Measure I Phase 3
in Design
The design work for Phase 3 of the City’s neighborhood street
rehabilitation projects has been awarded to an engineering design
firm. The design will be completed in early spring 2016 with construction beginning by summer 2016.
Phase 3 includes residential streets in the area bounded by Stage
Road, Alondra Boulevard, Dalmatian Avenue, Barnwall Street, Ocaso Avenue, La Mirada Boulevard, Rosecrans Avenue, and the east
City limit. Stage Road, Alondra Boulevard, La Mirada Boulevard,
Rosecrans Avenue, and Santa Gertrudes Avenue are not part of this
project. Improvements include repair of concrete curb, gutter and
sidewalks, removal of slotted crossgutters and replacement with
new standard crossgutters, repair of failed asphalt pavement and
construction of a new asphalt pavement overlay. The project also
includes the installation of a new storm drain and catch basins along
Lofthill Drive to reduce street flooding.
“We are continuing to meet the objectives of the City’s robust
Capital Improvement Projects program,” says Public Works Director/City Engineer Mark Stowell. “We expect Phases 2 and 3 to continue on schedule.”
As construction approaches for capital improvement projects,
City staff makes numerous efforts to notify affected residents and
businesses in advance. To identify projects funded by Measure I,
signs are posted in the area where a Measure I project is in progress.
Industrial Area Streets
Rehabilitation
A number of streets in La Mirada’s industrial area were beginning
to show decline as a result of heavy truck traffic and pavement age.
All the streets have been recently paved and the project is substantially complete.
The project area includes Canary Ave. from Gannet St. to the cul-desac; Canary Ave. from Alondra Blvd. to Heron Ave.; Desman Road
from Trojan Way to the cul-de-sac; Dolly Ave. from Desman Road to
the City limit; Gannet Street from Valley View Ave. to Canary Ave.;
Heron Ave. from Macaw St. to Phoebe Ave.; Knott Ave. from Desman Road to City limit; Macaw St. from Heron Ave. to Phoebe Ave.;
Northam St. from Desman Road to the cul-de-sac; Phoebe Ave. from
Firestone Blvd. to Macaw St.
“The project was completed ahead of schedule and within budget.”
says Public Works Director/City Engineer Mark Stowell.
The project was included in the Fiscal Year 2014-15 Capital Improvement Budget and was funded with former Redevelopment
Agency bond proceeds.
Roadway Center Medians
Storm Drain Repair
Cured in Place Pipe (CIPP) Lining is being installed throughout the Measure I projects to repair deteriorated corrugated metal storm drains.
CIPP lining is a common and cost effective pipe rehabilitation
method that requires little to no digging. Installation of the CIPP
liner is performed by feeding flexible pipe material through storm
drains and then forcing steam through the material to cause it to expand and form a new pipe within the deteriorated storm drain. The
newly formed pipe is as strong as the original pipe and can carry
the same amount of storm water. The cured in place pipe has a life
expectancy of 50 years. Residents will see minimal inconvenience
during the installation of the pipe.
Steam is released through manholes during the process. There is
no need to be alarmed by the steam, as it is not harmful. For more

Due to the drought, watering of City parks and landscape has been
reduced to help meet the water reduction goals set by the State. In addition to the watering restrictions, Governor Brown issued a mandate
to all cities and counties to stop watering turf within roadway medians. Medians throughout La Mirada have turned brown over the hot
summer months. The Public Works Department is working to maintain the appearance of the medians under these restrictions. Efforts
have been made to water center median trees, and City staff is exploring alternatives for future median improvements.
Some residents have expressed concerns about the medians recently constructed on Imperial Highway from Marquardt Avenue
to Telegraph Road. The medians do not resemble other medians in
La Mirada, as they lack the placement of trees. The median and southern portion of the roadway is located within an easement owned by
the Metropolitan Water District (MWD) for the protection of a major
water line buried under the roadway. The easement allows MWD
to control what is placed above its water line. The project designers
from Los Angeles County were notified by MWD that trees are not
permitted over or near the water line. The City’s Public Works Department is continuing to work on improving this situation through
additional planting of shrubs and other enhancements.

