LOGAN HOWLETT is
fuming that council mergers
are forcing him to vacate
his North Lake home of 32
years just so he can remain
Cockburn mayor.
Mayors must reside in the
municipality they preside over
and North Lake is shifting
from Cockburn to Melville
under Colin Barnett’s troubled
amalgamations.
Mr Howlett has bought and
moved into a home in Munster,
which remains in the borders
of the proposed Cockburn-

government reduce the
extraordinarily high level
of public housing in their
neighbourhood.
Ninety-one residents of the
troubled David Park area—
dubbed the Beacy Bronx—have
signed a petition seeking the
sell-o .
A massive 85 per cent of the
250-home precinct is public
housing, far above the 11 per cent
the WA housing department aims
for. Petitioners say they’ve put
up with gangs, drug violence,
break-ins and other anti-social
behaviour for too long.
Many are afraid to speak
publicly after a resident’s back
fence was firebombed.
Local Labor MP Simone
McGurk, who presented their
petition to parliament this week,
says frustrated locals are not
calling for forced evictions, but
change over time.
She says breaking up oldstyle “estates” has worked
well in places like Coolbellup,
Medina and Balcatta.
Ms McGurk says department
sta told her they were ready to
start implementing a sale policy
but no longer had the resources
to manage it.
But reducing public housing
isn’t seen as a panacea by

of public housing, and that
better management of tenancies
is worth pursuing.
“I’d be very reluctant to
suggest that the problems are
due to social housing,” Dr
MacArthur says. “There are a
few households that have been
identified as causing a lot of
the issues. One individual said
to me: I’ve been living here 30
years and there hasn’t been any
problems. What they’ve said is
now the tenants are not being
required to maintain the same
level of behaviour.”
Dr MacArthur says locals
told her at a recent forum they
believed the situation was
getting better: “A lot of residents
came up and said how much
quieter things have gotten.”
She says there’s still much
to be done but programs are
helping: Buster the fun bus is
back (with supervision this
time), a parenting program is
starting, and Fremantle council’s
spending $100,000 to redevelop
a local park. It’s bringing in kids
lay guru ri n ongley to
work out activities. “The next
[action] is going to be setting up
a local drug action network, and
then strengthening the residents’
association.”
She says locals don’t lodge
complaints about disruptive
behaviour because they’re scared
of repercussions, and a stronger
residents’ association will
encourage them to speak up.

his children grew up and his
grandchildren played.
“We will stay in this interim
house until the final boundaries
have been set and then move
again,” he says, glumly.
“We still own the home in
North Lake, but we wouldn’t
be able to live there any more
because of the regulations.
“It’s been quite upsetting—
there’s a lot of memories tied up
in that house.”
He wouldn’t say how much
the ordeal is costing him.

Council’s $20m
drive for club

MELVILLE city council
stands to reap a $20 million
windfall if it sells prime
property it owns in Alfred
Cove.
Trouble is, the land is
currently occupied by the
Melville Bowling Club and the
members aren’t keen on moving.
The club recently approached
the council asking for a loan so
it could install a synthetic green
and update its clubrooms next
to the Atwell Arts Centre on
Canning Highway.
The council stunned the
club by saying there’ll be no
cash unless it agrees to shift
to Tompkins Park, 300 metres
down the road.
The council promises to
sweeten the deal with swanky
new clubrooms on Tompkins
Park and installing a state-ofthe-art synthetic green.
Tompkins Park is managed
by Tompkins on Swan, an
association of rugby union,
touch rugby and cricket clubs,
who share facilities. Council
CEO Shayne Silcox says a
move fits in with a city-wide
plan to improve sports clubs’
sustainability and cater for their
growth by looking at “optimal
ground configurations and
facility improvements”.
Dr Silcox says Melville faces
“overuse of a number of its
sporting reserves” but that’s not
stopping him from wanting to
shoe-horn the club onto grounds
already shared between four
codes (soccer clubs also play
there).
The council is “working
cooperatively” with the club
says Dr Silcox. But president
Gary Mac isn’t sounding
as enthusiastic: he knows a
shakedown when he sees one
and warned his members the
suggestion to move was “no idle
threat”.
‘Shutting us down’
He wasn’t keen on talking
to the Herald but on the club’s
website he refers to the council’s
plan as “shutting us down and
transferring our club”.
Bowling coach Ken Boyer
is worried the club will lose
players. He says synthetic grass
might attract younger players
but older members prefer soft
grass for their dodgy knees and
hips.
Defying Mr Mac’s exhortation
not to speak to the press, a
member described the proposal
as unnecessary, and believes the
council simply wants to rake in
the cash. Any move will result
in the club’s groundskeepers
and bar sta being sacked and
having to apply to Tompkins on
Swan for their jobs.
“Why do I have to apply for
my job again, when I’ve done it
well for four years one sta er
complained to the Herald.
he sta er is doubtful the
new clubhouse will be a patch
on the current home, and says
replacing natural turf with
a synthetic surface is shortsighted.
Dr Silcox says the council
has no firm lans for the land
currently occupied by the
bowling club.
But it’s around a hectare of
riverfront land, and with blocks
going for around $1200 per
square metre, that means it’s
worth around $20m.
“The management model
of a future facility is yet to
be determined, and an initial
meeting is scheduled to take
place in December ... with all
user groups and stakeholders of
Tompkins Park,” he says.
“At the end of the day our
responsibility is to ratepayers
across the City of Melville, in
that we must maximise the
utilisation of community assets
at the lowest e ective cost.

