Westbank Community Library District
a message
from the Director
Another fascinating, challenging, chaotic
year has flashed past. The year started out
with a whimper as a number of longtime
staff members retired, moved or struggled
with health problems. We were very fortunate to attract outstanding new employees
who have brought new ideas and boundless
talents to supplement the skills of our wonderful staff. Our volunteer program, with
over 300 teens and adults, continues to be the envy of libraries
across Texas.
We’ve almost doubled our programs over the last two years; created a new collection of downloadable ebooks and audiobooks;
joined Facebook; spent hours working on a new logo, mission
statement and website; and filled our shelves with a collection of
over 100,000 items. We hosted our first annual signature event
“In the Garden” with 34 unique programs, including birds of prey,
telescopes, chefs, and geocaching and even started work on a
huge community garden that we hope to open this spring.

At least three times a week, someone stops by to tell me about
much they enjoy our libraries. Community feedback is what enables us to provide the programs, services and materials that people want, so we are always interested in your thoughts.

positions, putting their faith in our
ability to responsibly oversee funds
and policies that affect the workings of
our library district.
Our District manages its revenue with great care. Sadly state and
federal funding for Texas public libraries was all but eliminated in
the last legislative session. Sales tax revenue has been flat for several years, so additions of services are always balanced by elimination of underutilized programs.
This past year, our budget of $1.5 million covered expenses for books, technology, maintenance, human
resources, bookkeeping, elections, salaries, legal services and investments. The ability to accomplish this is made possible by the impressive effectiveness of our staff and dedicated volunteers.
The Texas State Library annual provides a conservative estimate
of the District’s return on investment. This year the report documents that for each $1 spent, the community received $7.89 in
value for a total value of $10 million. Reserves of more than
70,000 items continue to be an immensely popular service as
does wireless access that averages over 120 connections per hour
at the Westbank facility. Our most amazing statistic for the year is
that our librarians hosted or presented 965 programs that were
enjoyed by over 18,000 people.
With tight control over use of funds, a slightly stronger tax showing
this past year and the availability of a lower interest rate, we found
ourselves able to restructure our loan. Ultimately, this allowed us to
make a significant payment towards the principal and to avoid a future
$1.5 million balloon payment.
The volunteers honored Gene Hudgins, a wonderful lady, as this
year’s Volunteer Extraordinaire. Gene started volunteering in
1995 and has since donated over 1500 hours to help process
thousands and thousands of books. It would be impossible to operate two first class libraries with the equivalent of just 16 full
time staff members without our loyal and dedicated volunteers.
The Lovell Family created a lovely garden in memory of longtime
volunteer Pat Lovell and fabulous minerals were purchased from
memorial donations to honor Mardi Wheeler.
The Friends group, under Frances Boyd’s leadership, hosted a
delightful October event called The Halloween Howl, added
popular monthly children’s movies, raised money for the library
and teen scholarships, plus organized a gardening series and
family game nights!
Our trustees led by President Mindy Kidd meet monthly to guide
the ever evolving District. Trustees Cheryl McNelis (treasurer)
and Mindy Kidd were re-elected in May. Other trustees are Dick
Inform!
We love that so many of you think of the library as part of your family. With that in mind, when it’s time for you to manage your own
finances, whether it be charitable donations or legacy gifts such as
bequests or honorariums, we would be honored and grateful if you
thought of the library as a suitable beneficiary of these funds. These
gifts allow the library to continue to provide the exceptional service
that the community has come to expect and enjoy.
Of course, none of our accomplishments would be possible without
our incredible staff lead by our amazing Library Director, Beth Fox
and her extremely efficient assistant, Jennifer Carpenter. We are also
very fortunate to now have Mary Jo Finch managing Laura’s Library.
We would never be able to achieve all that we do
without our wonderful staff and volunteers.

Dick Brown
Dick Brown’s volunteer career with the Westbank began over a decade ago when he mowed the
grounds for the library, and he became a Trustee in 2000. He was among those who actively
fought for Westbank’s district status at the Capitol, making Westbank Community Library the
first library district in the state of Texas. He also made it possible for the library to develop the
site at Laura’s.

For more than a decade, Lyle has been part of the Westbank family. She knows her way around the
circulation desk as well as she does around the Fundraising Committee which she chaired when
efforts to open Laura’s Library were in full swing. She is also active with the Central Texas Library
System, so her love of libraries runs deep.

Cheryl McNelis
Cheryl found a sense of community at Westbank when she and her family relocated to Austin
from San Antonio in 1996. She came looking for free books but found a hobby volunteering, solid
friendships, and a spot on Westbank’s Board. Though she has since returned to a full-time job,
she kept the books, the friends, and that Board position.

Did you know that Westbank once housed its books in the second story of a bank building? Jim
definitely does because he helped move them to the library’s new building when it first opened its
doors in 1989. He was part of the team that helped Westbank become a district, and was right in
the thick of things helping open Laura’s in 2009. As Board President, Jim led the newly formed
district from 1989 to 2009.

of the Friends of the Library
2011 was an exciting year for the Friends as we started the year
off with a brand new board & some exciting new ideas. We
worked hard to support the programs we’ve done in the past like
teen scholarships, program support, volunteer support & bake
sales, but our emphasis was on creating opportunities to enhance
the Friends presence in the community at Westbank & Laura’s
Library. We had much success with a Sunset Party at Laura’s Library in February, followed by the first annual Halloween Howl
dog parade at Westbank in October. These events were well received & we hope that next year they will be even more popular!
The Friends also introduced monthly activities like a Friday after-

Volunteer Spotlight highlighting the Library’s wonderful volunteers.
The Friends Board is made up of a team of dedicated people promoting activities & raising funds to benefit the Library. The Board
meets once a month on the first Tuesday of the month. The
Friends welcome you to get involved or attend their monthly
meetings. Your help is needed to support all of the great programs & activities at the Library we all love.
The Friends of the Westbank Library are thankful to all the volunteers, donors & Library staff for their help in 2011.
