January, 2007 Volume 6 Issue 1 Annual Meeting Election Results This past fall’s annual meeting was the largest annual meeting held by the community and much interest was generated as a result of the election of four of the five board of directors’ seats and multiple candidates. In addition to two of the regular three year term seats being up for election, two additional seats available, created by the passing away of one board member and the relocation of another member outside the community, created tremendous interest. Frank Peverly and Bob Werner, whose three year terms were set to expire, declared their candidacy early in the process. Community members John Retherford and Mitch Tanner submitted their qualifications as candidates for the vacant two year term seat. Sam Wilmit provided notice of his candidacy for the vacant one year term seat. At the annual meeting, floor nominations were accepted from John DeRosa, running for the one—year seat as well as from Julius Mandel, running for the two—year seat. Positions become available from time to time on the committees of the HOA or for special tasks performed by the HOA. Installments of $300 are due each January 1 and July 1. The additional $270 capital assessment that had been paid the last two years has been eliminated since debts owed the Homeowner’s Association have been paid in full. The Woodlands Sewage Works is a wholly owned utility subsidiary of the Homeowners’ Association with a rate structure approved annually by the Town of Tuxedo. Two Percent Monthly Assessment Increase Approved for the Community At the annual meeting it was announced by the Homeowners’ Association Board that the monthly community assessment will increase 2% for 2007. This increase is well below the rate of inflation and still maintains the strong fiscal position of the community and its financial reserves. With this increase the monthly assessment for the single family homes will increase to $255 per month while the town home assessments will be $312 per month. Assessments are due the first of every month. Area of Reflection Created as a Memorial to Deceased Neighbors Through the gracious and generous contribution of the community’s snow plowing and landscaping vendor, All Green, an area of reflection was created at the clubhouse. Designed as a place for contemplation it is created as a memorial to all our residents who have passed away. The bench and patio area is bordered by a tree planted in honor of Board member Les Goldstein who passed away this fall. First Portion of the Phase One Roofing Project Concludes The first portion of the multi-year effort to reshingle the phase one units is concluding with the completion of units 8 -14, 18 – 30 and 11 – 19 Woodlands Drive. No significant issues were identified during the work and the project came in slightly below projections as a result of less wood rot than anticipated. Due to the weather the Board elected to defer the painting of the trim that was associated with this project until this coming spring. All trim boards replaced were primed white. The second portion of this project is scheduled for 2007 and involves units 31 – 45, 52 -62 and 36 – 46 Woodlands Drive. The timing has yet to be determined at the time this newsletter went to press. Clubhouse Improvements This fall several improvements and enhancements were made to the clubhouse. The most visible change has been the change out of the French doors in the main room that led to the pool gate with a slider door that is characteristic Continued on page 3 2 Continued from page 2 of the rest of the clubhouse. Not only does this change create a uniform look in the clubhouse but it significantly improves the security of the building. To further enhance the security of the clubhouse, a locksmith repaired several door locks and verified the proper operation of the others. It is imperative that residents secure the building when they leave it. Not only does this protect the building and its contents from vandals, but increases the security for other residents using the building. Finally, repairs to the flashing along the chimney were undertaken. Water had leaked and caused some minor damage necessitating this repair. Funds for the operation and maintenance of the clubhouse come directly from rental fees collected from residents who rent the building. If you would like to rent the clubhouse for a nominal fee ($100) please contact the community manager. The Association has refrained from the rental of the building for commercial purposes but with full kitchen, bathroom, and entertainment facilities, it is a great site for local birthday parties and other festive family gatherings. Two Names Added to the Community Plaque A plaque which recognizes the significant and outstanding contributions on behalf of the community by our neighbors is located on the wall of the clubhouse entrance. This fall the Board authorized the addition of two new names to that plaque. The first was to recognize Les Goldstein, for his contribution to the community and Board as a Trustee to the community. Les passed away in the middle of his second Board term and served as the Board secretary. Also, as the only retiree on the Board, Les took an active roll in the day-to-day operations of the Association and interacted closely with the property management firm. The second name added was that of Alan Schaefer, who over the course of many years served in numerous capacities on both the Sewage Works and Homeowners’ Association Boards. Alan was a tireless contributor spending numerous nights and weekends helping to manage the community and