“I don’t mind paying the fee
because the council have been very
supportive and provide a lots of
services for us, including rubbish
collection,” she says.
“But the fee is high and
people have said to me that it is a
disincentive to setting up a van in
the city.
“I also feel that some of the
regulations of the permit could
be more fle ible, for e ample that
all signage has to be a ed to the
vehicle.”

The City of Perth Act isn’t
a sure thing, even through
the lower house where the
government can usually count
on having the numbers. Liberal
MP Rob Johnson has publicly
said he’ll oppose it and if the
Nationals follow suit it’ll take
just one more Liberal to cross the
floor for the legislation to sink.
If it does get through the
lower house it faces a fight in
the upper house where the
combined votes of the Nationals,
Labor and the Greens would be
enough to stop it.
Budget woes beaten

THEY’VE scrimped and
saved and now Vincent’s
massive budget problems
seem to finally be under
control.

year the council had to save
$6.4million after a budget error
threatened to put it in the red.
In the latest budget update
it’s predicting to be just $165,000
off the mark come uly. t s
looking to be the first time in five
years it hasn’t wound up with a
multi million dollar deficit.
CEO Len Kosova, who
walked into the job mid-last year
to find the budget in disarray,
says some savings have been
found by keeping a close eye on
staff spending.
“We’ve had to introduce a
great deal more financial control
and rigour than the organisation
has previously experienced,” he
says.
“I’ve made it crystal clear to
all managers and directors that
they will be held to account to
manage their budgets.”

credit card now go to the
council every month. Works are
scrutinised for completion and
the council is more rigorous
when it comes to exacting
payment.

says. “We are turning things
around, our new CEO is driving
accountability and scrutiny
in the organisation and that
should give confidence to the
community that we are moving
in the right direction and
eliminating wastage where we
can.”

THE short-lived ability to
subdivide 240sqm blocks
into even smaller parcels
has been banned in the
Cleaver and Hyde precincts
in Vincent.
The right to subdivide
tiny blocks had been an
accidental side effect of a state
government policy intended to
give higher density to places
like Ellenbrook. It ended up
affecting incent s historic
inner-city suburbs by mistake.
Residents had been divided
over the oopsie: some feared it
would lead to the area’s stock
of old buildings demolished,
while others saw dollar signs
rolling before their eyes.
Either way, it’s been
outlawed since January 27
when the council’s new law
was gazetted to rezone the
blocks to what they effectively
used to be.

week’s Bayswater meeting for
some reconnaissance, sitting
patiently through more than four
hours of debate.
“On average our meetings
at Bassendean take around oneand a half hours, he says.
“At the Bayswater meeting
there were ratepayers waiting
in the gallery for three hours
to hear an item being debated.
It should have been brought
forward. There’s lots of scope for
streamlining the meetings.
Cr Gangell also took umbrage
at Bayswater’s decision to delay
debate on several motions raised
at the electors’ AGM until after
July’s amalgamations.

Sadly
predictable
SO sadly predictable, the kneejerk reaction to your preview of
Adrienne Truscott’s Asking For It
(“A funny thing about rape,” Voice,
January 17, 2015).
Predictable because in isolated
Perth parochial attitudes and tunnelvision persist, despite expanding
awareness brought about by
technology’s amazing leaps.
While the pocketful of wealthy
can go to and fro on a whim, the vast
majority of people born in WA will
never afford to travel out of the state
or, at best, briefly, for a once in a
lifetime experience.
Before putting incensed pen to
paper, how many of the knee-jerkers
gave even a fleeting thought to how
the Voice might have agonised over
the presentation of such a sensitive
issue.
On this aspect, of course, the
courageous Ed kept his own counsel.
If the show emboldens only one
victim to point publicly an enraged
finger at a violator, then the show
will have achieved its purpose.
For the knee-jerk reactors, a
cooling wrap-up: how many rapes
will have been perpetrated, without
any chance of retribution for the
victims, in the time that it has
taken to write this offering with,
I trust, a considered, objective and
sympathetic stance?

