Through these areas, Yanbu was connected to other parts of Africa and the Middle East. The spice merchants used to cross this area back and forth on caravan paths that are spread throughout the Peninsula. Some civilizations left a footprint in this area such as the Roman Empire that fortified the coast of Yanbu. During the early Islamic period, the port of 2 Yanbu became the gate for arriving pilgrims heading towards the two Holy Mosques: Makah and Medinah. The inhabitants of Yanbu used to provide service to those pilgrims in return for a wage. But most Yanbu residents mastered traditional trades such as agriculture, fishing and commerce. This life style continued until the 1970’s. It was then that the Saudi government took a bold decision to build a new industrial city from scratch- in the desert- just 20 kilometers south east of Yanbu Al-Bahr. The Royal Commission for Jubail and Yanbu was established by the Royal Decree in 1395 Hijri. With the sustainable effort exerted by the government of the Kingdom of Saudi Arabia in implementing the development plans in order to fulfill its growth strategy expansion of the industrial base, the diversification of sources of income and the development of the technical sector in order to achieve self-sufficiency, the desert location became a thriving community. After over 30 years, with a population that exceeds 96,000. Most of Yanbu residents live in it permanently. It also became the industries strong base for the whole area. As planned, the prosperity that Yanbu Al-Sinaiyah created expanded to Yanbu Al-Bahr where its community increased in number with better income and more job opportunities which were certainly a welcomed bonus for both Yanbu Al-Bahr and its surrounding areas. Yanbu Al-Sinaiyah is still making history by the help and guidance of Allah. Yanbu Al-Sinaiyah is located in the coastal area of the Red Sea about 350 Kilometers north-west of Jeddah. It has its own characteristics, biodiversity and a strategic location. The Red Sea was formed as a result of the great rift that separated the continent of Asia from the continent of Africa on length of approximately 2,000 km and average width of 280 km. The Arabian Peninsula is moving away from the continent of Africa at a rate of 1 cm per year in the northeast direction. The Red Sea occupies an important strategic position in the world. It is linked to the north with the Mediterranean Sea via the Suez Canal which forms a narrow (6 km) and shallow passage (with an average depth of 20-30m). The Red Sea is also linked to the south with the Indian Ocean through the Strait of Bab El-Mandeb (29km). So, the Red Sea constitutes an important hub for maritime traffic. The secret of the Red See beauty is represented in the purity of its water which attracts scuba divers from all 115 Environment over the world to enjoy the unique biodiversity. The bottom of the sea is covered with splendid coral reefs which can only be compared to the barrier reef of the coasts of Australia. The living creatures interact with the environment within an integrated system connected to a series of complex food and shelter for each living creatures which reduces the risk of competition between them. The coast of the Red Sea is characterized by a wide variety of environments where living creatures are closely related to the nature of the bottom. There are salty marshes, rocky, muddy, and sandy beaches. Most of the living creatures in the Red Sea live within a narrow physical and chemical range as a result of natural factors surrounding it. The Red Sea is located between two continentals which provide its water with warmth throughout the year. The temperature of its surface rarely drops into 17 °C in February and rises to 32 °C in August. This temperature is suitable for the growth of many types of coral reefs. The Red 116 Sea is one of the most saline bodies of water in the world. The salinity concentration increases in most of its surface water to about 40 ppt. The warm marine valleys distinguish the Red Sea from other seas where large amounts of deposited minerals serving as a strategic stockpile which is hard to be exploited in the near term as it languishes in deep abyss. The Coral Reef The coral reefs are considered as one of the richest environments on the surface of earth sloping towards the open sea. Its slope opposite to the open seas makes it face the movement of currents and waves and safeguard quiet bays interspersed with cavities and caves. This provides safe shelter and sanctuary for many living creatures. The coral reefs are ranked second after the tropical rain forests in terms of species and flourishing wildlife. More than half a million different species including 7,000 different types of fish live in this environment. According to scientists, coral produces 25 tons of fish every year per square kilometer. The coral reefs have effectively contributed to the protection of marine life through an integrated ecosystem which provides a harmonious environment for all sea living creatures. The barrier reef extends along the coast of Yanbu Al-Sinaiyah as a natural barrier protecting the port and the beach from the waves. It also has a precious environmental value. 117 Environment Fish Coral reef fish represents 25% of the total number of the Red Sea fish (the largest number among the Red Sea fish). Recently, more than 1280 species in the Red Sea were recorded. The number of commercial types sold in the markets for consumption is 180 species. These types do not differ much from those in the countries bordering the Red Sea coast north and south. In addition to the sport of diving in the Red Sea, there is also the sport of fishing. The fish in the Red Sea is of shining colors and beautiful shapes. This is an attraction for tourists who cover thousands of kilometers to enjoy this sport. Professional fishermen also practice fishing in the Red Sea, especially in coral reef areas where fish of different types and colors exist. As we go deeper, fish diversity increases and it reaches its peak when we reach the depth of 10 to 15 meters. 