SYMPOSIUM ON “HUMAN RIGHTS THROUGH UNIVERSAL RESPONSIBILITY”
The spiritual guru of
Tibetans Dalai Lama has said that
universal brotherhood,
compassion, love and fraternity
hold the key to human rights
protection. These human values
will develop a more civilized man
and human rights violation on the
basis of poverty, caste, creed and
considerations of superior and
inferior will be checked
effectively.
The Dalai Lama was
delivering his keynote address at a
symposium on “Human Rights
through Universal
Responsibility” organized under
the auspices of M.P. Human
Rights Commission on March 17,
2010. The Governor Shri
Rameshwar Thakur presided over
the function while Chief Minister
Shri Shivraj Singh Chouhan was
special guest on the occasion.

subject.
The Dalai Lama said that
despite practicing different
religions, speaking different
languages and living in different
regions people are one. He said
that money cannot provide only
material prosperity but cannot buy
happiness and peace of mind. To
attain this man will have to
assimilate spiritual and human
values. He said that materially
prosperous countries lack quality
in inner life; especially their
younger generations have gone
wayward. Jealousy, envy and
alienation can never true
happiness in life. Compassion is
must for this. This alone can bring
happiness and prosperity in family
and society in true sense.
Therefore, man should pay more
attention to acquiring human
values than making economic and
material progress, he added.
The Dalai Lama said that
individual freedom is very
precious and is prerequisite for
creativity. Any society or
community cannot become

creative and constructive without
this. There is individual freedom
in India, that is why there is
creativity and democracy is
functioning successfully here.
India is the only country where
entire world has been considered a
single family. It has always given
the message of non-violence and
Mahatma Gandhi won freedom of
the country by it.
The Dalai Lama said that it
cannot be said that any particular
religion is the best. All religions
are best in their own right. Their
concepts, ideologies and modes of
prayer may differ but essentially
they are the same. The need of the
hour is to bring the different
religions closer to each other. A
number of institutions are working
in this direction, but every
individual needs to work at
personal level for this. One should
have equal respect for all
religions, he said.
The Dalai Lama thanked the
Chief Minister Shri Shivraj Singh
Chouhan for his announcement to
set up a Buddhist university
between Sanchi and Bhopal and
said that it would help spread the
science and knowledge of
Buddhism. He said that the
feelings and science of inner mind
are far deeper and more extensive
than material science. This
university will help enrich this
science. He said that India has
always had religious and
ideological tolerance which is not
seen anywhere else in the world.
He said that even non-believers
like Charvak have been
recognized as seers in this country.
The Dalai Lama emphasized
the need for women
empowerment saying that they are
the very image of compassion.
They should be given every
opportunity to become self-reliant
and self-confident, he said.
Presiding over the function
the Governor Shri Rameshwar
Thakur said that the Dalai Lama is
the most ardent votary of human
rights in the modern world. He
said that it is quite contradictory
thing that with the advance of
education, science and
t e c h n o l o g y, h u m a n r i g h t s
violation is also increasing. The
strong have always suppressed the
weak but with education it should
have reduced. He said that human
rights protection is a global
responsibility. It should not be
considered the responsibility of
any particular country, society,
community or continent. Entire
world should stand up against it.
Everyone has the right to live with
dignity and honour and nobody
should be allowed to violate this
right of anyone.
The Chief Minister Shri
Shivraj Singh Chouhan said that
human rights protection is innate
in Indian culture. Indian
civilization and culture has called
entire world a single family
thousands of years ago. It prays for
happiness, health and prosperity
of all without any distinction. Shri
Chouhan said that his government
is making all out efforts to pursue
development of the State while
ensuring protection of human
rights. Shri Chouhan said that
efforts are being made to provide
social security to the deprived in
the State. He said that the state
government has provided 50
percent reservation to women in
panchayat and civic bodies to
make them politically strong and
to ensure their active participation
in development process.
Shri Chouhan said that the
Dalai Lama is a warrior for
protection of human rights.
Millions of people have deep faith

