To encourage sportsman spirit among the students and the public by conducting various sports, games, etc., f) To conduct tournaments in Games and sports at Taluk, Dist., and state level. g) To honour eminent persons, Professors, Lecturers, Scientists and Scholars. h) To do any other social activities for the benefit of the public. 4 ADMISSION OF THE YSRR DEGREE COLLEGE TO GRANT-IN-AID: The Government of A.P in its G.O.Ms. No. 537 Education (CE) Department dated 29-101986, admitted this college to grant-in-aid with effect from 1.9.1985. The above said G.O was communicated to the college in the D.H.E‟s Proceedings Rc.No.1734/K2-1/85 dated 3.1.1987. The Director of Higher Education approved the appointments of (33) Teaching staff besides (32) NonTeaching staff, in the proceedings Rc.No.3647/DC-4-1/87 dated 22.9.1987 and made them eligible for admission to aid from 1.9.1985. The section and combinations of B.Sc., started from 1981-82 to 1984-85, with the affiliation of S.V. University were not admitted to grant-in-aid, and as such the remaining staff were not admitted to aid along with others from 1.9.1985. The Government of A.P in the Memo No.2656/CE2/87-2, Education dated 21.11.1987, ratified the action taken by the management, in having started some of the groups without prior permission of the Government, as a special case, since the University had already accorded permission for starting of Science courses. The Government of A.P in the memo No.2656/CE2/87-5, Education, dated 23.1.1998, all the sections and combinations, started earlier in the college, with the affiliation of University and subsequently ratified by the Government, were made eligible for admission to grant-in-aid from 1.9.1985 (i.e.) from the date of admission of the college to grant-in-aid. In pursuance of the above said Government orders the Director of Higher Education in the Proceedings No.3647/DC4-1/87 dated 24.3.1988, approved the appointments of (14) teaching staff besides (10) Non-teaching staff and made them also eligible to grant-in-aid from 1.9.1985. Thus altogether in two phases (33+14)-47 teaching staff and (32+10)=42 Non-Teaching staff were admitted to grant-in-aid from 1.9.1985 Thus these 47 Teaching staff and 42 Non-Teaching staff got their salaries under grant-in-aid for the academic year 1985-86,1986-87, 1987-88 and 1988-89, from 1.9.1985 to 28.2.1989. In the mean while, the Government in the G.O.Ms.No.170 Education (CE II-2) department dated 12.7.1980, admitted new colleges to grant-in-aid w.e.f 16.4.1990. In the above said G.O. the Government has admitted this college under grant-in-aid from 16.4.1990. In the above said G.O the Government sanctioned the following sections in B.A/B.Sc./B.Com and made eligible to grant-in-aid B.A: 3 Sections: H.E.P, H.E.T, A.E.S, E.C.R.B, E.C. Mg. Thus the names of teaching and nonTeaching who were admitted already from 1.9.1985, again included in the proceedings Rc.No.1456/3/PC-II-3/90 dated 20.8.1990, along with the newly admitted staff. Hence the Government in its G.O.Ms.No.271 Education (CE) department dated 22.11.1990 continued the grant-in-aid to those who had been admitted already from 1.9.1985 for the period from 12.3.1989 to 15.4.1990. Thus altogether the following teaching and Non teaching staff members were admitted to grant-in-aid from 1.9.1985 and 16.4.1990.The D.H.E in the proceedings No.1456/PCII-3/89 dated 28.2.1991 approved the appointments of (5) lecturers and made them eligible for grant-in-aid from 1.9.1985. Y. S. Rajasekhara Reddy has opted politics as his full time job, he could not spend time and energy for a proper management of these institutions. From the welfare of people point of view, first there was a proposal to handover these institutions to the government (a proposal for which the staff members were apparently enthusiastic!), then, there was the proposal to involve Sri Sai Baba Trust in the administration of these institutions. But both these proposals did not materialize, apparently because the M.P and his family had serious doubts and misgiving about these two above mentioned agencies whether they be capable of achieving the aims and objectives of these institutions, namely the uplift of the poor and down trodden people of this area by imparting a relevant and integral educational formation for the youth of Rayalaseema.” --------as an outsider‟s view-----Rev. Fr. S. Gnanarethinam, S.J, Madurai Province. “The Commission was very much impressed by the genuineness of Dr. Raja Shekar Reddy family‟s request. Their desire seems to be sincere and authentic to provide a good and standard education in this rural, backward and arid area. We could not detect any other hidden motives or other interests in this offer. During the discussion, it also emerged that they would like the Jesuits to take over these institutions fully right from start to avoid any sort of dual