Introduction
1
What Is the AXON Flex System?
The AXON Flex system is a wearable camera system incorporating an audio and video recording device to be
worn by you while performing your job duties. Multiple mounting options are available to tailor the system
to your needs. The components are designed for use in tough environmental conditions encountered in law
enforcement, corrections, military, and security activities. The Flex system is designed to record events in realtime for secure storage, retrieval, and analysis via the EVIDENCE.com website or in an Offline configuration
to your local computer. The recorded events are transferred to your storage solution via the secure Evidence
Transfer Manager (ETM) or by using EVIDENCE Sync software installed on a Windows computer.
The Flex system has two operating modes designed to accommodate the needs of law enforcement, corrections,
security, and the military. The default mode, or BUFFERING mode, provides pre-event buffering to capture
activities that occur prior to the user activating the EVENT mode. In addition, the AXON™ Mobile application
enables playback of footage on a smart phone for review prior to storing the data.

AXON Flex Features
The primary AXON Flex components are the controller and camera. They will work with a variety of mounting
options.
AXON Flex Camera
The camera is a digital video recorder (DVR) that offers high quality video and low-light gathering capabilities.
The recorder is designed to store at least 4 hours of video (and up to 13 hours based on the video setting). If the
camera is full (has reached its storage limit), the camera will not record over previous video but instead stops
recording.

Bracket Clip
Imager
1 Volume/Pairing Button – This button is used to adjust the volume of audio prompts coming from the
camera. It also is used to pair the AXON Flex system with a smart phone; see Pairing AXON Flex Hardware
with Your Smart Device. This button does not control the volume of recorded audio.
2 Bracket Clip – A clamp attaches to this part of the camera, and the clamp can be attached to a variety of
mounting tools.
3 Imager – This is the camera lens. Avoid touching the lens. For cleaning information, see Chapter 10: Care
and Maintenance.

AXON Flex Controller
The controller enables you to turn the unit on, begin recording of an event, stop recording, and turn the unit off.
The controller features LEDs to indicate the operating mode and battery capacity.
NOTE: You can turn off the controller LEDs, if necessary. See Turning off the Controller LEDs for instructions.

2 On/Off Switch – Turns the controller on or off.
3 On/Off Indicator – When the controller is turned on, the red portion of the controller is exposed. When the
controller is turned off, the red portion is covered from view.
4 EVENT Button – A double-press (quickly press twice) on the EVENT button takes the Flex system into
EVENT mode and begins recording video and audio (the Flex system can be configured without the audio
recording capability for locations where audio recording is restricted).
A 3-second press of the EVENT button takes the Flex system out of EVENT mode. The controller might take
several additional seconds to close out of the event video when it is taken out of EVENT mode.

5 Battery LED – When pressed, momentarily indicates the remaining battery capacity only (it does not
indicate the operating mode).

When you turn the controller on, all LED lights turn solid red until the system is ready to use. Then the
Operation LED blinks green (BUFFERING mode) and the Battery LED goes out.
6 Battery Button – When pressed, momentarily indicates the remaining battery capacity only (it does not
indicate the operating mode).
Pressing buttons causes the AXON Flex system to emit audio alerts (beeps) to indicate system actions. See
Chapter 12: Audio Prompts for more information.
ETM System Components
AXON Flex ETM
The ETM can be placed on a table or mounted on a wall. It is designed to upload data from the camera to the
EVIDENCE.com website and recharge the controller.

ETM Pucks
An ETM has 12 bays; each bay accepts a fixture called a puck. There are two different puck designs; one for the
camera and another for the controller. An ETM is shipped with 6 camera pucks and 6 controller pucks installed

in the ETM. If desired, the pucks can be labeled with a user’s name to quickly identify user-specific controllers
and cameras.

Because the pucks are removable, you can customize your ETM to accept a different combination of components.
This can be useful for using the ETM to upload 12 cameras while using wall power sockets to recharge your
controllers. The drawing below shows an ETM with all pucks removed and ready for customization.
Equipment Mount Options
The AXON Flex system provides you with multiple ways to wear your camera and carry your controller. See
Chapter 5: Hardware Details for information on assembling the camera mounting systems.
Hybrid Holster
The controller can be carried in a holster that clips to your clothing or gear. Several clips are available for you to
place the controller in a way that best meets your needs.