in him. He is not only the head of a
State but also a great guru showing
the path of peace and spirituality
to the humanity.
Shri Chouahan said that the
Dalai Lama is the apostle of peace,
compassion and love. He said that
with the cooperation of Sri Lankan
government, the State
Government is going to set up a
Buddhist university between
Sanchi and Bhopal. This
university will have the facility for
study of Buddhism and Buddhist
science and philosophy.
Justice Shri D.M.
Dharmadhikar delivered the
welcome address and introduced
the subject. He said that Lord
Bdhha had given the message of
compassion, love and purity of
mind and strived all his life to
eliminate all types of
discriminations. The specialty of
India has been that here all
religions are held in equal respect
and all the philosophies have been
assimilated here. In this age of
science and technology all the
countries have come closer to each
other. Therefore, they should work
unitedly to provide better health
care, food security and to ensure
human rights protection. He
expressed gratitude to the Dalai
Lama for participating in the
symposium.
The first issue of the
quarterly magazine of M.P.
Human Rights Commission and a
book “ Human Values and Human
Rights” authored by Justice Shri
D.M. Dharmadhikari were also
released on the occasion.
At the outset the Dalai Lama and
other guests garlanded a portrait of
goddess Saraswati and lighted the
ceremonial lamp. Saraswati
Vandana was also sung on the
occasion.

LAW ALONE CANNOT CURB CRIME AGAINST WOMEN - SHRI DHARMADHIKARI

SYMPOSIUM ON “CRIME AGAINST WOMEN AND
RESPONSIBILITY OF SOCIETY” HELD
The chairman of M.P. Human
Rights Commission Justice Shri
D.M. Dharmadhikari has said that
law and penal action alone cannot
curb the crimes against women.
There is need for change in social
mindset for this, he added. Shri
Dharmadhikari was addressing a
symposium on “ Crime against
Women and Responsibility of
Society” organized on March
8,2010 to mark the International
Women Day at Ujjain. The
symposium was organized by
M . P. H u m a n R i g h t s
Commission's District Ayog
Mitra Committee and Gayatri
Shakti Peeth's district unit.
Prominent among those present
on the occasion included IG of

Shri Ajat Shatru, Smt. Samhita
Dharmadhikari, Shri Shivdas
Prasad Sinha, Ayog Mitra Dr.
G.D. Nagar, Brhamakumari Usha
Bahan, Dr. Nisha Vashishtha and
Ayog Mitra convener Dr. Nalini
Langar.
Justice Dharmadhikari said
that there is need to ensure social
and economic empowerment of
women. Talented girls from rural
areas come to cities for higher
education but there is no proper
arrangement for their stay at any
district headquarters in the state.
He desired NGOs to take step in
this direction. Shri
Dharmadhikari regretted that
disregarding its social

responsibility the media is
portraying women as commodity.
This is leading to all types of
social perversions. Women and
the media should realize their
responsibilities and help shape a
healthy society keeping within
their limits. Justice
Dharmadhikari congratulated the
Collector, Ujjain that Ujjain is the
only district in the state where
regular meetings of advisory
committees for relief to victims of
crimes are being held regularly.
He said that the Collectors can
provide various facilities to
women who are victims of crimes.
He said that women affected by
domestic violence seek help of

police and law, but basically
mothers should inculcate good
values in children so that after
marriage they do not have dispute
with their wives. Mother is the
first teacher. It is women who are
mostly responsible for growing
tendency of female foeticide. He
said that if women strongly
oppose it strongly it can be curbed
effectively. He welcomed the bill
brought in the Parliament for
reservation to women. He was all
praise for Ladli Laxmi Yojana
being implemented by the state
government saying that it would
help remove the sense of
insecurity among girls in society.
Other states are also
implementing this scheme. He
congratulated the state
government for this.

effect of technology that foeticide
are taking place in a large number.
One woman is being persecuted
every fifteen minute in the world.
He said that one of 50 persecuted
women goes to the police to lodge
a complaint, which is a matter of
concern. He said that the media
should also highlight the
victimization of women in rural
areas. He lauded Janani Suraksha
Yojana and Ladli Laxami Yojana
and said that it will greatly benefit
girls and women.
Collector Shri Ajatshatru said
that in this materialistic society
the condition of women is a matter
of concern. Women have been
given constitutional rights, but
they need more rights. Expressing
concern on growing crimes
against women he said that all
should extend cooperation in
putting an effective check on
them. He called upon women to
come forward to check atrocities
in and around their families.
Professor of political
science and public administration
in Vikram University, Ujjain Dr.
Nisha Vashishth said that right
from Vedic period women have
play a very important role in
society, but in course of time in
this materialistic age atrocities
against women are on the rise. She
called upon women to realize
their rights and play an important
role in promoting education
among girls and women.
Brhamakumari Usha Bahan
said that first women would have
to realize their rights. They should
not depend on others and give a
new direction to society. Citing
the example of Mother Teresa she
said that she established a distinct
identity for herself in the world by
her suave behaviour and selfless
service. She said that women

