Dear District Administrator,
As you know Vancouver, Washington is the site of this year’s Junior Baseball Western
Regional Tournament. We at Washington District Four are excited to host this tournament. The
volunteers of Washington District Four and our local Little League’s have been working hard to bring
this competition to Vancouver, Washington for a fourth year. We are sure that the players and their
families will have a great time in Historic Vancouver, Washington.
Housing will not be available for this tournament. This Packet contains information on hotels
that we have been negotiated with to get a discounted rate for the teams. Please forward on the hotel
information to your final four teams. The financial success of this tournament is dependent on the use
of these hotels.
We will need your team roster by July 27th, 2016 to have it placed in the program. Please email

You and your representative are invited to a Picnic on August 2nd, 2016 at 5:00 PM. This will
take place at the Propstra Stadium located on the campus of Hudson Bay High School, which is the
tournament site. You are also invited to participate in the managers and coaches meeting that will take
place on August 2nd, 2016 following the picnic. This Meeting will be held at the Stadium. Opening
Ceremonies will be August 3rd at 12:00 PM. All players should be in uniform for this event.

Washington District 4 and the Local Little Leagues are your hosts for the 2016 Junior League
Baseball Western Region Tournament in Vancouver, Washington.
We would like to extend our congratulations to the teams that are participating in this year’s
tournament. We look forward to meeting all of you and hope that your stay with us is a safe and
enjoyable one.
Please review all materials enclosed in this packet prior to your arrival in Vancouver,
Washington.
During your visit, we hope you will take some time to enjoy the many sights and sounds of
Southwest Washington and the Vancouver area. It has something to offer everyone: Historical Sites,
Entertainment, and superb dining.
Housing will not be available for this tournament. We have, however, negotiated special rates
at two area hotels that are close to the stadium. These are the three hotels to be used by the teams.
The use of these hotels is critical to the financial success of the tournament. This packet contains
information on these hotels. Whichever hotel your team chooses, please follow their instructions on
how to reserve rooms for your team as this will save you time and money.
Because Propstra Stadium is a rented venue, it will be necessary to charge admission to all
games. The price of admission to games will be $7.00 per day per person, or a family pass may be
purchased for $30.00. This pass will be good for the entire tournament. These passes will be available
at the welcome picnic on August 4th, and at the gate on game days.

On August 2nd, 2016 5:00 PM there will be a Welcome Picnic at Propstra Stadium on the
campus of Hudson Bay High School for your team, coaching staff and parents. Please be prepared to
turn over your Affidavit Packets prior to the Picnic. It is strongly recommended that you have your
medical releases notarized prior to arriving in Vancouver, as the hospitals in the area may not treat
patients without it being done.
Following the picnic on August 2nd, there will be a mandatory meeting for all managers and
coaches. This session will take place at the Stadium.
At 12:00 PM on August 3rd we will have the opening ceremonies. All players must be in
uniform and attend.
Please check with your tournament director to be sure your roster has been sent to us for the

The Western Regional Tournament represents one of the higher levels of competition
that most players will see in their Little League Baseball experience. Our goal is to
ensure a positive, fun, and competitive environment for all participants and
spectators.

Managers Checklist
Prior to Leaving Home
1. Make sure that your hotel reservations are made at one of the three hotels listed.
2. Inspect all playing equipment and repair or replace items as necessary. Ensure that your
team’s equipment is in strict compliance with Little League rules. This also applies to
personal equipment that will be used during the tournament.
3. Have Medical Releases notarized, local hospitals may delay treatment without parent or
guardian authorization or notarized medical release.
4. Bring team affidavits, Medical Releases; Tournament Player Verification forms with
verification information attached, and any other pertinent information to the tournament.
(This is a must to play)
5. Bring Pins for trading with other teams.
Arrival in Vancouver
1. Plan your arrival in Vancouver in time to attend, with your team, a hosted picnic at 5:00
pm on August 2nd at Propstra Stadium (tournament site). At this time, you will turn over
your Verification Packet.
2. Attend manager/coach/umpire meeting following the picnic at the Stadium.
3. Attend, with your team in uniform, the opening ceremonies at the site at 12:00 pm on
August 3rd.
At Game Time
1. Managers shall report to the Tournament Director 45 minutes prior to game time for the
coin flip and to submit starting lineups. Line-ups are required early to compare to
affidavits and to review pitcher eligibility. Starting line-ups are not official until the
umpires’ pre-game meeting at the plate. Changes may be made up to that time, if
necessary.
2. Home Team shall occupy the third base dugout.
3. Visiting team shall take infield 30 minutes prior to game time and the home team 20
minutes prior to game time. At 10 minutes before game time, players will be introduced,
and the National Anthem will be played. Then the umpires will conduct their pre-game
meeting.
4. Catchers must wear an approved catcher’s helmet and mask in accordance with Little
League rules. Dangling style throat protectors are required on all catcher’s masks.
5. If your catcher is not ready at the end of a half inning, have another player ready who is
properly equipped to warm up the pitcher. Base coaches and batters shall remain at their
dugout until called to their positions by the plate umpire.
6. Each team shall clean their dugout after each game.
7. All press photographers shall be cleared through the tournament director before being
allowed on the playing field. The game’s umpire-in-chief has the final approval.
8. All game participants and spectators are expected to display GOOD SPORTSMANSHIP
while at the tournament site and elsewhere. ALL SPECTATORS, WHO ARE EJECTED
FROM THE SITE, MAY NOT RETURN FOR THE REMAINDER OF THE
TOURNAMENT. Please inform your team and its supporters of this policy.