Oakley Eyewear Mount
The AXON Flex camera can be attached to Oakley Flak Jacket® glasses. With this system, the camera is designed
to directly capture your point of view because it is mounted at eye level.
Low Rider Headband
Designed for use with the Flex system, the Low Rider headband provides a comfortable frame to wear the
camera on your head. As with the Oakley eyewear mount, the Low Rider headband places the camera at your
eye level, and is designed to capture your perspective of the incident.

Hat Mount
The camera can be worn with headgear, including baseball caps. One magnetic clip is placed on the inside of the
baseball cap, while the rest of the assembly goes on the outside, held in place by magnetic attraction.
Collar Mount
The universal magnetic clip is compatible with most uniform shirt collars.

A collar support bar also is available. It consists of an inside magnetic clip combined with a metal band designed
to wrap underneath the collar, towards the back of the neck.

Epaulette Mount
If your uniform shirt has epaulettes, you can attach the AXON Flex camera to them.
The drawing shows the camera worn above the epaulette, but the mount can be positioned to place the camera
below the epaulette, if desired.
The epaulette mount also works with equipment vests.

Adhesive Mount
The adhesive mount allows the camera to attach to most smooth, hard surfaces.
NOTE: If you mount the camera to a helmet, please be advised that any after-market accessory or modification
to a motorcycle helmet could take that helmet out of compliance with federal regulations and safety standards.
Always follow your agency’s guidance and procedures for the use of motor vehicle equipment and helmets.

AXON Flex Cables and Connectors
To best suit your requirements, you can chose from straight or coiled cables, and straight or right-angle
connectors. The cables also come in varying lengths.
CAUTION
These cables are specifically calibrated to work with the AXON Flex system. Use of unapproved cables
will degrade system performance and may cause the system to not function properly or at all.
Ensure that your cables are inserted properly into your AXON Flex camera and controller. If the camera’s
battery is low, and the cable is disconnected, your recorded video will be lost.

USB Cable
A USB cable is available to connect the AXON Flex camera directly to your computer.
CAUTION
Do NOT connect your AXON Flex camera to your computer before you have installed the EVIDENCE Sync
software.
EVIDENCE Sync software is required to download videos to your computer or upload videos to EVIDENCE.com.
See Chapter 3: Account Setup for EVIDENCE.com for more information.

Account Setup for EVIDENCE.com

This chapter describes preparing your EVIDENCE.com account for use with your AXON Flex equipment. Even if
your department does not upload data to EVIDENCE.com, your agency administrator still needs an EVIDENCE.
com account to use the AXON Flex system. For instructions on using your AXON Flex hardware, see Chapter 5:
Hardware Details.
NOTE: When setting up your EVIDENCE.com account, follow your department’s guidelines when configuring
your username and other details.
To upload data to EVIDENCE.com, your department needs an EVIDENCE.com agency account, and you need to
register a user account. To do this:
• Follow the instructions in EVIDENCE.com Registration.
• Install software on your computer, as described in Installing the EVIDENCE Sync Software onto your Computer.
• Unless your administrator has assigned your AXON Flex equipment to you, follow the instructions in Assigning
Your AXON Flex Equipment.
EVIDENCE.com Registration
If your department has an EVIDENCE.com agency account, you must register and have a user account with
EVIDENCE.com to upload your data. After your administrator signs you up, you should receive an email
invitation from EVIDENCE.com, then follow these steps:
1 Click the link in the email message.
2 Follow the onscreen instructions.
3 Log into the site.
Once you have set up your user account on EVIDENCE.com, you will be active in the system. For more details on
EVIDENCE.com registration, please contact your agency’s EVIDENCE.com administrator.
Installing the EVIDENCE Sync Software onto your Computer
EVIDENCE Sync is a software used to manage your AXON Flex videos. It can download records from your AXON
Flex camera to your computer, or upload records from the camera to the EVIDENCE.com cloud website.

