OSS - VLE • Village Level Entrepreneur selected from amongst the educated self help group women • Capex and Opex to be borne through a loan to be paid by the VO • The loan is released to the Village organization as the business in the OSS is a prepaid cash business • Disbursement and loan payments/ transfers • Average cash requirement per day will be the basis for loan transfer • Average earning 5000- 10,000 net per month OSS –ROAD MAP Stree Nidhi an apex cooperative federation promoted by Govt. and federations of SHG is functioning as BC to banks in 274 GPs. IT infrastructure will be funded by Stree Nidhi Opened OSS centers in 104 GPs on 2nd October 2015 integrating banking, Meeseva and e-Panchayat services To open OSS Centres in 1000 GPs across the state where Broadband connectivity is available. Laptop 30000 Printer & Scanner 10000 Biometric 4000 IRIS 10000 Inverter 25000 PoS 20000 PIN pad – Card Swiping 6000 Accessories 1000 Furniture 5000 Display board 3000 Token Key (MeeSeva) Internet Connection Total 600 35400 150000 Particular Internet Per Month Per Annum 1000 12000 Electricity Bill 300 3600 Stationary 300 3600 Office Rent 300 3600 65 800 250 3000 Digital Signature Miscellaneous Total 2215 26600 VLE has to maintain settlement A/c, and Stree Nidhi will provide settlement amount as loan VLE Identification and Criteria • OSS are operated by VLE who is a SHG member identified based on the following criteria. – SHG woman member-SC/ST preferable – Above 21 years age – Minimum 12th qualification i.e. passed – Permanent resident of the village – Credit history – Bank does the background verification by due diligence • VLEs are trained in a four day module Cash Management • VLE opens a settlement account with link branchloan from Stree Nidhi wherever required • Cash Management is Outsourced- Transit and fidelity insurance • Transactions up to the amount in settlement account • Transactions by VLE – Amount deposited with VLE is debited from her settlement account – Amount Paid by VLE is credited to her settlement account • MeeSeva- Fee amount received by VLE is debited from VLE A/c BC Transaction process – CASH Deposit VLE Login to BC Application VLE biometric authentication at banks FI or AADHAR server Transaction selection CIF No / AADHAR authentication Money received by VLE Transaction authentication using Biometric Transaction particulars entry A/c details display VLE A/c is debited Customer A/c is credited Receipt is printed MeeSeva / e-Panchayat - Transaction Process Access to MeeSeva portal • Electronic wallet for certain amount is created Service request is raised on behalf of Customer •The transactions of Meeseva can be done upto wallet limit Customer pay money at OSS • The settlement structure is decided VLE transfers the money to ESD •Utility payments can also be made ESD will share the remuneration between VLE and Stree Nidhi Finance module • VLE at OSS will be collecting the amounts from the citizens towards services for MeeSeva, PR&RD, Stree Nidhi. • These amounts have to be shared between the participant departments along with reconciliation of every transaction. • OSS portal will push the collections of PR&RD and Stree Nidhi bank for the services rendered through their applications into two bank accounts to be opened by them. Viability of OSS • Transaction commission will be paid to VLEs in specific intervals by banks • Commission depends on type of transaction • Earns service charges from Meeseva, ePanchayat and NREGS works • VLE earns net income of about Rs. 5000 per month to Rs. 10,000 • The OSS is a self sustainable enterprise Role of Panchayat and VOs • Ensure transparency by collaborating with Panchayat and VO • Role – Monitoring functioning of VLE – Addressing grievances, if any – Verification of books maintained by VLE – Safeguarding the Infrastructure Monitoring and MIS • Sourcing data from different modules for analytics purpose • Need based MIS for monitoring banking, Meeseva and other transactions • One staff for 50 OSS centers are palced BRANDING of OSS • • • • • • Display Board Interior Furniture Display material inside OSS Logo and tag line Location within the Gram Panchayat Challenges • Connectivity is the biggest challenge! • Currently OSS is in places with Broad Band Connectivity • Exploring other places with VSAT; Air Jaldi; Reliance Leased line and other new technologies • Access would mean better delivery and governance at the lowest tier of the Government NOFN and its relevance • Enhance connectivity • Multiple services – video broadcasting ; videoconferencing • Can be used as a local WIFI hot spot giving access to people and institutions as a business model • Access to a host of internet enabled strategies in education and health NOFN and Telangana • NOFN laid in one Mandal but terminal equipment still to be put in place • Telangana is rolling out the Telangana Drinking Water Supply project • 1.50 kms of pipelines to surface water to all the habitations across the state – Rural (100 lpcd); municipality (135 lpcd) and Municipal Corporation (150 lpcd) • Cost around 40,000 crores • Optic fiber proposed to be laid to connect all households
