The Clubs, teams, players, coaches, administrators, match officials participating in the LPR all benefit from the same rights and abide by the same obligations regardless of their affiliated Provincial Union. Where applicable, rules pertaining to members of Rugby Quebec shall be applicable to members of the Eastern Ontario Rugby Union / Rugby Ontario members. The interpretation of these rules and regulations is a prerogative of Rugby Quebec. In the event there is a situation not addressed by the rules and regulations, Rugby Quebec will render a decision after consulting with the League Committee. In addition, Rugby Quebec may, at its discretion, establish guidelines and policies to interpret, to specify or to confirm certain Rules and Regulations. These guidelines and policies shall have equivalent binding as Rules and Regulations. This preamble is integral part of the Rules and Regulations. In case of conflict between the French and English versions of these Rules and Regulations, the French version supersedes. Article 1 — LAWS OF THE GAME 1.1 The laws of the game are those of Rugby Canada and World Rugby. Article 2 — ELIGIBILITY REGULATIONS 2.1 Only members in good standing according to Article 15.3 of Rugby Quebec Bylaws, can participate in the LPR. Players registered with a different Provincial Union may also participate as long as they are members of a Club playing in the LPR. It is the responsibility of each Club to ensure that all players reported on the game sheet for their teams are duly registered with Rugby Quebec/Rugby Canada, or Rugby Ontario/Rugby Canada for players in the Eastern Ontario Rugby Ontario (EORU). 2.2 In order for a player to be eligible to participate in a game in the LPR, such player shall be duly registered as a senior. In addition, a player shall have registered at least two (2) days prior to a specific game. 2.3 In the event a non-eligible player plays in an LPR game, the following penalties shall be imposed: - The team of the player shall forfeit the game in accordance with Article 4.3.4 of the Rules and Regulations. The Club affiliated with the team will receive a financial penalty as detailed in Addendum 3 of the Rules and Regulations. The player at fault shall be automatically suspended for one (1) year from any LPR activities and other rugby competitions/activities in Quebec. 3 2.4 Only players aged 18 years old and over are eligible to participate in the LPR. As an exception, a minor player may participate as a senior in the LPR only if: a) The player is part of Team Quebec U18; b) A parent or legal guardian provides written consent and signs the Rugby Quebec Consent Form in the Addendum 2; c) The head coach of Team Quebec provides written consent and signs the Rugby Quebec Consent Form in the Addendum 2; The three (3) conditions are cumulative. The completed and signed Consent Form in the Addendum 2 shall be submitted to Rugby Quebec for approval prior to a minor player being allowed to play in the LPR. Article 3 — DIVISIONS AND SCHEDULE 3.1 Planning of the schedule 3.1.1 The schedule shall be prepared and officialised by Rugby Quebec following consultation with the League Committee and participating Clubs. 3.2 Changes to the schedule 3.2.1 Once the official schedule has been published, no date change shall be allowed unless agreed upon by all teams involved. In addition, no change to the schedule resulting in the start of a game prior to noon, or after 4:00pm, shall be allowed unless agreed upon by all teams involved. 3.2.2 Any Club playing at home shall have the possibility to change the field on which the game is to be played, until seventy-two (72) hours prior to such game and as long as the field is within a twenty (20) km radius of the initially scheduled field. 3.2.3 Any Club playing at home shall have the possibility to change a game kick-off time, under the conditions in Article 3.2.1., until seventy-two (72) hours prior to such game. 3.2.4 All changes to the schedule, except as detailed in 3.2.2 and 3.2.3., will be reviewed by Rugby Quebec and may be rejected. If the change is approved, the Club who made the request will be billed a fee in accordance with Addendum 3. The payment must be made via PayPal to the Federation de Rugby du Quebec ([email protected]) at the time of the request. 3.2.5 Any changes made to the schedule due to a force majeure shall not be subject to fees as indicated in the Addendum 3. The changes must be submitted to the Coordinator Member Services within twenty-four (24) hours after the initially scheduled game date. The Club will also have to submit a copy of proof of force majeure (example: official letter from the city indicating the closure of the field, etc.), otherwise the home team shall forfeit the game in accordance with Article 4.3.4.. 