Chimes Annual Report 2011
Energy The Capacity to Do Work The Power to Change Lives 2011 ANNUAL REPORT Dear Friends, It has been said that human energy is a priceless commodity. At Chimes, we respect the importance of managing and utilizing the energy from people and other resources to its fullest effect. When you think about it, the transfer, management and conservation of energy is the essence of what Chimes does every day. We transfer the collective energy of our 3,000 staff to the people we serve. In turn, this allows the people we serve to direct their energy towards activities that help them develop skills and fulfill their potential – from participating in activities in the community to holding down a job that affords them meaningful work and fair wages. Martin S. Lampner President In addition to managing human energy to its best effect, for the past decade, Chimes has made a commitment to better manage the energy we use to power the office buildings, work centers and residential facilities out of which we operate. In the past year, we have taken our most ambitious step yet by constructing and activating a 3,000-panel, 670-kilowatt solar installation at our headquarters in Baltimore City. Energy experts, elected officials and members of the business community alike have offered praise for this groundbreaking renewable energy initiative. We are proud to say the past year has been tremendously successful. Chimes continues to experience strong growth in an era of reduced government funding and a challenging economic climate. The people we serve, our staff, dedicated volunteers and generous supporters have played a large role in our continued success and we’ll look to them for further energy and input as we take on several new forward-thinking ventures in the very near future. Vice President of Washington Gas Energy Services, Sanjiv Mahan; President & CEO of Chimes, Marty Lampner; President & CEO of BITHENERGY, Robert Wallace We are directing new energy into expanding the services we provide throughout the mid-Atlantic and Israel. In the past, Chimes has found that investing energy generates additional energy and growth. We invite you to invest your energy and support with us as we challenge our donors to fully fund the new Irvin and Phyllis Levin Center through an ambitious $1.65 million capital campaign. We are confident you are up to the challenge! Learn more about this project on pages 8 and 9 of this report! While Chimes is excited about the continued growth of our agency, our top priority is to ensure this growth is enacted in a fiscally responsible manner, to make certain it is sustainable and to set the stage for future growth. On behalf of everyone at Chimes, I thank you for your interest in and support of the work we do for children, adults and senior citizens with disabilities. Sincerely, Martin S. Lampner President & CEO Chimes International Renewable Energy Enhances Chimes Bottom Line Chimes International continues to be a national leader in the nonprofit arena not only in the cutting-edge services the agency provides to people with disabilities, but also by adopting environmentally friendly practices that make good financial sense. Chimes International’s latest eco-friendly initiative was the activation of a 3,000-panel, 670-kilowatt solar installation at Chimes headquarters. The solar field is the largest in Baltimore City and will meet an estimated 60-70% of Chimes’ electricity needs at this location. Chimes headquarters is now one of the largest nonprofit facilities in the United States to draw a majority of its electricity from renewable energy resources. The electricity provided by the solar panels will give Chimes a predictable, less expensive, eco-friendly source of power for decades to come. Instead of being at the mercy of a fluctuating energy market, Chimes now has a firm handle on energy costs on a monthly and yearly basis. The solar installation was made possible through a unique collaboration between Chimes, Washington Gas Energy Services, Inc. (WGES) and BITHENERGY. WGES financed and owns the roof and ground-mounted solar array through which Chimes will purchase renewable electric power. BITHENERGY designed, engineered and constructed the system and will manage its ongoing operations and maintenance. From left to right: Executive Director of MD Clean Energy Center, Kathy Magruder; President & CEO of Chimes, Marty Lampner and Energy Adviser to Governor O'Malley, Abigail Hopper at Chimes Solar Installation Dedication. The solar project is the most recent of several eco-friendly initiatives Chimes has undertaken. Chimes International has also implemented aggressive energy conservation efforts at many of their facilities throughout Maryland, the mid-Atlantic and Israel. From weatherization projects, including the installation of insulation and energy-efficient windows to using more energy-efficient light fixtures and appliances, to promoting energy conservation practices to employees and persons served, Chimes realizes approximately $80,000 in energy savings each year. Chimes has also improved the fuel economy of their vehicle fleet by transitioning to hybrid vehicles and high-efficiency diesel