should become spiritually strong.
Shri Shivprasad Sinha said that
educated women can change
society. They should shun narrow
thinking and realize their strength.
Shri Satyadev Chaturvedi
said that the ratio of women in
decreasing. There is need to
enhance awareness about this. He
said that education is the most
powerful tool for women

advertisements. As many as 150
copies of the message of the
chairman of the Human Rights
Commission were sent to different
tahasils, blocks and villages. Smt.

In Jabalpur district the
function to mark the International
Women's Day was organized under
joint auspices of Ayog Mitra Samiti
and Home Science College.
Member of State Commission for
Women Smt. Sushma Jain was the
chief guest while retire judge Shri
Prakash Nayak presided. The chief
guest stressed the need for change
in the attitude of people and
enhancing awareness to improve
the lot of women. Justice Nayak
called for spread of education
saying that an educated woman is
more aware about her rights. An
essay competition on violence
against women and social
responsibility was also organized.
The winners were given away the
prizes. Smt. Shashi Tiwari
conducted the function. Dr. Sonal
Amin also spoke. Ayog Mitras Shri
J.P. date and Dr. Aslam were also
present. Dr. Shubhda Pandey
proposed a vote of thanks.
In Balaghat district the
International Women's Day was
observed with enthusiasm.

In Sidhi district a symposium on
Violence against Women and Social
Responsibility was organized to mark the
International Women's Day. District and
Sessions Judge Shri A.K. Jain was the chief
guest while Joint Collector Shri M.L.
Dwivedi presided. The chief guest referred
to the thinking of Manu and Kautilya and
said that economic, social and educational
development of women is necessary. Shri
Dwivedi called upon women to come
forward to derive benefit from the schemes
being implemented for them. Additional

Vachaspati Mishra also spoke. Dr. U.P.
Singh, Smt. Jyoti Singh, Smt. Geeta Singh
and others also expressed their views.
Ayog Mitra ShriKamalbhanu Singh asked
the women from villages to raise a voice
against exploitation.
In Singrauli district, while
addressing a symposium Ayog Mitra Smt.
Asha Gupta explained the objective of
observing the International Women's Day.
It has greatly helped women
empowerment. Smt.Krishan Parihar
presided. She said reservation for women
would help them a great deal.
LAW STUDENTS SHOULD HELP DEPRIVED PEOPLE GET
JUSTICE - SHRI DHARMADHIKARI
The chairman of M.P. Human Rights Commission Justice
Shri D.M. Dharmadhikari has called upon the law students to
help those 80 percent people of the country get justice who are
still deprived of the same. Shri Dharmadhikari was speaking at
the orientation programme organized for law students jointly by
Universal Institute of Legal Studies and Swami Vivekanand
Library on March 28, 2010 at Bhopal. He also gave away
awards to three students who secured leading position in the
CLAT. These included Sidhartha Mishra, Darab Shah
and
Kumari Malika Nigam. Junior Manager of the Library Shri L.S.
Mishra was also present on the occasion.
Justice Dharmadhikari said that along with settlement of
disputes in the courts efforts are being made to resolve the
disputes of common people through reconciliation, mediation
and by various agencies and commissions. He said that there is
no lack of employment opportunities in legal field. He said that
there is no dearth of opportunities of employment for women,
but the girl students coming to the Human Rights Commission
for internship, when asked to tell their interest reply in negative.
He said that, of course, there is lot of money in corporate sector
but there one cannot serve the neglected and deprived sections
of society. In reply to questions asked by the students Justice
Dharmadhikari said that terrorists do have their human rights
but there is provision for punishment after their fair judicial trial.
