RAIL FREIGHT TRANSPORTATION IN BRAZIL Results of Railway Concessions 1 Results of Railway Concessions The privatization of the Sector has generated a very positive impact to the public coffers, which had an Accumulated Loss of over R$2.2 billion. The privatization process had a strong impact on public accounts: Discharge to Public Coffers 1994 - 1997 Accumulated losses of RFFSA 1996 - 1998 Values determined in the auctions R$ 300 million a year of the Railroads of the Extinct RFFSA (annual operating deficits by RFFSA) R$ 2.2 Billion R$ 1.76 Billion Collections of the Union from the provision of service of railway transportation by Private Initiative: 1996 - 2009 Payment of the Concession Installments and Leasing: 2010 + R$ 4.44 Billion R$ 11.90 Billion = R$ 5.40 Billion of Concession and Leasing = R$ 13.80 Billion of Concession and Leasing, Taxes and CIDE. R$ 958,8 Million 2010 1997 - 2009 Tax Collection, Concession and Leasing and CIDE: Payment of the Concession Installments and Leasing: + Tax Collection, Concession and Leasing and CIDE: R$ 1.91 Billion The Collection of the Union has been growing an average of 23% a year, totaling almost R$14 billion in the period. Results of Railway Concessions Privatization has generated a strong impulse in the sectors’ investments, since they were almost null. Between 1997 and 2010, the companies of the sector reached R$ 24.03 billion in investments. RAIL FREIGHT TRANSPORTATION IN BRAZIL FINAL CONSIDERATIONS 3 National Association of Railway Transporters Infrastructure of Freight Transportation and Logistics: Problems encountered in the intermodal transportation operations: Excess of regulatory bodies, many of which overlap each other: in the case of freight transportation, there are three ministries, three regulatory agencies and several bodies; Legal uncertainty; Excess of bureaucracy, interfering in the companies’ internal management and hampering the feasibility of investments and urgent reforms. The adequate logistics is highly dependent on the infrastructure of freight transportation; The reduction of the “Logistic Cost” is na important factor for Brazil to reach its economic development in exports. Customer of origin Port of origin Port of destination Ship Railway Multimodal Terminal Customer of destination National Association of Railway Transporters The Transportation Infrastructure influences the Brazilian Economy: The current regulatory framework needs to be improved in view of current demands and of new technological and economic conditions of freight transportation; The imbalances in regulation and in the control of the different modals the guarantee competitive advantages undue to certain sectors, increasing the distortions in the national transportation matrix; The challenge is to improve each transportation modal and mainly progress in the mediumterm reforms, so that intermodality and logistic integration are the axles of public policies. The National Council for Integration of Transport Policies - CONIT, created by Law 10,233/01 and structured by Decree 6,550, of 08/27/08, is the body with the attribution of proposing national integration policies of the different transportation modals. Customer of origin Port of origin Port of destination Ship Railway Multimodal Terminal Customer of destination National Association of Railway Transporters Perspectives of the Sector To eliminate bottlenecks, expand the Railroad and promote intermodality so that the whole country of Brazil may grow, with: Addressing the main bottlenecks that hinder the development of the sector and harm national economic growth. Expansion of the Railroad and larger participation of the railway transportation matrix, respecting the comparative advantages of the other modals. Amplification of railroads in the Country’s economy National Association of Railway Transporters Commitments of Concessionaires Partnership with the Authorities, customers and operators; Utilization of public and private investments in infrastructure; Higher productivity and improved efficiency of the freight transportation systems; Increasingly higher standards of entrepreneurial, social and environmental responsibility, ensuring sustainable growth of the sector; Reduction in the consumption of energy and reduced emission of particulate matter in the atmosphere. Our vision of the future: Decisive role in consolidating the Country’s socioeconomic development.