where possible, netting an estimated $5,000 in savings per year. While all of these projects have a positive net impact on the environment, every dollar saved on energy use is invested in enhancing the services Chimes provides to people with disabilities. These dollars will be used to hire staff and create programs to assist people with severe disabilities. “Chimes is taking a bold step to reduce its dependence on the electrical grid by using renewable energy resources. Chimes should serve as an inspiration to other businesses throughout Baltimore and beyond that solar power is a practical alternative that can improve their bottom line.” — Robert L. Wallace, President and CEO of BITHENERGY 3 Chimes Maryland New Autism Program Aims to Bridge Gap for Young Adults Chimes Maryland is expanding its commitment to serving the needs of young adults with autism by developing an evidencebased approach to providing much needed services. Chimes has long recognized that as children with autism transition out of education-based programs in their late teens and early 20’s, they and their families face the daunting reality that there are a limited number of adult programs targeting their unique needs. The lack of services focused on young adults with autism is a looming crisis for people on the spectrum and their families, especially in light of the increased rate of diagnosis of autism, which has swelled to one out of every 90 children. In response to this need, Chimes Maryland is exploring opportunities to form strategic alliances that will allow them to bridge this critical gap and institute research-driven best practices when delivering service to young adults with autism. While the new program is still in the planning stages, Chimes Maryland hopes to expand their offerings to young adults with autism by late fall of 2012. Elected Officials Praise Chimes Energy Saving Initiatives Congressman Elijah Cummings and Baltimore Mayor Stephanie Rawlings Blake lauded Chimes Maryland’s efforts to weatherize facilities throughout the state at a National Weatherization Day event at a Chimes home in Mt. Washington. The weatherization initiatives have several direct and positive impacts on the individuals Chimes serves. Our residential and day facilities are more comfortable when properly weatherized – cooler in the summer and warmer in the winter. Other obvious benefits include lower utility bills and less wasted energy. Residential Offerings Continue to Grow and Evolve Chimes Maryland is cognizant of an increased need for residential services for older adults who require more complex care. To meet this demand, Chimes Maryland is poised to enhance its residential offerings by establishing four new homes for older adults in the coming year. Chimes School Students Energized by Basketball Star Dozens of students from Chimes School received a special visit and 1-on-1 instruction from basketball great Tamir Goodman. Dubbed “The Jewish Jordan” by Sports Illustrated, Goodman played hoops professionally in Europe and Israel for most of the past decade. Tamir shared his contagious energy and enthusiasm for life during a special program at Chimes School in February. The joy the students experienced was evident and their faces lit up as they ran up and down the court dribbling, passing and shooting. The clinic concluded with a scrimmage game, but there were no winners and losers on this day, just smiles all around. 4 Chimes DC It is interesting to note that Chimes DC was the first Chimes subsidiary to truly embrace the green initiatives that have now become the hallmark of Chimes business practices. The seed Chimes DC planted when they converted to eco-friendly cleaning products has blossomed into an agency-wide commitment to the environment. The momentum behind Chimes DC continues to accelerate with the addition of several new work contracts in the past year despite continued government cutbacks. The number of people employed through Chimes DC has increased to more than 1,600 and the total amount of revenue generated has increased to $70 million. Chimes DC has benefitted from the growth of military installations in Maryland and Delaware as a result of the federal government’s BRAC (Base Realignment and Closure) initiative. According to a report by the Maryland Department of Economic Development on BRAC, Maryland will gain 60,000 direct and indirect jobs with many of them coming to Fort Meade, Aberdeen Proving Ground, Andrews Air Force Base and Fort Detrick. Chimes DC is poised to leverage the expansion of these bases into even more new job opportunities for Chimes workers in the next few years. New work at Chimes DC added 171 jobs in 2011, including: — New employment program opportunity at U.S. Army War College – Carlisle Barracks, creating 25 new jobs. — Expansions of the Ft. Bragg contract including two new schools and a new command center, adding 61 new jobs. — Expansion of Aberdeen Proving Ground contract including two additional facilities creating 85 new jobs, with the possibility of more growth in the future. 