CAUTION
Do NOT plug the USB cable into the computer at this step. If you attempt to connect your AXON Flex
camera to your computer before you have installed the EVIDENCE Sync software, you will have to use
the Windows Device Manager to manually point the camera to the drivers.
1 Start your web browser and sign into your department’s EVIDENCE.com webpage.
If you do not know your agency’s EVIDENCE.com address, consult your system administrator.
2 From the Help drop-down menu, select Download Sync.
3Start Evidence_SYNC_Setup.exe.
4 If asked “Do you want to run this file?” click Run.
5 Follow the wizard’s instructions to complete EVIDENCE Sync installation.
5aClick Next to initiate the installation wizard.
5b Read the License Agreement and click I Agree. If you do not agree with the License Agreement do not use or install the software.
5c Select the location for installation and click Install.
NOTE: It is recommended that you allow the EVIDENCE Sync software to install in the default location.
5d Once the installation is complete, click Finish.
Assigning Your AXON Flex Equipment
If your role is set to User, and your agency administrator has not already assigned your AXON Flex camera and
controller to you, follow these steps:
1 Start the EVIDENCE Sync software.
2 Sign in using your EVIDENCE.com username and password.
3 Connect the FLEX camera to your computer using the 2.5 mm to USB cable.
4 Type your name and click OK to assign the camera to yourself.
NOTE: After this step is complete, your FLEX camera can now upload to the EVIDENCE.com website directly
through the ETM. The next time you dock this device to the ETM, the system will recognize the camera as
assigned to you, and upload the data to the appropriate location on EVIDENCE.com.
5 Click the Device Settings tab to review and confirm the proper camera settings.
• Agency-level settings can be changed on the EVIDENCE.com website, but not on a local computer using
EVIDENCE Sync software. Agency-level settings can only be configured by an agency administrator.
Agency settings include microphone and video configuration.
• User-level settings, like the orientation setting that rotates the video to match the side of the body on
which the officer wears the camera, can be changed either on the EVIDENCE.com website or on a local
computer with the EVIDENCE Sync software.
6 If you change any settings, click SAVE for new settings to be applied.
7 Disconnect the camera from the computer.

Setting up AXON Flex for the Offline Mode

If your agency does not store videos on EVIDENCE.com, you will instead download your files to a computer. You
will still need an EVIDENCE.com account and the EVIDENCE Sync software. See the EVIDENCE.com Registration
and Installing the EVIDENCE Sync Software onto your Computer instructions in Chapter 3: Account Setup for
EVIDENCE.com before performing the procedures in this chapter.
NOTE:
• Administrator access is required to perform the procedures in this chapter.
• You will not be able to use an evidence transfer manager (ETM) when your AXON Flex equipment is in the
offline mode.
Allowing an Agency’s Flex Cameras to Be Set to Offline Mode
This procedure must be performed by your agency administrator.
1 Start your web browser and sign into your department’s EVIDENCE.com webpage.
2 Click Settings and select Video Settings.
3 Click the Enable Offline for Flex check box.
4 Read the agreement. You must have your agency’s authority level to accept this agreement. If you do not
agree with the terms or do not have authority to make such an agreement, do not perform this procedure.
CAUTION
By accepting the agreement, the agency is not holding TASER liable for its offline evidence. TASER also
will not be held responsible for chain of custody of said evidence. By accepting the agreement, you
accept liability and will not hold TASER responsible for chain of custody or any lost evidence.
5Click OK.
6 Click Save Settings.
7Click OK.
Setting AXON Flex Cameras to Offline
This procedure must be performed by your agency administrator.

1 Start the EVIDENCE Sync software and log in with your EVIDENCE.com username and password.
2 Connect the camera to the computer.
3 Click the Settings tab.
4 Next to Mode, Click Offline.
5Click Save.
A pop-up message displays telling you that the device is now set to the Offline mode.
6 Repeat steps 2–5 for each camera you want to set to Offline mode.
Be sure to download and install EVIDENCE Sync software to each local computer where users will be
downloading their cameras.
Setting EVIDENCE Sync to Offline
1 Start the EVIDENCE Sync software, but do not proceed to sign in.
2 Click Go Offline in the upper right-hand corner of the screen.
3Click OK. The software will close and re-open in the offline mode.

