A -­‐ It is esDmated that the average $205,000 home in Chartwell will pay approximately $350 more for property taxes and uDliDes for water, sewer, garbage and recycling. 7 11/24/11 PROPERTY TAXATION QuesDons & Answers Q -­‐ What comprises the $350 tax increase? A  -­‐ $125 per year for 15 years is a water parcel tax to fund the $1 million cost of upgrading municipal water storage & improving distribuDon. Financial Impact of SeparaDng Water Service Area  The Ministry of Community, Aboriginal and Women’s Services requested background informaDon from the Regional District outlining the projected impact of incorporaDon on the remaining water service area  The analysis showed that the incorporaDon of the Chartwell subdivision would have a negaDve financial impact on the remaining service area due to the relaDvely fixed operaDng costs of the smaller service area and the requirement to borrow to replace reserves transferred to the Town on amalgamaDon  The Province indicated that it supported arrangements between the Regional District and the Town to minimize the financial impacts 8 11/24/11 REGIONAL DISTRICT PERSPECTIVE
Issues arising out of the incorporaDon process  The remaining residents of the Electoral Area G water service area (Sandpiper subdivision) had a growing concern regarding the financial and service implicaDons to their water system as a result of the proposed amalgamaDon of Chartwell within the Qualicum Beach municipal boundaries  There was confusion by the public regarding the role of the Regional District in this process  The Regional District sent communicaDon to the Town of Qualicum Beach and to the Residents AssociaDons clarifying the broad misunderstanding regarding its role in a municipal boundary extension CHARTWELL INCORPORATION
Regional District’s role   Regional Districts do not have a formal role in the determinaDon of incorporaDons or in establishing the details of the incorporaDon. It is a maaer between the property owners, the municipality and the province.   The province’s posiDon and past pracDce is to ensure that there is no significant financial burden to property owners who remain in an electoral area aoer the incorporaDon has occurred.   To determine the extent of any impact the Province requested the Regional District of Nanaimo prepare a budget for the remainder of the Water Local Service Area.   A series of meeDngs were held with Town staff and provincial staff to confirm the budget figures and to clarify which costs may be fixed costs shared by all Water Local Service Areas and which were not. 9 11/24/11 CHARTWELL INCORPORATION
Regional District’s posiDon on incorporaDon   The Regional District of Nanaimo, through policies such as the Regional Growth Management Plan, supported the incorporaDon of urban areas such as Chartwell.   The Electoral Area Director personally supported the wishes of the residents of Chartwell in their desire to become part of the Town of Qualicum Beach.   It was equally important to ensure that the remaining residents were not negaDvely impacted by the incorporaDon.   The province had applied these principles in other similar boundary extension iniDaDves across the province and it is up to the Minister to determine the fairest way to implement this philosophy.   The Regional District of Nanaimo had no formal role except to provide the informaDon to the Ministry.
