memorial
for Leland Kelly was well
attended for a Friday. Starting
at Eagle Leather, it was a nice
ride to the cemetery and the
attendees had many good and
kind words to say. He will be
greatly missed.
Thanks to American Steel for
the ride they put on to benefit ABATE Spring Opener.
There were many people there that I recognized
from several chapters, as well as several clubs.
Overall I estimate about 100 bikes. I could not stay
for the entire ride, but I was there for several hours
and had some nice conversation with many people.
I hope they raised a lot of money for ABATE. This
was a wonderful idea for a club to show support for
ABATE. I would welcome all the club members to
attend an ABATE Chapter meeting in their area,
and then join with us in our quest for freedom of
the road. Membership is a small price to pay for the
rewards of the freedom we gain. Come be a part of
history.
Spring is upon us and summer is just aound the
corner, which means that better riding weather
is coming soon. It’s time to fire up the bikes and
get them ready for a long riding season. There are
so many rides and events for May and June that
nobody will be able to make them all. There are
flyers throughout this newsletter as well as a list on
page 39. If your chapter does not have an event for
one of those dates, make a chapter ride to go to an
event for another chapter. It’s great fun to see all our
old friends and supporting other chapters is a great
way to build lasting relationships with all our ABATE
brothers (and sisters). I am already making plans
to support several other chapters’ rides this year, so
don’t be surprised if I show up.
As you might have guessed, May is Motorcycle
Awareness Month throughout most of the nation.
Thanks to Glenyce Jackson, it is also observed
in Washington. A couple of years ago, Glenyce
prevailed upon the legislature to pass a resoloution for
Washington to officially observe May as Motorcycle
Awareness Month. This allows us to request messages
about this issue be posted on the reader signs on
highways all over the state, like “Share the Road”, or
“Think Twice, Save a Life”. I hope to see messages
like this all over the state as I travel around this year.
Watch out for idiots on the road, and keep that rubber
side down! (Shiny side up.)

From the State Coordinator
Hello Everyone,
I hope everyone enjoyed the swap meet, we
had an abundance of vendors and was very well
attended by people looking for good deals and things
they just could not live without. Rona did an excellent
job at organizing the event along with the help of Scott
and Micki Robinson, Holly Ferguson, and all the other
volunteers. Greg Hansen and Mike Campbell manned
the table signing up new members and renewing old
ones, Jimmy George brought the bike to be raffled
off at spring opener sold tickets and promoted spring
opener, Roxy Kelly had our state products for all to
see and buy and she also sold some raffle tickets. That
was also the first day that spring opener tickets went
on sale, some people checked out spring opener tickets
to take back their chapters and sell and others will be
able to get them at the next BOD.
We also have the election for state secretary,
ballots will be mailed out May 1 and must be
received back by the second Saturday in June, if you
have not received a ballot by 15 May contact the state
membership person to make sure we can get you a
ballot.
I would like to thank some special people
out there, one of whom is our newest chapter the
Spanaway Chapter who had event and donated all
the proceeds to help pay for ABATE of Washington’s
spring opener and then American Steel M/C had a
run where they donated the proceeds to help pay for

ABATE of Washington’s spring opener. And in May
Tacoma Chapter is going to have an event where the
proceeds will go to the legislative fund. It is my hope
that all the chapters will do something similar so
ABATE of Washington can grow and go on to bigger
things.
The April BOD is now history and one sad
note is that there were some chapters that had no
representation at the BOD as nobody showed up
to represent them. When your chapter coordinator
cannot make it and the deputy coordinator cannot
make it they can designate a responsible person from
the chapter to go to the BOD in their place all they
need to do is send a letter with the designated person
signed by two of the elected chapter officers. It is
very important that your chapter is represented at
these BOD’s there are things that are voted on and if
your chapter is not present your vote doesn’t count so
please attend your chapter meetings and make sure he
that your chapter is represented at the BOD.

Hello to all of ABATE of Washington
I know it has been quite some time since
I sent in a State Officer Report!
I have been very busy with my new
State Position as the State Ambassador at large.
My new Job in ABATE of Washington
Is to promote and build new chapters
in the State of Washington.
I am very proud to say our newest chapter
I organized in Spanaway, WA is doing very well.
They are currently about 70 members and growing.
I just recently attended their first chapter poker run. The turn out and support
was very Good. They have also had several membership drive events at there
Home bar and meeting place Uncle Sam’s Bar and Grill in Spanaway, WA.
This is a strong chapter with a lot of support from the community!
I have also been working on a new chapter in the Elbe, WA area.
This is going very slow due to the weather, not a lot of bikes on the road yet.
Anytime any of you see me “Dragoni” and Virginia sitting at a table in Bar or Restaurant
With my Laptop Computer and ABATE applications on the table stop by and say hello!

