Deadline approaching for foreign residents
to confirm 'padrón' status or be dropped
COUNCILLOR Adolfo Fernández, last month held a meeting
with representatives of more
than 20 foreign-resident groups
and associations as part of a
campaign to inform the community about the benefits of becoming a registered ('empadronado') resident, including tax discounts.
The meeting, held at the
town hall, was attended by a wide array of foreign-resident
groups including Elim Family,
the Photographic Society, Age
Care, the Irish Association of
Spain and the Finnish Association among others. Sr Fernández said he was pleased with the
interest showed by attendees regarding the need for foreigners
to confirm their empadronamiento by November 30, as mandated to the town hall by the National Statistics Institute (INE).
"Benalmádena town hall has
launched an informative campaign aimed at foreign residents," said the councillor, explaining that those who have
not confirmed or updated their
empadronamiento in recent years must do so or they will be
"dropped from the register on
the assumption that they no longer live here, and will lose their
right to subsidies or discounts,
for example on IBI property tax
and rubbish collection fees".
In addition to the tax discounts, registered residents can

Castillo Bil-Bil set for
€500,000 facelift
Current style will be maintained in the historic building's first major overhall in 20 years
BENALMÁDENA’S Castillo
Bil-Bil, a municipal exhibition
hall and one of the Costa’s
most popular locations for civil wedding ceremonies, is set
to receive a 500,000-euro restoration.
The
terracotta-coloured
1930s Arab-style building has
undergone no major improvements or repairs for nearly 20
years, explained mayor Paloma García Gómez during a
presentation of the project
last month along with her
councillors for public works
and culture, Concha Cifrián
and Yolanda Peña, respectively. Due to its seaside location
the building has suffered significant wear and tear from
the elements, she said.
"The project is not intended
to change the current image of
the Castillo Bil-Bil and its sur-
roundings but to improve, update and restore what is already there,“ said the mayor.
The
project,
funded
through the Plan Qualifica
scheme for improving tourism infrastructure, takes in
the building itself plus some
3,500 square metres of walkways, fountains and gardened
areas around it. Work is expected to start before Christmas and be completed by Semana Santa.
Work on the building will
include interior and exterior
repairs and painting, an upgrade to the glass roof covering the interior patio, which
has leaks, and improvements
to the restrooms to make them
accessible for disabled people.
Outside the building, the
entire paved area will be torn
up and replaced with textured

concrete paving tiles. Several
of the fountains will be repaired and others removed or reconfigured.
The Castillo Bil-Bil was designed by architect Enrique
Atienza and built in the 1930s.
Originally a private summer
home, it was acquired by the
town hall in the 1980s and the
building and surroundings
were refurbished in 1994.

billing system the rubbish
fees are established by a fixed rate plus a sliding rate
based on water consumption.
"Eight-five per cent of homes in the town will pay a
minimum of 20 per cent less
on their rubbish bill, translating to 50 euros less a year,
which was the greatest discount we could achieve given
that the PSOE and IU during
the previous administration
condemned all Benalmádena
residents to a high rubbish
rate, which was included in
the official Austerity Plan
submitted to the government
before the ouster vote, to
which we are forced to adhere," said the mayor.
The new billing system
will continue to offer a five
per cent discount for paying
by standing order and a 55
per cent discount for registered ('empadronado') residents
who are up to date on all municipal taxes and fees.
Continued from front page
Confirmation of the empadronamiento should be carried
out before November 30 at the
town hall Padrón Office or at
the Tenencia de Alcaldía offices
in Arroyo de la Miel (at the Casa de la Cultura) and Benalmádena Costa (at the tourism office). Some documentation will
be required including the original and photocopies of a passport and, for non-EU citizens,
a Tarjeta de Residencia. Similar documentation will be necessary for any family members included on the empadronamiento.
People signing up for empadronamiento for the first time
must also present their property deed or, if they live in a rented property, their rental contract.
The list of the registered residents who have been identified by the INE to be dropped
from the padrón if they do not
confirm their status by November 30 can be consulted online
at www.benamadena.com or by
calling 952 579 804.

