E V E N T P R O G R A M FROM THE PRESIDENT Welcome to Las Vegas and the 2014 National Singles Championships! Congratulations on making it this far! Over the next few days, your talent will once again be put to the test. You’ll play against the most intense competition you’ve likely ever faced. Our goal is to make your national tournament experience a memorable one. We have lots of tournament action planned! In conjunction with our 8-Ball Classic and 9-Ball Shootout National Championship competitions, we’re also hosting the 8-Ball and 9-Ball Doubles Championships and the Wheelchair Challenge. In addition, we are also offering nearly round-the-clock MiniMania tournaments open to all APA members. Two world famous trick shot artists, Tom “Dr. Cue” Rossman and internet sensation Florian “Venom” Kohler will be here signing autographs and interacting with fans. For participation in the Preregistered Championships, you must have entered and paid the entry fee prior to the deadline of March 14, 2014. 2. Table fee is $1.00 per game. 3. There is an enforced casual dress code. Any player that the APA considers inappropriately dressed will be asked to change. 4. In order to conduct a fair and equal tournament for all APA players, APA must ensure that all participants are playing at skill levels that are not below their true ability. Accordingly, the APA may disqualify any team if, in APA’s sole judgment and absolute discretion, one (1) or more of its players are deemed by APA to be playing at a skill level below their true ability. The determination of whether a player is playing at a skill level below their true ability is necessarily subjective; APA is the sole judge of a player’s ability and may make such a determination in its absolute judgment and discretion. 5. You must be at least 18 years of age to participate. 6. Any player entering or participating under fraudulent circumstances will be disqualified. 7. APA has the absolute and final authority to make all rulings affecting participation in the APA Preregistered Championship programs, including player ability (i.e., correction of skill levels) and disqualification. Disqualification from this event for any reason will mean forfeiture of all titles, awards, prize money, and minimum two year suspension from the League. The 2014 APA Wheelchair Challenge (Event) will take place May 3 & 4, during the APA National Singles Championships. Registration will take place on Saturday, May 3 from 8 AM – 11 AM. (five scores in 8-Ball and five scores in 9-Ball will not be considered 10 scores.) • If a player has the required 10 scores in 8-Ball they may participate in a 9-Ball MiniMania Event, however their skill level will be raised one level. (8-Ball skill level is a 4, the 9-Ball skill level is a 5, except skill level 7’s must compete as 9’s). • A player with the 10 required scores in 9-Ball may participate in an 8-Ball MiniMania Event, however their skill level will be raised one level (9-Ball skill level is a 4, the 8-Ball skill level is a 5.) 14 • In order to conduct a fair and equal tournament for all APA players, APA must ensure that all participants are playing at skill levels that are not below their true ability. Handicap manipulation compromises the fairness and integrity of tournament play and cannot be tolerated. Accordingly, APA may disqualify any player if, in APA’s sole judgment and absolute discretion, the player is deemed by APA to be playing at a skill level below his/her true ability. The determination of whether a player is playing at a skill level below his/her true ability is necessarily subjective; APA is the sole judge of a player’s ability and may make such a determination in its absolute judgment and discretion. • Any member who is currently suspended in their local area, or has a national suspension, will not be allowed to participate in these events. • Your current APA membership card is required. Any player who does not have a membership card may obtain a temporary card at the MiniMania Control Table for $5.00. • There is a 24-hour event registration window. • Photo identification is required during play and again at cash payout. • Only the person entering an event may register. No one may register for you. NO EXCEPTIONS. • Both partners must be present to register for any Doubles event. • You will have only a 15-minute grace period after your match is called or you will forfeit. • You will have up to 15 minutes prior to the event to be able to sell your entry. NO EXCEPTIONS. All sales must be made through the MiniMania Control Table. • All tournaments are Single Elimination. • All tournaments are 100% payback of entry fees. Winnings must be collected prior to the close of MiniMania on Sunday, early morning or they will be forfeited. • All APA rules are in effect at all times. • Dress code will be enforced. • NO GAMBLING! • No refunds of entry fees. • $1.00 Table per game. • All MiniMania events are cash only. Credit Cards are not accepted. REQUESTING A REFEREE TOURNAMENT DRESS CODE Referees are not active participants in match play. This means Referees will not presume a particular shot might result in a "bad hit" or any other condition that could produce a foul, and will not make calls or rulings unless officially requested to do so. Referees are typically assigned to more than one table at any given time, but even in those cases when only one table is involved in competition, the following procedures must be followed: The dress code for the event is nice casual. The Tournament Director determines any dress code violations. Any person deemed by the Tournament Director to be in violation of the dress code will be asked to leave the tournament room and return in proper attire prior to participating. No match will be delayed due to dress code violations. Do not take a chance on forfeiting a match due to a dress code violation. 