Fire Inspection
Scam Alert
The Los Angeles County Fire Department is warning La Mirada businesses of an ongoing scam involving fraudulent fire protection companies.
Employees of these fraudulent companies enter businesses claiming to have
a work order to conduct an inspection at the location. Knowing the warning
signs can help prevent your business from falling victim to this scam.
The fraudulent companies will attempt to mislead business employees by
telling them they work with the fire department, took over for the previous
company, or are the new company to perform the work. The fake inspectors
then try to gain a signature of an employee so they can legitimize themselves. Despite having no contract of the scheduled inspection, the employees of these fraudulent companies try to convince a representative of the
business to let them walk the property.
“If your business did not request a private company to inspect your fire
equipment, you should refuse services from them,” says Los Angeles County
Fire Department (LACoFD) Inspector Steve Straight. “Do not sign any contracts provided by these companies as they will try to bill you for their fraudulent services.”
If you have any doubt about what is required regarding your fire equipment or life safety needs, contact the fire department with any questions and
concerns. Any businesses that have had any contact with these fraudulent
fire inspectors are encouraged to call the La Mirada Community Sheriff’s

Youth in Government
Kicks Off
La Mirada’s annual Youth in Government program is
underway. The program, which is sponsored by the City of
La Mirada and La Mirada Ebell, teaches La Mirada High
School students about local government issues and ways
to make positive contributions in their community.
The students recently attended a meeting at City Hall
where they met with their City Council and staff counterparts, and also observed a City Council meeting. Students
learn about City Council and staff’s roles and duties, and
see the civic process in action.
Students are also working on their ideas for City programs and services. They will also be participating in community events, such as the upcoming annual Holiday Event.
“Some of the City’s best facilities and programs were
first proposed by Youth in Government students, such as
the development of the La Mirada Gymnasium and Swimin movies at Splash!” says Community Services Supervisor Oliver Osuna. “We’re excited to see what this year’s
class will add to the program.”
Youth in Government students will be presenting their
final reports at the February 23 City Council meeting.

Get New Look
The City of La Mirada’s website is in the process of getting upgraded and will feature a new, fresh look. The new
website launches November 30.
The new City website will provide web visitors with
a user-friendly, informative, and uniform website from
which all users have the ability to access information on
City programs, events, and services. The amount of information available on the website is being expanded and interactive components including a calendar and site search
feature will allow users to review information quickly.
The new website will be able to detect the screen resolution of the user device and automatically respond, so site
visitors are able to use a variety of different devices to access the website.

Splash! Marks Another
Successful Year
Nearly 400,000 guests visited Splash! La Mirada Regional Aquatics Center
last year. The popular facility continues to be a favorite destination for field trips,
birthday parties, swim competitions, and swimming lessons.
Splash! revenues exceeded direct expenses by $450,000 in the most recently
completed fiscal year. The busy summer season included the daily operation of
Buccaneer Bay, the World’s Largest Swimming Lesson, swim meets, Swim-inMovies, Pirate Day Camp, recreational swimming, and several photoshoots and
television productions featuring Olympic swimmers.
Water safety remained a key area of focus. The City participated in National
Water Safety Month in May 2015. Splash! staff educated youth by presenting water safety lessons in second grade classrooms and attending local school functions.
“Splash! experienced a record setting summer with attendance and revenues
increasing from previous years,” says Community Services Director Lori Thompson. “We look forward to continuing to meet the community’s aquatic needs.”

