford
Institute of Technology.

We proudly present a workshop with and on the manyfold of gender variance in
trans*scenes and movements. We want to talk about the variant norms we are
made to fulfil in order to be men or women. That we have to be straight or
gay/lesbian. How trans*people have to look and what beauty means. The norms
that govern almost all trans*discourses and almost all western trans*lives.
We want to try to figure out how life beyond the binary is possible and show or
find out how this happens: what makes us feel we have to comply with the norm?
Why are we only trans*enough when we undergo medical treatment or are
classical cross dressers? How is it that classic success is so important for
identities? Success in doing should be more important than success in being.
Knowing how gender works, means you are halfway to dismantling its imperative
and can change into a wonderful being. Our identities are not wrong, our bodies
are not wrong, The model of understanding is wrong. We are being tricked into
unhappiness. Here we hope to raise an awareness of the existing social codes and
find some tools and strategies for change together.

Valentin works at TransInterQueer e.V. in Berlin to establish the Network
"Trans*-Inter*-Sectionality" with a focus on racism and is a board member of
the Festivalproject "Wigstöckel - Transgender United”. Vreer is an international
trans* activist for years now and co-organised the first world trans conference in
2010 in Barcelona, Spain. They have worked for three years as a policy and
advocacy officer at the Dutch Transgender Network and are now starting their
own gender consultancy.

Feeling Safe Turns Me On!
Ulrika Westerlund
During fall 2010, RFSL and RFSL Ungdom conducted a survey on sexual health
targeting transgender people, with 237 participating respondents. Respondents
show a great variety of experiences of gender norm breaking, trans* identities
and transgender experiences. Nearly all respondents have an active sex life, and
the majority of the respondents are mainly satisfied with their sex life. The
respondents express a great need for knowledge and information regarding sexual
health. The study shows that younger transgender people have a greater need for
knowledge; hence information targeting this group is important. Comparing our
study with other studies, it is evident that the need for resources and information
is much higher among trans people than among other prevention groups. The
lack of information about sex that includes trans-related aspects, such as
hormone therapy and/or gender-reassignment surgeries, affects the respondents
negatively. To be fully respected in one’s gender and with one’s body is very
important for positive experiences of sex. The study shows a great demand for
increased knowledge about trans issues in contexts of sexual health, such as in
health care and in the educational system. In conclusion: to promote sexual
health among trans people we need a much less cis-normative society.
Ulrika Westerlund is President of RFSL, the Swedish Federation for Lesbian, Gay,
Bisexual and Transgender Rights. She is a strong advocate for trans* rights and
member of ILGA Europe's EU Network. She is a journalist by profession and has
wide experience with organisations working on LGBT rights.

TGEU Constitutional Changes & Strategic Planning

The workshop will address three issues:
(1) Change of Statutes: with the hiring of staff some smaller corrections of the
statues are necessary. Those will be presented and discussed.
(2) Strategic Plan: TGEU’s strategic plan currently defines goals until the end of
2013. The workshop will discuss an extended version of the TGEU strategy until
the end of 2014 and will examine how TGEU should develop the next strategic
plan from 2015 onwards.
(3) Change of legal seat of TGEU: due to legal restrictions in the Austrian
Vereinsgesetz (NGO law), the Steering Committee of TGEU suggests changing
the seat of the organization. In the workshop several options will be presented
and discussed.
For all three parts the workshop has recommending powers to the General
Assembly (i.e. gives a recommendation to the GA on how to vote).

prejudices, stronger than contempt, stronger than scorn and injustice. They
keep fighting, smiling to the world, building their future. They are generous,
open, happy, clever. They are genuine.
In Turkey, one could be murdered for being a transgender and a sex worker.
Buse, Selay, Ayda and Görkhem are true heroes. Everyday.
About the Artist: Lorenzö lives and work in Paris. He’s a self-taught
photographer. For a long time, he used to hate photography, knowing it only
through family photos and family photographers, with all their “oh, could you
do that again?” When he was 19, his mother gave him a plastic snapshot
camera she had for free with a mail order. It was love at first sight. Lorenzö
started photographing, almost compulsively. He gazes at the everyday life
with enthusiasm and excitement, focusing on common things, revealing the
beauty where others would only find a boring predictability. Lorenzö calls it
“ordinarism”: revealing the extraordinary of the ordinariness.