1. In most instances, Referees will not enter the playing area unless the match has been temporarily halted by a CURRENT MATCH PLAYER. You halt a match by calling a REFEREE TIMEOUT, which allows time for the Referee to get into position to view the upcoming shot. A Referee’s decision is final. Do not simply look over at the Referee, or ask the Referee to WATCH THE HIT, expecting some action to be taken. You must first halt the match and request a Referee to make a call or ruling. PLAYERS are not allowed to halt a match using the REFEREE TIME-OUT in an ill-timed manner, or in situations that are obviously unnecessary. PLAYERS that abuse the use of the Referees are subject to loss of time-outs. Here are some examples of ill-timed and unnecessary use of a Referee: a. You ask the Referee to "just watch what happens next" without calling a REFEREE TIME-OUT. b. Your opponent is shooting at a loose ball and no potential foul is obvious. c. You wait until the last possible second to call REFEREE TIME-OUT. If the player has already stroked the shot, the call automatically goes to the shooter. Using the REFEREE TIME-OUT as a means to SHARK opponents will not be tolerated. Please remember that it is the responsibility of the PLAYERS, not the Referee, to be aware of potential infractions. Study the table situation and call a REFEREE TIME-OUT if you feel that an infraction is likely to occur. The Referees are here to help you. 2. Contested plays will be handled by calling a REFEREE TIMEOUT, and asking the Referee if he or she was watching the table at that time and was in a good enough position to make a call or ruling. If the Referee replies affirmatively, the Referee will make a binding call. 3. Situations involving potential rules violations are also handled by calling a REFEREE TIME-OUT. If necessary, the National Rules will be checked. The Tournament Director (or Floor Manager) may also be consulted in order to render a decision. 4. Situations not requiring calls or rulings may be brought to the attention of the Referee by the PLAYER ONLY. No other person is allowed to ask for Referee assistance in NON-PLAYING situations. If the request is reasonable, the Referee will monitor the situation and take appropriate action. If the problem cannot be solved to everyone's satisfaction, the match will be temporarily halted, the Tournament Director (or Floor Manager) will be called and the parties involved will discuss the issue. Please treat the Referees with courtesy and respect. These APA League members have volunteered for this duty in order to make your competition more enjoyable. Players treating Referees in a disrespectful, demeaning, or uncooperative manner are subject to disqualification by the Tournament Director. poolplayers.com You are competing in one of the most prestigious amateur singles tournaments in the sport of pool. Please be aware that this event attracts local and national media attention. Radio and television media, as well as local newspaper and national sports magazine reporters, are becoming increasingly interested in the sport of pool and some of these people may only appear to be spectators in the crowd. Expect that you will be taped for televised segments of sports news, amateur tournament videos, or you may be professionally photographed at any time during the event. Be prepared by dressing appropriately. Please do your part in enhancing the image of the sport by adhering to this dress code. Tournament Play Men’s proper dress will include dress slacks, nice jeans, dress shorts (including nice denim), collared or non-collared shirts in good taste with casual leather or canvas shoes. Women’s proper dress will include dress slacks, nice jeans, skirts and dress shorts (including nice denim) of appropriate length (shorts must have at least a 5” inseam), designer warm ups, dress blouses or sweaters, collared and non-collared shirts in good taste, with casual leather or canvas shoes. Semifinal & Final Matches The attire for men and women during the semifinals and finals will be nice casual. No hats, denim shorts, or jeans are allowed during the semifinal and final matches. SPORTSMANSHIP THE KEY TO A SUCCESSFUL EVENT APA Leagues are about the excitement of competition, but more importantly, they’re about fun. We want our members who compete in the National Championship events to have the experience of