5 Chimes Virginia & Potomac Region Empowering Young Adults with New Day Program Chimes Virginia continues to expand and adapt the services they offer in response to the evolving needs of the people they serve throughout the Commonwealth. In the past year, Chimes Virginia expanded its resources committed to supporting adults with a variety of barriers to independent living. A new clubhouse-style program has been established targeting the needs of younger people making the challenging transition out of education and schoolbased programs to become active members of the community. In addition, Chimes Virginia has expanded its successful partnership with the Knights of Columbus creating more residential options for the people they serve. Working with the Knights, a second home was opened in the past year, allowing people with disabilities to transition from institutional settings to a community-based setting that better facilitates personal growth and self-fulfillment. The Chimes Virginia Board of Directors has grown in the past year and the active group is actively recruiting additional members. Chimes counts on the energy and commitment of our boards to spur new services. Chimes Israel Ashkelon-Baltimore Connection Drives Growth Chimes Israel has been energized in the past year by the growth of their facilities that will allow the agency to serve more people from all three major communities in Israel at an even higher level. The Mayor of Ashkelon, Benny Vaknin, committed to working with Chimes Israel to establish a permanent home from which to provide services to people with disabilities in this coastal city. Mayor Vaknin visited Chimes existing program in Ashkelon and observed the need for more space. In addition to offering to work with Chimes to find a location for a permanent home in Ashkelon, the city has provided a temporary second location to ease the burden on the existing temporary site until the permanent site is completed and open. Mayor Vaknin also experienced first-hand the energy and support Chimes International offers Chimes Israel when he came to Baltimore this past summer for a visit in conjunction with the Baltimore/Ashkelon Sister City Partnership. Chimes headquarters hosted the only event where Mayor Vaknin and Baltimore’s Mayor, Stephanie Rawlings Blake, appeared jointly to recognize the cities’ ongoing partnership and the incredible work done by Chimes Israel. Chimes International President & CEO Marty Lampner and Chimes Israel Executive Director Jorge Zimmermann welcomed the mayors to Chimes and offered brief remarks. Taybeh Work Services Center to Double in Size In the Arab village of Taybeh, Israel, work began earlier this year on an expansion and remodeling of Chimes existing facility that will double in size. The construction should be completed in early 2012. The growth of this program and facility is emblematic of the fact that Chimes Israel’s programs are open to all. 6 Holcomb Behavioral Health Systems New Contracts, Grants and Fundraiser Electrify Holcomb 2011 was a year of exciting growth for Holcomb. The Kennett Square facility was awarded a major contract to handle all drug and alcohol counseling services for southern Chester County. This will allow Holcomb to drastically expand their prevention and education programs, serving 190 people and creating ten new jobs. Holcomb's Open Door was awarded a Delaware Strategic Prevention Framework Grant to fund substance abuse prevention programs in southern New Castle County, Delaware. Holcomb continues to leverage the energy and knowledge of young professionals via a pre-doctoral psychology internship program that draws participants from universities throughout the United States. Each intern carries an outpatient caseload and participates in clinical rotations in the areas of children/adolescents, substance abuse/dependency, special populations (forensic and geriatrics) and crisis management. As part of a joint effort between the Pennsylvania Office of Mental Health and Substance Abuse and the Office of Developmental Programs, Holcomb developed a new residential program in Lancaster County that will transition people with mild intellectual disabilities and psychiatric diagnosis out of institutional care and into a residential setting. Additionally, the Pennsylvania Commission on Crime and Delinquency tapped Holcomb to implement the SPORT, a youth drug and alcohol abuse intervention program that serves 300 teens in Delaware and Chester Counties. Several key facilities also benefitted from major upgrades thanks to a grant from the Pennsylvania Department of Health. More than 5,000 square feet of space was added to the Exton corporate office to accommodate new therapy rooms and a training center. The IT infrastructure at both the Upper Darby and Kennett Square locations was upgraded as a result of the grant and the HVAC system at Kennett Square was upgraded to a more energy-efficient unit. Expanding on an ongoing partnership with Immaculata University, Holcomb sponsored a regional conference for 150 psychologists, addiction counselors and social workers on the topic of "Trauma Informed Interventions." The supporters of Holcomb were energized by a fundraising golf event this summer at Wyncote Golf Club in southeastern Pennsylvania. 