MESSAGE FROM the city Manager
Earlier this summer, the City Council faced one of the most
challenging budget shortfalls in Daly City’s history. Ultimately,
the City’s ongoing structural deficit was balanced in part by
implementing service reductions in multiple departments,
including the Department of Library and Recreation Services. Cuts
were made in an effort to better align expenditures and revenues.
Changes for the 2016-2017 Fiscal Year include reduced library
hours and the closure of the Library and Recreation administration
office every Monday. Although operating hours have been
reduced, all four of Daly City’s branch libraries will remain open in
the coming year.
The new library schedule is effective on Monday,
September 12, 2016:
Bayshore Library will be open Tuesdays and Thursdays
(10:00 am to 6:00 pm).
John Daly Library will be open Mondays (10:00 am to 6:00 pm),
Wednesdays (12:00 to 8:00 pm), and Fridays (12:00 to 6:00 pm).
Westlake Library will be open Tuesdays (12:00 to 8:00 pm),
Wednesdays and Thursdays (10:00 am to 6:00 pm), Fridays (12:00
to 6:00 pm), and Saturdays (10:00 am to 5:00 pm).
Serramonte Library will be open Mondays and Tuesdays (10:00 am
to 8:00 pm), Wednesdays, Thursdays, and Fridays (10:00 am to
6:00 pm).

The elimination of youth sports programs was not an easy
decision for the staff or City Council. A decrease in the number of
participants and rising costs factored into the decision. Private, forprofit and non-profit youth programs have also grown in popularity
in Northern San Mateo County and San Francisco in recent years.
Many young athletes are choosing to participate in club sports
or private leagues, rather than recreational leagues the City has
traditionally offered. Today there are both non-profit and for-profit
youth sports leagues operating in Daly City that offer flag football,
tackle football, soccer, volleyball, youth baseball, and basketball.

Service reductions were also made in recreation program areas,
including the elimination of Youth Flag Football, Showcase League
Basketball, and the Teen Leadership Challenge retreat. The
City will continue to offer swimming lessons at Giammona pool,
a robust youth basketball league, afterschool youth recreation
program, summer youth recreation program, and youth baseball for
lower grades (Tee-ball through A-league).
The Department of Library and Recreation Services will continue
to seek partnerships to offset the rising costs associated with
operating libraries and youth sports programs. The Daly City Public
Library Associates (www.dcpla.org), a local non-profit fundraising
organization has contributed more than $100,000 directly to Daly
City’s public libraries in recent years to fund a variety of special
projects. Corporate sponsors contribute generously to Daly City’s
cultural events every year. If similar corporate donors choose to
support recreational youth athletics, it may be possible to reinstate
some of the programs that were eliminated earlier this year.

Congregate Nutrition Program
Lunch Program
The Congregate Nutrition Program is partially subsidized
by Older American Act Funds. There is a suggested
donation for meals, but everyone 60 and over is welcome,
regardless of ability to contribute. Meals are prepared and
served by Daly City staff with support of volunteers.
Lunch is served Monday through Friday at 12:00 pm.
All luncheons have limited space, with special event
days filling up fast. It is recommended that lunch tickets
are obtained in advance. For more information, contact
specific locations.

The 2016 Presidential Election, Part 2
On November 8, 2016, American voters will elect a new
president. This class will give students an opportunity to
have a better understanding of how the president is chosen.
This class, Part 2, will complete the process including the
campaign for election, the fight for battleground states,
presidential debates, Election Day results and the final
official result determined by the Electoral College.

Pre-school enrichment classes provide a rich early learning experience through music, nature, arts and crafts, exploration,
storytime, exercise, games, free play and pre-kindergarten academic skills. For potty-trained children. These classes emphasize
social, initial and Pre-K academic development that is needed for Kindergarten. For each child enrolled, one adult is required to
assist with at least three classes. For afternoon classes, children must be 5 years old by December 2, 2016.

be verbally guided through a sequence of gentle movements in order
to move with more ease. These novel lessons, called ATM or Awareness

For the development and sustainability of mind/body wellness and awareness, our skilled instructors offer an array of classes
to help adults and youth, men and women alike to meet your goals toward optimal health. Improve your immune system,

Mini-Hoops Basketball
This instructional co-ed program is for boys
and girls in the 1st and 2nd grade. Our
philosophy is to teach good sportsmanship
in team sports while introducing basketball
skills, all in a FUN environment. Each
session starts with a group clinic and ends
with the teams playing “mini” games on
lowered, 8-foot baskets. During the last
session, there will be a “Skills Contest” and
a presentation where every player receives
an award! The registration deadline is
Monday, September 19, 2016 or when
division is full.

Voluntutor Program (AYRP/ASES)
This program promotes professional and
personal development and service to the
community. It gives youth, ages 13-18,
an opportunity to work in the Afterschool
Youth Recreation Program. Voluntutors
work with Recreators at one of four sites;

their community and earn service credits

Scholarship Program
The "Build a Dream" Scholarship
Program enables disadvantaged Daly
City youth and seniors to participate in
the exercise, education, and cultural arts
activities offered by the Department of
Library and Recreation Services.
Overview
•Scholarship applicants must be
residents of the City of Daly City.
•It is the mission and policy of the City of Daly City to provide access for all
citizens to its Library and Recreation
classes, events and programs.
•The Scholarship Program shall be based upon an existing system for eligibility, utilizing San Mateo
County programs to establish
eligibility threshold. The purpose of
this shall be to ensure integrity of the
Scholarship Program which shall be
established in a manner that balances
administrative simplicity and efficiency
and individual confidentiality and
dignity, with the City’s need to verify
residency and income eligibility.
Refund policy
After a class starts, refunds/credits
will be granted only if the participant
can’t continue a class due to
extended illness or family emergency.
Refunds/credits will not be granted
for individual classes a participant
misses during a session. No
make-ups in most classes - inquire
with instructors.
Overview
In the interest of providing the public
and staff with an equitable and
consistent policy, the following
Refund Policy has been established
for providing refunds and credits
resulting from the cancellation of or
withdrawal from a Program, Class,
Camp or League offered by or through
the Department of Library and
Recreation Services.
•If, for any reason, a Program, Class,
Camp or League is cancelled by the
Department of Library and
Recreation Services, the customer
shall receive a full refund or credit.
•If a customer wishes to cancel their
enrollment and receive a full refund,
the request for a refund must be
made at least five business days
prior to start of the Program, Class,
Camp or League.

business days prior to the start date.
In all other cases, a customer
account credit shall be issued.
•No refund or credit is available for
the following Program, Class, Camp
or League: Drop-in classes, special
events, adult sports leagues, camp
extended care and one-day classes.
