Response: The total volume of excavated material proposed from the DNR project is 86,720 cubic yards. The total fill placement is 90,420 cubic yards, of which 79,160 cubic yards of fill material is at or below the Base Flood Elevations, and 11,260 cubic yards of fill material is planned to be placed above the Base Flood Elevations. 2. A statement addressing the three standards in Section 62.860 of the ordinance. 62.860 CONSTRUCTION STANDARDS IN THE FLOOD PRONE DISTRICT The requirements applicable in the Flood Fringe District, as defined in Section 62.840 shall apply in the Flood Prone District and, in addition, in deposition of any fill or spoil from dredging of sand and gravel operations, the construction of any structure, or the grading or paving of any areas shall require certification by a registered professional engineer, or hydrologist that the following conditions have been met: 1) Fill deposited in the Flood Prone area shall be no more than the minimum amount necessary to conduct the use. Response: The fill material being placed is a minimum amount necessary for the development of the property. The fill material is being placed to bring the proposed buildings and parking lots above the base flood elevations. 2) No net loss of capacity for surface storage of flood waters shall result from the activity. Response: The fill material proposed on the Meadow Lakes project is the excess excavated material from the DNR realignment project. The total volume of excavated material proposed from the DNR project is 86,720 cubic yards. The total fill placement is 90,420 cubic yards, of which 79,160 cubic yards of fill material is at or below the Base Flood Elevations, and 11,260 cubic yards of fill material is planned to be placed above the Base Flood Elevations. 3) The effect of such activities in the Flood Prone area shall no result in an increase in erosion potential on the site. Response: Erosion potential will be managed through use of BMP’s which will be in place prior to and during earth moving activities. The site will be restored with seeding following turf establishment and BMP’s will be removed accordingly. 3. An indication of the areas of the DNR project that are being graded and fill removed.
