Dear Students, Parents, and Marching Band Fans,
On behalf of our faculty and staff at Oakton High School, I am delighted to welcome you to the 29th Annual Oakton
Classic. We are honored to host this incredible marching band competition on September 27, 2014. The Oakton
Classic brings student musicians on a field to display their skills and abilities outside of the classroom.
An event of this caliber could not happen without the band directors, parents, and many volunteers who have helped
make the Classic possible. We extend our sincere thanks to all those involved for continuing to support the Oakton
Classic through your time and talents.
Best wishes to all participants. Oakton High School has earned the Virginia Honor Band distinction 20 times so we
understand that dedication, talent, and hard work is required to maintain the level of excellence that will be displayed
on the field at the Classic Invitation. I know that the Oakton Classic will provide everyone with a day of entertainment

Charles T. “Tim” Franklin served as Director of Bands
at Columbia High School (SC), Irmo High School (SC),
South Lakes High School (VA), James Madison High
School (VA) and as Director of Bands & Orchestras for
the Frederick County (MD) Visual and Performing Arts
Academy. Bands under Mr. Franklin’s direction have
performed at the National Concert Band Festival, MENC
National Convention, Southern Conductor’s Symposium
at the University of Southern Mississippi, South Carolina
Music Educator’s Association In-Service, and the University of South Carolina Concert Band Clinic. His concert and
marching bands have won numerous First Place Awards
and Grand Championships, including two top-10 finalist
performances at the Bands of America Grand Nationals.
Mr. Franklin is a six-time recipient of the National Band
Association’s Citation of Excellence. Professional affiliations have included the SC Music Educators Association,
the SC Band Directors Association, the Virginia Band
& Orchestra Directors Association, the Maryland Music
Educators Association, the National Band Association,
and the World Association of Symphonic Bands & Ensembles. He is also a Life Member of the International Percy
Grainger Society.
Scott Hines
Senior Master Sgt. Thomas Scott Hinds is the Drum Major
of The United States Air Force Band, Washington, D.C. A
native of Newport News, Va., his career in the Air Force
began in 1995 as a percussionist with the Air Force Band
of Liberty, Hanscom Air Force Base, Mass. In 1997, he
joined The United States Air Force Band’s Ceremonial
Brass and has performed over 4500 funerals for our
Nation’s fallen at Arlington Cemetery, as well as countless
missions at the White House and Pentagon for Heads
of State.
A 1994 graduate of Shenandoah University, Sergeant
Hinds earned a Bachelor of Music Education degree with
a performance certificate. In 1994, he was Shenandoah University’s Concerto Competition winner and also
received the Wilkins Conservatory Award. Before joining
the Air Force, Sergeant Hinds was active as a freelance
musician in the Mid Atlantic region. Today he continues to
work nationally as a clinician and adjudicator, as well as
maintain an active studio of students.
Doug Martin
Doug Martin is in his third year as Director of Bands at
Langley High School in McLean, Virginia. In this position,
he teaches the Wind Symphony, Symphonic Band, and
Marching Band, as well as overseeing the Percussion En8

semble and Jazz Band, and teaching the AP Music Theory class. Enrollment in band classes at Langley has nearly
doubled under his direction. Prior to his appointment at
Langley, he held similar positions at Mount Vernon High
School in Alexandria and Stuart High School in Falls
Church. During his nine years at Stuart, the Stuart Bands
were named a “Virginia Honor Band” six times, and the
Stuart Wind Ensemble received ratings of “Superior”
from every judge at the Band Performance Assessment
for six straight years, all while enrollment in band classes
nearly doubled. Under his leadership, the Stuart Bands
commissioned and gave the world premiere of “Aurora
Awakes” by John Mackey, and was part of the consortium which commissioned the band version of “The Seal
Lullaby” by Eric Whitacre. They also made demonstration
recordings for an independent publisher of band music,
and appeared in the National Memorial Day Parade in
Washington, D.C. He has served as the representative
for District X to the Virginia Band & Orchestra Directors
Association as well as the chair for District X to the Virginia Music Educators Association, and is the Logistical
Coordinator for their annual conference. He has served
as an adjudicator and a clinician for concert, jazz, and
marching band events. In November 2008, he became
the first high school band director in FCPS, and one of
only two in the state of Virginia, to be named a National
Board Certified Teacher. He received his Bachelor’s in
Music Education magna cum laude from Florida State
University, and his Master’s in Music Education with a
focus in Instrumental Conducting from George Mason
University, where he graduated with the Distinguished
Graduate Student award from the Department of Music.
How to Rate the Bands
The Oakton Classic follows the Virginia Band and
Orchestra Association (VBODA) class size and
judging guidelines. Trophies are presented to each
VBODA class along with the Gold, Burgundy and
Grand Champion awards.
Today, while you are enjoying the performance
of each band, keep in mind that the judges are
rating each band’s performance in five different
categories:
Music Performance: quality of the sound; tone
quality; control intonation; balance and blend;
technique: articulation, pulse, subdivision, facility,
attacks and releases.
Visual Performance: technique of marchers,
distance, body carriage, movement, equipment,
ensemble form, space, time, style, precision,
accuracy.
General Effect: design of the program, quality,
substance, depth of repertoire, continuity, staging
of program, suitability of ensemble.
Percussion: quality of orchestration, creativity
and variety, simultaneous responsibility, visual musicality, unity of all elements, precision, consistency,
clarity, and individual technique.
Color Guard: range of form, body, and equipment, use within the overall show design, use of
expressive and technical components, enhancement
of musical structure, simultaneous responsibilities,
demonstration of training, achievement of body
and equipment challenges, precision with respect to
overall challenges.