3.2.6 Any changes to the schedule caused by the participation by three (3) or more players of a team in a provincial or inter-provincial game of Team Quebec shall be free of charge. The change request must be submitted to the Coordinator Member Services within five (5) business days following the publication of the list of players for Team Quebec. The Club must submit the names of the players involved with the request. If the list of members of the provincial Team Quebec is published less than a week before the date of the game, the request for the change of the game must be submitted at least seventy-two (72) hours prior to the date of the game. 4 3.3 Schedule Format Men’s League: Super Ligue : Provincial 1 : Provincial 2 : Development : away/home games with reserve teams away/home games with reserve teams away/home games with reserve teams Refer to the official program Women’s League: Super Ligue : Provincial 1 : Development : away/home games with reserve teams away/home games Refer to the official program 3.4 Participating Teams 3.4.1 Every season, Rugby Quebec publishes the list of participating teams within a division based on the results of the prior season in accordance with Article 3.7. In addition, Rugby Quebec may establish certain additional conditions for promotion, notably the number of registered players, and may impose necessary penalties if such conditions are not respected, as long as teams have been informed within a reasonable timeframe. The highest ranked team will play at home against the team ranked fourth. The team ranked second will play at home against the team ranked third. The winners of those games will play the final. The winner of the final is declared champion. Rugby Quebec determines the field on which the final is played. Article 3.5.1, 3.5.2 et 3.5.3 are not applicable to mens Développement division. In this particular division: The first two teams of group A qualify for the semifinals. The third team in group A plays a quarter final game against the second team in group B. The winner of this game plays the semi-final against the second team in group A. The fourth team in group A plays a quarter final game against the first team in group B. The winner of this game plays the semi-final against the first team in group A. The winners of the semifinals play the final. The winner of the final is declared champion 3.6 Logistic 3.6.1 For all Men and Women divisions, all Reserve teams shall play before their First team. All Third team shall play before the Reserve team. 3.6.2 Article 3.6.1 is valid for regular season and playoff games. 3.6.3 All teams in the league must have at least one coach who is present, certified and registered as a coach with Rugby Quebec and Rugby Canada. 3.6.4 All teams in all divisions must possess numbered game jerseys. 3.6.5 All teams must have an alternate jersey in case of conflicting colours for a game. It is the responsibility of the home team to change jerseys in the case of such a conflict, which is determined by the match official. In the event that a team cannot comply with this regulation within a delay of 15 minutes of the scheduled game time, the team shall forfeit the match and Article 4.3.4 of the present document shall apply. 6 3.7 Promotion and Relegation 3.7.1 Men’s Divisions a) The team that finishes first in its division is promoted to the superior division, while the team that finishes last from that division is relegated; b) In the event that a reserve team forfeits more than two (2) games during the season, the Club will not be eligible for a promotion to the superior division. c) A team promoted to Super League, Provincial 1 or Provincial 2 must have a Second team (Reserve) to be eligible for promotion to a superior division. d) If a team loses its Reserve team during or following the season, it will automatically be placed in the Development division, regardless of its current division. In such a situation, if another team had to be relegated in the same season, it will remain in the same division due to the freed spot. e) If no Development team can access the P2 division, the last place team in P2 shall keep its spot in P2 and its Reserve in the P2 Reserve division; f) If a P2 team is relegated, its first team and reserve team will be relegated to the Development division; g) A new Club or new team shall be placed in the Development division for its first season. h) In the event a spot in a division is open following the application of the rules, Rugby Quebec, following a consultation with the League Committee, will designate the team that best conforms to the division to fill the open spot. 3.7.2 Women’s Divisions a) The team that finishes first in its division is promoted to the superior division, while the team that finishes last from that division is relegated; b) A team promoted to Super League must have a Second team (Reserve) to be eligible for promotion to a superior division. c) If a Super Ligue team loses its Reserve team during or following the season, it will automatically be placed in the Provincial 1 division. In