The Railway Concessionaires continue overcoming the challenge to increase the
production of the granted infrastructure
Accomplishing their responsibilities, they have been allocating resources according to
priority criteria, mainly in:
Improving the operational condition of the permanent way of
Railroads granted, focusing on aspects of safety and transit
time;
Acquisition of rolling material – locomotives and wagons -, as well
as recovery of scrapped fleet inherited in the concession process;
Gradual introduction of new technologies of traffic control and
systems, aiming at increasing productivity, safety and reliability
of operations, as well as environment preservation;
Adoption of partnership with clients and other operators,
seeking markets with greater added value;
Business training and professional development, implementing
courses of railway operator together with other entities, besides
trainee programs;
Social actions with educational, preventive and awareness
campaigns of communities bordering the railroads.

Intermodal Transportation in railways grew more than 71 times since privatization until 2010.
As main barriers to the growth of Intermodal Transportation we highlight the Tax System
and the conditions of rail access to the Ports.
Results of Railway Concessions
Counting with the figures of 2010, the production of rail freight transportation has growth 104%, while in
the same period for the Brazilian economy ‘s GDP an increase of 47.8% is expected.

The evolution of the rolling material fleet of the granted Railroad increased 128.3% in the period of
1997 to 2009, besides the quality and new technology acquired by the Concessionaires.

1997 to 2010, not mentioning the creation of jobs in the National Railway Industry.

i.e., na economy of more than 1 liter for each 1,000 TKUs, which is equivalent to a reduction of 296
million of diesel liters to perform the service of 280.09 Billion TKUs in 2010.

Infrastructure of Freight Transportation and Logistics:
Problems encountered in the intermodal transportation operations:
 Excess of regulatory bodies, many of which overlap each other: in the case of freight
transportation, there are three ministries, three regulatory agencies and several bodies;
 Legal uncertainty;
 Excess of bureaucracy, interfering in the companies’ internal management and hampering the
feasibility of investments and urgent reforms.
The adequate logistics is highly dependent on the infrastructure of freight transportation;
The reduction of the “Logistic Cost” is na important factor for Brazil to reach its economic
development in exports.

The Transportation Infrastructure influences the Brazilian Economy:
The current regulatory framework needs to be improved in view of current demands and of
new technological and economic conditions of freight transportation;
The imbalances in regulation and in the control of the different modals the guarantee
competitive advantages undue to certain sectors, increasing the distortions in the national
transportation matrix;
The challenge is to improve each transportation modal and mainly progress in the mediumterm reforms, so that intermodality and logistic integration are the axles of public
policies.
The National Council for Integration of Transport Policies - CONIT, created by Law
10,233/01 and structured by Decree 6,550, of 08/27/08, is the body with the attribution of
proposing national integration policies of the different transportation modals.

To eliminate bottlenecks, expand the Railroad and promote intermodality so that