118 There is an area of coastal cliffs in the Red Sea that contains sources of food for herbaceous fish which makes it a target for fishing hobbyists who use small boats for fishing. Birds of Yanbu Al-Sinaiyah Yanbu Al-Sinaiyah witnesses large influx of birds at certain times of the year. Some of these species reside in the city throughout the year. It is known that birds migrate from one place to another searching food and seeking suitable environment for breeding. The Arabian Peninsula is considered an area for migratory birds from Asian Europe to Africa and the Indian subcontinent. Birds that migrate to the Kingdom of Saudi Arabia come from the far west of the central islands. Yanbu Al-Sinaiyah is considered the most appropriate environment for studying the movement of birds to and from Africa. It is located in a straight line with the grassland north 119 Environment of the region from the African mainland where food is available in abundance for migratory passerine birds, taking enough food before crossing the Red Sea. The migration patterns could be classified based on the observations recorded in the region of Yanbu as follows: Migratory birds on their way from Asian Europe to Africa and some of them could reach short distances to Africa after migrating from Yanbu Al-Sinaiyah in autumn. These birds migrate to Sudan (Plover Whitetailed) or to Eritrea (songbirds) and some migrate to the south of the equator, such as (nightingale, the swamps singing bird, and the golden oriole). It is possible to determine the area of breeding, in many cases, from the distinctive characteristics (color, head shape, larynx, and tone). It is also possible to get specific and clear information from the loops that encircle the feet of birds. It seems that encircling the feet with loops in areas of origin and 120 in specific areas of the Middle East (particularly in The Oasis of Azraq in Jordan) has enabled us to determine the pathways of migration clearly. Accordingly, some of the migrations were discovered through the information provided by the loops for the small whitecrowned wheatear bird, swamps singing bird and the red-backed shrike bird. The trip of passerine birds entering Yanbu Al-Sinaiyah begins in late February and may continue until the first week of June and then resume in mid-July. Strong birds could also be seen in the area in early December. The trip of some species may continue for a long period. We find that some birds that come from different regions cross Yanbu from early August to November, while some birds cross the area for a relatively short period (a few weeks). It is known that birds make their own way across the Red Sea based on the observations on the beach or at the sea. Some birds that cross the region of Yanbu may spend the winter along the coast and the land adjacent to the Red Sea, such as ducks and singing birds. - Birds that make their way from Europe and North Africa to the Indian subcontinent are likely to be flyhunter and red –chest. - It is probable that migratory birds from the cold regions of the Eastern Mediterranean are likely to be long-tailed duck, gray goose, and goldfinch. - Migrating birds within the Arab region such as the long-tail pigeon, pale rockfinch and sand-grouse. - birds that prevail in the area such as seating semicollared bird. - Migratory birds that lose their natural way of migration (olive tree singing bird and green chiffchaff bird). - Many seabirds leave the Red Sea to spend the winter in the Indian Ocean (like arctic tern, most of white-cheeked tern birds as well as some of the brown booby birds). Many birds come over the vast parks on the shore of 121 Environment the Red Sea. Based on direct observations from the movements of hawks from east to west from the city of Al-Wajh to Yanbu and Yanbu to Jeddah, birds looking for their prey, particularly hawks and eagles follow their route topographic-features such as mountain ranges to take advantage of rising thermal current. These eagles and hawks cross the region of Yanbu between the months of September and November. It is likely to continue their way along the Arabian coast to reach the tip of the Arabian Peninsula before crossing the sea through Bab El-Mandeb. It is also known that a large number of birds of prey fly directly to Africa via the Suez Canal, then return back in Spring. The scarcity of great migrations of these birds in spring in Yanbu indicates that they only take the eastern way in autumn. It is quite possible that the difference in the 122 numbers and species of birds using this way in autumn can be attributed to inappropriate weather conditions in Sinaa. It is observed in spring, most notably during the month of March that ducks head for Aqaba Gulf where a large number of flocks on the beach may be noticed. There are also some indications of migration during autumn and that black seagull may pass through same path during spring. Environment Monitoring Environmental Challenges: the Royal Commission in Yanbu insisted on the application of modern methods of environmental management and sustainable development even before Brundtland report of the United Nations in 1987, which included a formal definition adopted globally for sustainable development and its modern concept. It focuses on development that meets the needs of the present without compromising the ability of future generations to meet their own