network in one day! I had the day
o on the rans erth travel-free
day held November 3 and was
curious to see the Perth metro
and surrounds from a di erent
viewpoint.

end to end in just over seven hours.
As opposed to driving, you can sit
back, relax, and absorb the scenery
and characters around you. And,
no, I did not bring a smart phone to
kee myself occu ied in case you
were wondering! You should try it
sometime.
It is great to explore and see
what’s happening along Perth’s
rail network. he older remantle
Armadale hornlie and idland
lines are definitely the most en oyable
in terms of scenery with osnells
arguably the nicest station on the
network. It’s also interesting and
somewhat disconcerting to see our
native bushland having to make
way for urban s rawl along the
andurah and oondalu lines
with Butler being the “must see”
highlight. ome high-rise would
make this area so much more
interesting.
All this being said am a big fan
of ublic trans ort so can only
recommend taking the train now
and again. You have time to work,
or just relax and observe, and credit
to rans erth all trains ran on time
causing no annoying delays. Don’t
you just love overtaking cars driving
and/or stuck on the freeway rest
my case.

All ratepayers’ monies spent by
the WA local government association
telling us what local government
does for us was trashed at that
meeting. We were told council will
do what it likes and if you do not
agree, too bad. Local government is
ust another branch of bureaucracy.

curfew please

the ro erty for years. totally
agree the noise from the trains
has become much worse in recent
years (Herald, November 22, 2014).
I have even experienced some
vibrations through my home at
times. he screeching has become
a roblem. find it very distressing
to be woken u in the middle of the
night with this noise as well as some
of the drivers blowing their horns
very loudly.
At my age find it is di cult to
get back to sleep and sometimes only
ust manage before the ne t train
comes along and does it all again!
I don’t understand why the trains
cannot run during the day only.
When I bought the property I was
fully aware it was across from a train
line and I accept this, but I did not
expect to have them running through
the night!

THE mother of a young man who died when his
ventilator stopped during a blackout says health
bureaucrats have told her it’s too expensive to install
automatic backup generators for everyone who uses
similar machines.

Ms Murphy dismissed media reports there was no backup
power, but said the system relied on the pair’s carer switching it
over manually in the event of power being cut. He’d checked the
pair earlier in the night, but had slept through the blackout.
Ms Murphy emphasised the family didn’t blame the carer,
who’d been with Conor for seven years, saying to do so would
condemn every family member or carer to sleepless nights every
time there was a storm.

respirator at 16 years of age, the family was told nothing about
providing battery backup for his ventilation system.
Conor had a built-in respirator on his wheelchair, but it had a
limited time frame of a few hours.
The family received a wake-up call about how inadequate
that was a few years later.
“You remember there was a huge storm a few years ago and
the power was out for a couple of nights?” she says.
“We ended up having to drive up to Rocky Bay and camp
there for a couple of nights because they had an emergency
power supply.”
Ms Murphy says the family researched backup supplies itself
and purchased a generator: some expert advice from the get go
would have helped.
At the time, automatic backups weren’t available but since
her son’s death she’s discovered medical supply companies such
as esmed do o er them on some machines.
Ms Murphy is a life member of Muscular Dystrophy WA and
formerly sat on its board. She says since her son’s death, the
association has peppered its website with warnings about the
need for backup power.
She’s been approached by many parents whose backups were
less sophisticated than hers who are now updating their systems,
and says she’s heard that Conor’s death has sent shockwaves
through the global muscular dystrophy community.
The association says it’s investigating ventilators with built-in
backups.
Mr Murphy’s death is subject to a coroner’s inquest.

“I remember him, he was at Robb’s Jetty—yeah I know your
dad. n ust a few moments eaconsfield butcher oe rinci s
placed real estate agent Todd Grierson’s father, who’s long
retired from the industry.
The realo said his old man kept pestering him with stories
about the good old days before supermarkets started crowding
out the local butcher shops, so he decided to organise a shindig
to bring all the old boners back together again.
The Fremantle Butchers Convention is being held at 3pm
on Wednesday December 3 at the Swan Yacht Club in East
Fremantle.
Mr Grierson, who like a lot of his mates also spent a stint at
the Robb’s Jetty abattoir, says when he started there were three
butchers along South Terrace alone.