Transgender Ireland by Alison McDonnell

Co-Chair Candidates:
Transgender Ireland is an on-going documentary project which aims to educate
and engage people on transgender rights through a series of images and text.
Each participant was asked the following questions:
1. What individual words (up to ten) describe your experience of being
transgender in Ireland?
2. What one question have you been asked by someone in relation to your gender
identity that has affected you in either a positive or negative way?
3. If you could change three things today with regard to transgender rights what
would they be?
The responses are being recorded alongside relevant images of each participant.
The question being posed by Alison is ‘How can anyone deny this person any
right?’
In Ireland transgender people cannot have the gender on their birth certificate
changed. Ireland is one of the few EU countries that does not allow for legal
recognition of transgender people. Other issues that transgender people face
are; having to be classified with a mental condition, forced divorce (many
couples have found their relationship is strengthened through a transition and
they find themselves faced with having to break up their family), adequate
access to healthcare, lack of qualified and knowledgeable doctors (some of the
participants in this project have been educating the doctors instead of being
helped)…………………and the list goes on.
As indicated this is an on-going project. So far 20 people have taken part and
the goal is to document 100 over the next few years. If you are interested in

Wiktor Dynarski
As a national activists, working for the Polish
Trans-Fuzja Foundation since 2008, I have been
active on many levels, including fundraising,
human rights advocacy and basic trans*sensitive
trainings for various groups. My international
activism began with the membership in ANSO's
Board from 2010 until 2011. At that time, in September 2010 I have been also
voted into the Steering Committee of Transgender Europe, during the 3rd
Transgender Council in Malmo.
My current international expertise revolves around fundraising and CentralEastern Europe support – along with Kristian Randjelovic, Richard Kohler
and Kemal Ördek, we have been successfully widening TGEU's activities in
the CEE and the Balkans, ensuring the ongoing support for local transgender
communities, organizations and initiatives. But it does not end there. TGEU's
current position – changing from a volunteer-based organization into a
professionalized body is something I have been a part of for the last two years
and would love to be able to move forward with the help of a newly elected
Steering Committee.
Thanks to Maria Sundin, with whom I have been co-chairing since February
2012, and Kemal Ördek we were able to address sex work issues within
TGEU – a subject that has been ignored and invisibilized more than enough
in trans human rights activism. Born in 1987, I'm more on the queer side of
trans. Not choosing to identify with any gender, using zie as a pronoun with a
slightly feminized ft* expression.
Alison McDonnell is a graduate of NCAD Photography and Digital Imaging and
is about to embark on a Masters of Fine Art in Photography at the University of
Ulster. Her work over the last number of years has mainly focused on minority
rights with a focus on Lesbian, Gay, Bisexual and Transgender (LGBT) issues.

Maria Sundin
I am a Swedish transactivist and present Secretary
and acting Co-chair of Transgender Europe. I
self identify as a trans* woman. I had already been
working in international trans* activism for a number
of years when I was elected to the Executive Board
of Transgender Europe at the 3rd European
Transgender Council 2010 in Malmö. I was also
appointed by RFSL, the Swedish Federation for LGBTQ Rights to be in charge of
the Swedish Organizing team for the Council.
I’m filing my candidacy for a second term with Transgender Europe, this
time as one of TGEU’s two Co-chairs as well as a member of the Steering
Committee. To work with my present Co-chair Wiktor Dynarski has been a
fantastic experience and together we have built a strong team leading the work of
the Steering Committee and the Executive Board. And I hope we will be given the
honour to serve another two year period as a team.
During the past two years Transgender Europe has seen an amazing
development increasing our membership to more than 55 organisations in 32
countries and well over a hundred individual members. We finally succeeded in
securing a core-funding for TGEU which has enabled us to employ an Executive
Director as well as much needed staff which was a development we could only
hope for when we met for the first Steering Committee meeting in Malmö 2010.
Among the issues closest to my heart are human rights of all trans* and gender
variant people including the right to health care, legal gender recognition, nondiscrimination and the removal of trans* identities as psychiatric disorders as well
as finally stopping the HIV/AIFS epidemic among our people.
I’m also a member of the Board of RFSL and of WPATH: Membership
Committee and the MSMGF Transgender Reference Group. My candidacy
for Co-chair is supported by RFSL, RFSL Malmö Transworking Group, Free
Personality Expression Sweden and KIM.