This chapter describes preparing and using the universal magnetic mount. For additional information on using
the universal mount and other mounts, see the instructional videos for assembling AXON Flex hardware at
www.TASER.com.
WARNING
If the camera system causes discomfort or headaches, adjust the system for comfort. NEVER wrap cables
around the neck.
CAUTION
The AXON Flex system uses magnets in many of its mounting systems. The AXON Flex camera and AXON
Flex controller both contain batteries. Do not let the magnets come into contact with the batteries.
Magnets can cause damage to the batteries.
Preparing the AXON Flex Camera
CAUTION
All AXON Flex cameras shipped from the factory are configured to be installed on the right side of the
body. If you wish to wear a camera on the left side, you will have to adjust your settings through your
EVIDENCE Sync software or on the EVIDENCE.com website to re-orient the camera.
The side on which you wear the camera is configured through the EVIDENCE Sync software. Try wearing your
camera on your dominant side and your non-dominant side to find what works best for you. If you have the
AXON™ Mobile application, you can view live video and determine if the camera is pointed where you want it.
See Viewing Live Video from the AXON Flex Camera for more information on how to do this.
You may prefer a straight cable or a coiled cable.
Cable connectors are inserted into the rear of the AXON Flex camera. Cable connectors come in both straight
or right-angle connector configurations.

Preparing the Magnetic Clip Assembly
The most basic way to mount the Flex camera to clothing involves two magnetic pieces. The two magnetic clips
pictured below are the foundation for many Flex camera mounting options. Each clip features a set of teeth on
one side and a ring on the other. The sides with teeth are magnetically attracted to each other.
The other clip can be placed inside a shirt collar or cap to hold the camera in place.

The magnetic clip is designed to allow some rotation up or down, so you can adjust the camera’s angle after it
is mounted on your shirt or cap.
Mounting the Flex Camera to Your Shirt Collar
1 Push the two parts of the universal magnetic clip together on each side of your collar.
2 Tug on the parts slightly to confirm the connection is secure.
3 Attach the camera assembly to the magnetic clip on the outside of your shirt.

Basic Operations
Operating Modes
The AXON Flex system has two operating modes:
1 BUFFERING
2 EVENT
BUFFERING Mode
BUFFERING mode is the default mode of operation, and is activated a few seconds after turning on the controller.
The camera must be attached to the controller system in order for it to capture video in BUFFERING mode. If the
camera is not connected to the controller, you will not capture any video.
When BUFFERING begins:
• The Operation LED on the controller will blink green.
• The camera will be capturing video but no audio, and will not record to permanent memory while in
BUFFERING mode.
• Buffered video duration is up to 30 seconds (00:00:30).
When you activate the EVENT mode, the buffered video (not audio) captured directly before the event will be
saved and attached to the event in permanent memory. This feature is intended to capture the video of an
incident just before your activation of EVENT mode.
CAUTION
Because the system does not capture audio in BUFFERING mode, the first 30 seconds of a recorded event
will be video-only. Buffering mode starts only after the AXON Flex controller is turned on. The system
does not record when the controller is turned off.
EVENT Mode
To record an event or incident, double-press the EVENT button on the controller to activate the EVENT mode.
When EVENT mode is activated, the “buffered” video directly preceding the event will be saved and attached to