KEL SMITH wants to invest $200,000
in his popular Carriage Cafe on the
Fremantle Esplanade but says the
council’s refusal to extend his lease
makes it unnecessarily risky.
He’s got another four years to go on
the current lease but is seeking 10 more to
make the investment worthwhile.
However, the council’s refusing to
extend the lease before the expected
completion early next year of a review of
the Esplanade’s masterplan.
Mr Smith says there’s no set date
for the review’s completion, nor its
consideration by the council, leaving him
and his expansion plans in limbo.
Given the review could recommend
the cafe be moved from its home under
century-old orfolk ines as flagged in
the master plan, he’s worried about the
financial risk.
Determined
Mr Smith is convinced many on the
council, still smarting from a previous
lease stoush and his self-admitted
take-no-prisoners personality, remain
determined to ush him o the ark
completely.
At this week’s meeting he reminded
councillors what happened in 2009 when
the council tried to boot him: he took in
a 13,000-signature petition he’d gathered
from supporters, including the name of
former WA premier Peter Dowding.
Mr Smith’s previous ear-bashing of
councillors over his concerns they were
pushing him out had earned him a
stern rebuke from chair Robert Fittock,

who said he was tiring of “conspiracy
theories”.
At least one of Mr Smith’s tinfoil-hat
theories appears to have come to fruition,
though.
He’s long argued the council would
prefer pop-up food vans on the reserve
and, while a recent trial ensured they
had to keep their distance from existing
businesses, the Herald has discovered
the council has approved two that will
operate metres from the Carriage.
Mr Smith is crying foul, saying they’ll
compete with him for business without
wearing the significant overheads
he faces including rent sta and
maintenance.
He rejects notions that creating a
vibrant food hub will draw more people
to the Esplanade.
“Pop-ups do not draw in visitors to
Fremantle,” he said, adamantly.
“They do the opposite and only arrive
when the weather is fine and o u at
the busy spots.”
He says the former owner of nowclosed Mistral Cafe had blamed vans
in Kings Square for sucking trade from
his long-standing business, making it
unviable.

Why throw it out if the King can fix it?

A YOUNG Cockburn woman has
been arrested after a peaceful sit-in at
the o ce of enator ichaelia ash.
Natha Middlemas, a member of the
Love Makes A Way Christian movement
which protests the imprisonment of
children in immigration detention centres,
was one of 111 detained on Monday
across Australia following prayer sit-ins.
Ms Middlemas says she’s involved
because she’s deeply concerned about
the dire conditions faced by children
in detention: “There are 726 children
in detention—how much more serious
does this have to be for Australians to
take action?” she asks. She’d worked
with the First Home Project, helping
refugees settle in the Perth region. Her
view is corroborated by the Australian
Human Rights Commission, Amnesty
International and the United Nations
High Commissioner for Refugees. All
have released reports stating that children
in detention are denied basic health
and education opportunities, and that
incarceration leads to long-term negative
e ects on hysical mental and emotional
health.

AROUND 100 concerned southern
suburbs residents attended a meeting
on local government mergers at
the Coolbellup community school
Monday.
Under Barnett government plans,
Samson (Fremantle) and Coolbellup
(Cockburn) are to be annexed by Melville.
Willagee Labor MP Peter Tinley
organised the meeting after being
inundated with calls from residents
worried about the financial and social
ramifications of moving to elville.
“Residents are worried about rates
rises, keeping tip passes and making sure
their suburb is not forgotten,” he says.
“We are meant to live in a
democracy—locals should be given
a say in whether their suburb is to be
transferred to Melville. The whole process
has been a shambles, and WA Labor and I
will continue to fight it in arliament.
As the A government has classified
the shift as a boundary alignment and
not a merger, Samson and Coolbellup
residents will not have the chance to
trigger a referendum on the move.

Swim Thru Fremantle at
South Beach.
he race was first held in
1922 and won by 14-year-old
Maisie Boyle.
At some stage it stopped but
was rebooted in 2003 by the
Fremantle Masters Swimming
club as an annual fi ture.
Underdog at her swim thru,
Maisie beat older sister Eileen,
who’d been tipped to win.
Maisie remains the only
female to ever win the ocean
water race. However, hopes are
high this year on Jaime Bowler
who’s tipped as one to watch.