Kemal Ördek
My name is Kemal Ördek and I have been a trans*
and sex workers’ rights activist for more than 5 years.
I have been actively involved in several LGBT rights
NGOs in Turkey, carrying out several programs on
trans* and sex workers’ rights issues. I coordinated
a national direct legal assistance program for trans*
sex workers who are victims of discrimination, hate
crimes and police violence between 2009 – 2012. I also carried out monitoring
and reporting projects focusing on the human rights of trans* and sex workers in
Turkey. Another focus of my work has included advocacy and lobbying for the
inclusion of SOGI in legislations on violence against women, anti-discrimination,
hate crimes and the new constitution.
I have been one of the Steering Committee Members of Transgender Europe
since October 2011 and I currently work for the Global Network of Sex Work
Projects (NSWP) as the policy officer, developing advocacy tools to increase the
visibility of trans* sex workers’ issues and needs.
I run for the TGEU Steering Committee because I think it is important to have
a voice from Turkey, being one of the countries where trans people face high level
of atrocities. Apart from the issue of representation, I think my expertise on the
issues of hate crimes, institutional violence and discrimination is important for the
development of further policies and strategies for TGEU. Finally, being a trans*
sex worker, I think it is important to continue the work of TGEU Sex Work
Policy that I have been included in since October 2011.

Kristian Ranđelović
My name is Kristian Ranđelović, and I am coordinator of Trans Section in
Gayten-LGBT. I am cooperating with the unofficial Belgrade Gender Dysphoria
Medical Team in order to provide help and support to other trans persons for over
15 years now. I have been systematically developing programs for trans individuals
and organizations in Ex-Yugoslavia region. I have been invited and participated as
an expert and lecturer in various meeting, seminar and conferences organized by
other NGO and professional organizations. I have also participated in the creation
of the first trans site (www.transserbia.org).
As a member of Steering Committee I am part of CEE working group and I also
work on intersex issues. Through my work in Steering Committee I feel that I am
part of a big trans family.
I think I am and can be very productive and helpful working in TGEU Steering
Committee. I agree with mission of TGEU which I support and apply in my daily
work- improving the living conditions of transgender people in Eastern part of
Europe.
My contribution is and can be very practical. I am learning and I am willing to
learn a lot more, develop my skills and share my experience and knowledge with
others.

Laura Leprince
Laura Leprince is 46 years old, French trans activist who
just joined TGEU steering committee in November
2011 and running for a new period in 2012-13.
At the national level, she has been focused on advocacy
within NGO like HES - LGBT group of "Parti
Socialiste" - and currently as leader of ID Trans'
which is a T experts group lobbying towards French
authorities. Since the French Presidential election, she has been part of commission
hearings at the Senate, the Parliament and the Ministry of Justice that ended up with
the first inclusion of gender identity as ground of discrimination in French penal Law
(July 31st 2012).
As a recap, her main achievements since 2007:
- lobbying activities and projects on transgender rights since 2007 within LGBT
socialist NGO HES, particularly involved in socialist parliamentary working group on
trans issues since 2009 and in drafting law proposal on LGR in December 2011
- Contribution to the FRA report on Homophobia and Discrimination on Grounds of
Sexual Orientation in the EU Member States (working group meeting in Copenhagen
in May 2008)
- Focus on transgender families topics in 2008-2009 with on-line and printed
publications, including one English translation - several public talks about it since then
Transgender Youth survey done with HES and leMAG in 2009, translated in English
for IGLYO
- Active participant of first TGEU capacity planning meeting in Budapest 2009.
- Map of Transphobia (testimonials and analysis) built on documentary fund from
ILGA Europe, hosted by IDT (id-trans.org)
She will be enthusiastic to contribute her best to TGEU's outstanding work done
so far, starting with a focus on higher visibility of TGEU in France - bringing new
members and demonstrating that TGEU skills is instrumental in getting more political
move for transgender rights and LGR at home. As an example, a communication
campaign against French state and an announcement of new French transgender case
proceedings before ECtHR will be kicked off at the TGEU council in Dublin.