a lifetime. An important ingredient in that experience is good sportsmanship. Sportsmanship is the key to the success of weekly APA League play and APA national tournaments. We realize the level of competition in our National Championships may be unlike any you have ever experienced. But please don’t let your competitive fire overshadow the level of sportsmanship you express to your opponent. Be sure to introduce yourself to your opponent, shake their hand and wish them luck before a match. If your opponent makes a great shot, don’t be shy about telling them so. More importantly, if your opponent makes a bad shot or a mistake during the match, don’t openly celebrate their misfortune. An easy way to exhibit good sportsmanship is by simply putting yourself in your opponent’s position. If you were to scratch, or sink the 8-ball out-of-turn, how would you feel if your opponent cheered or clapped? A more appropriate response might be, “Tough break,” or simply saying nothing at all. Win or lose, thank your opponent after the match and, once again, shake their hand. And don’t forget, if your opponent displays great sportsmanship during the match, nominate them for the sportsmanship award. Remember that everyone who qualifies to compete in a National Championship is already a winner and a champion, so be sure to treat them as such! The APA has established guidelines to limit match play time in an effort to produce a tournament that adheres to a schedule that is productive and enjoyable for all the participants. We have a full schedule of rounds that must be completed in a timely manner. We strive to offer the best environment and playing conditions for our participants, while fulfilling our obligations to the tournament facility. The guidelines we have set are more than adequate for tournament status play; in most cases actual match play will take less than the time allotted. Please be courteous; long matches are exhausting to all the players. We ask for good sportsmanship in keeping to the schedule. PRACTICE TIME - Practice is not allowed on any tournament table, except during specified periods, and only with the permission of the Tournament Director. You are encouraged to practice on all tables designated for that purpose, and are asked to share the practice tables with any other contestants who wish to use them. Generally speaking, a 10 or 15 minute time limit is advised for any one or two individuals using the practice table if other contestants are waiting. Any table designated as a practice table during the event should be reserved for those contestants who have not yet been eliminated from the tournament. Practice is not allowed on tournament tables during play, even though a table may not be in use during short periods. NO GAMBLING - Gambling is not permitted and will not be allowed at any League function. Therefore, League members are not permitted to gamble at the tournament site, even following elimination from the tournament. Any contestant involved with gambling risks disqualification from the tournament and forfeiture of all awards and prize money. BEVERAGES - Hotel regulations prohibit coolers or outside beverages in hotel ballrooms. Beer and other beverages are available. Please do not bring in coolers or outside beverages. Glass beverage containers are prohibited in Tournament rooms. FORFEIT TIME - Forfeits will be determined 15 minutes after a match has been called. If a player has registered for the tournament, every effort will be made to locate the player before a forfeit is declared. The Tournament Director determines when a match is officially forfeited. COACHING – Coaching is not permitted. Violations could result in a foul being called for illegal aid. Do not confer with anyone other than your opponent, referee or the Tournament Director; it could be misunderstood as coaching. OBLIGATION TO PRESENT AND CHECK IDENTIFICATION OF ALL PLAYERS: All tournament participants must have a current valid Photo ID in the form of a state-issued Drivers License or non-driver Identification Card from their state of residence, a Military ID, or a Passport. You must have your Photo ID with you at all times during the tournament and be able to present it before every match. You cannot play in any match if you do not have your Photo ID with you inhand. You should present your Photo ID – without being asked – to your opponent before the start of your match. If you do not have your Photo ID, your match will be forfeited to your opponent. It is not acceptable that you do not have your Photo ID with you – that it was lost, left in your room, or that you need to go get it. Your individual match will be forfeited without right of protest or appeal. Additionally, anyone playing (whether intentionally, knowingly, or accidentally) an imposter or a player who cannot verify his/her identity is subject to immediate disqualification from the Event and indefinite suspension from further participation in the APA, in APA’s sole judgment and discretion. It is the responsibility of every player to verify that your opponent has current valid Photo IDs that positively