jurisdiction which otherwise would result if we opt for a temporary takeover on experimental basis. After handing over the institutions, the family members sincerely feel that they should not in anyway, interfere either directly or indirectly in administering the institutions. They assure their full cooperation and support even after the transfer of management.” (No.24 of Second Commission Report) 14 Commissions with Fact Finding Mission First Commission appointed by Rev. Fr. A.X.J. Bosco, Provincial of Andhra Pradesh, comprising of Rev. Frs. U.S. Paul Satyanarayana, P.S. Amalraj, Christuraj and Devadoss came to Pulivendla on 19.05.1992 to find out the facts. Its report is summarized and given below: 1. The College is on a 200ft high hillock. Water is pumped from a bore over a distance of 500ft. No houses on the hillock or its sides, only middle sized boulders exist all around. 2. Alienation G.O for Govt. land does not exist. This is a big problem that needs to be settled first. 3. The Polytechnic college has not got the recognition from the All India Board of Technical Education. 4. Dr. Rajasekhar Reddy‟s family members were nearly a dozen are alumni of Loyola Colleges in Madras and Vijayawada. 5. The proposed offer to the Jesuits would probably be an image building exercise for Dr. Rajasekhar Reddy among the people of pulivendla. It would highlight the sacrifice he is making to increase the quality of the educational service to his people by bringing the Jesuits to the place. Second Commission comprising of Rev. Frs. V. Amalanathan, C.J. John, Frs. T. Inniah and S. Gnanarethinam visited the YSRR Institutions on 12-13th Jan 1993 and it gave the following as concluding Remarks: “The Pulivendla venture provides immense challenges to us, to test our genuineness and Commitment in implementing our vision and then at the service of the poor and marginalized. It is sincerely hoped that our presence, however limited it may be, would be inspirational to many and would serve as a catalyst to better the poor. Since we are very much interested in the welfare and of women, this venture would definitely provide a great opportunity to further and better the status of women. The relevant courses that are offered in these colleges, such as mining and geology, would help many students to get proper jobs and thus to better themselves economically and socially. The commission unanimously feels that this is a God- given invitation to take up this challenging task which perhaps we could not have envisaged earlier. Will there be any regret on our part later for having missed this God given opportunity, if we do not respond to it now. Having considered all the factors, we sincerely feel that in spite of some constraints, the province should go ahead boldly to take up this challenging venture to be at the service of the church, particularly in Rayalaseema Region and thus to reach out to the needy, the poor and the marginalized, to whom we are called up on to render our service in faith, hope and love.” 15 Expectations at that time….. From the entrance, Right side first floor six rooms were constructed in 1994 – Foundation Stone was laid by Sri. Y. S. Raja Reddy in the presence of Chief guest Sri. K.V. Ramanachari, I.A.S, Collector of Cuddapah 2. The Left side six rooms were built in 1999 with UGC Funds & Contribution from Rev. Fr. Ubelmesser 18 Change of the College Name and Management – Government Order PROCEEDINGS OF THE COMMISSIONER OF COLLEGIATE EDUCATION : A.P : HYD. L.Di. No. 2595/PCII-3/98. Dated : 22-01-1999. COPY OF : GOVERNMENT OF ANDHRA PRADESH ABSTRACT PRIVATE AIDED COLLEGES – Y.S.R.R. Degree college, Pulivendla – Change of management and also change of name of the college – orders – Issued. -----------------------------------------------------------------------------------------------------EDUCATION ( CE. II – 2) DEPARTMENT G.O. Ms. No. 18 Dated : 08-01-1999 ORDER: 1) In this letter read above, the commissioner of Collegiate Education among other things has requested the Government to issue necessary orders for transfer of the Management of Y.S.R.R. Educational Trust at Loyola Educational Society and the change of name of the college from Y.S.R.R. Degree College, Pulivendla to Loyola Degree College (Y.S.R.R) Pulivendla. 2) Government have examined the matter keeping in view the A.P. Educational Act and Rules, and decided to approve the transfer of the Management and changed the name of the college from Y.S.R.R. Degree College, Pulivendla to Loyola Degree College, Pulivendla among with its assets, properties and the staff, subject to the conditions already imposed at the time of starting of the college and there should not be any additional financial commitment to Government either now or in future. 