such a situation, if another team had to be relegated in the same season, it will remain in the same division due to the freed spot. d) If no P1 team can access the Super Ligue division, the last place team in the Super Ligue division shall keep its spot in Super Ligue and its Reserve in the Super Ligue Reserve division; e) If a Super Ligue team is relegated, its First team will be relegated to P1 and its Reserve team will be relegated to the Development division. f) A new Club or new team shall be placed in the Development division for its first season. g) In the event a spot in a division is open following the application of the rules, Rugby Quebec, following a consultation with the League Committee, will designate the team that best conforms to the division to fill the open spot. Article 4 — COMPETITION REGULATIONS 4.1 Player Eligibility for the Playoffs 4.1.1 In order to be eligible to participate in playoff games, a player must have played a minimum of three (3) LPR games for the club during the season, in the division that the player wishes to participate or in a lower division. The three (3) games must have taken place on different date. 4.1.2 If a player has played in at least one (1) LPR game and an injury caused the player to miss three (3) LPR games, such player will be eligible to play in the playoffs. The player shall declare the injury to Rugby Quebec as well as provide medical evidence supporting the period of injury. 4.1.3 As soon as a player participates in a playoff game in a superior division, he is no longer eligible to participate in a game in an inferior division. The player is considered to have played in a game if his/her name appears on the game sheet. 7 4.1.4 Any member of Rugby Quebec has the right to make an appeal concerning the playoffs eligibility of a player in accordance with Article 4.1.1. of these Rules and Regulations. All appeals must be submitted within seventy-two (72) hours after the game in question. If the Coordinator Member Services decides that the player in question was not eligible to play according to these regulations, the team that is at fault shall forfeit the game and the opposing team shall have the opportunity to continue the playoffs in place of the team that is at fault. Financial penalties as well as other penalties related to a forfeit shall be imposed on the team that is at fault, in accordance with Addendum 3. 4.1.5 If the opposing team decides to not continue in the playoffs in place of the team that is at fault, the next opposing team in the following game shall automatically win the game by forfeit. 4.1.6 In the event that two (2) teams in a playoff match are found at fault according to the eligibility regulations, both teams shall lose by forfeit and shall be imposed the financial penalties as well as the other penalties related to a forfeit in accordance with Addendum 3. The opposing team of the next scheduled playoff game shall win that game by forfeit. 4.1.7 All issues related to player eligibility not included in these regulations shall be decided by Rugby Quebec. Decisions will be final and with no right to appeal. 4.2 Standings 4.2.1 For all divisions, standings shall be established from the first to the last team, depending on the number of teams in the division. 4.2.2 The team with the highest number of points shall be placed in the highest rank. 4.2.3 In the case of a tie in the standings, the tie-breaking criteria are as follows: a) The team with the fewest forfeits; b) The number of wins between the teams involved in the tie-break; c) The number of total wins; d) The points for/against differential; e) The most points scored by; f) The most tries scored; g) Random draw 4.3 Scoring System 4.3.1 Win a) During the season, a win is awarded to the team with the greater number of points at the end of regulation time; b) During playoff rounds, a win is awarded to the team with the greatest number of points at the end of regulation time. Otherwise, the team with the greater number of points at the end of added time (see Article 4.3.6.2a). Otherwise, the team with the greater number of successful kicks at goal (see Article 4.3.6.2d); c) During the season, a win is worth four (4) points in the standings. 4.3.2 Tie a) During the season, a game is declared a tie when both teams have the same number of points at the end of regulation time; b) There are no ties in the playoff rounds; c) During the season, a tie is worth two (2) points in the standings. 4.3.3 Loss a) During the season, a game is lost by the team that has the fewest points at the end of regulation time; b) During the season, a loss is worth zero (0) points in the standings. 