its operation. Alan almost single handed oversaw and directed the remediation of the sewer plant beds recently. His contributions during his many years on both boards are too numerous to list individually but he certainly had the drive and determination that created the community that we all now enjoy. Community Insurance Renewed Gerelli Insurance once again was selected by the Board to insure the Association and Sewage Works. The insurance policy which covers all aspects of the Association’s common elements for liability, fire, and loss for the town homes as well, is maintained as per the governing documents of the community. The master policy is available for review in the community office during normal business hours. The Board wishes to once again thank George Mallo for his assistance in guiding the Board as to the coverage that should be provided and for reviewing the policy to ensure it is adequate. 3 NEW COMMUNITY MANAGER ANNOUNCED David Papalia has been hired as The Woodlands’ new community manager replacing Valerie Mazza who has moved on to other career interests. David, a resident of Closter, New Jersey, is a graduate of Susquehanna University in Selinsgrove, PA with a degree in Sociology. David has achieved several Community Association Institute certifications for property management. In addition David holds real estate salesman licenses in California and New Jersey. David’s professional property management experience includes that of a Rental Property Manager in several California communities. His most recent professional experience was that of Community Association Property Manager for the Wilkin Management Group of Mahwah, New Jersey. With Wilkin, David was responsible for the management of multiple condominium and cooperative associations throughout Bergen County. He supervised the services provided to residents and presented association boards with guidance on avoiding problems and addressing community issues. Please welcome David as you see him in our community! Woodlands Resident Direct Sales to Woodlands’ residents only Woodlands Resident 4 Board Meeting Format As we begin the new year it is appropriate to review with the community the format of the monthly Board meetings. The Board generally meets the first Wednesday of every month. Meetings are held at the clubhouse and start at 7:30 p.m. The Board typically meets with its major vendors about 30 minutes before the start of the meeting. As such, the start time is sometimes delayed a few minutes as the vendor meetings conclude. If meeting dates are changed, the change is posted on the clubhouse door or bulletin board. At least 6 times a year the Board begins the first 45 minutes of its meeting with an open session. This session is for you, the residents, to bring up issues and concerns to the Board for follow up and action. When you enter the clubhouse prior to the meeting there is a sign-in sheet. The Board requests that if you have a question that you sign the sheet and state what the issue is. In order to keep the open session moving and allow all the residents an opportunity to talk, discussions and questions may be limited to 5 minutes per resident. The Board over the past years has been very flexible with this limit if there are few residents who desire to address their issues. At the conclusion of the open session the Board enters into its executive session. Residents are welcome to attend this portion of the meeting though there is no dialog with residents while business is conducted. From time to time the Board will conduct a closed executive session in which no community participation is allowed. During these times the Board attends to specific financial and/or legal matters against individuals in the community or against the Association itself. Meeting agendas are available at each session to review the open items for discussion. Generally most Board members are available immediately before each meeting to address individual's issues as well. Your attendance at the Board meetings is always welcomed, as an active community is a successful community! News From Town The Town of Tuxedo has installed a skating rink for your winter fun. Located near the Ramapo River parking lot for the train station, the rink is available for use by residents at no cost. Tuxedo Reserve, the large subdivision planned for the area just south of the hamlet, has prepared its initial construction plans for the first section of the first phase and has made presentations to the Planning Board. Issues with water supply continue to remain a hurdle for the development. The property proposed to be developed into 100 home sites by Sterling Forest Corporation near the Town garage, has been recently sold to the Palisades Park Commission. This area was the last major privately held land holding within the State Park and will remain undeveloped by the PIPC. On January 28th at St Mary’s in Tuxedo Park, The Malkin Duo will perform selected works on violin and piano from Brahms, Mozart, Schubert and other classical artists. Presented by the Tuxedo Performing Arts Groups, the event is open to the public. Tickets are $20 in advance or $25 at the door. More detail on this and other TPAG events is located on the community website www. thewoodlandsattuxedo.org . Every couple of month’s Sterling Forest State park lists numerous activities it will sponsor. These activities are presented to the HOA and posted on its website. In addition to the State Park, events sponsored by the Tuxedo Performing Arts Group, the Tuxedo Library and the Tuxedo Chamber of Commerce are often posted on the community website.
