New Clause brought up, and read the first tune, as follows : " I t shall be lawful for
any recorder, or other county court judge, upon the trial of any civil bill or equity'
ease, to direct a special case to be stated for the opinion of a Division of the High Court
of Justice in case any question of law or equity shall arise before him on the trial of a
civil bill or equity case, which, in his judgment, may be proper to be decided by the H i g h
Court of J ustice ; and. the case, when stated, shall be signed by the recorder or other
county court judge before whom the civil bill or equity case shall come ; and the appellant shall lodge the case, and take all other necessary steps to have the case set down for
hearing before a Division of the High Court of Justice within such time as any general
order to be made under this Act shall require, and, in defult of his doing so, the decree
shall stand affirmed with costs, unless on special application one of the judges of a Division

for the Lord Lieutenant, with the concurrence of the Lord Chancellor and of the Treasury, to grant to any chairman, appointed before the passing of this Act to a first class
county, who shall show, to the satisfaction of the Lord Lieutenant and. the Treasury, that
the discharge of the additional duties imposed upon him by this Act will deprive him of
professional emoluments which, if this Act had not been passed, he would have received,
such special salary while lie shall hold office not exceeding 300 I. a year, as, having regard
to the circunjstances of each case, shall to the Lord Lieutenant and the 'I'reasury appear
just and reasonable: Provided always that any chairman accepting such special salary
shall be disqualified from practising at the bar in the same manner as a chairman appointed
after the passing of this Act will be : and provided also that such special salary shall not
be taken into account in computing the amount of pension payable to any chairman who

Another new Claxise brought up, and read the first time, as follows:
" A s soon as the number of Chairmen shall be, under this Act, reduced to 21, Chairmen
shall interchange their counties or unions of counties, so that no Chairman shall sit or act
as a Chairman of a county, or union- of counties, for more than five years consecutively.
" The Lord Lieutenant, by and with the advice and consent of the P r i v y Council in
Ireland, shall, from time to time, make rules and regulations for carrying out this provision,
and shall frame a rota of counties and Chairmen, so as to provide that every Chairman
shall be changed from county to county, or to unions of counties, at least once in every
five years.
" Nothing in this section contained shall apply to recorders of cities or towns, or to a

" I t shall be lawful for the party to the suit or other proceeding in any civil bill courts
or for an attorney of one of H e r Majesty's superior courts at Dublin, being the attorney
on record for such party, or for an attorney retained as an advocate by such first-mentioned
attorney, or fur a barrister retained by or on behalf of such party (parties may employ
two attornies), but without any right of exclusive audience or pre-audience, or by leave of
the judge for any other person allowed by him to appear instead of the party, to appear
and address the court and conduct the case, b u t subject to such rules and regulations as
may from time to time be prescribed for the orderly transaction of the business of the
c o u r t ; provided, hoAvever, that wherever a second attorney may be so retained the cost
of the attorney on record shall only be taxed againt the unsuccessful party"—(Mr. Downivg).—Question