identify them as being the person participating in your match. Do not assume a player is who they say they are. Do not assume that APA or another player has previously verified their identity. Please understand with the thousands of participants in the Tournament Event, it would not be possible for APA to verify the identity of each player. You are the first line of defense to ensure that your opponents are all who they say they are. If an opposing player has not voluntarily presented his/her Photo ID for verification, it is your responsibility to request the opposing player present his/her Photo ID and be satisfied that with the opposing player’s identity prior to the lag. If you are not satisfied with the identity of an opposing player, you must immediately call over a Tournament Referee to examine the identity of the questioned player. If the Tournament Referee cannot readily verify the player’s identity from the player’s Photo ID, he may consult the APA Tournament Director. The determination of identity made by the APA Tournament Director, in his/her sole discretion and judgment, is final. If you have failed to verify each opposing player prior to the lag and an opposing player turns out to be an imposter or not have a valid ID, in APA’s sole judgment and discretion, your team may be bound by the results of the match and your team may not be granted any relief or remedy. It is good sportsmanship to present your Photo ID before you play each and every match at the event. It is not poor sportsmanship to question the identity and require a valid Photo ID of each and every opposing player. FRAUDULENT CIRCUMSTANCES - Any player who enters or participates under fraudulent circumstances will be disqualified. SCOREKEEPING - Scoresheets with innings recorded and defensive shots marked must be kept by both players or by an official scorekeeper. If it is determined a player is not marking defensive shots, then the National Handicap Review Committee may arbitrarily raise that player’s skill level. Scoresheets must be signed and turned in to the Control Table to receive credit for match wins. Refusal to sign a scoresheet does not affect any match protest. It is the responsibility of the winning team to make sure the Control Table receives proper scoresheets. 8-BALL ONLY - Mark Early 8’s (E8), 8-ball Scratches (8S), 8-on-the-Breaks (8OB), and Break and Runs (BR) on your scoresheets. Patches for 8-on-the-Break and Break and Runs may be awarded. Patches must be claimed by the Player at the Control Table when the scoresheets are turned in for processing. 9-BALL ONLY - Mark all balls pocketed, dead balls, Break-and-Runs (BR) and 9on-the-Snaps (9OS). Patches for 9-on-the-Snap and Break and Runs are awarded. Patches must be claimed by the Player at the Control Table when the scoresheets are turned in for processing. IMPORTANT NOTE: ANY PLAYER CAUGHT FRAUDULENTLY KEEPING SCORE— ADDING INNINGS, ALTERING SCORESHEETS IN ANY WAY, ETC. — IS SUBJECT TO DISQUALIFICATION. 16 9. 10. 11. 12. 13. 14. 15. 16. 17. 18. 19. 20. 21. a. DRESS CODE - Proper attire must be worn at all times in and around the tournament site. The Tournament Director shall determine what is proper attire, and is responsible for requiring the change of improper attire on the part of any contestant. Any change of improper attire is not just cause for delay in the progress of a match. Refer to the Tournament Dress Code to learn what is considered proper attire. The dress code will be enforced. NO EARPHONES - It is not permissible to wear earphones of any type during Tournament play. This includes ear buds, headphones, headsets, Bluetooth devices, etc. CELL PHONE USE - During the shooter’s turn at the table, cell phone use is prohibited for that player. NO SMOKING – Due to Nevada state law, smoking is not permitted within the tournament room. GAME RULES - APA game rules apply. Any and all Local Bylaw(s) or interpretation(s) which are not in full accord with the National Rules established by the APA do not apply to your participation in the National event. It is your responsibility to know what is a National Rule (or standard), and what is a Local Bylaw (or standard). The game rules used during your event are covered in the Official Team Manual. You should be familiar with these rules. SKILL LEVELS - The APA is the sole judge of a player’s ability, and may at any time raise a player’s skill level if the APA believes that he/she is not playing up to his/her true ability. It is especially important the skill level at which you participate in this event reflects your true ability according to National Rules and standards. This is your responsibility. You are advised by the APA to make certain you fully understand and conscientiously follow all of the National rules and standards. If you determine that your skill level is not accurate, then you must notify your League Operator or Tournament Director prior to entering and playing in the event. Doing so will not necessarily prevent your disqualification; it will, however, help in determining your eligibility status. *If a player is currently active in more than