It gets better, as well for trans people in Switzerland.
I guess it’s safe to say that a great impact had my
effort three years ago to create Transgender Network
Switzerland. Since the beginning, I took care of it
as co-president. A time that taught me a lot about
lobbying, trans diversity, leading, networking,
multilingual working. But now, as TGNS is running
successfully and a great mind is ready to lead it, I see my home-work as done. It’s
time for new challenges.
In my professional life, I work as a lawyer at University, writing my PhD in public
health law. Having specified as well in trans rights, I got the opportunity not only
to contribute to the Hammarberg report, but as well to cooperate with the steering
committee and support TGEU with legal advice already.
Beside, I’m an elected member of the City of Zurich Parliament since 2004.
Having started to transition in 2008, I had to make a public coming-out - a great
lesson about dealing with the media in relation to trans issues.
It would be my pleasure to contribute to our common work with my experience
in inter/national activism, my legal knowledge, my political background and my

Arja Voipio
Arja Voipio 58 is a skilled lobbyist with broad
understanding of trans issues. She is a seasoned
speaker and writer. She has arranged various events.
In her professional life she has experience in leading
complex projects both at national and at EU level.
Arja has experience in advocating legal change. She
has an MSc(BA).
All TGEU member organisations in Finland support her candidacy. She would
strengthen the lobbying power of TGEU. Her managerial skills would be welcome
at a time when TGEU is reforming itself. She is first of all a team player.
Arja is currently the vice-chair of Trasek, a nationwide Finnish association
advocating trans and inter rights. She is also the chair of the transgender policy
working group of Seta, the national LGBTI federation and a member of the
board of HeSeta, the biggest regional member association of Seta.
Arja thinks her skills could best be utilised in organisation development, policy and
lobbying as well as in capacity building but she is open to other challenges as well.
She tells the main motivation behind her candidacy is a strong urge to fight the
injustices trans people face in Europa and elsewhere.

J.Vreer Verkerke
I am J. Vreer Verkerke, where the J. is for my sort of
female 'past' and Vreer for the current genderqueertrans whatever present. I am from Amsterdam, the
Netherlands (small self important country between
UK and Germany). I am an ex MTF transsexual,
a “transman born in the wrong body”, living as
genderqueer educator and activist. My experience:
As a seasoned trans activist with many years of work in self help, grass roots
activism and NGO work on LGBT issues and trans/gender/queer interests.
Some highlights:
– Several years of experience in social support for trans people
– Founder of the first genderqueer group in the Netherlands (Noodles, leading
an underground existence these days)
– Co-organizer of the first world transgender conference on gender identity in
Barcelona 2010
– Two and a half years work experience as policy and advocacy officer at
Transgender
Network Netherlands where I co-wrote proposal for better gender recognition
legislation, much like the Argentinian one (still waiting to be tabled in parliament)
– Active in trans* health care and human rights advocacy work since 2010
– Research assistance for Human Rights Watch report on the situation of trans
in the Netherlands (“Controlling bodies, denying identities”)
– Coordinating FRA LGBT survey in the Netherlands
With my national and international experience I can help TGEU in getting in
touch with the new emerging forms of trans, being more queer. I will help TGEU
and its members convince our governmental partners that only a human rights
based approach can do justice to our needs. Until all trans people are free, no trans
person is really free. I'll help Europe to become more of a trans* paradise than it
ever imagined and fight for trans acceptance by queering the world, one issue at a
time. I dance the diplomatic political dance as well as more unruly political pogo. I

Fight transphobia, not transgender!

Dr. Karen Badalyan
Being the president and founder of the first LGBTQ
organization in the South-Caucasus, I believe my experience
and skills, my expertise in data exchange in Europe and
Central Asia, make me an appropriate candidate for
TGEU Steering Committee. For around nine years now, I
have been involved in national/regional and international
strategy campaign targeting TG awareness-raising, capacity
building, empowerment and advocacy programs.
As a member and expert of a range of international organizations (USAID,
UNDP, EATG, EKOM, IAS, EQUITAS, etc.), I attach primary importance to
lobbying and advocacy for TG related public policies. My motivations to become a
member of TGEU SC are as follows:
- To promote the Civil Society activities by expanding the network of TG
organizations, European policy makers and communities;
- To set up a regional dialogue of TG organizations in the South Caucasus and
Eastern Europe to develop new strategies to respond regional situation;
- To monitor national strategies and advocate for TG inclusiveness.
Given this focus within my work and interest in transgender movement, I would
push to keep lobby and advocacy for transgender rights at the heart of TGEU’s
work, ensuring that transgender people across Europe, and especially from
Eastern Europe, live in a safe and supportive environment.
Having the support of my organization to run for the TGEU election, I can
ensure that I will work with determination, focus and responsibility to have my
input in transgender activism.