3) Accordingly, here by approve the transfer of the Management of the Y.S.R.R. Degree College, Pulivendla to Y.S.R.R. Educational Trust to Loyola Educational Society, Pulivendla along with its assets, properties and staff in relaxation of Rule. 14 (4) of the A.P. Educational Institutions (Establishment, Recognition and control of Institutions of Higher Education ) Rules, 1987, subject to the conditions already imposed at the time of starting of the college and that there should not be any additional financial commitment to Government either now or in future. Government also permit the change of the name of Y.S.R.R. Degree College, Pulivendla as Loyola Degree College, Pulivendla. 4) 5) The Commissioner of Collegiate Education, Hyderabad is requested to take necessary further action accordingly. This order issues with the concurrence of Fin. & Plg. (FW.EBS VII) Department, vide their U.O. No. 43695/657/A2/EBS.VII/98, dated.9-11-98. The motto of NSS The motto of the National Service Scheme is „NOT ME BUT YOU‟. This expresses the essence of democratic living and upholds the need to appreciate the other man‟s point of view first and to show consideration for fellow human beings. Ramana 27 National Cadets Corps (NCC) NCC unit in this college was started in 1981. From 2005-06, a “Girls – unit” was began. There are about 100 boys and 50 girls. Till 1987, Sri. Y. Paul Reddy, Lecturer in Economics was in-charge for the unit. Dr. N. Rama Krishna Reddy, Lecturer in Commerce was Care Taker Officer (CTO) from 1987 to 1989. From 1989, he became the Associate NCC offier (ANO) and served till 2010. Dr. L. Raja Mohan Reddy, Lecturer in Physics, is now in-charge of these two units. The Motto of NCC Considering diverse composition of India and conditions then existing UNITY AND DISCIPLINE was made motto of NCC in 1957, which is the hall mark of aims of NCC even today. The Hindi version of the „EKTA AUR ANUSHASHAN‟ is prominently inscribed in the NCC badge. AIMS of NCC In fifties and sixties the NCC was assured to be a third line of defence force and to lead men to the defence services. With the passage of time, the aims of NCC have been revised from time to time. Aims of NCC today are as under:- a) To develop qualities of character, courage, comradeship, discipline, leadership, secular out-look, spirit of adventure and sportsmanship and ideals of selfless service among the youth to make them useful citizens b) To create human resource of organised, trained and motivated youth to provide leadership in all walks of life including the Armed Forces and always available for the service for the service of the Nation. NCC flag is made of three vertical rectangular strips of red, navy blue and light blue colour cloth which represent three components of Defense Forces. In the centre is an embroidered golden wreath of sixteen flowers, representing sixteen directorates of NCC with NCC written across in it on la shield shape of three strips, again of red, navy blue and light blue colours. 28 Loyola Literacy Programme (LLP) Loyola Literacy Programme (LLP) is constituted in academic year 2003- 04 as part of extra-curricular activities of Loyola Degree College, Pulivendla. In tune with the vision of Loyola Degree College (YSRR), it is to make the students conscious of their social obligation. As one of the learning methods, it provides an opportunity for the volunteers to “learn by doing”. It is really a challenge to volunteers to sacrifice their time, energy and skills for the welfare of others. Hence, their voluntary spirit is tested in their planning and regularity. Each volunteer has to face odd situation in the village centres as it is an unorganized enterprise. The over-all objective of Loyola Literacy Programme (LLP) is “Learn to teach and teach to learn”. It is to motivate the rural children into serious study habits, providing an opportunity to get their doubts clarified and provide psychological support at the tender age. 29 Purpose of Literacy Programme as it emerged from the volunteers: To share one‟s knowledge with others To eradicate illiteracy and promote literacy To provide motivation for study and teach good manners. Besides education, motivating them to sports and games. To instill good conduct in children. Be friendly with children and to remove their fear. To develop inquiry skills to get broader vision. To instill self-confidence. To train them in good discipline. Helping the children to distinguish between good and bad. Explaining them the importance of education and motivating them to become good leaders. To teach them cleanliness and setting an example to them. To teach them the value of time. To identify each one‟s talents and encouraging to develop their talents. To become aware of the strengths and weaknesses of that village. To motivate the parents to send the children to school – not for work. To overcome the stage fear. To make the individual blossom. 