The Last stop was at the Roy Tavern in Roy, WA this is the home of A.S.M.C...
Good run but very wet about 100 bikes in group. This was a very special bike
run and it was good to see all of the support by ABATE of Washington for this event.
The proceeds for this Non ABATE of Washington event are going to support the
ABATE of Washington 2013 Spring Opener State event in Easton Washington.
A big thanks to the A.S.M.C. for there support of ABATE of Washington!
Some of the Members of American Steel M.C. are also ABATE members.
My goal is for all of the A.S.M.C. members in the area to join ABATE of Washington!
Soon I will be traveling to Yelm, WA I have some interest and support in building
a New Chapter in the Yelm area. If you see me “Dragoni” sitting at a table with my
Laptop computer stop by and shake my hand. Then other people might do the same!
This will grow interest and conversation about
ABATE of Washington and who we are.

ABATE OF WASHINGTON FOLLOWS UP
2011 SUCCESSES BY PASSING 3 BILLS IN
THE 2013 LEGISLATIVE CAMPAIGN!
Although motorcyclists will have to wait yet
another year for the RedLight Bill to be passed,
one can hardly label the 2013 anything but a
success. ABATE authored 3 bills and gave direct
support for 2 more bills.
SB5263 – “Sharrow” passed unanimously by
both the Senate and the House. This new law will
correct a glitch that exists that made it illegal to
pass a bicycle in the same lane of travel. New
ABATE member Tim McCall brought this bill
forward, researched the data and testified to the
Transportation Committees to make this bill into a
law.
HB1334 – Conversion Kits. Rep. Matt Shea
sponsored this legislation as a bill that would
benefit veterans. This new law will make it legal
to use ‘voyager’ type conversion kits to make a
motorcycle have more wheels in contact with the
ground. ABATE testified and lobbied to have this
bill that was proposed by a group out of Spokane.
SB5142 – Transportation Planning. This is
perhaps the most important piece of legislation
that passed this year. State agencies will have
to have motorcycles and motorcyclists in mind
when they plan road improvements, HOV lanes,
construction areas, guardrail systems, pavement
repair etc. Legislators have finally acknowledged
that we are a viable means of transportation that
need to be considered before a problem is created.
The table is set for 2014. We still have work to
do to get SB5141, the Red Light Bill, through a
May 2013 Page 10
vote on the House Floor. It is unknown at this
time why it was not forwarded for a vote as we
had been promised. We will have to wait one
more year, however we do have the right bill and
support to complete this job next January.
The Helmet Bill got a lot of attention this session.
It is likely to be on the front burner next session.
Looking forward to seeing a large turnout at
BLACK THURSDAY on January 23, 2014.

I would like to thank all of the people who made this
years bike blessing a success. They were numerous
members from the Olympia chapter of abate, the
Christian Crusaders for ensuring everyone had hot
coffee, and the members of the Society's Deviants for
providing road guards. It started out a very rainy day
and a slow start, staging started at 10:30am and the

made the whole ride. The rain was light then turned
into heavy down pour. We took some back roads thru
Olympia and Tumwater, ending up at the Office Tavern
for a bike show and raffle for numerous door prizes.
All in all was a very good day. And thanks for the die
hard riders who showed up we could not of done this
event successfully without you.

July 5, 6, and 7th being held in Oldtown, ID (which,
if you’ve never seen Oldtown, ID, it is literally on the
other side of the ONLY street light in Newport, WA).

Good day friends and family, hope everyone has had
a awesome few weeks, I know i did!!! Spent a few
days riding, shooting, partying and visiting friends and
family in the Boise area. Abate of Southern Idaho held
their annual JAMR while I was visiting and it was a
great ride that ASI put on. which if you have forgotten
SKCC is putting on our annual James Adams Memorial
Ride (JAMR) on May 11Th, I hope to see you all there
to remember a great man and raise funding for one of
his biggest passions, motorcycle rights.
In march we had our Dart Run, if you missed the Dart
Run you seriously missed out on a great ride. beautiful
weather all day, Tyler picked out a great route and there
was a large turn out of riders, 89 i believe (forgot my
binder in Washington, oops). the Christian Crusaders
were at our April meeting thanking SKCC for the
donating the proceeds from our Dart Run to them. i
hope everyone took my advice and took a moment to
visit another chapter, drop in and say hi, granted, my
family is here in Boise but the ASI members down here
sure know how to PARTY!

As I write this up for this May issue, we are in
progress of preparing for our Liberty Ride event the
weekend of April 20th. Will have pics and a complete
report in the June issue. We have so many to Thank.
The chapter has been totally focused on making the
event a good one.By the time many of you get this
newsletter, you will know how it went.
TCC raised more money for our Jefferson school kids
that we adopted and Cari Roy has been bringing all of
their thank you cards and messages, to the meetings.
Many of us will be attending the 50 Calibers Pig
Roast and Poker Run on May 11th. Hope to see you
there. It is a great time that raises money for our local
Tri CIties Cancer Center. Then on the weekend of May
24th thru the 26th, we are heading out to the ABATE
of Oregon Fossil Run. Also, we still have the Harley
motorcycle raffle tickets available. For more info,