one APA League area, the player must certify and participate at the highest skill level. FOULS - Each player is advised before taking ball-in-hand, to make certain you actually have ball-in-hand. If you do not confirm ball-in-hand with your opponent, or with Tournament Officials, and there is a difference of opinion, then you subject yourself to the potential costly mistake of fouling the cue ball unknowingly. CUE BALL FOULS - The cue ball is always alive. Do not touch the cue ball while it is still rolling. Doing so may result in a foul. CLOSE SHOTS - If a shot looks like it may result in a “bad hit,” stop the game and get a Tournament Official to make the call. Either player may stop the game to ask for a call. The decision of the Tournament Official is final. If a shot is close and a Tournament Official is not called, the ruling will have a tendency to be in the shooter’s favor. MARK THE 8-BALL (8-Ball Only) – A coaster, pocket marker or any other reasonable marker must be placed by the pocket the 8-Ball is intended to enter. (To avoid confusion, we do not recommend marking the pocket with chalk.) If a player pockets the 8-ball without marking the intended pocket, and the opponent calls loss of game, it will result in a loss of game. Both players may use the same marker. Only one marker should be on the table. However, if more than one marker is on the table, as long as you clearly mark the pocket where you intend to pocket the 8-ball you have properly marked the pocket. If the marker is already at the intended pocket from a previous attempt or game, it is not necessary for the shooter to touch it, pick it up, or reposition it. Anyone may remind a player to place the marker and it will not be considered coaching or a foul. DISQUALIFICATION DUE TO SKILL LEVEL INCREASE - If Higher Level Tournament play is to be truly meaningful and rewarding, then those who play below their true ability must be penalized. Any evidence of a player playing at a skill level below his/her true ability, should be reported immediately to the Tournament Director. In order to conduct a fair and equal tournament for all APA players, APA must ensure that all participants are playing at skill levels that are not below their true ability. Handicap manipulation compromises the fairness and integrity of tournament play and cannot be tolerated. Accordingly, the APA may disqualify any player if, in APA’s sole judgment and absolute discretion, the player is deemed by the APA to be playing at a skill level below their true ability. The determination of whether a player is playing at a skill level below his/her true ability is necessarily subjective; APA is the sole judge of a player’s ability and may make such a determination in its absolute judgment and discretion. A National Handicap Review Committee, consisting of APA National staff members, League Operators, and APA National Tournament Directors has been formed to review the performance of each player after every round of play and make skill level adjustments as necessary. They will also investigate complaints and review elevated skill levels to determine the eligibility status of the players. Players may be disqualified at any time during or after tournament play if the committee concludes the player has, without justification, played at a skill level below their true ability. It is up to the disqualified player to provide an explanation or justification for the elevated skill level. PROTESTS - All protests must be made to the Tournament Director in a sportsmanlike manner. There is a $50.00 filing fee for any protest, which is refundable if the player filing wins the protest. Any player disrupting the tournament, causing a scene, or causing other problems at or around the tournament site will lose the right to protest. The Tournament Director will resolve all issues on the spot. The APA is the highest authority. Any rulings made by the APA are final. RULES OF CONDUCT -The APA has established and will strictly enforce the following conduct rules for Higher Level Tournament play. No loud, abusive or profane language will be tolerated at this tournament. You are in the League to have a good time and to enjoy some friendly competition. If you experience a problem, one of the Tournament Officials will address it; simply bring the matter to our attention. Remember that in each situation the ruling will favor one side against the other side, and it is required that each player accept official rulings without causing a scene. b. Unsportsmanlike conduct directed to the opposing player or Tournament Official is not allowed. c. Anyone involved in an incident that includes either physical abuse or the throwing of an item will be disqualified immediately, and required to leave the tournament premises. d. Anyone caught hitting a cue against the table, wall, floor, etc., or recklessly swinging a cue will be disqualified immediately and required to leave the tournament premises. e. Abusive behavior directed to the Tournament Director or any of his/her designates will not be tolerated. f. Excessively slow play will not be tolerated. You will be warned before any penalty occurs. The penalties for violating any of the six categories detailed above are as follows: A warning may or may not be given, depending upon the severity of the situation. 