Shop La Mirada this Holiday Season
La Mirada residents are reminded to shop and dine locally
this holiday season.
The holiday season is the busiest time of year for most stores
and restaurants, and every dollar that is spent in La Mirada
contributes to the community’s economic vitality. Spending
resources locally helps keep neighborhood stores in business,
promotes local job creation, and strengthens shopping centers.
Shopping locally also benefits the many small businesses in
La Mirada that provide important products and services for the
community. La Mirada-based businesses often have strong ties
to the community and support local charities such as school
events, youth athletic programs, and other worthwhile programs.
“La Mirada is fortunate to have a number of local businesses that offer a
wide variety of goods and services,” says Community Development Manager
Alison Moore. “We encourage everyone to visit local restaurants and businesses frequently this holiday season.”
In addition to supporting local businesses, shopping in La Mirada preserves local tax dollars. Sales tax revenues from food, fuel, and product purchases provide about 35 percent of the City’s General Fund Budget. These
revenues are used to support important local services including law enforcement, neighborhood street repairs, and park playground improvements.
La Mirada Symphony Presents
2015-16 Season
“With a Wave of the Baton,” the La Mirada Symphony is back for its 2015-2016 season at the
La Mirada Theatre for the Performing Arts!
These free concerts captivate audiences with a mixture of musical styles and concert pieces.
A Youth Enrichment program is also provided which allows students to experience ‘live’ concert
music and brings music programs to schools in the area. The season also features the debut of
work from new composers and special guest stars.
At this season’s Gala, the Symphony is hosting The Golden Clef Awards, honoring individuals and organizations who have made a significant and lasting impact to concert music and the
musical arts, inspired and enriched lives through performance or the creation of performance
opportunities involving musical art, and supported or promoted the musical arts.
Each concert costs approximately $17,000 to produce and “With the Wave of Your Pen” a donation ensures this musical gift, to youth and the community, continues for many years to come.

Improvement Program available to low to moderate income
homeowners, and provides a low interest deferred rehabilitation loan. The loan does not have to be repaid until the property
is sold, refinanced, or ownership of the property is transferred.
Eligibility to participate in the Home Improvement Program
is determined by the total gross income of the household. The
home must be a single family detached home or mobile home
within the City of La Mirada, occupied by the owner.

New Software System for
Recreation Registration
The City recently reached an agreement with Rec1for use of its serverbased recreation activity management software. The class software system is used by the Community Services Department to meet operational
needs, including managing programing at the City’s recreation facilities,
reserving picnic areas and community rooms, registering participants for
recreation classes and youth sports leagues, and scheduling athletic fields.
After reviewing proposals from six companies, the City chose Rec1
due to its strong online customer portal, ease of use, and customization options. Rec1 also offered the best solution for selling Buccaneer Bay season
passes and single day admission tickets online.
“We were impressed with Rec1’s proposal and we know it will be the
perfect fit for the Community Services Department,” says Community
Services Supervisor Oliver Osuna. “Residents will find that this system
is much more user friendly as they will now be able to self-manage their
City recreation account.”
The new Rec1 recreation activity management software system will
officially launch in March, in time for the spring 2016 class registration.
Residents will be able to get a head start and create an account with Rec1
beginning in January.

Chili Holiday
Celebration
The Chili Holiday Celebration and tree lighting will be held
Saturday, December 5 from 5 to 8 p.m. at Splash!
Santa will spread holiday cheer as guests enjoy live entertainment, crafts and games. Free chili, hot dogs, hot cocoa,
warm drinks, and cookies will be served. Keepsake photos with
Santa and train rides will be available for a small fee. Families
are also able to bid on fully decorated trees as part of the Festival of Trees silent auction. Nonperishable food items and unwrapped toys will be collected to support local families in need.

Bid on a Holiday Tree at
the Festival of Trees
The Festival of Trees is a silent auction where you can bid
on beautifully decorated trees prepared by local non-profit organizations and businesses. All proceeds benefit the La Mirada
Community Foundation, which supports community programs
and events. Your tree will come fully decorated with free local
delivery to your home. Trees can also be donated to a family
in need. The Festival of Trees takes place at the Chili Holiday

Polar Bear Plunge
New Year’s Day
Celebrate the New Year at Splash! on Friday, January 1, 2016 from

pool. Your plunge will be forever remembered with a keepsake photo
for every participant. Admission is $5 or free for 2016 season pass
holders. Admission includes the plunge, a keepsake photo, hot chocolate, and swimming in the heated 25-yard pool from 1 to 5 p.m.

Prevent Vehicle Burglaries
Vehicle burglaries are crimes of opportunity, and most can be prevented. Here are five categories of the most sought-after items stolen from
vehicles. To protect yourself, avoid leaving these items in your vehicle.

• iPod/MP3 players
• Cell phones and chargers
Avoid programming your home address into your GPS device. If
you remove the device from your vehicle, clean the suction circle the
docking stations leaves on your windshield. The circle indicates you
own a GPS and criminals may break into your vehicle in an attempt
to locate it.

