A. INTRODUCTION
RP Consultants, Inc. was hired by Ganley Management Company c/o The
Structure Group, 3733 Park East Drive, Suite 210, Beachwood, Ohio 44122
for the purpose of performing a Phase Two Environmental Site
Assessment for the property known as Ganley Toyota, 1345 East Market
Street, Akron, Ohio 44305.
The primary goal of this investigation was to remove five underground
hydraulic lifts and one oil/water separator, and to quantify the level of
polychlorinated biphenyls (PCBs) and middle and heavy range petroleum
hydrocarbon contamination (TPHs) that could exist in the soils around the
lifts, as well as the level of volatile organic compounds (VOCs) that could
exist in the soils around the oil/water separator.
All conclusions and findings are based upon this site assessment
conducted by RP Consultants, Inc. We can provide no assurance that
information obtained from others is accurate or complete. Furthermore,
any change in site conditions after the date of the phase two work is
beyond the scope of this assessment. Accordingly, RP Consultants, Inc.
cannot make any guarantees concerning future conditions. The client
should also be aware that this report is not a guarantee or certification that
the entire site and adjacent properties are free of contamination or
hazardous materials, but rather it is an opinion based upon a limited site
investigation.
B. SITE HISTORY
1916: This portion of the subject property is vacant land with the
exception of two residential houses and a small cement block factory
located on the northeastern portion of the subject property.
1930: Three residential structures and associated garages are shown on
the northeastern portion of this property. A commercial structure
containing two shops (believed to be the original portion of the current
Ganley Toyota building) is located on the eastern portion of the subject
property. The central area is shown a used car lot with a small office. A
gasoline station with three gasoline tanks is shown to the immediate west
of Irene Avenue.

1940: The residential structures are the same as the 1930 map with two of
the associated garage converted to a print shop and a tool building. A
new commercial building is shown to the immediate east of North Martha
Avenue. The two store commercial structure is the same as the 1930 map.
The used car lot is the same as the 1930 map however the office has been
replaced by a larger structure. The gasoline station on the 1930 map has
been replaced with a larger filling station.
1948-1998: The residential structures are listed as residential land (under
the addresses 15-23 N. Martha) from 1948 to 1981 and are not listed after
1984. The commercial building to immediate east of North Martha avenue
is listed as various businesses including American Supply Co., Amtis Uncl
Frght., Market Café, and Club Akron (under the addresses 1337 and 1339
E. Market). The Ganley Toyota building (1345 E. Market) is listed as
various businesses (under the addresses 1341 and 1343 E. Market) and
automotive sales and service (under the address 1345 E. Market). Tenants
listed under the 1341 and 1343 E. Market address include Deluxe Cleaners
(years 1948-1953), Deluxe General Store, Wooden Shoe Inn, Rose Produce,
and Financial Exchange Co. The 1341 and 1343 addresses are not longer
listed after 1981. The 1345 E. Market address is listed as Geller
Automotive Sales from 1948 to 1993 and listed as Ganley Toyota and
Mercedes Benz. Major additions are added to the Ganley Toyota building
in 1951, 1960, 1962, 1969, and 1984. The Ganley Toyota building is also
listed as Coughenour Motor Sales and Fair Motor Sales from 1948 to 1955
under 1357 E. Market address. The filling station is listed as Minear
Automotive Sales (under the 1373 E. Market address), not listed in 1950,
and listed as various Sunoco stations from 1953 to 1953 and is a vacant
structure from 1966 to its demolition in 1997.
1998: The current Ganley Mercedes Benz building is constructed on the
subject property.
1998-present: The western portion of the subject property is used as
Ganley Toyota and Ganley Mercedes Benz. In 2003, the former structure
at 1339 E. Market is demolished.
A Phase One Environmental Site Assessment was conducted on the
subject property by RP Consultants, Inc. in December, 2005. During the