4.3.4 Forfeit A team is considered forfeit for a game if: 8 a) The team is not present twenty (20) minutes after the start of the game; b) The team is not able to show virtual player cards twenty (20) minutes prior to the start of the game. It is the responsibility of each Club to ensure their players listed on the game sheet are eligible to play. The match official may, at his/her discretion, request verification of players eligibility. In addition, when in legitimate doubt about a specific player’s eligibility, any member of Rugby Quebec may request verification be made by the match official. c) The team arrives with less than twelve (12) players at the beginning of the game or if the team ends up with less than twelve (12) players on the field during the game due to injuries and/or definite expulsions. Temporary expulsions shall not be considered. d) The team does not have numbered jerseys before the start of the game; e) The team designates a match official, resulting from the application of Article 7.5, that is not certified and/or is not registered with Rugby Québec; f) In the case of a Reserve team, if the First team is considered forfeit in the same day in accordance with a) or c) of this Article. g) For any other reason stipulated in another Article of the Rules and Regulations. Consequences h) A forfeit results in a loss of points in the standings during the season and is a loss in the case of playoff rounds; i) A club that is at fault may be fined according to the rates listed in the table 2 in Addendum 3. Any penalty must be paid before the next game. The payment must be made via PayPal to Rugby Quebec ([email protected]); j) The team that is at fault shall lose points in the standings in accordance with Addendum 3. k) The score of a game where one (1) of the two (2) teams forfeits shall be twenty-eight (28) points for the non-offending team and zero (0) points for the team at fault. The non-offending team shall also be attributed one (1) offensive bonus point. The score for a game where both teams forfeit shall be zero (0) for the two (2) teams and no bonus points shall be attributed. 4.3.5 Bonus Points a) One (1) bonus point shall be added to the standings for a team that scores four (4) or more tries in a regular season game; b) One (1) bonus point shall be added to the standings for a team that loses by seven (7) points or less during a regular season game; c) A team that loses by seven (7) points or less and scores more than four (4) tries is thus awarded two (2) bonus points; 4.3.6 Extra Time 4.3.6.1 Extra time in a regular season game There is no extra time during the season. 4.3.6.2 Extra time in a playoff game a) If the two (2) teams are tied at the end of regular time in a playoff game, two (2) ten (10)minute halves shall be played. A two (2)-minute rest period shall take place before each extra time half. A coin toss shall determine which team is to kick-off or receive. The team that scores more points at the end of the extra time shall be declared the winner; b) The extra time shall be played in full and it is only at the end of the extra time that a winner shall be declared; c) If the two (2) teams remain tied at the end of the extra time, kicks at goal shall determine the winner. A coin toss shall determine the order of the kickers and the placement of the teams on the field, just like the beginning of a game. The winner of the coin toss shall decide if they wish to kick first or second. The first kicks shall occur from the intersection of the 22 m line and the middle of the posts. The kick competition shall continue with a different player until one (1) kicker from a team successfully kicks between the posts while the other kicker does 9 not (sudden death). The successful kicker’s team shall be declared the winner. Each team shall have the opportunity to attempt the same number of kicks; d) The kickers shall have to be on the field at the end of the extra time period. No player can attempt a second kick until all his eligible teammates have attempted a first kick. No player can attempt a third kick until all his eligible teammates have attempted a second kick. e) If a player gets injured during the kick competition and such player cannot attempt his kick, his/her team shall be given the loss for the game. Article 5 —GAME SHEET 5.1 Game Sheet 5.1.1 A team must ensure that the game sheet in Addendum 1 is duly completed. It must include, but is not limited to, the following information: a) Name of the coach; b) List of 15 players minimum to a maximum of 22 players; 5.1.2 A team that does not complete its game sheet as specified in Article 5.1.1 shall receive a fine as listed in Addendum 3; 5.1.3 The team must pay the fine before its next game. Failure to comply shall result in the application of Article 4.3.4. 5.1.4 The completed game sheet must be given to the match official at least twenty (20) minutes before the start of the game. 5.1.5 At the end of the game, the coach must sign the game sheet confirming the final result of the game and the number of tries. Both game sheets are given to the match official. 