Lizethe Alvarez Echeverry
Lizethe is a transgendered participant, consultant,
caseworker and activist, living in Denmark. Her
great passion is working with Trans*persons,
Human rights and transversal gender identities.
For 20 years she worked for organizations that
defend human rights within the area integration
and exclusion in: Colombia (Projekt Life
Foundation), Germany (Sontag’s Klub), Spain
(COGAM, FELGTB, CEAR, Amnesty International-Spain) and Denmark (TGroup, LGBT-Danmark , Pangea).
The five crucial years Lizethe worked full-time in Cogam (cogam.org) - the LGBT
organization based in Madrid, where she focused on laboral integration of and
Human rights for Trans*persons.
- She also worked to develop the situation for refugees and trans*persons
seeking asylum in Europe.
- Her work here also included creating and participating in workshops on
Trans*equality - both locally and abroad.
- In Madrid Lizethe was involved with introducing three laws for Trans*persons:
As a consultant for the Spanish Socialist Party in the Parlament in Madrid they
prepared: “Law project against discrimination of gender identity and pro rights
for transsexual persons in the municipality of Madrid.”
- As a consultant for Ministry for equality in Spain, they developed the
“Law for Equality and against discrimination”
- The third law was: “Law of name-and gender change in the civil register for
Transsexuals”

Kim Trau
For me being trans* means getting empowered
and empowering others. When I came out as
a trans* woman I was first a receiver of advice
and a participant in events others organised but
later I became a member of Lambda BerlinBrandenburg's advisory board, a LGBT youth
organisation, and a leader of a youth group for
trans* people. I started to give workshops at trans*
conferences in Berlin and Munich and writing a column for a German newspaper
from a trans* perspective. Without those opportunities of proving myself I
would not be who and where I am today. Running for the steering committee of
TGEU seems to be another such opportunity. If I would become a member of
the steering committee I hope to gain insights into the workings of policy making
on a European level and be part of an exchange between activists with different
backgrounds. I see my contribution in my own experiences, especially those I
made during my stays abroad in Sweden, India, and China, and in the knowledge
I gained through studying, first, Asian Studies and, currently, history. The future
challenges and possibilities of the trans* movement lie beyond national borders
and cultural backgrounds.

Christian Antoni Möllerop
Age: 31
Working as the vice president of RFSL. Beside the work
as vice president of RFSL, I have studied political science
and now Middle East- and North Africa Studies at
Stockholm University
I have been working within NGOs for about 15 years.
In 1998 I became active in the Norwegian student
Union as a board member. After a year of activism I
became a volunteer for the European umbrella organisation for student unions
in Europe, OBESSU. Within OBESSU I was working specifically with building
youth and student organisations in the former Yugoslavian countries. Further on
the work consisted out of much lobby and advocacy work towards European
institutions such as the European Union and Council of Europe. I have also
worked as executive director for an NGO aiming at improving the situation for
theatre groups. After my engagement in both the student union and the theatre
organisation I became the president of RFSL’s partner in Oslo, LLH Oslo. My
engagement resulted on five years of activism in the Norwegian lgbt-organisation.
But, after a while there was need for some change and then I decided to apply
for a job as the executive director of RFSL Stockholm. I got the job and was the
executive director for RFSL Stockholm in about two years. RFSL Stockholm was
at that point an organisation with ten employees.
Why do I want to be auditor of TGEU?
TGEU is an organisation developing fast. The development is resulting in more
project funding, employees and the need for a professional running of the
organisation. I believe that I can support the Steering Committee in this work.
My background and my experience from many years of activism within
different organisations has given me a lot of experience in the field of auditing,
organisational development, capacity building, project management, leadership
and on issues concerning employees. This experience I believe will be valuable in
the further development of TGEU. The main responsibility for this work is of

course laying on the Steering Committee. But I still do believe that my experience
can be a good support for the Steering Committee in their work.

Reason for applying
It is of great importance that we have a strong European activism organisation,
besides the national ones. In a lot of cases international attention will force
governments to move. For work, which it is so highly important to emancipate,
large multi-national companies are not bound to one nation. Having a strong
transgender European companionship will help persuading those companies to
move forward on transgender equality. As I am currently already occupied by
doing a lot of these things, this would be an opportunity to give support to the
international Transgender activism.