needs. Royal Commission in Yanbu took into account the principle of conserving natural resources from depletion and pollution with securing a healthy and safe environment for the residents of Yanbu AlSinaiyah on the short and long terms. The limits of pollutants must be within permissible international levels so as to avoid causing any damage to 123 Environment Environmental Studies 124 the environment as a result of the construction of factories, facilities, main roads, bridges, drilling and backfilling, extension of tubes and other industrial activities. Thus, the RC main goal was to achieve economic growth through a correlation between the laws and regulations of the global economy by doubling strategic investment industry and stopping non-productive projects to ensure long-term economic growth. The Royal Commission sought to reduce levels of pollution in Yanbu Al-Sinaiyah to maintain health of individuals and for future planning for propose of attracting more developmental industries. As a result, an integrated city was constructed to achieve sustainable development. The Royal Commission succeeded in overcoming major industrial challenges to enter a new phase of environmental challenges which are natural consequences for this success. It has dealt with this issue carefully through the application of environmental management standards. The Royal Commission has also formulated performance standards (KPI) and performance indicators (Balance Score Cards). That city is Yanbu Al-Sinaiyah Environment Monitoring Program The Royal Commission formed a specialized environmental management which has locally trained staff to implement the following environmental programs: Air Quality Monitoring and Modeling Program 125 Environment The Royal Commission selected six ideal locations for stations to measure air quality in Yanbu. These stations are equipped with mathematical models software that works automatically to measure air control rates of the following major gaseous pollutants: Nitrogen oxides NOx, sulfur oxides SO2, suspended particles PM, carbon monoxide CO, and Ozone O3. The total number of readings recorded is about 9000 monthly. In addition to the information from the meteorological unit as: heat, humidity, air pressure, wind speed and direction, etc. This information is broadcasted via a computer integrated network which is recorded and analyzed on daily basis, then the measurements are analyzed and compared with the Royal Commission standards to find a scientific relationship among each other. The field- surveyed results have shown that since 1981 the rate of gaseous pollutants in the city 126 is within the permissible limits. Computer models are also used to study the prediction of the spread of pollutants in the city and recognize the effect of each industrial facility which contributes to the success of future planning to the city. Water Quality Monitoring Program The Royal Commission in Yanbu pays great attention for monitoring the characteristics of treated industrial wastewater. So, Environmental System prohibits dumping sewage water directly into the sea, and it also seeks to achieve the principle of Zero Discharge to preserve the marine environment. Potable Water The desalinated water in Yanbu Al-Sinaiyah is very pure. Salt, minerals and chlorine are added with special rates to prevent the growth of bacteria in the water distribution network. Scientific studies are conducted on potable water using the latest international standards to make sure that quality conforms to the specifications of World Health Organization (WHO). Industrial Wastewater It is prohibited to dump sanitary wastewater directly into the sea before being processed by the factory itself. It must be treated first (in-house treatment) and then it shall go through various stages of processing in the wastewater treatment plant to be processed biologically by using Activated Sludge Process. 127 Sanitary Wastewater Sanitary wastewater passing from communities and other various facilities is processed in a special plant to be re-used in landscape irrigation. This water is subject to periodic monitoring to ensure compliance with Irrigation Water Standards. Environment Hazardous Waste Program The Royal Commission Policy Regarding Management of Hazardous Waste The Royal Commission environmental policy considers recycling and re-using hazardous waste as one of the high priorities of management of hazardous waste as well as implementing environmental requirements of treatment and disposal of hazardous or semi-hazardous waste by all industries. The Royal Commission imposes restrictions on factories 128 located within its limits. Each factory, according to the environmental permit, must provide the Royal Commission with detailed information about hazardous waste (quantity, chemical composition, place of final disposal...etc) by filling a special form (Manifest Form). In case of hazardous waste, the Royal Commission, according to environmental permit, requires transferring hazardous waste to specialized companies in the field of hazardous waste management. Environmental Awareness Program The Royal Commission played an important role in the fields of environmental awareness and education before 2007. Since then, the strategy has changed into a real participation and integration between the Royal Commission in Yanbu and the industries operating in the city as part of the national environmental and social role which should be played by the investors and industries in the city. Environmental Permit The system of environmental permit for operation and construction imposed by the Royal Commission on industries is considered an effective tool that controls the environmental performance of the factories