SAFEGUARDING CHILDREN BRIEFING June: 2014 Welcome to the Safeguarding Children Briefing across Leicestershire Partnership Trust Practitioner Reminders: Practitioners are reminded that the Safeguarding Children Advice Line has a two hour standard for returning calls. For more urgent advice practitioners are reminded that they can ring City Local Authority on (0116 454 1004), County Local Authority (07966111058) and Rutland Local Authority on (01572 722 577). Practitioners should NOT task the Safeguarding Childrens Team (with the exception of referral forms to Inter Agency Referral Admin) via SystmOne as they have multi-unit access and the message may be missed. Please ensure that all records are completed within 24hours as per the LPT record keeping policy. Leicestershire County Council ONLY 1. All practitioners initiating “Early Help” referrals for children who reside in Leicestershire County can use the Early Help referral form (Request for service e-form) on Leicestershire County Council website https://forms.leics.gov.uk/af3/an/default.aspx/RenderForm/?F.Name=juxtye735da Practitioners will print off a copy of the referral form, before submitting the form and scan onto the SystmOne record. 3. Non-SystmOne user can also use the LSCB Inter-Agency referral form on LCC website, https://forms.leics.gov.uk/AF3/an/default.aspx/RenderForm/?F.Name=r1c2j94jcs3 1 Practitioners will print a copy of completed IARF, before submitting the form, for filing in their records and send a copy to [email protected] for scanning onto the child’s SystmOne record. 4. When a case is already allocated to an Early Help practitioner and concerns are escalating it is the responsibility of this practitioner to initiate a step-up process to Safeguarding. Health professionals must discuss their concerns with the allocated worker and not re-refer to First Response. If practitioners have ongoing concerns about the step-up process they should contact the Safeguarding Children Advice Line for further advice and support. Rutland County Council ONLY For all referrals (section 47, 17 and Early Help) into Children Social Care the interagency referral form should be used as per flow chart above. Leicester City Council ONLY It has not been possible to clarify the Early Help process within Leicester City Childrens Social Care. The Safeguarding Childrens Team are working to resolve this issue and will provide guidance for practitioners once this is completed. For faxing case conference reports to Leicester City case conference chair’s the contact details have changed. Please see below. 2 Summer Holidays and Force Marriage The Forced Marriage Unit (FMU) is preparing for its busiest time of year as a large proportion forced marriages occur during the school summer holidays. In some cases young people are taken on what they have been told is a holiday to visit family abroad, but in fact a marriage has been planned. The FMU (Forced Marriage Unit) has identified three important warning signs to look out for over the next few weeks: a student is anxious about or is fearing the forthcoming school holidays surveillance of a student by cousins or siblings at school or being met by family at the end of the day a student is prevented from going on to further or higher education. Other signs to consider include: persistent absence; requests for extended leave decline in behaviour, performance or punctuality not being allowed to attend extra-curricular activities or sudden announcement of engagement to a stranger. If you suspect a young person may be at risk of being forced into marriage you need to act by contacting the police and Children and Young People’s Services.