30 LOYOLA AWARENESS/CULTURAL TEAM (LACT) Loyola Awareness/Cultural Team (LACT) is constituted in the academic year 200304 as part of extra-curricular activities of Loyola Degree College, Pulivendla. Ananthapuram Loyola Blood Pals (LBP) At that time, there was no blood bank in Pulivendla. Keeping it in mind, Loyola Blood Pals was started in 2003. Sri. L. Chandra Sekhar Reddy, Head of the Department of Geology in with the help of Vice – Principal maintained it. Most of the patients rush to college pleading for blood of a particular group. The coordinator of Blood Pals, using his discretionary power, allowed to decide and send the volunteers keeping the following priority: 1. Any accident or delivery or urgent cases 2. For our staff or staff‟s children 3. For our college students 4. For orphans or there is no relative to help. 5. For rare blood groups. The following conditions have to be fulfilled 1. Due permission from the Vice – Principal / Coordinator 2. Demanding for disposable syringe while taking the blood 3. Transport has to be arranged 33 Clean and Green Programme (CGP) In 1993, this college got its electricity power from a rural feeder and supply was erratic. There was only one bore well (situated at the bottom of the hillock about 500ft away) to supply water for both the institutions. We could not plant many saplings. There was no tree to take shelter during the hot summer noon. Our efforts to plant saplings were discouraged by the local people. They told us that plants did not come up on this rocky soil as they themselves tried it. With the help of Sri YSRR family, we could sink two more bore wells. Sri. S. Babu, Forest officer, P&E section of Social Nursery, Pulivendla was generous to provide us with the needed plants. From 1996 onwards, the government took the initiative of conducting Janmabhumi programmes included “Sramadanam and Clean and Green Campaigning Activities”. It was compulsory for the all the and NSS Volunteers. The lecturer along with volunteers had to go to the allotted village, conduct survey, Campaigns, Sramdan…etc and submit the report to the Principal. (Cf. Letter from then Collector Sri. C.K.Sarat Chandra Reddy, Rc.No.spl/RIO/98, Dated 20.12.1998). Subsequently “Neeru-Meeru Programme, Jala Chaitanyam….etc were made compulsory” (Proceedings of DHE, R.C.No. AC-VIII – 11/2003, Dt 27.03.2003). Monthly reports of Clean & Green activities had to be sent to the RJD and Collector offices. The G.O Rt No.885, dated 30.12.1998 (in addition to G.Os Ms.No 417 & 813) directed various Departments to implement guidelines for Clean and Green Andhra Pradesh Campaign (Pachhadanam Parishubram) 34 Though the vision of „inter-departmental co-operation‟ was not effectively realized, the pressure on the Government officials (especially on the Nodal Officers of that time) made them implement “Neeru-Meeru and Vana Mahotsvam‟ seriously. With the help of Sri. Ravi Kumar (then Nodal officer of Pulivendla) we dug trenches along the slopes of hillock and created two ponds to harvest the rain water. With his encouragement and students‟ co-operation, we planted nearly 4000 plants (in and around trenches) on the hillock. Both Girls‟ and Boys, Hostel students carried water from the dug out ponds and watered the saplings. Within two weeks, due to water scarcity, the saplings died. From that we learned the lesson „Not to go for massive plantation but for phased out plantation”. With “1000 saplings per year” target, from 1998 to 2007, we could raise around 8500 plants on this hillock. The Forest Department brought out a souvenir and requested the Chief Minister Dr. Y. S. Raja Sekhar Reddy to release it. The first page is presented below: 35 This Clean & Green Campus remains as a witness to: 1. Value of the Hard work As the Tamil Poet Thiruvalluvar said “Daivathal Aagadheninum Muyartchi tan Meivarutha Coolie dharum” [Even if it is impossible for God, the hard work will yield its reward], the hard work on this barren – rocky hillock has yielded its fruit. 2. Team work Though it was an individual to plan out, animate and execute the task-it would have been impossible without teamwork. With limited financial resources, we could not take up massive plantation and maintenance. To plant each sapling, we had to struggle to find the spot without rock underneath. To clean up the fast growing seasonal wild grass was a difficult task. Students, non-teaching staff, forest officials, financial assistance from the management to lay pipe lines and for maintenance etc…were crucial to realize this project. It is not an exaggeration to say that in no other college, students and non – teaching staff could put in so much hard work. This “Green Carpet” is an ever-standing witness to the team work. 3. Change in Students’ Motivation At the initial stage, students were reluctant to do any work. The destructive mentality of this region (from the observation of small children came to campus) was manifested as they had no ill-feeling to break the two-year old plants. It was painful but helpless situation as we could not keep watch over every student or plant. But this had drastically changed. As in 2001, the senior students were asked to write what they wanted to inculcate to juniors, they listed “to plant and grow saplings”. Now, we don‟t find students indulging in destroying the plants. What we could not teach through the formal education (through rules and regulations), they learned by practice. 