the event recording. (Remember, the buffered video will not contain audio.)
The moment you double-press the EVENT button, both video and audio will be recorded from the camera and
GPS coordinates (if the system is paired to a GPS-capable smart phone) will be recorded. This will continue
throughout the duration of the recording until you terminate the recording.
The AXON Flex hardware provides you with indications that it is recording in EVENT mode:
• At the start of an event and every two minutes during an event, the system will beep twice.
• The Operation LED on top of the controller will blink red.
The camera must be attached to the controller system in order for it to record video in EVENT mode. If the
camera is not connected to the controller, you will not record any video. If the camera becomes disconnected
from the controller during an event, the system will stop recording.
To exit EVENT mode and return to BUFFERING mode, press the EVENT button for approximately 3 seconds. The
3-second requirement reduces the possibility of accidentally exiting EVENT mode.
To end a recording and turn off the system, move the on/off switch to the “off” position. When you end a recording
with the on/off switch you will not go into BUFFERING mode, instead the system will turn off completely.
NOTE: An event not recorded by the AXON Flex system cannot be played back or downloaded to your computer.
Battery Status
Press the Battery button to determine the percentage remaining in the controller battery. See AXON Flex
Controller in Chapter 2: Hardware for details on the Battery LED functions.
Adjusting the Volume
Press the volume/pairing button on the camera to adjust the volume of the audio prompts.

The volume has four settings. At each level, the camera beeps, providing you with a sample of the volume:
• Low

Pressing the volume escalates the system from lowest to highest, and then off.
Turning off the Controller LEDs
For some situations, you may wish to turn off the lights on your controller.
1 Press and hold the Battery button for 10 seconds.
• The Operation LED flashes red, yellow, and then green before shutting down the lights.
• Pressing the Battery button will momentarily light both the Operation LED and the Battery LED, displaying
the current operating mode and battery level. For interpreting the LED colors, see AXON Flex Controller
in Chapter 2: Hardware.
2 To turn the lights back on, press and hold the Battery button for 10 seconds.
CAUTION
If you disconnect a cable when the lights are active, the Operation LED flashes yellow. If you turned
off the LEDs, and you later disconnect a cable, there will be no visual warning that the cable has been
disconnected.

AXON Mobile enables you to play back footage from your AXON Flex camera on a smart phone or smart device
equipped with the Android® or iOS® (Apple® products) operating system.
Installing AXON Mobile Software on Your Android Smart Device
To use your device with the AXON Flex system, first install the free AXON Mobile software on your device.
1 On your smart device, press Play Store.
2 Click the search icon (the magnifying glass).
3 Type AXON Mobile and press Enter.
4 Press AXON Mobile.
5 Press INSTALL.
6 Press Accept & Download.
7 Press Open.
The system will ask you if you want to install TASER Flex Service.
8 Click OK.
9 Click Install.
10 Click Accept & Download.

Pairing AXON Flex Hardware with Your Smart Device
After installing the AXON Mobile software on your device, connect it to your AXON Flex hardware through a
process called pairing.
1 On your device’s applications page, press AXON Mobile to launch the application.
NOTE: Ensure that your device’s Bluetooth® capability is turned on.
2 Press Pair.
3 Ensure that your controller is connected to your camera.
4 Ensure that your controller is turned OFF.
If any red is showing, the controller is ON. Move the switch so the red portion is covered.

5 Press and hold the volume/pairing button on the camera.

6 While holding the volume/pairing button on the camera, turn the controller ON.
Step-by-step instructions will display on your device screen to help you.
7 Hold the volume/pairing button on the camera until the LED on the camera starts blinking. Then release
the volume/paring button.
8 Press Bluetooth Settings on your device.

9 Press Scan for devices.
NOTE: The device (camera) name will be “TASER” and include the last 4 digits of the AXON Flex camera’s
serial number.

12 Press Continue on the device. If this is your first time setting up the device, you are ready to use AXON
Mobile.
Signing in to Your EVIDENCE.com Account within the AXON Mobile
Application
To add categories to your AXON Flex video files, you must sign in to your EVIDENCE.com account. In order to
do so, follow these steps:
1 Ensure that your AXON Flex system is turned on and is paired with your device.
2 On your device’s application list, press AXON Mobile.
3 Press your device’s menu button.
4 Press Change Agency.

5 Enter your email address and press Submit.
6 Select your agency and press Save.

8 Press Sign in.
9 Type your EVIDENCE.com username and password.

1 Ensure that your AXON Flex system is turned on and paired to your device.

recording at the full frame rate.