T
he East Fremantle Festival will be held on Sunday December 7 from
1:00pm until 7:00pm. This year’s festival will have an Italian flavour, to
celebrate the heritage of the Town of East Fremantle.
Sewell Street and Duke Street Stages will feature local Fremantle acts, along
with other talent from around Perth. Buskers and roving entertainers will also
entertain the festival crowds.
Delicious gourmet food from around the globe will be on offer on George
Street. In keeping with the Italian theme, Theo Kalogeracos, known in the
culinary world as a Master Pizza Chef, will give live demonstrations.
Kids will be spoilt with free activities in Glasson Park, including pasta jewellery
making, free face painting and giant games. Incredible Creatures and Ranger’s
Reds Wildlife Display will also be there.

The organisers are putting a ‘call out’ to

The George Street Artisan Market, with locally handmade products, will be at

each of his writer mates. It’s six
words that never leaves you.
Perth is producing its own
flash fiction writers with the
inaugural Perth Shortest Short
Story competition, although
these fledgling authors get o

state, with topics ranging from
comedy and murder, to romance

Harry Schmitz tried his hand
at creative writing aged 63,

the sand. Puzzled, Jock picked
it up. Still the Coolgardie dust
ingrained on its brim. Still the

the troop ship to this Turkish

is a confronting title
for a -year-old s first
art exhibition. But then Chili
Leadabrand is no ordinary
pre-teen.
What’s even more
extraordinary is she was 11
when she created her series of 22
sketches.
Speaking to the Herald, Chili
e udes a confidence well above
her years, despite confessing
to nerves at the prospect of
making a speech at the gallery
she’s sharing with fellow upand-comer Jupiter McKenzie
(Airhead’s the exhibition).
Chili’s pencil sketches have a
slightly Leunig look to them and
the humour is almost as dark,
it t eir

but she smiles at suggestions
she’s expressing pre-teen angst.
“Most people assume I’m
depressed because the series is
called Depression in Days, but I
observe other people’s sadness
and put it into my sketches,” she
says.
“I did these last year and a
few of my friends were down in
the dumps.”
Living in Bali at the time,
where artist mother Alia ran
workshops, she attended the
island’s international school for
eight months.
A running theme through
Chili’s sketches is a motif of
a huge head, with strangely
deformed legs.
“I was drawing a little person
in class, in Bali, a huge head
and I added little sticks to it and
thought it looked pretty cool.”
Last week’s opening saw 16
of 22 works sell.
McKenzie, 24, hails from the
eastern states and art was more a
hobby until he began lodging at
the Leadabrands’ Hamilton Hill
home, where his quirky oil-oncanvas images were encouraged
in a hothouse of creativity.
There’s a common thread
to McKenzie and Chili
Leadabrand’s art, and images
of huge heads, with large, wide
eyes float like balloons over
bodies dressed in period dress,
or simply in the the air, their
strings trailing below.
They are beautifully executed
and slightly comical, but with a
vaguely disturbing subtext.
McKenzie’s art has been
described as lowbrow, (also
called pop surrealism) with roots
in underground comics and
punk.
It’s a label that delights
McKenzie: “[My] paintings
relate to my twisted views of the
modern world,” he says.

hen deciding to sell, some property
owners choose to undertake the task
of promoting and selling privately
without the assistance of a licensed real estate
agent.
Often, the motivation behind such a
decision is premised on the sellers’ view that
real estate agents’ selling fees are excessive.
However, more often than not, selling privately
does not save these sellers money at all. This
is partly because private sellers do not have
the marketing resources to access all potential
buyers active in any given market. It follows
that in the event of a successful private sale,
there is always the chance that a buyer with
superior purchasing power was not aware the
property was for sale.
Also, private sellers do not have access
to the most popular property web sites such
as www.reiwa.com or www.realestate.com.au
and with many buyers solely using the web to
search for property nowadays, finding buyers
can be challenging. The alternative is print
based advertising which is expensive and, on
an agent’s intrinsic value
lies in their acting at
“arms length
its own, not powerful enough nowadays to
attract all active buyers.
Apart from the difficulties private sellers
experience in accessing effective marketing
media, part of an agent’s intrinsic value lies in

Buyers are normally too polite to tell the seller
what they really think; that the property is overpriced, is too small, too cluttered, etc but they
happily tell the agent their raw opinions on
value.
Most private sellers lack sufficient
knowledge of contractual procedure, an
understanding of the Strata Titles Act for
example, planning and heritage issues and
matters concerning compliance and disclosure.
And very few private sellers have an intimate
knowledge of the Joint Form of General
Conditions for the Sale of Land, the 23 page
legal document that forms part of the sale
contract.
Arguably the most important reason to use
a REIWA agent when selling is the transfer of
much of the risk from the principal (the seller)
to the agent. In the rare instance something
goes awry with the sale, the seller is entitled
to look to their agent for guidance and, if
appropriate, apportion blame if the agent has
acted improperly.
Professional REIWA agents can make the
task of selling property look relatively easy;
I assure you it is not and the risks of selling
privately far outweigh any vague possibility of
saving the selling fee.