1. Penalty Level 1 - Your opponent will be given ball�in�hand. If the player is still shooting, or already has ball�in�hand, then that player will be allowed to shoot until missing, and then be given ball�in�hand again. 2. Penalty Level 2 - Your opponent will be granted the game. (In 9�Ball, your opponent will be granted the game, along with points for all balls remaining on the table.) 3. Penalty Level 3 - Your opponent will be granted the match. 4. Penalty Level 4 - Disqualification. Note: If the violation or disturbance that caused the initial penalty level to be levied does not cease, the Tournament Director and/or designated assistant has the right to go from one penalty level to the next penalty level immediately. 22. WARNINGS - If a warning is given in an individual match, that warning will follow the player throughout the remainder of the event. For example, if a player is warned for sharking their opponent, and in a subsequent match the same player is warned for sharking their opponent, the result will be ball-inhand for the opponent. Such warnings will be noted by a Tournament Official on the scoresheets. 23. SPORTSMANSHIP - The primary objective of the League has always been to provide players of all abilities with the fun and enjoyment of friendly competition. Naturally it is expected that each player arrived hoping to do well, and all players will be doing their best to win. On the other hand, each player is also expected to accept defeat in a sportsmanlike manner. Two common violations of good sportsmanship are conceding an unfinished game and undoing a cue during play. Both forms of conduct are frowned upon by professionals, and should be eliminated from amateur play. All players are asked to allow opponents to finish the game before racking the balls or undoing cues. No penalty will be assessed unless, in the opinion of the Tournament Director, a repeated violation of this conduct rule occurs. Another area of good sportsmanship concerns fouls. A foul is a foul and should be observed as such. Occasionally, a player feels that a foul is a foul only if they get caught. Generally speaking, a professional player will call a foul on themselves. Likewise, good sportsmanship in the amateur ranks requires a player to admit a mistake, and live with the consequences. However, it is technically a player’s responsibility to protect the outcome of his/her match. Pay attention to your game. A Sportsmanship Award is given at the end of each event (8-Ball Classic, 9-Ball Shootout and all Preregistered events.) You may vote for players/teams by making comments on the back of your scoresheet or by using the Nomination form included in your Event Program, and submitting it to the Control Table. Additional forms are available at the Control Table, if needed. 24. EQUIPMENT REGULATIONS – In general, any piece of equipment designed specifically for pocket billiards, with the exception of jump cues and laser devices, is acceptable in APA Tournament play. Special equipment, such as bridges and cue extenders, are legal. You may change cues during a game. Jump shots are legal, when executed properly, but such shots must be attempted with a regular shooting cue*. Players are not allowed to break their cue sticks down and use just the shaft to attempt jump shots. Specialty cues, such as break cues** and jump cues, may not be used to perform jump shots***. *Any standard pool cue used to shoot the majority of shots in a match. **Any cue specifically designed for breaking. This does not include regular shooting cues used for breaking. ***Any piece of equipment not covered by this rule and in question will be ruled upon by APA. Cues with moveable parts will generally NOT be allowed. Any equipment bearing any message or image of a sexually explicit or political nature, or a message or image which may be offensive due to the use of profanity or by the virtue of its promotion of violence, alcoholism or substance abuse shall be prohibited from use in all APA events. The Tournament Director shall be the enforcing authority of this regulation. The Tournament Director shall have the right to inspect a player’s cue(s) at any time during a tournament without prior notice to the player, and if the cue(s) are found to be in violation of this regulation, the player shall immediately cease using the objectionable cue during tournament play, or face immediate disqualification and forfeiture of all prize money earned and/or entry fee paid. 25. DISQUALIFICATION – APA has the absolute and final authority to make all rulings affecting participation in the APA Singles Championship programs including player ability (i.e. correction of skill levels) and disqualification. Disqualification from this event for any reason will mean forfeiture of all titles, awards, prize money, and minimum two year suspension from the League. Disqualification can occur prior to, during, or after the event.