Dress code for 2016 Baseball Tournaments
A
9-10-year-old, and Little League (Major) Tournament:
Managers and Coaches will be required to wear a collared shirt, or league issued tee shirt and it
will be tucked in. Clean long pants (no sweat or warm-up pants) or shorts with hems.
B.
Junior, Senior, or Big League Tournaments: Managers and coaches may wear full uniforms.
If not in uniform, must comply with above.
C.
Team Hats or Visors: All Players must wear a team hat while on defense. All managers and
coaches will wear a team hat. All hats must be worn properly.
D.
No open toe shoes or sandals will be allowed on the field.

Propstra Stadium
This place has everything — a beautiful setting on a green belt; it is one of
the newest (1998) and most expensive High School facilities. Propstra is a
brick stadium that cost $1.5 million. The stadium seats 1,500. It has parking
next to the stadium for 300 cars, covered seating behind home plate, grass
infield, protected dugouts.

Tour 1: Officers Row
Explore Officers Row, a tree-lined street with twenty-two fully restored nineteenth-century homes north of the
Vancouver Barracks Parade Grounds. Listed on the National Historic Register, today these homes are offices and
residences with several buildings open to the public. Start or finish your tour with a meal at the restaurant located in
the stately Ulysses S. Grant House, the oldest home on the Row.

Nestled snugly near downtown Vancouver, Fort Vancouver shares the stories of the British Hudson’s Bay Company
international fur trade emporium and the region’s first military post and showcases a premier archaeological site.
Select a demonstration at the Blacksmith Shop, Carpenter Shop, Bake House or Kitchen. Stop at the Visitor Center to
view exhibits and documentary films and to visit the bookstore. Touring the Fort with a guide grants groups access to
spaces not normally open to the public. On summer weekends, special events and cultural programs are also
available.

When you visit Vancouver’s Water Resources Education Center overlooking the Columbia River near Marine Park,
you’ll experience hands-on exhibits, educational programs, and events designed to instruct how to be better
environmental stewards. Enjoy the hands-on, interactive activities in the Exhibit Hall. View the nature-inspired art in
the White Sturgeon Art Gallery and take in the panoramic view of the Columbia River from the Center’s balconies.
You can get a closer look at the rolling Columbia River and nearly 50 acres of wildlife-rich wetlands from the
Marine Park Overlook that also connects visitors to Vancouver’s Renaissance Trail, a paved waterfront trail enjoyed
by walkers, runners, and bicyclists
Area Attractions
Beacon Rock State Park, about 35 miles East of Vancouver, is one of the Northwest's more enjoyable day trips.
After driving for less than an hour through the scenic Columbia Gorge, you arrive at the base, where it is advisable to
use restroom facilities and prepare for a relatively short, but moderately vertical hike up the 1-mile trail to the top of
this old volcanic core, the second-largest free-standing monolith in the world (after the Rock of Gibraltar).
Spectacular views of the Gorge, the river, and various wildlife will be your reward. The park also offers camping and
more hiking trails, if you feel so inclined, or you wish to avoid other hikers.
Mount St. Helens and the Ape Caves are less than an hour north of Vancouver. Get great views of the mountain
or drive up closer to the observatory. The Ape Caves are lava tunnels that can be explored, though be sure to bring an
excellent flashlight and warm clothing, because even on the hottest and brightest days, the Ape Caves are cool, dark,
and damp. While up there, be sure to stop at one of the many reservoirs for a picnic or a swim.
