EXECUTIVE SUMMARY
This is the third and final in a series of reports compiled by Better Together for the purpose of providing
insight into how the 60 departments in St. Louis City and County provide police service to the region.
These reports provide straightforward information about how the departments operate and the resources
they employ.
Following this report, the Police Executive Research Forum (a premier police research and policy
organization with decades of experience in the field of law enforcement research and policy
development) will present an idealized policing strategy for the St. Louis region, as well as individual
best practices to improve policing across the region.
As highlighted in previous reports, the 60 police departments in St. Louis City and St. Louis County
possess widely differing resources, and they provide protection across significantly diverse geographic
and demographic communities. Resources range from the size of the overall budget to the individual
equipment that departments provide to their officers.
Better Together assembled a table of equipment issued, based on information provided by the
departments themselves. The entirety of this information can be viewed in our full report. Data reveals a
wide range of personal equipment and resources afforded to officers, depending on their department.
Some departments provide everything from body armor to service weapons to radios to winter caps.
Other departments provide nothing more than a badge and an identification card. Still others issue body
armor only “when funds are available.” The data shows that departments’ ability to keep their officers
safe and well-equipped varies from municipality to municipality.
The fragmented nature of St. Louis City and St. Louis County also impacts dispatch. Twenty-one
separate dispatches handle calls for service for the 60 police departments in the St. Louis County region
with several departments having their own dispatch while St. Louis County dispatches for 23
departments and several other regional or municipal dispatches handle calls from neighboring
municipalities. Based on information directly from the agencies, Better Together compiled a table
showing the dispatches for each police department in the St. Louis City and County region, which is
viewable in our full report.
Chapter 70 of the Missouri Revised Statutes allows counties and municipalities to enter into mutual aid
agreements during an emergency and also permits officers in compliance with Chapter 590 RSMo to

respond to emergencies outside the boundaries of the political subdivision. Police departments
throughout Missouri are automatically party to a statewide mutual aid agreement.
Additionally, St. Louis County and municipalities therein have established the “Code 1000 Plan.” The
Code 1000 Plan “is an administrative and operational law enforcement mutual aid contingency plan,
which coordinates the commitment and deployment of police resources within the geographic limits of
St. Louis County” during any time that law enforcement authorities “have insufficient personnel,
equipment or special expertise to maintain law and order during an ongoing crisis.”
As the table in the full report shows, mutual aid plans vary among the 60 departments in St. Louis City
and St. Louis County. Some departments, provided no public records pertaining to additional mutual aid
agreements beyond those at the state or county level.
The remaining report on policing, issued by the Police Executive Research Forum in early May, will
offer an expert analysis of best practices that could help improve police service throughout the 60
departments in St. Louis City and County.

Chapter 70 of the Missouri Revised Statutes allows counties and municipalities to enter into mutual aid
agreements during an emergency and also permits officers in compliance with Chapter 590 RSMo to
respond to emergencies outside the boundaries of the political subdivision. 1
Police departments throughout Missouri are automatically party to a statewide mutual aid agreement. 2
Additionally, St. Louis County and municipalities therein have established the “Code 1000 Plan.” The
Code 1000 Plan “is an administrative and operational law enforcement mutual aid contingency plan,
which coordinates the commitment and deployment of police resources within the geographic limits of
St. Louis County” during any time that law enforcement authorities “have insufficient personnel,
equipment or special expertise to maintain law and order during an ongoing crisis.” 3 In addition, the

Code 1000 mutual aid system.
The mayor, city manager, chief of police, emergency
preparedness director, and public works director are
hereby authorized to provide assistance to any other
public safety agency in the State of Missouri or in a
bordering state at the time of a significant emergency
such as a fire, earthquake, flood, tornado, hazardous
material incident or other such disaster. Said aid and
assistance may be rendered to any requesring agency
as long as the officials authorized herein in are acting
in accordance with the policies and procedures set
forth by the governing body of that public safety
agency.

aid system... All requests for outside resources will be
amde by the Chief of Police of this department... All
requests for emergency assistance fomr the St. Louis
Metropolitan Police Department should be made by
that jurisdiction's Chief of Police. The requesting
agency shall specify the nature and quantity of
assistance needed, and the probably duration of the
need.

UNIVERSITY CITY PD
Whereas, the City Police Departments of Creve
Coeur, Frontenac and Town and Country, Missouri
have deemed it to be in their best interest to enter into
a Mutual Aid, to provide for mutual cooperation in
the event of an emergency situation in which a law
enforcement officer has a reasonable belief that a
crime is about to be committed, is being committed,
or has been committed involving injury or threat of
injury to any person, property or governmental
interest, and immediate response is reasonably
necessary to prevent or end such emergency situation
or mitigate the likelihood of injury involved in such
emergency situation. The determination of the
existence of any emergency situation shall be in the
discretion of the officer making the initial response or
in the discretion of an office or governmental officer
of the political subdivision in which the emergency
situation is alleged to be occurring.
This city hereby contracts and agrees to cooperate
and agrees to cooperate with each and every city,
town, and village within the county and with the City
of St. Louis, Missouri, for certain common police
service...
VELDA CITY PD
VINITA PARK PD
- The Board of Aldermen, after due investigaion of
their qualifications, is authorized to deputize police
officers from Hillsdale, Pagedale, Pine Lawn,
Northwoods, Uplands Park, Wellston, and Beverly
Hills for duties within and for Velda City and may
issue them identification cards but are to be paid only
by their respective municipality.
- All regular Velda City police officers are authorized
to accept deputization by Hillsdale, Pagedale, Pine
Lawn, Northwoods, Uplands Park, Wellston, and
Beverly Hills for police service and duty in each
municipality in addition to their regular police duties
and services in Velda City.
- Deputized Velda City PD officers are authorized to
perform services upon request of each municipality in
emergencies and when directed from time to time by
the Board of Aldermen

WARSON WOODS PD
All responses to requests for Mutual Aid shall be
governed as outlined in Warson Woods City Code
200.091. The Code 1000 agreement shall be
considered as a Mutual Aid Agreement between this
City and all agencies involved in this program.

geographic, and demographic communities. The remaining report on policing, to be issued by the Police
