Namibian Prime Minister Angula meets
with Chinese Foreign Minister Yang Jiechi
Early this year, Prime Minister Nahas Angula
met with visiting Chinese Foreign Minister
Yang Jiechi in Windhoek.
During their talks, Angula said that Namibia
cherishes the traditional friendship with
China, attaches great importance to its ties
with China and is committed to promoting
practical cooperation with China in various
areas such as economy and trade and
agriculture in a bid to further uplift the
level of bilateral ties for the benefit of both
peoples. Namibia expects more Chinese
enterprises to participate in the country’s
social and economic construction and help
Namibia achieve sustainable development,
he said.
Yang, for his part, said that China and Namibia share a profound traditional friendship and bilateral ties enjoy healthy and
smooth development with frequent highlevel ­exchanges. Trade and economic cooperation has made remarkable achievements,
­cultural exchanges have taken new steps
and both sides have coordinated closely in
the international and regional affairs. China
is satisfied with the progress made in bilateral relations. To deepen China-­Namibia
friendly cooperation is the common aspiration of both governments and both
peoples, and is in the interest of both countries. China is willing to work with ­Namibia
to ­further advance political ­dialogue and
friendly contacts, expand practical cooperation and take advantage of their respective
strengths in a bid to improve people’s livelihood, he said. He believed that with the
joint efforts of both sides, China-­Namibia
friendly and cooperative relations will
achieve greater d
­ evelopment.

MCA Namibia has officially handed over
construction sites to GVK Siya Zama Building
Contractors to start the renovation and
upgrading of a further eight schools in the
Oshikoto region. The contractors will renovate
and upgrade schools in the Oshikoto Region
namely the Oshinamumwe, Olupale, Iipopo,
Ondjamba,Esheshete,OshiluluandUukumwe - all Combined Schools as well as the Khorab
Secondary School in Otjozondjupa. The total
value of the renovations is N$69,2million.
The anticipated completion date for the
renovations is January 2013. During the 5
years of the Compact, the MCA-N Education
Project will renovate and upgrade 47 schools
in order to support the Ministry of Education’s
Education and Training Sector Improvement
Programme (ETSIP). The schools benefiting
from the programme are located in the
Kavango, Khomas, Kunene, Ohangwena,
Omaheke, Omusati, Oshana, Oshikoto and
Otjozondjupa regions. development by NMC Construction of the
chicken rearing farm is close to be finalised
as most of the infrastructure is completed.
All that remains to be done is the installation
and commissioning of the equipment.
The development of Namibia Poultry
Industries covers a total area of 12,800
square metre with a capacity to rear 90,000
chickens and to produce 200 tonnes per
chicken per week. The industry will also
receive Infant Industry Protection (IIP) as of
June 2012.This means for the next four years,
poultry imports will be charged a custom
levy of 49 percent, 30 percent for two more
years and the last two years of the IIP will be
20 percent.
A project that was to develop 10,000 low
cost houses in Windhoek was put on hold
by the City of Windhoek. It appears that
the Management Committee of the City of
Windhoek had concerns about the funding

for the construction of the houses. The
housing project first phase was the planned
establishment of a manufacturing factory
that will provide all the construction materials.
A Memorandum of Understanding (MoU)
is said to have been already signed by
representatives of the local authority as well
both companies that had presented the
proposal.
A sewage water treatment plant was
launched by Aqua Services and Engineering
at the Phase 1 Elisenheim housing
development. The trickling filter waste water
system will allow that water can be reused
for gardening purposes. Mr Christian Stöck,
managing director of Aqua Services and
Engineering encouraged anrainers to the
river system to follow suit as the effluent is
likely to end up in the Swakoppoort dam.
The Tender Board of Namibia has cancelled
the tender for phase one of the Neckartal
Dam construction in the Karas Region. The
tender for this mega project needed to be
readvertised. In the running for construction
of the dam was the Chinese company,
China’s Henan International Corporation, as
well as the Italian company, Impregilo. Bids
of 1.9 billion Namibian Dollar and 2.8 billion
Namibian Dollar, respectively, had been
submitted by the two companies.
By mid-May Namibian consumers are likely
to buy locally produced chicken. Namibia
Poultries Industries’ hatchery and abattoir
on the Farm Klein Okapuka will soon be
ready to meet the demand of the entire
Namibian market. The N$46,820 million