investigation, evidence of several (8-9) removed in ground hydraulic lifts
was observed in the service area of the Ganley Toyota building on the
subject property. A review of phase I report conducted on the Ganley
Toyota portion of the subject property in 1995 indicated that nine
hydraulic lifts (one in use in 1995 and the others removed) were located in
the Ganley Toyota building. The 1995 report indicated that Mr. Gellar, the
previous owner of the Ganley Toyota and Ganley Mercedes Benz portion
of the subject property, stated that the removed lifts “went bad” and were
replaced with aboveground lifts.
Also during the investigation, evidence (caps, etc.) of oil water separators
were observed adjacent to the Ganley Toyota and Ganley Mercedes Benz
buildings. A review of a previous phase I conducted in 1995 on the
Ganley Toyota and Ganley Mercedes Benz portion of the subject property
indicated that in addition to the oil water separator located to the
immediate west of the Ganley Toyota building, an oil water separator was
located in a bay of the former gasoline station building located at 1369 E.
Market (which was demolished in 2000). Mr. Ken Ganley indicated that
all former equipment associated with this structure was removed at the
time of demolition.
C. SOIL SAMPLING
A total of 6 soil grab samples were collected from six areas where the
removed lifts and the oil/water separator were located. Also, six soil
samples were collected from the two stock piles adjacent to these test pits
(see Site Map Showing Sample Locations).
Samples labeled Lift 1 through Lift 5 were taken from soils in the bottom
of the pits from west to east, where the former hydraulic lifts were located,
OWS was taken from soils in the bottom of the pit where the former
oil/water separator was located, SP1 through SP5 were taken from
stockpiled soils surrounding the hydraulic lift cavity, and OWSSP was
taken from stockpiled soils adjacent to the oil/water separator cavity (see
site map). Native soils encountered included sands, silts and gravels.
Backfill material was encountered in all of the excavated areas. No
groundwater was encountered in any of the excavated areas.

Overall, the pattern of sample location is such that it allowed for some
general conclusions to be made regarding the extent of contamination (if
any) that could exist from the past use of the lifts and oil water separator
that existed on the subject property.
Soil samples from each location were collected on October 31, 2006 by
Chris Mazzei of RP Consultants, Inc. Samples were taken in the upper
foot of the soils in the lift pits and the stockpiles.
A new latex glove was used to collect each sample. The sample was
divided between a plastic zip lock bag and a laboratory quality glass jar
with a screw-on Teflon lined lid.
All sample jars were stored in a cooler with ice, and all sample bags were
placed indoors and allowed to warm to room temperature. After
approximately fifteen minutes at room temperature, the headspace in each
bag was screened for volatile organic compounds (VOCs) with a
photoionization detector with a 10.6 eV electrodeless ultraviolet discharge
lamp and a TeflonTM/stainless steel chamber. Results of the field screening
are listed on the PID table in this report.
Prior to screening any samples, the PID was calibrated using 100 parts per
million (ppm) isobutylene-in-air standard.
Soil samples from Lift 1 through Lift 5, SP1 through SP5, OWS and
OWSSP were transported under chain of custody procedures to Cardinal
Environmental Lab., LLC, 2870 Salt Springs Road, Youngstown, OH
44509-1036.
The samples from Lift 1 through Lift 5, SP1 through SP5 were analyzed
for:
Total Petroleum Hydrocarbons (TPH C10-C34): Method 8015)
Polychlorinated Biphenyls (PCBs: Method 8270)
The samples from OWS and OWSSP were analyzed for:

Volatile Organic Compounds (VOCs; Method 8260)
D. LOCAL GEOLOGY/SOILS/HYDROGEOLOGY
Materials encountered during the investigation included sand, silt and
gravel.
No groundwater was encountered during the investigation. A review of
the ODNR Water Well Log Reports indicated that the soils near the subject
property consist of silt, sands and gravel ranging from 0 to 16 feet
overlying clay.
A review of the ODNR Groundwater Resources Map of Cuyahoga County
indicated that the subject property lies in a good groundwater area
containing permeable sand and gravel deposits traversed by major
streams.
E. RESULTS OF ANALYSES
Results of the laboratory analyses are listed in the Analytical Results
found at the end of this report. The lift samples and their corresponding
stockpile samples were analyzed for PCBs and TPH (DROs and Heavy’s).
The oil/water separator samples and the corresponding stockpile sample
were analyzed for VOCs. Results were compared to State of Ohio
Voluntary Action Program (VAP) generic direct contact standards for
commercial land use. These values were used as a “guidepost”, as they
are the values that would apply if the property were undergoing a
voluntary cleanup.
Lift 1: This sample was taken in the eastern portion of the hydraulic lift
pit. No TPH or PCBs were detected in the sample.
Lift 2: This sample was taken west of Lift 1 in the hydraulic lift pit. No
TPH or PCBs were detected in the sample.
Lift 3: This sample was taken in the central portion of the hydraulic lift
pit. No TPH or PCBs were detected in the sample.

Lift 4: This sample was taken to the west of Lift 3 in the hydraulic lift pit.
No PCBs were detected in the sample. TPH was detected at 348 mg/kg.
This level does not approach or exceed VAP level of 2,000 mg/kg.
Lift 5: This sample was taken in the western portion of the hydraulic lift
pit. No TPH or PCBs were detected in the sample.
SP1: This sample was taken in the eastern portion of the stockpile for the
hydraulic lift pit. No TPH or PCBs were detected in the sample.
SP2: This sample was taken in the southern portion of the stockpile for
the hydraulic lift pit. No TPH or PCBs were detected in the sample.
SP3: This sample was taken in the northeastern portion of the stockpile
for the hydraulic lift pit. No TPH or PCBs were detected in the sample.
SP4: This sample was taken in the southwestern portion of the stockpile
for the hydraulic lift pit. No TPH or PCBs were detected in the sample.
SP5: This sample was taken in the northwestern portion of the stockpile
for the hydraulic lift pit. No TPH or PCBs were detected in the sample.
OWS: This sample was taken in the oil/water separator pit northwest of
the hydraulic lifts. No VOCs were detected in the sample.
OWSSP: This sample was taken from the stockpile northwest of the
oil/water separator pit. Tetrachloroethene was detected at 0.0207 mg/kg.
This level does not approach or exceed VAP level of 130 mg/kg.
F. CONCLUSIONS AND TECHNICAL SUMMARY
•
Materials encountered during the investigation included sand, silt and
gravel. Backfill was encountered in all of the excavated areas. No
groundwater was encountered in any of the excavated areas.
•
Soil samples were collected from the former hydraulic lift pits and
corresponding stockpiles, as well as the former oil/water separator pit
and corresponding stockpile. Each of the soil samples was screened on

site with a PID. Samples from the hydraulic lift pits and
corresponding stockpiles were analyzed for PCBs and TPHs (C10-C34),
while samples from the oil/water separator pit and corresponding
stockpile were analyzed for VOCs.

The samples form Lift 1-Lift 3, Lift 5, and SP1-SP5 did not contain any
PCBs or TPH. TPH was detected at 348 mg/kg in Lift 4, which did not
approach or exceed State of Ohio Voluntary Action Program (VAP)
generic direct contact standards for commercial land use.
Tetrachloroethene was detected at 0.0207 mg/kg in OWSSP, which did
not approach or exceed State of Ohio Voluntary Action Program (VAP)
generic direct contact standards for commercial land use.

Based upon the above information, RP Consultants, Inc. concludes that
there is no evidence to suggest that the past use of the hydraulic lifts or
oil water separator on the subject property has led to PCB, TPH, or
VOC contamination in the surface materials and soils on the subject
property in levels that would constitute a release or require corrective
action.