In Brief
INTERPRETER BOOST
The free interpreter service at
the Casa de la Cultura in Arroyo
de la Miel has extended its hours
after several new volunteer interpreters joined the programme. The service, which offers assistance in more than half a dozen languages, was previously
available only on Thursdays
from 10am to 1pm and has now
been extended to the same hours
on Fridays.
PAY UP
Benalmádena has called on the
Junta de Andalucía to pay
around two million euros it
owes the town hall in previously approved job-training grants.
Some of the money pertains to
previous years but around
900,000 euros is for training programmes that should be underway now - for some 130 jobless
people - but have not been launched due to the lack of funds.
CHARITABLE TOWN
Town hall officials last month expressed their gratitude to local residents for their charitable contributions to local causes. A weekend food drive at supermarkets
collected some 1,500 kilos of basic
items for distribution to local people in need, while a benefit event
for Idaira, an infant born with
spinal muscular atrophy, raised
1,500 euros.

The funds,

for a number of projects, the
largest of which is the construction of a 30-metre-long
bridge over Arroyo Hondo to
link the residential zones of
La Viñuela and Torrequebrada, budgeted at around 900,000
euros.
Other projects to be undertaken with the funding include the creation of a new roundabout at the bullring, which
will also provide a new access
to the municipal cemetery
and the nearby sports centre;
improvement works on the
Avenida del Sol coast road;
the relaunch of work on the
pavement along Avenida del
Cosmos; and upgrades to the
Jardines del Muro and Parque Los Limones in Benalmádena Pueblo, and Parque de la
Paloma in Arroyo de la Miel.
At Paloma park work will include new benches and other
furnishings, lighting improvements, repairs to the ground-covering in children’s playground
areas, and the repair or remodelling of the small piers that
allow the public to walk out
over the pond, which are currently closed.

The Teleasistencia service
What it offers and how to apply for it (part one)
THE JUNTA de Andalucía’s home telephone assistance service
is a personal attention system based on new technology that allows users to stay permanently in
contact by phone.
It is available:
• 24 hours a day, 365 days a year
• Without leaving your home
• Just by pressing a button
The Teleasistencia service gives dependent people, and their families, a higher level of independence, helping them to live in
their own homes and integrate in
their immediate environment,
which is why the Law for the Promotion of Personal Independence
and Attention to Dependents specifically includes it in the Catalogue of Services that should be provided by public adminstrations.
Device Description
The Andaluz Tele-assistance Service (SAT) is made up of two appliances. One is a fixed terminal
that is usually installed next to the
user’s telephone and the other is a
remote control button that can either be hung around the user’s
neck, or worn around the wrist like a bracelet.
Users must always wear the remote control device when they are
at home so that they can speak to
someone at any moment from any
part of their home. To call the operator immediately, they just push
either of the two buttons (the one
on the fixed terminal or the remote control one). Their call will go
straight through to the operator
who will be able to identify who
they are and activate whatever action is needed.
By pushing either one of the
buttons users can seek information, ask anything they have doubts
about, request help in an emergency or simply have a chat. There is always someone there for
them.
What does it offer?
• Direct and personal attention of any kind, 24 hours a day,
every day of the year.
• An immediate response to
emergency situations calling on
whatever help is needed.
• Notification of family
members, or whoever the user has
indicated, if they are needed.
• Follow-up after emergency
situations.
• Conversation and company
for users who live on their own or
are isolated.
• Information about services
and assistanse from the Andaluz
Social Services.
• Regular contact with users to
offer them information of interest
and see how they are.
• Reminders to carry out specific activities, such as medical appointments or to take their medication.
• The free installation and
maintenance of the Teleasistencia
devices.
And also…
• Apart from contacting the Teleasistencia operator, the device
also allows users to answer any
incoming phone calls from any
part of their home. By pressing
the button, they can take the phone call as a hands-free one.
• The remote control device is
totally waterproof and is totally
secure to bathe or shower with.