4. A sense of responsibility If responsibility is defined as “the relationship between the doer and action”, students of this college have a sense of belonging as they look at the trees they planted and sit at the place cleaned by them. 36 5. A labourer deserves his/her wages The grown up trees are a boon to students especially for the day scholars. Since there is no infrastructure and the management is not financially sound to put up a canteen or hall for them, the grown up trees provide shelter for the students to take their lunch and to study during leisure hours. It is a beautiful scene for any one to see the students sitting as groups under the trees and sharing their meals. It is almost every day “Picnic or Vana Bhojanam” for them. In turn, such an environment spontaneously motivates the students to contribute their mite in the form of manual work – as they relish the fruit of it. Loyola Alumni Association, Pulivendla (LAP) Sri. Lakshmaiah, brother of our Alumni C. V. Ramana donated Rs 50,000/ for nappa stones pavement. Sri. Bhanuprakash and Sri.Vidyanand donated Rs 10000 each for placing tiles to drinking water basins. Sri. M.V. Krishna Reddy and Sri. B. Bhaskar Reddy have helped in raising funds for Alumni Association. We had “Alumni Meet” on 14th January. Sri. M. Srinivasa Reddy, Dept of History of Andhra Loyola College, Vijayawada gave the orientation talk to the members. Eighty four members gathered and expressed their gratitude for the services rendered by the college and suggested a few things like the need to improve communication skills and career guidance. 37 Welfare Schemes Mid – Day Meals by Loyola Education Society Students more than two hundred surrounding villages are coming to our college using the APSRTC bus-pass facility. The bus pass is applicable only to village passenger service (Palle Velugu) only. Some of the villages have only one bus service. Students from those villages start in the early morning and reach the college by 7.30am. What they bring (of night left over food) is enough for the breakfast. Most of them don‟t eat in the afternoon and take food only when they reach home. It is not possible to pay attention to the subjects when the stomach is empty. Fr. T. Amala Arockia Raj, S.J, correspondent of the college after consulting with Alumni has introduced the midday meals scheme. The interest accrued of the Corpus and other funds are diverted for this scheme. The Management along with staff approached the locals – gave paper advertisements to get donors for this scheme. About 300 – 350 students are daily benefiting from this scheme. 38 Financial aid to students Loyola education Society poor student‟s welfare fund (LESPWF) is created and it is used to provide mid-day meals at the concsesional rate. It is also used to pay the fees for poor and deserving students. There are permanent scholarships established by donors and their list is printed at the end of our college Hand Book. New donors are added to this list year after year. Andhra Jesuit Province Society, Hyderabad gives scholarships to the tune or Rs. 40,000/- every year. Computer Education and Internet Most of the students are from villages. They are not in a position to buy a system or to spend some money to go to computer centers. Keeping that in view, a computer centre with internet facility is opened for students. A nominal fee of Rs 5/ per hour is charged so as to maintain the systems. G.V.Chalapathi, Lecturer in Physics) I joined in SVDC, Kadapa as lecturer in physics on Jan 1997. I worked there for about 8 years. On September 2005, I was redeployed to Loyola. I observed so many positive points in both the institutions. Coming to Loyola, this institution is becoming as much disciplined institution when compared to early nineties. Now it has acquired very good infrastructure, clean & green environment, free of pollution, needful facilities, good interaction of between students and staff, voluntary involvement of students in extra curricular activities like NSS, LACT, NCC. Educating the poor children in villages and imparting awareness to village people… etc. This institution is providing good atmosphere for regular students at the time of supplementary exams without creating any disturbance for regular ongoing classes for about 20 days‟ schedule. This is not possible in any surrounding colleges. Because of working hours of the college, students can maintain good subject