ARAB TRADE FINANCING PROGRAM
ARAB TRADE FINANCING PROGRAM
SYNOPSIS
The Arab Trade Financing Program (ATFP) is a
specialized regional Arab financial institution with a
mission to contribute to the development of Arab trade,
and to the increase of the competitive capabilities of the
Arab producers and exporters.
ESTABLISHMENT
ATFP was established in 1989, the
authorized capital amounts to US$ 1 billion.
The program’s 53 Shareholders include Arab Monetary
Fund, multilateral Arab financing institutions, public
and private financial and banking institutions in member
countries, as well as joint Arab-foreign financial and
banking institutions.
DOMICILE
ATFP is domiciled in Abu Dhabi - United Arab Emirates, where it has been granted privileges and
immunities pursuant to a special protocol.
OBJECTIVES & MEANS
ATFP aims at contributing to the promotion of trade exchanges of commodities of Arab origin
through the provision of a financial facility. Concurrently, ATFP extends services tailored to
meet the requirements of the Arab exporters and to increase their competitiveness in existing
and potential markets. Through its National Agencies located in the Arab region, the Program
provides refinancing facilities at convenient costs and suitable tenors for eligible trade
transactions. Additionally, ATFP provides a wide range of information on Arab trade to all parties
engaged in this activity through the Intra Arab Trade Information Network (IATIN). ATFP also
attempts to promote Arab trade through the execution of an ongoing program of Buyers & Sellers
Meetings in key economic sectors that demonstrate a potential for growth in trade for Arab
countries.
TRADE FINANCE
Eligible Trade Transactions
ATFP provides financing facilities for eligible trade transactions of goods of Arab origin and
associated services. Goods shall be considered eligible for ATFP financing if produced or
manufactured in an Arab country from primary resources and other domestic components of
production originating in that country, or in any other Arab country, or where the value added
in an Arab country is at least 40% of the value of the goods. ATFP can also finance imports
of capital goods essential for production from non-Arab countries.

financial institutions spread
throughout the Arab region
and appointed by arrangement
with the indigenous monetary
authorities.
Financing Method
Through lines of credit extended by the Program to its
National Agencies, ATFP refinances Arab exports to Arab
or non-Arab countries. Refinancing of credits for imports
is presently extended to imports from Arab countries, and
imports of capital goods essential for production from nonArab countries. The program has also introduced Islamic financing through Murabaha and
Mudaraba facilities, and provides guarantees for eligible trade transactions. ATFP will also
consider participating in forfaiting transactions meeting its eligibility criteria.
Types of Credit
ATFP refinances various types of credits extended by the National Agency to the exporter or
importer in an eligible transaction, and this may include pre-export credits, post-shipment
credits, buyers’ credits and import credits.
Pricing & Tenors
While ATFP provides its refinancing facilities at competitive pricing, the tenors of the refinancing
are convenient and are guided by the type of commodity involved. The maximum tenor for
transactions involving consumer goods is 12 months, while for raw materials it is 18 months,
24 months for intermediary goods and 60 months for capital goods.

Applying for ATFP Credit
The exporters or importers eligible for ATFP refinancing may
utilize the facilities of ATFP by contacting any of the National
Agencies of the Program which would in turn apply to ATFP
for the refinancing of the credit allocated to the customer.

Intra Arab Trade Information Network
(IATIN)
Cognizant of the fact that the
availability of reliable and
updated information could
be a decisive factor in the
successful completion of trade
deals, ATFP has, through a joint project with the UNDP, and in technical cooperation
with the International Trade Center (ITC) in Geneva, set up the Intra Arab Trade Information
Network (IATIN) with the goal of providing relevant information on Arab trade to all parties
concerned.
IATIN has its central core at ATFP’s headquarters in Abu Dhabi. The core is connected to reliable
global data banks, in addition to regional focal points including Chambers of Commerce and
Industry and Export Promotion Centers in Arab countries. The focal points feed the necessary
updated information on Arab trade and market in the relevant country to IATIN’s central core
which processes the information and disseminates it to interested parties on an online basis.
Information Services
A wide array of services are made available by IATIN with the goal of providing comprehensive
information on Arab trade. This includes key contacts of manufacturers, exporters, importers
and goods traded. Market profiles on the individual Arab countries are available, and comprise
of entry regulations, free trade areas, foreign exchange systems, storage, shipping and
transportation facilities as well as other logistical information. Foreign and Inter-Arab trade
statistics for the various Arab countries are also available through the network. Additionally, the
Arab trader can make use of an online business opportunities database to post or retrieve Arab
business opportunities (trade leads) in order to initiate trade among interested parties.

Furthermore, IATIN also handles queries received from interested parties through the various
communication channels.
TRADE PROMOTION
Studies on trade flow analysis related to the
Arab region have identified a number
of key sectors with a potential
for growth in trade between
Arab countries. The sectors
include
food
industries,
agricultural products, metal
industries,
chemical
&
petrochemical industries,
pharmaceutical industries,
plastic
industries and
building & construction
materials. ATFP focuses its
efforts in the field of trade
promotion on such sectors.
ATFP organizes buyers & sellers
meetings between parties involved
in Arab trade based on a specific
methodology in selecting the targeted sector and
the location of the meeting. In collaboration with the Chambers of Commerce & Industry, the
Export Promotion Centers, and the related business associations in Arab countries, the relevant
participating parties in the planned meetings are identified and invited to the event.
The selection of the participating companies is followed by a match-making process whereby
a schedule of bilateral meetings is prepared for each participant for the duration of the event.
Chambers of Commerce & Industry, Export Promotion Centers, ATFP’s National Agencies,
transportation & insurance firms, as well as relevant regional and international organizations are
also represented in the meeting. The aim is to provide an environment conducive to promoting
trade exchanges and ATFP, would also consider any resulting trade transaction that is eligible
for financing.