Criminals often steal these items hoping to find more items inside.

Home Decorating
Program
Get out your decorations and start planning your festive
holiday display. The City of La Mirada’s annual Holiday
Home Decorating program is fast approaching.
Residents are encouraged to decorate their homes and help
spread holiday cheer throughout La Mirada. No application
is needed for this program and every decorated home will be
considered for recognition.
Judging for the Holiday Home Decorating program will
take place Tuesday, December 1 through Sunday, December 13. Winners will be selected in the categories of Most
Original, Best Use of Lights, and Best Holiday Scene. Award
winners will receive a holiday ornament. Winners will be announced on the City’s website cityoflamirada.org.

Celebrate the
New Year Safely
The Public Safety Team reminds residents that the New
Year is a time for celebrations, and safety should be a top priority. To enjoy a safe holiday, keep in mind the following:
• Gunfire is prohibited.
• Fireworks, including “safe and sane” fireworks, may not
be discharged.
• Public drinking of alcoholic beverages and public intoxication are prohibited.
• Following a warning by the Public Safety Team, individuals who host large parties that disturb the peace and
quiet of the neighborhood will be billed for the cost of
breaking up the party.
• Streets may not be blocked to accommodate large parties.
• If you drink, do not drive!
The Public Safety Team is taking a zero-tolerance approach
to ensure the safety of residents. Anyone in violation of the
above laws may be fined and/or arrested.

El Niño Preparedness
If El Niño forecasts are correct, Sourthern California could
face powerful rainstorms that can create a number of hazards.
Preparing your house, yard, and car now can be the best defense
against unpredictable weather conditions.
Here are tips to consider when preparing for El Niño:
Remember to avoid Flood Channels
and Creeks during heavy rain. Register on Alert LA County by visiting
www.lacounty.gov/emergency/alert-la

Home Inspections and Repair
• Fix leaks before it rains. Inspect and repair roof covering,
such as missing or cracked shingles and tiles.
• Inspect and replace caulking and weather seals that are
loose or damaged around windows, doors, sliding glass
doors, and wall vents.
• Clean out gutters and downspouts. Remove objects that
may block water from flowing away from the perimeter of
the building.
• Remove objects and debris that could be washed into the
storm drain. If the storm drain inlet becomes blocked, water could back up onto the property.
• Check balcony and deck slopes. Clean underground patio
drains, yard drains and retaining wall drains. Ensure underground drains direct water towards the street.
• Clear lawn, landscaping or wood bark that may cover yard
drain inlets.
• Reinforce fencing in case of strong winds and look for areas
of fence line built in low-lying areas that may prevent water
from draining.
Preparedness
• Store emergency repair materials such as caulking, roof repair patch material, heavy plastic sheeting, in a safe dry place.
• Create an emergency kit including the following items:
food and water to last three days to a week (don’t forget
about pets), first aid kit, flashlights (and extra batteries), radio (and extra batteries), medications, cash and important
documents, clothing and sturdy shoes, tools, and sanitation
and hygiene supplies.
Coyote Awareness
Coyotes are native to many parts of Southern California, including
La Mirada. While coyotes generally avoid humans, they are periodically observed in neighborhoods, parks and riverbeds. Like most
wild animals, coyotes are attracted to sources of food, and the presence of pet food, compost or trash can lure coyotes into yards. Without the lure of food, coyote visits will generally be brief and rare.
Unfortunately, a coyote that finds food in one yard will likely explore
neighboring yards as well. The following tips will help reduce visits
by coyotes.
• Avoid leaving smaller pets outside, unattended or off the leash.
• Feed pets indoors or promptly remove dishes when pets complete their meals outside.
• Store bags of pet food indoors.
• Clear brush and dense weeds from around the property. This deprives rodents of shelter and reduces protective cover for coyotes.
• Do not provide food or water for wildlife. This practice abnormally attracts coyotes and promotes increased numbers of rodents, birds, snakes, and other creatures that are part of the coyote’s natural diet.