and reduces their environmental impact to below the permissible levels stated in the Royal Commission Environmental Standards System. The environmental permit is itself a legal binding contract which requires industries to comply with the requirements of the Royal Commission to avoid any potential environmental risk. This gives the Royal Commission the role of monitoring all industrial facilities operating in Yanbu Al-Sinaiyah. Marine Monitoring Program It is clear that the Royal Commission pays special attention to maintain the environment of the Red Sea by monitoring the marine environment on a weekly basis during the whole year in order to protect it from any source of pollution. Then the source of pollution can be traced and investigated. The most important areas of marine environment is intensively monitored. Environmentally Sensitive Areas The environmental sensitive areas were a priority of marine surveillance program to follow-up, monitor and protect as much as possible from industrial and natural pollutants. These areas include: A. Seawater intake channel for the power and desalination plant Desalinated water is a source of potable water for Yanbu Al-Sinaiyah. Therefore, special rubber barriers and oil sensors were placed in the sea and connected to computers to detect any oil spills in the sea. 129 B. Seaports This includes King Fahad Industrial Port, jetties, oil tankers, ships and refineries. It is more likely that oil spills might occur in these places because of vessel traffic and loading and unloading of petroleum and petrochemical products and fuel. Environment C. Barrier Reef It extends along the coast of Yanbu Al-Sinaiyah which acts as a natural barrier that protects the beach from the waves. In addition, it has a precious environmental value. D. Recreational Beach The recreational beach has become a tourism landmark. Tourists come to this place for strolling, or playing marine sports such as swimming and boating. 130 The beaches of Yanbu are well-known for diving sports. Many annual festivals are held on these beaches. Mangrove Monitoring Mangrove trees can resist salinity. These trees grow in tidal zones which are protected by coral reefs. Three reserves of bushes have been allocated in Yanbu AlSinaiyah. These reserves are monitored on a regular basis as these types are of ecological importance for many sea living creatures. Avecinia Marina, a type of mangrove, grows above the surface of mud soil to absorb oxygen from the air. Mangrove plants produce flowers and a lot fruit in early autumn until spring. These fruit are rich in nutrients that make them an appropriate environment for sea animals like crabs and gastropods that can be found in the mud at the roots of the mangrove trees. This place constitutes shelter for micro-organisms, young fish, shellfish and mollusks whether permanently or during any stage of their life. Mangrove trees provide a natural protective wall for the beach from wave effect and erosion. Reserves are considered as a rest station for migratory birds. Sign boards such as No Swimming, No Chopping, No Hunting, No Fishing and Don’t Litter were installed to clarify the rules that must be observed when visiting these places. In 1986 and 2006, the Royal Commission, for increasing biodiversity, imported another type of mangrove (Rhizophora Mucronata). This type can be found 170 km north of Yanbu. The farming of this type has been very successful as well as growth of Rhizophora Mucronata is monitored continuously. Mangrove Reserves Status of the three Mangrove reserves and development programs: Reserve Number (1) This reserve is located within the residential area. It covers an area of 50.45 hectares. Mangrove plants spread naturally in this reserve but their growth is very slow due to the existence of substrate from mangrove fossils, the soil layer is thin with a high percentage of sand. To develop this reserve, three basins were made. The basins were provided with fertilizers and rare soil elements (N.P.K. Micro Elements) to increase the spread of mangrove trees along the coast of the Red Sea. Three more basins were fertilized to measure the rate of growth of these plants. The upper parts of the trees were trimmed out of (plant length, number of stalks, wet weight, dry weight, size of leaves …) 131 Environment Reserve Number (2) This reserve is located south of the residential area. It covers an area of 118 hectares. More care and intention for development is being considered due to the location of this reserve. In spite of the density of the trees in this reserve, some internal parts suffer from lack of water access which affects their growth and spread in this part. The concentration of salt in this area prevented trees from spreading. To develop this area, a two-thousand-square meter field was prepared and an irrigation network was installed for utilizing the excess irrigation water. The development plan includes the following: The Jojoba plant was brought and planted in the area. This plant has an environmental and economic importance. It can be planted in very salty soils. A part of the field was allocated for planting mangrove beside Jojoba plants. In addition, Manitoka was planted surrounding the field. 132 Reserve Number (3) This reserve is located south of Aramco Liquified gas export platform of the industrial area to the north of Al-Awael Port (Al-Baydha’ Costal Guard). It covers an area of 194 hectares. Although, location of this reserve is in the of Heavy Industries Area, mangrove plants grow in high densities. Some of the trees reach a height of approximately 4 meters. 133 Services Directory 134 Important Phone Numbers Name of Organization Phone Number Ministry of Interior 990 Royal Commission Operations