(Online) and visible on EVIDENCE.com. This information will not be accessible with videos saved in Offline

Uploading Data and Recharging
AXON Flex Devices (Online)
The AXON Flex recorder and camera were designed for use with the AXON Flex Evidence Transfer Manager,
which recharges the devices’ batteries and uploads data to the EVIDENCE.com website. See Using the ETM for
instructions on its use. If your department does not use the ETM, you can use your computer to perform these
functions; see Using Your Computer to Upload Videos.
When a camera is in Offline mode, the ETM will not upload or download videos from that camera. To download
videos in the Offline mode, see Chapter 9: Downloading Data in the Offline Mode.
Using the ETM
The ETM is factory configured to hold 6 cameras and 6 controllers. It must have a power supply and internet
access. Lights on the side of the ETM indicate proper connection. If you have difficulty using your ETM, check
to see if the connections are secure.

for instructions on assigning your AXON Flex hardware to yourself. If the camera is not assigned before it is
inserted into the ETM then the videos will not upload.
When you dock your AXON Flex camera to the ETM, all videos on the camera will automatically begin to
upload to EVIDENCE.com sequentially based on file size (smallest to largest). An LED on the camera will
display the status. At first, the LED will display red, but the color will change to indicate the camera’s stage
in the uploading process.

3 At the beginning of the next shift, ensure that your camera (if one has been assigned to you) and controller
display with green LEDs before removing them from the ETM.
Advanced Checkout for Shared Cameras
Your agency may have officers share AXON Flex units. If so, your agency administrator can configure the system
so you can assign an AXON Flex camera to yourself before using it.
1 Ensure that the camera displays a green LED before undocking it from the ETM.
2 On your computer, log into the EVIDENCE Sync application with your user name and password.
3 Connect the AXON Flex camera to the computer with the USB cable.
• If the computer displays the message, “Device is not assigned to you. Device is currently assigned to
Officer X,” go to step 4.
• If no message displays, go to step 6.
4 In the Officer box, start typing your last name, then use the drop-down to select your account.
5 Click Reassign.
6 Disconnect the camera from the computer. The camera is ready for use.

If you do not have an ETM, you must use a computer to download files from the AXON Flex camera.

3 Connect the camera to the computer using the 2.5 mm to USB cable.
4 Click the Device Videos tab.
5 On the video row, click Preview and play back to identify the desired video(s).
NOTE: Preview is intended to identify videos, and the video may appear choppy and does not represent
the quality of the video once uploaded.
6 Click Upload on the video row of the desired video.
7 Click the Uploaded videos tab.
NOTE: Once the video is successfully uploaded to EVIDENCE.com, the video is removed from the camera,

Cleaning the AXON Flex System Components
Use a soft, damp cloth to clean the surface of the Flex system components. Do not use harsh cleaners or
solvents. Do not immerse the Flex system components in water or cleaning solutions.
If the Flex imager becomes dirty, use a lens blower brush to clean it and then wipe it with a soft cloth if necessary.
You may moisten the cloth with isopropyl alcohol.
• Do not use Windex® or similar type cleaners on the camera lens.
• Do not place the lens under running water or apply jets of water to the camera lens.
When the cable contacts show signs of contamination (e.g., with dirt or debris), clean them gently with a white
or red pencil eraser.
Charging the Flex Controller Battery
A fully charged Flex controller battery should provide enough power for approximately 12 hours of normal
operation. Recharging a battery after a 12-hour use can take up to 6 hours.
If the battery depletes significantly during the shift, you will hear 4 quick tones repeating every 20 seconds. This
message indicates that less than approximately 20 percent of the battery capacity remains.
Always recharge a depleted battery as soon as reasonably possible. You can use an ETM, wall charger, or
computer to charge the battery. Using a non-TASER approved wall charger may degrade device performance.

If you experience difficulty with your AXON Flex devices, first power the device(s) down, disconnect the cables,
and then reconnect the cables to ensure a proper connection. If experiencing difficulty with the AXON Mobile
application, power down the mobile device, turn the device back on, and re-pair your smart phone with the
AXON Flex camera.