152 golfers teed it up and over $62,000 was raised from entrance fees and support from dozens of sponsors. The dollars raised will enhance services to the people Holcomb serves. 7 Chimes Delaware Chimes Challenges Donors with New Capital Campaign to Fund Construction of the Irvin and Phyllis Levin Center in Millsboro, Delaware Capitalizing on the energy of parents and board members, Chimes has embarked on an ambitious new capital campaign to raise $1.65 million to fund a new state-of-the-art facility to enhance services to people with disabilities in lower Delaware and beyond. Once completed, the Levin Center will be an 8,000 square foot, barrier-free, ADA compliant home for Chimes in lower Delaware. The new facility represents a long-term commitment by Chimes to this part of the state. The organization felt it was a prudent step to invest in a permanent facility as opposed to continuing to lease the space they have operated out of for nearly a decade, but are quickly outgrowing. The southern two counties in Delaware, Kent and Sussex, are the fastest growing counties in the state. There is an influx of relatively young retirees moving to the communities, in many cases with their adult children. There continues to be an increased need for Chimes services in this area. When construction is complete, Chimes Delaware will be able to double the number of people it serves and expand employment opportunities over time in lower Delaware with a strong potential for future growth. While some elements of the existing structure are being incorporated into the new facility, for all intents and purposes, the Levin Center will be a brand new building perfectly suited for Chimes needs. The center will house the support center for Chimes services in lower Delaware, including residential program directors, nurses and medical staff, administrative headquarters and supported employment staff. Construction on the new center is scheduled to be completed by the middle of 2012. Chimes Delaware has received two challenge grants in the amount of $100,000 each for the campaign. Family members Phyllis and Irv Levin (Irv is also a board member) have pledged a challenge grant of $100,000. FCE Benefit Administrators (Gary Beckman/ Steve Porter) and Benefits Consulting Group (Jeff Ramsey) combined to make an additional challenge grant of $100,000. At the date of publication of this report, $358,500 has been raised in response to these two generous challenge grants that will go towards funding Phase I of the campaign – renovation and construction costs (totaling $650,000). Chimes is eager to quickly max out these matching pledges in the very near future, leaving $250,000 to be raised to complete Phase I. Phase II of the capital campaign is focused on funding the $1 million cost of acquisition of the property and existing building at the site of the Levin Center. $100,000 has been raised by the Chimes Charity Chuckle earlier this year, energizing Phase II of this campaign. While Chimes International has secured long-term financing for the building, it is important to note that every dollar raised towards the purchase and renovation of the new facility reduces the amount that must be financed. The dollars saved will be invested in enhancing programs for people Chimes serves throughout lower Delaware. PHASE 1 Renovations and Construction $650,000 $358,500 U N F U N D E D PHASE II Property Acquisition $1 Million $100,000 D E B T Parents and Volunteers Empower Campaign A cadre of dedicated parents and board members has infused energy and an appropriate sense of urgency into the campaign. In addition to Phyllis and Irvin Levin’s contributions and support, Debbie Bunting, Bill Drake, Joyce Bowlsbey and Nick Eppinger have taken a lead role in educating and engaging other parents and community leaders in southern Delaware to help make the new Chimes facility a reality. 9 Chimes Delaware Stride for Awareness Gains Momentum Chimes Delaware and its supporters generated a lot of “foot power” this spring with another successful Stride for Awareness Walk at the Riverfront in Wilmington. The energy of the walkers was palpable as New Castle County Executive Paul Clark and Miss Delaware Kayla Martell joined hundreds of Chimes supporters, volunteers, employees, parents and persons served to take part in the 3K fun walk aimed at raising awareness and funds for Chimes programs and services. New Homes Opened for Chimes Residents Chimes Delaware continues to upgrade residential options available for the people it serves. Renovations to two new single-family homes were completed in 2011 and opened to people served by Chimes. These new barrier-free homes are in addition to the eight homes that were opened in 2010. 10 2011 EXPENSES $161,481,673 Administrative Expenses: $20,392,457 Administrative: 12.6% Mental Health Services: 12.6% Employment Contractual Services: 38.6% Developmental Disabilities Services: 35.9% Grants: 0.1% Fund Raising: 0.2% Fund Raising Expenses: $246,021 2011 INCOME $164,822,329 Fund Raising / Investment Income: 1.3% Mental Health Services: 14.3% Employment Contractual Services: 42.2% Developmental Disabilities Services: 42.0% Management Fees 0.2% 2011 INCOME BY SOURCE Chimes International: 0.2% Chimes Virginia: 3% Chimes D.C.