Driver and Traffic Safety
• Check tires. To maintain contact with the road in wet weather,
tires should have at least 50 percent of tread life left otherwise
they can’t displace water and contact may be lost.
• Replace windshield wipers. Ensure windshield wipers are
functioning effectively; a rainstorm is not the time to realize
they cannot clear the windshield of water.
• Check car lights to be sure they are functioning at full power.
• Check brakes. Worn brake pads should be replaced immediately.
• Drive cautiously and remember to come to a complete stop
at traffic signals if power goes out.

Starbabies & Me
The class introduces infants and
toddlers to the water in a fun and
loving environment while at the same time
training the adults who accompany them,
safety and drowning prevention. Parents or
caregivers are taught the proper techniques
to teach their infants and toddlers how to
float, submerge, and move in the water and
rollover. Classes incorporate songs and
activities to meet the swim skill benchmarks.

Aquatics
Starfish Stroke School
This class will review previous
level swimming skills and benchmarks. Students will develop endurance
and refine freestyle. Students will learn flip

Fundamentals of Water
Polo
This is a waterpolo class for boys
and girls that will cover eggbeater(treading
water), head up and head down freestyle,
backstroke, ball handling skills, pressure
passing, and passing technique. This class
will encourage team work, good character
and having fun learning a great sport. No
prior water polo experience is necessary.
Prerequisite: Starfish Stroke School swimming skills. Students will need to bring
goggles. Girls must wear one piece suits
and boys must wear speedos or jammers (no
board shorts). Students can only attend the
Fundamentals class which they are enrolled.
There are no makeups. For younger children
who are 7-9 years old and want to start to
learn waterpolo, please check out the Polo
Buddies class held at Splash!

gets left behind. This class is perfect for any
child. It is also an inclusive class for kids with
ADHD(ADD), Asperger’s, anxiety, or muscle
coordination issues. Students must be able to
follow verbal directions, work in groups of 3
to 4 and must be safe in deep water. Polo Buddies is a group class and is not designed for
students who may need individual instruction.

an assortment of activities through our recreation classes and activities as well as specialized adaptive
recreation programs. A variety of activities are offered year-round for individuals with developmental or
physical disabilities.
The Community Services Department will provide reasonable accommodations in recreation programs

Positive Alternatives and Recreation for Kids
(P.A.R.K.) is a free, drop-in recreation option
for youth. The park is staffed by the City’s

Friday Night Football
The City of La Mirada is pleased
to announce Friday Night Football
(FNF) for youth ages 5-17 is returning for
the Spring of 2016. Friday Night Football
enhances the flag football style of play with
less contact and limited blocking. The quick
strike, high scoring offensive philosophy
will help develop skills and allow for a fun
safe environment to play and enjoy the game
of football. All games are played Friday
evenings under the lights at La Mirada
High School. Sign up today for the Spring

Veterans History Project
This class is reaching out
to veterans of World War I,
World War II, Korean, Vietnam, and
Persian Gulf wars to record first person accounts and preserve their stories. Approximately 19 million veterans live in the nation today, according
to the U.S. Department of Veteran Affairs, but 1,600 die each day and many
have never recorded their wartime recollections. We will honor our war veterans by collecting, videotaping oral
histories, and transcribing war stories
so they can be preserved for future
generations to learn and deepen their
understanding of each war.

The City of ­La Mirada offers many volunteer opportunities ranging from coaching sports, volunteering as a theatre usher and as a historical docent for Neff house tours. To participate in the Volunteers in Action Program, you must be 18 years of age or older. Prior to starting, volunteers will
complete a process, which includes an application, interview, fingerprinting, and orientation. For

Helping Hands
La Mirada Program
The Helping Hands program provides free services to elderly, low-income, and disabled residents. Services include landscape maintenance and minor exterior home
repairs through the use of volunteers.
The program takes place the last Saturday of each month, with exceptions during
holiday weekends. Community volunteers meet at the Resource Center at 8:30 a.m.
Volunteers from the community, businesses and groups make this award-winning
program possible.

Late Policy: Parents/guardians picking up children from the City’s Tiny Tot programs will be given a 5-minute grace period and will be assessed $1 per minute thereafter. Parents/guardians will be required to pay the tardy fees
prior to the next class meeting. After three late pickups during a session, including tardiness during the 5-minute grace period, the participant is subject to removal from the program.