ner has 37 years of experience and has taught at Falls
Church High School, Lake Braddock Secondary, Woodbridge High School and James River High School. Mr.
Stegner is in constant demand as a clinician and adjudicator across Virginia.
Russell Pettitt, Ph.D
Dr. Russell Pettitt is Director of Bands and Assistant Professor of Music at Texas Woman’s University in Denton,
Texas. Dr. Pettitt conducts the TWU Wind Symphony,
teaches conducting courses and supervises instrumental
music education. Pettitt’s previous positions include serving on the music faculty at the University of Arkansas, as
Director of Bands at Lakeland College (Wisconsin), and
as an elementary, middle, and high school band director
with school districts in Virginia and Texas.
Brian Wuttke, Ph.D
Brian C. Wuttke is the Director of Music Education at
George Mason University. He is an experienced music
teacher, having served the Miami-Dade County Public
School System, the nation’s fourth largest, for eighteen
years. He has taught instrumental music at G. W. Carver
MS, Coral Gables HS, Hialeah HS, Killian HS, Coral Reef
HS, Miami-Dade College, and George Mason University.
Concert, jazz and marching bands under his direction
have consistently earned superior ratings at district music
performance assessments. The Killian High School Jazz
Band and Wind Symphony have received the Otto J.
Kraushaar state superior award numerous times while
under his direction. The Killian Wind Symphony attained
further distinction by being invited to the 2002 Bands of
America National Concert Band Festival.
Originally from Whitesboro, Texas, Pettitt holds the
Bachelor of Music Education degree from George Mason
University, Master of Music degree in Euphonium Performance from the University of Arkansas, and Doctor of
Musical Arts degree in Conducting from the University of
Oklahoma. Conducting teachers include Anthony J. Maiello, W. Dale Warren, Jeffrey D. Gershman, and William
K. Wakefield; and his principal euphonium teacher was
Roger Behrend.
Dr. Pettitt’s performance background includes success
as a euphonium soloist and wind conductor. He was
named as finalist for euphonium positions with premier
US military bands and has been selected to perform in
the Leonard Falcone International Euphonium Competition
three times. In addition to regularly appearing as a guest
conductor and clinician, Pettitt serves as a consultant in
the areas of instrumental pedagogy and instrumental
program development.
Dr. Wuttke is a member of the Pi Kappa Lambda National
Music Honor Society and is recognized in Who’s Who of
American Teachers 2000, 2001 and 2004. He was the
2004 runner-up for the Miami-Dade County Public School
Teacher of the Year. In 2005, he earned National Board
Certification in Early Adolescent and Young Adulthood.
Dr. Wuttke has been a member of the Music Educators
National Conference over twenty years and has served
as an adjudicator, district chairman and member-at-large
on the clinics committee for the Florida Bandmasters
Association.
Professional affiliations include: College Band Directors
National Association, Texas Music Educators Association,
Phi Mu Alpha Sinfonia, Kappa Kappa Psi, and Pi Kappa
Lambda. Pettitt is also a proponent of new music for
winds and percussion, evidenced by regular participation
in national commissioning projects and his research on
the music of composer Carter Pann.
Dr. Wuttke has presented workshops on topics including:
Band Program Organizational Skills, Self-assessment
Strategies for Instrumental Music Teachers and Teaching
Intonation and Harmony through Performance. His primary area of research deals with the acoustic evaluation
of wind-band intonation through spectrum analysis as described in his dissertation entitled: A model describing the
effects of equipment, instruction and director and student
attributes on wind-band intonation.
Kenneth Putnam
Kenneth Putnam is a musician living in his native city of
Richmond, Virginia. He is an active performer in professional musical theater productions in the city. He has over
15 years of active color guard teaching with many WGI
world finalists including Act 1 Color Guard as well as the
2014 Open Class finalists Stonewall Independent from
Northern Virginia. He has also taught at James Bowie
High School in Austin, Texas.
Jim Stegner
Mr. Jim Stegner recently retired as a director of bands
after 11 years at James River High School, VA a 14-year
Virginia Honor Band school. A graduate of Colorado
State University and Northwestern University, Mr. Steg10

2013-14 VBODA Honor Band, a three time BOA
regional finalist, 3 time National Concert Band Festival
participant. The band has performed at VMEA, the
Kennedy Center for the performing arts and Carnegie
Hall. We are proud to announce that Senior Samantha
Gifford was selected for the 2014 US Army All-American Marching Band. One of only 125 students selected
from across the country.