ECONOMIC DIGEST
• A new tax is to be introduced. Withholding tax of 25% on all
management, consulting, technical, administrative and enter­
tainment services paid by a resident to a non-resident, subject
to the provisions of any Double Taxation Agreements with effect
from 30 December 2011. The tax must be paid by the 20th day of
the month following the month in which the tax is deducted or
withheld. Affected Namibian residents should register for this tax
by 20 March 2012.
• Namibia’s gross domestic product (GDP) is to grow by 4.2 percent
this year. The global economy and the debt crisis are anticipated
to have an impact on Namibia’s economy; in particular the
manufacturing sector due to a reduction in demand from
affected economies.
• The construction sector currently is said to have contributed only
four percent to Namibia’s GDP in 2011, up from two percent the
year before. Though signs are that the sector is growing rapidly
– partially due to government intervention programmes, like
TIPEEG and other public spending. Anticipated growth rate for
the sector in 2012 is nine percent compared to eight percent
the year before. Although this moderate expansion is positive, it
is not close to the average growth of 13.3 percent over the last
10 years.
• Manufacturing in Namibia is also on the up. According to the
Bank of Namibia a growth of 3.9 percent can be expected this
year. This is due to greater activity in cement, beverage and food
production. This is very positive news compared to 2011 when the
sector slowed down by approximately 3.3 percent. Although it is
a positive upward trend, it is not close to the 9.1 percent in 2010,
which was uncharacteristically high due to a rebound in mining
activities in that year. Based on finding by the Bank of Namibia,
manufacturing’s total contribution to GDP has averaged 14.2 per
cent during the past five years.
• Government’s Targeted Intervention Programme for Employment
Creation and Economic Growth (TIPEEG) appears to remain
being criticised, despite its good and noble intentions. The
biggest concern seems to relate to alleged difficulties with the
implementation of the programme, with structures and checks
and balances apparently not being adequate. There is also
concern about whether or not the programme would be able to
provide a long-term solution. Though, it needs to be said, that the
intention of TIPEEG predominantly was to secure an immediate
creation of jobs and to reduce the plight of those - particularly
the young adults – not being able to find employment and not
having any income.
• Despite the fact that the Angolan ban on import of Namibian
cement should have been lifted by the end of December 2011, it is
not happening. Free market forces are restrained by the decision
of the Angolan government to permit only certain “licensed”
companies to import cement from Namibia. This restriction
also applies to other Namibian products such as maize and fish.
Namibia’s largest cement manufacturing company, Ohorongo
Cement, has already made huge losses as a result of the ban.
Clearly, supplying the Angolan market was part of the company’s
business plan. Ohorongo is said to have lost opportunities in the
region of N$2.5 billion so far. Ohorongo Cement has the capacity to
produce 700,000 tonnes cement per year, of which 250 000 to 300
000 should have been supplied to Angola. Plans are also underway
to export to Botswana, Zimbabwe and Zambia.

NAMIBIA BUILDING WORKERS PENSION FUND
Under the new Collective Agreement between the Construction
Industries Federation and METAL and Allied Workers Union of Namibia
(MANWU) membership of a pension fund has become compulsory.
This article therefore serves to provide more information about the
Namibia Building Workers Pension Fund (Fund).
It’s important for the Fund’s members to understand that a total
of 6% (comprising of 4% member contribution and 2% employer
contribution) is contributed towards the members retirement benefit.

The assets of the members of the Fund are invested with Sanlam

A Board of Trustees is established to manage the affairs of the Fund.

Benefits
5.1 Death-in-Service benefit
If a Member dies while in Service then, subject to the provisions of
the Rules, there shall be payable as a lump sum benefit, the greater
of his Fund Credit or N$ 10,000.
Below are two examples on how the payments of the Death-InService benefit work:
A) Should member “A” die while in service and it is established
that he has a Fund Credit of N$ 6,750 at date of his death, the
Fund will pay a benefit of N$ 10,000 since it is greater than the
member’s Fund Credit.
It is the Board of Trustees’ responsibility to ensure that the Fund is
managed in a responsible and prudent manner.
B) Should member “B” die while in service and it is discovered
that he has a Fund Credit of N$ 17,425 at the date of her death,
then the Fund will pay a benefit equal to the Member’s Fund
Credit since it is greater than the fixed amount of N$10,000.
Kindly note that the Trustees would not be in a position to finalise
a death claim timeously if the following originally certified copies
are not forwarded by the family of deceased:

5.2 Disability Benefit
A Member will be classified as disabled if he is prevented for the
duration of the waiting period by injury, surgical operation
or disease from carrying out his own occupation or any other
occupation which he is suited or could become suited to, taking
into account his age, education, training, knowledge, ability or
experience and the Registered Insurer must be convinced that his
disablement is total and permanent.
A Member who was accepted as being disabled will be entitled
to a benefit equal in amount to the benefit that would have been
payable, if he had died on the day he became disabled. The benefit
is subject to a maximum benefit as may be specified from time
to time by the Registered Insurer. If the Member’s disablement
occurs after he has reached age 60, the benefit will be reduced in
accordance with the provisions of the insurance policy. The waiting
period is a period of absence from the employer’s service equal to
6 consecutive months from the first day of absence from work.
Payment of the disability benefit will be made in a lump sum.
5.3 Retirement Benefit
The Fund changed from a Pension to a Provident Fund
Upon Retirement, a Member will receive the Fund Credit, of which
the full benefit could be commuted for cash. Of this, 1/3rd will
be free of tax, while the balance will be taxed at the Member’s
marginal tax rate.
The member has the option to purchase a pension from a registered
insurer rather than to take the full benefit in cash.
Conclusion
This article has a dual purpose, firstly to keep the members up
to date on all developments of the Fund and secondly as an