5.2 Rules regarding player participation in more than one (1) game within the same day 5.2.1. It is authorized for a player to be listed on the game sheet of a Reserve team as well as on the game sheet of the First team of the same Club during a single day under the restrictions of this Article. 5.2.2.No starting player (listed as part of the 15 starting line-up) for a game of a Reserve team shall be authorized to be listed as a starting player for the game of the First team. 5.2.3.No player is allowed to play more than 120 minutes during a single day in the season. 5.2.4.In case of non-compliance with Article 5.2.2 and 5.2.3., the First and Reserve teams will be declared forfeit as detailed in 4.3.4. Article 6 — INTERRUPTION OF GAMES 6.1 A match interrupted for reasons beyond anyone’s control shall be replayed in full at a later date with a 0 – 0 score, if the interruption occurs in the first half. If the interruption occurs after the first half has been completed, the game shall be considered played and the final score shall be the score when the game was stopped. This article is also valid if the match official must stop the game due to safety reasons in case of altercations or other circumstances judged dangerous. 6.2 A game interrupted in the case of force majeure (serious injury, delay for ambulance, weather conditions) shall be continued after the incident has passed. The length of the match may be reduced so that the day’s schedule is not drastically changed. The second half must have started in order for the score to stand. If this is not the case, the game shall be replayed in its entirety, with a 0 – 0 score at a later date. 10 Article 7 — MATCH OFFICIALS 7.1 Match Officials must be members in good standing with Rugby Quebec and they must be registered as Match Officials. 7.2 In the event that Rugby Québec cannot supply a referee for a game or if the referee does not report to the game, it is the responsibility of the home team to have a certified and registered referee to be the match official for the game. The home team shall communicate the replacement referee’s name to Rugby Quebec within three (3) days following the game. If a game is refereed by a non-certified or non-member person, the home team shall be considered forfeit in accordance with Article 4.3.4.. Any case of a forfeit due to an official that is non-certified or non-registered with Rugby Québec shall be submitted to the disciplinary committee to see if further sanctions should be considered. 7.3 Two (2) assistant referees shall be appointed to the provincial Women's and Men's finals. 7.4 Each club shall be responsible for providing at least one (1) developing referee to officiate a certain number of games throughout the season. The club shall provide as many referees as it has teams when it plays at home. These officials must be available to referee other games of the LPR on the same weekend. These games shall be assigned by the Rugby Québec assignee. 7.5 If a club cannot provide the number of qualified officials under Article 7.4, the club shall receive a fine in accordance with Addendum 3. 7.6 A club unable to provide qualified officials three (3) times during the season shall lose their right to participate in the playoffs. 7.7 Each official is responsible for the transmission of the score and game sheets in accordance with Rugby Quebec guidelines. An official who does not comply with the score validation deadline, which is Monday before noon (12:00 pm) shall receive a fine in accordance with Addendum 3. This applies both to regular officials and development officials (club). 7.8 If an official transmits a result that is erroneous, he shall receive a fine listed in Addendum 3. 7.9 An official who does not comply with the expulsion report submission deadline shall receive a fine in accordance with Addendum 3. 7.10 The official must communicate any technical anomaly to Rugby Québec via e-mail as soon as he notices it: [email protected]. 11 Article 8 — MEDICAL SERVICES 8.1 Recognition 8.1.1 Rugby Québec recommends that all Clubs have a recognized professional under Article 8.1.2 of the present document at their games. (See Safety Regulations.) 8.1.2 Recognized and non-recognized persons are determined as follows: a) Athletic therapist: recognized + concussion module; b) Physiotherapist: recognized + concussion module; c) Paramedic: recognized with limited knowledge (no taping, no concussion module); d) Graduate student (TS): recognized; e) Student (TS): recognized with supervisor; f) Kinesiologist: non-recognized; g) Osteopath: non-recognized. 8.1.3 All recognized persons must obtain and communicate the following certifications to Rugby Québec: a) WR: Player Welfare (http://playerwelfare.worldrugby.org/); b) Sport First Responder (SFR). 8.1.4 Rugby Québec’s medical committee recommends working with the Corporation des Thérapeutes Sportifs du Québec (CTSQ) due to its flexibility and efficiency. The CTSQ can provide a list of recognized athletic therapists for your season.
