History
The TVBA was formed in February 2010. At that time, Jonathan Williams, a ten year Navy veteran,
began the process of starting his own company. He decided to reach out to fellow veteran business
owners to gain insight and input on operating a successful company.
Jonathan quickly realized that there wasn’t a local association of veteran business owners, and this
demographic was not captured or reported on any list or local database of business owners.
Greetings fellow veteran business owners, Champion Partners, and Affiliate Members.
My name is Jonathan Williams and I would like to welcome you to the Tennessee Veterans Business
Association (TVBA)
The founding and formation of our Association represents an historic event. Our great state of
Tennessee is known as the “Volunteer State” but never before in the history of this great state has
a non-profit membership trade league been so situated, and dedicated exclusively to the interests of
veterans in business before now.
The “conscience of commerce” must never forget that America’s great free enterprise system and our
way of life isn’t free. It’s been bought and paid for in the hard life currency of sacrifice by the men and
women who have served our Nation in military uniform.
The pre-positioning and due diligence that has gone into crafting your Association has been substantial.
Industrial, political and community alliances have been built with benefactors, patrons, and sponsors
– well identified and supportive.
To be sure, military veterans are everywhere mixed in the business of America. However, unlike many
other interest groups at the tables of opportunity, risk, and reward – veterans are largely unknown for
who we are, what we’ve done, and what we, as entrepreneurs aspire to be. Above all, it’s what we have
to offer that matters most.
In less than a half a generation military veterans as a population group will have plummeted. At the
same time the population of the U.S. will have increased by a huge margin. Military veterans are on
the downhill numeric curve as citizens of community and country. As a result, the number of veterans
in business will likewise decline in proportion or worse.
The landscape of our culture of commerce is driven by lobbies, interest groups and the powerful
influences of major corporations which shape the course of economic events and our national policies.
TVBA fully intends to engage in these realms to help foster greater awareness, patronage, and as
appropriate – business opportunity preferences for veterans with our federal and state governments.
Veterans in all walks of life have earned distinction by service to the country. TVBA is dedicated to
the proposition that those who have borne the battle should be better recognized in the chambers of

Through extensive research of federal databases, he was able to identify hundreds of veteran owned
businesses in the East Tennessee Area and quickly decided to bring them together as one unified voice.
Thus, the Tennessee Veterans Business Association was created.
Our first meeting was held on February 21st, 2010 and since that time, we’ve grown to an active
association that is very involved in the local community and beyond.

Chairman:
Director:
Jonathan Williams is the founder and Chairman of the Tennessee Veterans Business
Association. He holds a B.S degree in Organizational Management and is an award
winning senior professional with over 20 years experience in both the military and
private sector. He has both national and international experience in transportation,
logistics, supply chain management, project management, and contract negotiations.
As a ten year member of the United States Navy, Jonathan supported various aircraft
platforms including the F-14 and F-18. The last three years of active duty were spent as
a logistics specialist for the United States Navy’s Blue Angels. During his professional
career Jonathan has continued to develop his knowledge in logistics and project management utilizing core
strengths in strategic planning, organizational leadership and collaboration. Jonathan started Accord Federal
Services in June, 2010. His company provides nationwide support of government agencies and their large
commercial contractors.
Vice Chairman:
Dave Hayner is a 3rd generation construction management professional. Dave Hayner
has been a Licensed Contractor in the State of Tennessee for over 10 years. Dave
attended Montana State University majoring in Civil Engineering / Construction
Engineering Technology and Santa Ana College completing the Utility Sciences
Program. Dave assisted his father at Hayner Construction Co. for 5. Dave also
worked for El Toro Water District for two years. In 1992, Dave moved to Tennessee
to become the General Manager for Carlton Homes for 9 years and then served as
the Director of Operations for Saddlebrook, Inc. for 5 years before prior to joining a
civil construction firm in 2006 for 2 years. Dave is a Desert Storm War Veteran with over 12 years of service
in the U.S. Army Reserves. Mr. Hayner’s Military Occupational Specialty was that of Water / Petroleum
Distribution utilizing pump stations, pipelines etc Dave started his own civil construction company in 2008;
Veterans Contracting Solutions Group, LLC, which specializes in grading, demolition, site remediation and
utility installation.
Director:
Milton Tooks is a 25 year US Air Force veteran with an MBA in Finance and
Negotiations. His many Air Force tours include various stateside and overseas
assignments including: Myrtle Bch AFB, SC; Wallace AS, Philippines; Misawa AS,
Japan; and McGhee-Tyson ANGB, TN. He served in the Command and Control
field as an Air and Space Control Technician, and went on to serve as an Air Weapons
Director. He achieved the grade of E-8 and served as Superintendent of Training for
the ANG Training and Education Center his last 3 years. He has a passion for education
and training, thus was appointed trainer for most of his assignments and his current
career as a Training Consultant with Accord Federal Services. Milton holds many professional certificates
including: Master Certificate in Supply Chain Management, Multiple Project Management Certificates,
TelioMetric’s Models for Management, and Navigational Leadership Group’s Temperament Intelligence.
Currently, Milton is the Vice President of Business Development for Accord Federal Services, LLC a company
that provides nationwide support of government agencies and their large commercial contractors.

Joe Zimmerman is one of the owners and Vice President of XCEL Engineering, an
SDVO small business headquartered in Oak Ridge. Since 2003 XCEL has focused
on government contracts with various agencies and prime contractors including the
Army Corps of Engineers, DOE, DoD, the Alabama National Guard, Y-12, ORNL,
and ORAU. Over a 30 year career, Joe has prior business experience in Contracts
Management, Business Development, Safety Management, and Finance and was
formally a principal of another small business in East Tennessee from 1993 to 2000.
Joe is an Army veteran, 1972-74, who was able to use the GI Bill to obtain his BS degree
in Safety Engineering and MS degree in Finance. He is a Certified Safety Professional, attends Cokesbury
United Methodist Church and is the proud father of two grown children – Jill and Andy.
Director:
Rod Nelson is a service-disabled veteran and the President and owner of VETCO,
LLC a Technical Services Company in Oak Ridge, TN. He has over 35 years of
business experience gained in the federal government and private sector. He is a
former government project manager and member of the federal government’s senior
executive service. While working for the federal government he developed excellent
connections and relationships with elected officials and senior decision makers within
the federal government.
Rod has a Bachelors degree in Chemistry and a Master’s degree in Engineering
Administration . He is also a graduate of the US Army Command and General Staff College.
Rod was one of the original founders of the Tennessee Veterans Business Association and served as the Chairman
of the Government Relations Committee. As the Chairman he wrote the original draft of the Tennessee
legislation providing for State set-asides for SDVOSB procurements. He was very instrumental in getting the
legislation passed in less than 6 months after the TVBA was formed. He has also had several meetings with
the Director of the Tennessee Office of the Small Business Administration in attempts to advance the TVBA
and Veterans causes in general.

Perry Jones of Advets will lead a week long PMP boot camp. Student applications must be approved by PMI
and they will be prepared to take the PMP test the following Monday. The cost per student is $900 and
registration is required.

Our 2011 event was a huge success! We invite all the local, state, and federal elected officials to an event where
the Veterans tell them THANK YOU, for their public service. This is a great opportunity to meet with your