interaction with lecturers. This 56 college also provides mid day meals for about 500 poor students per day at the cost of Rs 5 only. Even though it is being an aided institution, all lecturers are residing in the same place for so many years; there is great unity among the staff members. It cannot be observed in many institutions. Of course, the most wonderful and the fascinating period in one‟s life is college life only. Yet for me those memorable days reminds me that one thing that past is glorious! Present is exciting and future is promising. Still I feel proud to say that I am a product of Loyola Degree College run by the country‟s most prestigious and premier Educational Society, Loyola management. It has taken the original Y.S.R.R degree college which was established long back in the year 1979 nearly 2½ decades before, it renders Yemen educational service to the people and carving the life and career of thousands of students in and around Pulivendula. There was drastic change in the face at the policies of the institute after Loyola Management took over in year1993. I am taken up by its management, administration, policies, new courses, infrastructure, labs and library facilities, auditorium midday meals for the shake of poor people at the price of 5 rupees…etc. The organization grew leaps and bounds which at present stands majestically among the students fraternity. Every dawn, the raising sun above the horizon, gives a new hope, likewise under the Loyola management under the auspicious guide lines of Rev. Fr. Amala Arockia Raj garu will provide hopes for students. I expect the organization to develop into a Deemed University catering to the needs students of rural regions of Pulivendula in the forth coming years. Yours D. Bhanu Prakash 59 From Present Students…. I, Paul Praveen. S, a II MPCs student of this prestigious Loyola Degree College, take it as a privilege to share about my college. Before my coming over here, I was with a misconception that people here are reserved and eccentric and that it would give me an unfriendly environment. But, all my thoughts and prejudices were just blown away as I found very amiable students here. I was from a culture blended with posh and modern trends and surprisingly I had to encounter a systematic and traditional culture, lived by people here. I encountered a very good and fabulous administration run by Jesuit Fathers who are known for their sternness and also for their benevolence. I also had superb teaching staff and lecturers, i.e. prodigious tutors, of who most are especially talented with shrewdness, humour and creativity. In addition, well co-operating non-teaching staff really produces an awesome look and appearance all over the college. A very excellent teaching of lecturers and well furnished library enhanced creative and innovative thinking. Our library has a tendency to change dormant students to electric ones…Hats off to Loyola Degree college, library! One special future that really matters is that, here I have many chances to improve my personality traits, beyond education. I participate in LACT (Loyola Awareness & Cultural team), LLP( Loyola Literacy Programme), LBP( Loyola Blood palls), NSS( National Service Scheme), NCC( National Cadet Corps), AICUF ( All India Catholic University Federation) at college which really helped me a lot to develop myself and enabled me to march towards an integrated life. These chances really help in future as they improve life skills. This is the place where many dare to join but most of them refrain, but one who avails all the schemes and programmes at college can surely have a better standardised life. It gave me spirit alike “Never, never, never give up!. If I start to reckon my past days and present days, I find a variable change in my life after joining this college as before I had only to do with my academics where as here I have many tasks to do in addition with my studies . Yeah, really I admit that Loyola is “place of plenty” for me as it enhanced me to have austere life as Father had skilful knowledge; as lecturers possessed impeachability and as my fellow students have affection and concern. The college made me to bring out my hidden talents and latent skills and gave me assurance that even I can reach some unimaginable heights in my life on fine day which in off course very near. I live this college and I like to mention about my hostel as it evoked deep spiritual understanding in me. If I retrospect my past days upto my joining day at this place, I find only reasons to feel elated and obviously no reason whatsoever to despise this place. I love this college and have great reverence and deep, profound and immense gratitude towards this “place of wisdom, not merely knowledge” Even though it takes much consumption of my pen‟s ink to share about my college, I could hardly wind-up my sharing in a not-shell‟.
