Today, the site is home to one operational processing plant, operated by LyondellBasell, as well as Carrington Business Park. The site is one of the largest, single-owner development sites in Greater Manchester. Delivering a vision As owner of the 1,660 acres estate, HIMOR is working in partnership with Trafford Council and alongside Carrington Parish Council to deliver a vision for a mixed-use community to be brought forward in stages. The site is identified as suitable for such development in Trafford Council’s Core Strategy and we want to deliver on these long-standing ambitions for regeneration. Carrington was once at the heart of the area’s industrial heritage, where thousands lived and worked. We then hosted two workshops in February 2016, during which over 75 local people and groups took part in round table discussions about the masterplan. Your feedback The views expressed so far have been invaluable and have helped shape our decisions about the emerging Phase One plan. We are currently working on two planning applications which, following this consultation, we intend to submit to Trafford Council for consideration. A new heart of the community The inclusion of a retail hub for Carrington responds directly to the feedback we have received. The proposed Village Centre will be the attractive heart of the new Carrington – offering shops, apartments, and potentially a GP surgery or pharmacy. We continue to welcome suggestions on what type of shops people would like to see, with previous views including a local convenience store; small food outlets; coffee shop and GP practice. Accessible green spaces PROJECT Carrington Village at Future Carrington CLIENT Phase One will provide a new pitch, separate floodlit training area and a new clubhouse for Carrington Rugby Club, which could be used by the local community. We are working with the Club and an expert sports consultancy, to make sure the new facilities are an enhancement on current provisions. The main application will include the mixed-use community and commercial areas along Manchester Road, with the second application for employment space on land off Common Lane. Key considerations We are carrying out an Environmental Impact Assessment (EIA) for Phase One – a detailed set of studies that will be submitted as part of the applications. The EIA will consider aspects of the development including. Ecology and nature conservation Air Quality Landscape and visual impact Noise Ground conditions Transport Heritage Water and drainage Our assessments will consider any impacts during and post-construction, and will identify any measures that will help reduce such effects. Initial results show limited wildlife activity and, where possible, habitats will be retained as part of Future Carrington. Ground conditions and contamination A detailed history of the site will be included in our assessment and will include results from detailed ground investigations carried out since 2014. We do not anticipate any issues with ground contamination during the Phase One development, however measures will be identified to address these should they be identified – such as soil remediation. Water and drainage The Phase One site is within the Environment Agency’s Flood Zone 1, the lowest risk of flooding. Our assessment will look at the needs of the new community against current drainage infrastructure, to identify whether any additional measures are necessary. This will include a drainage plan for areas where surface water may currently gather. Noise Our noise assessment will explore any effects during and post-construction and will compare this to current noise levels in the area. Preliminary findings do not anticipate an impact on the surrounding community, however measures to reduce this will be identified if necessary.
