Project Profile TBS FMU manages 41.981 ha Forest Area that will be managed in to: •  27.238 ha as prac4ce with the involvement of local community •  14.743 ha as the project site of Korea Indonesia FMU/REDD+ Joint Project. One of the Project aims is to develop PDD for carbon credit and registered through VCS mechanism. FMU is an entry point

Key Policies, strategies and AcPon Plan
Key policies and ac4ons being implemented by Government of Indonesia in achieving sustainable forest management can be grouped into five different aspects 1.  Improving ins0tu0onal system for managing forest resources, through the establishment of forest management unit (FMU) in all forest areas. 2.  Introducing mandatory forest cerPficaPon systems for limi4ng trading of illegal logs and pushing adop4on of sustainable management prac4ces in produc4on forests. 3.  Reducing dependency on natural forests in mee4ng wood demands through accelera4ng establishment of 4mber planta4on on community lands and state lands and enhancing sink through restora4on of produc4on forests ecosystem and land rehabilita4on. 4.  Reducing pressure on natural forest through op4mizing the use of land and improving land produc4vity, and 5.  Issuing financing/incenPve policies and development of financing system to support the four plans. Expected ContribuPon of FMU to the ImplementaPon of NaPonal Policy on Emission ReducPon (RAN GRK) and REDD+ •  Presiden4al Regula4on 61/2011, Government of Indonesia has commiled to reduce its GHG emission in 2020 by 26% from Business as Usual (BaU) emission using domes4c fund and by 41% using addi4onal support from interna4onal •  As defined in the regula4on, the establishment of the FMUs is expected to reduce the emission from deforesta4on and forest degrada4on by about 31.15 million ton CO2e. •  As mandated by the Presiden4al Regula4on Number 71/2011, the implementa4on of all ac4on plans for reducing GHG emission should be measurable, reportable and verifiable (MRV) •  SK.335/Menhut-­‐II/2014: Working Units who responsible for the implementa4on of sectoral policies for reducing the GHG emission (Others: P30/Menhut-­‐II/2009 – REDD, P11/Menhut II/2013 on the Revision of Permit for Carbon Sequestra4on and Storage in Protected Forest and Produc4on Forest) Ministry of Forestry Policies In Reducing Emissions Level 1. Establishment of 120 Forest Management Units (Indonesia Strategy Plan 2010 -­‐ 2014). 2. FMU is as management unit at site level to achieve sustainable forest management; 3. FMU is an enabling condi4on of REDD+ 4. Capacity Building •  Capacity building of FMU personnel and local community has been conducted by training and involvement in implementa4on of ac4vi4es. A two-­‐stage Approach in REDD+ implementaPon at FMU TBS •  STAGE 1 –  preparing PDD to be submiled to VCS mechanism on 14,743 ha for carbon credit project –  This is not designed to be another REDD+ DA, but real scale implementa4on under structured management of Tasik Besar Serkap Forest Management Unit •  STAGE 2 –  Implemen4ng REDD+ on the whole area of TBS FMU (513,276 ha) state in Management Plan Document –  Develop networking coopera4on with the forest license holders at TBS FMU working area Implementa4on Strategy •  Develop mi4ga4on ac4vi4es in TBS FMU along with licensees as part of the management plan TBS-­‐FMU –  Facilitate all licensees to incorporate GHG mi4ga4on ac4vi4es into various exis4ng schemes, unilateral and supported NAMA, JCM, VCS, REDD + –  Developing aggrega4on process for RL / REL ac4vity level, FMU level, district, provincial and na4onal level (top-­‐down process) –  Develop consistent MRV system in TBS-­‐FMU and in line with the Provincial MRV system (SRAP and RAD GRK) na4onal and ins4tu4onal repor4ng mechanisms –  Establish a joint management in dealing with the problem of carbon leakage and permanence Challenges and opportinities
Challenges of TBS FMU 1.  Lack of Capacity Building 2.  There are many enPPes operaPng in the FMU (oil palm area belongs to small companies and HGU/right to plant inside of forest); 3.  Peat land forest is frequently burned; 4.  There are some cul4va4on land of local communi4es inside of FMU’s Forest v  Developing collabora4ve effort in addressing drivers of deforesta4on and risk of leakage and risk of reversal v  Development of integrated MRV system for peat v  Carbon market (price of carbon) Opportunities

ExpectaPons from the project TBS FMU •  TBS FMU as the pilot project will create market for carbon and other non forest products that cer0fied na0onally and interna0onally; •  Model of TBS FMU as the pilot project between Indonesia and Korea will leads other FMU which will be implemented in other places in Indonesia; •  Model of TBS FMU can be as an exit strategy of field problem in Forest Management in Indonesia, especially in Riau; •  Training to increase the capacity building of human resources •  Publishing the PDD (Project Design Documents) as grand design and replicated to all KPH; •  Publishing the cer0fied VCS in carbon market, na0onally and interna0onally; •  Development Long-­‐short Term and Business Planning for op0mizing of forest u0liza0on in which Korea and Indonesia have opportunity crea0ng carbon market.