position of ABATE of Washington. I
have been with the Olympia Chapter
since 2003 and currently hold the
treasurer, legislative affairs officer
and membership positions. I was
the secretary for over four years
before that. I have been the stand
in State Secretary when a substitute
was needed. I have been both the
State Parliamentarian and State
Audit officer for about five years. I
have enjoyed going to the Board
Meetings. I belong to the Harley
Owners Group since 2003 and was
the Olympia chapter secretary 3 years

process as I believe this is one of the most important

Our government procedures have and will threaten our freedoms; our legislatures and courts are also often the most
effective means for defending and growing our rights base and liberties. In real life, many of the main dangers to our
liberties come from private sources. Groups of people in complete opposition of the guaranteed rights we have
established for our purpose can also be used in opposition to us. Thus a court’s decision is necessary. A
contemporary example is the Second Amendment to Our United States Constitution. This creates a unique situation
where Private and Public establishments are linked together attacking our right to keep and bear arms. How do we
defend such attacks? We the People would be naive to ignore the fact that opposing forces use our government’s
unique structure to pass laws that do violate people’s basic rights and civil liberties. We must always find the source
of resistance. A united citizenship with a common goal is the solution. The goal is to protect our Constitution. It is
important to identify the source of the threat to our rights as they come in many forms for example: executive order,
poor “in service” training, a legislative bill, public influence, an association or group of people. There is strength in
numbers. But consider this: Who comes to the rescue when a violation to our rights occurs? To whom do Americans
turn to remedy those actions and to make sure that it will never happen again legally? We ask “The government” for
help. The government acts impartially in this protective role. Often it is citizens themselves who use one part of the
government, usually the courts, to stop another part of the government from infringing on our freedoms and rights.
Citizen organizations like the American Civil Liberties Union have been particularly active in using the courts to
protect our freedom of speech, freedom of religion, the right to vote, etc. In the end, then, we depend heavily on the
tools of our type of government to protect people’s rights. When we want to limit the abusive activities against our
freedoms such as: unreasonable searches, unfair appropriations of our property, “illegal enforcement” (due process),
we need to rely on the positive actions of another part of the government to do so. Yes there are threats that violate
our rights, but the American form of government also operates as the main protector of our rights and freedoms as
well and it has often done so very effectively. Our government has a constitution and establishments that enable us
to effectively protect our rights and freedoms. Our rights depend heavily on active citizens motivating positive
government actions. In fact, the very existence of rights depends on government coupled up to active citizens. In a
very real way, rights and civil liberties are actually political concepts establishments of government. Proper rights are
not real until they are created by law or recognized in a constitution. We only have the right of a fair trial because it
is guaranteed in our constitution the 6th Amendment. If we didn’t have our constitution, or if we didn’t have
government, our civil liberties would literally not exist. Our rights and liberties are not only created by people working
through government, we also rely on government to lawfully enforce them and create remedies for their violation.
When our rights are violated what do we do? How do we know? Without a well­functioning legal and court system,
for instance, our rights would be unenforceable and meaningless. Rights and freedoms, if they are to mean anything,
require a forceful reply by government whenever they are violated. Every effort to prevent our government or
private organizations from violating our rights must be supported by court rulings, injunctions, damage awards, i.e. a
court’s decision. We as Americans need to embrace our governmental system! Protecting and enforcing our
individual rights in this way is no small job. As members through ABATE we have real opportunities to be classic
citizens patriotic by association, Americans Proud of our Faith, Family, Flag, and Freedoms of the road. ‘Let Those

Policies for the ABATE Newsletter
The deadline for submissions to the ABATE
Newsletter is the 15th of the month prior to
publication.
Chapter reports must be submitted by the Chapter
Coordinator, Deputy Coordinator or a person
authorized by the Chapter Coordinator in writing.
Chapter announcements and flyers are free with the
following restrictions:
Chapters are limited to one full page ad per month
If the event is during the first week of the month,
then a full page ad is allowed in the previous
month’s issue.
If the event is not in the first week of the month, the
full page ad is limited to the issue published in the
month of the event.
Chapters may place ¼ page ads for up to two
months prior to the event except for the issue that
the full page ad is inserted. Chapters may not have
a ¼ page ad and a full page ad for the same event
in the same issue. Full page ads may be allowed
if there is space available in months prior to the
month of the event at the sole discretion of the
Newsletter Team.
All flyers submitted for publication for Chapter
events must have “ABATE of Washington” and
the Chapter name at the top of the flyer. Use of
the ABATE logo is optional. Any flyers submitted
without this information will not be considered
Chapter events and will be subject to policies
contained in these rules. This may require payment
before the flyer can be published.
Charities with 501 (c) (3) status must submit a copy
of their IRS status letter to the Newsletter Team
before their ad can be published. All events must be
motorcycle related. There is no charge for charities
to place ads under these conditions on a space
available basis. If there is no space available, the
charity has the option to pay for the ad at current
published rates.
No other discounts or free ads will be allowed.
Commissions: Any ABATE member or Chapter
may earn 10% on any ads sold for the newsletter.