among tenants. Having secure
and affordable accommodation
also allows them to focus on their
employment and education goals,

broader society.
Despite their proven track record
in our own community—and the
fact that they are a flourishing form
of affordable housing in other states
and countries— there have been very
limited opportunities in WA for the
establishment of new rental housing
co-operatives or the growth of
existing ones in the past 25 years.
Housing co-operatives are an
increasingly obvious solution to the
housing affordability crisis. They
save the government money, enhance
the local community and greatly
benefit their low income earning
tenants. They can also successfully
co-exist with other types of housing
within the same development.
Our approach to the provision
and management of affordable
housing is very different from that
of both government and mainstream
community housing providers. It
works. It creates communities. And
with the current focus on values
such as sustainability, community
and social responsibility, now is the
ideal time to recognise the potential
of housing co-operatives to help
address the desperate shortage
of affordable housing in our
community.

attention an alternative model of
public housing that few people
are aware of.
ental housing co operatives offer
an affordable, sustainable alternative
to both public and private rental
housing, with a range of documented
benefits to tenants, governments
and the broader community.
Several already exist within Perth,
where they were established with
the support of the Department of
Housing approximately 25 years ago
and have been operating successfully
ever since.
A rental housing co-operative
can be owned by government,
business or private individuals. Once
established they are entirely selfmanaging and economically selfsustaining, operating in accordance
with departmental policy and
compliance requirements.
Tenants live in separate homes
but collectively manage and
maintain all buildings, grounds and
tenancies themselves, so no external
management is required.
All rent paid is pooled and used
to cover all operating costs, so no
e ternal financial support is re uired.
Research has consistently shown
that being jointly responsible for the
management and maintenance of
their own housing gives tenants a
sense of ownership, responsibility
and empowerment. They tend to take
pride in their homes and gardens,

rape,” Voice, January 17, 2015).
I asked a couple of people—two
neighbours and my 40-year-old
brother if I was just being a prude but
they all were surprised and thought
it was pretty low.
I didn’t want my 11-year-old
daughter seeing the woman naked
from the waist down except for a sixpack in her crotch nor my 8-year-old
son seeing it thinking “yeah, that’s
ok”, so I’ve put it in the bin, where
a local newspaper with a photo like
that on the front belongs.

CATHERINE EHRHARDT is quickly
becoming “Queen of the Markets”.
She was behind the Maylands and Mt
Hawthorn hawkers markets, involved in
the Inglewood Night markets and is now
set to manage a new winter market at the
City Farm in East Perth.
If that wasn’t enough, she works fulltime in her shop Blackcurrant Clothing on
Railway Parade and has three kids under
the age of nine.
“I’m super busy, but I love it, “ she
says. “I’m not a great sleeper, so I use all
the available time I have to keep on top of
everything.”
Over the past few years, there has been
an explosion of farmers and hawkers
markets in inner-city Perth.

Ms Ehrhardt, who lives in Maylands,
says that’s because people want to
“reconnect”.
“We live in an age where people barely
know their neighbours’ names, so it is
nice for people to commune and get a
sense of community again,” she says.
“I think that has been missing from
society and people realise it and want that
sense of belonging back.”
City Farm’s Wednesday night market
will start April 15 from 5-9pm, and will
feature around nine food stalls, two food
vans and a range of stalls selling organic
produce. “We’re aiming for around 25
stalls in total and will use the barn area
for all the hot food stuff,

says. The barn gives us fle ibility with
the winter weather.
“This market is quite unique as it
will be a mix of a hawkers and farmers
markets, offering the best of both
worlds.”
The job of market mogul is a far cry
from Ms Ehrhardt’s early career, when
she worked in pathology labs in Perth.
“I mixed up my preferences for
university and ended up putting medical
science first, instead of art management,
she laughs.
She worked with the Maylands
Business Associaton on the highly
successful Street Festival, before leaving
to form the Local Arts and Community
vents, a not for profit group which runs
the local hawkers market.

grandmother. Now Mr Marshall is hitting
back, and will embark on a gruelling
ride from Mundaring to Albany to raise
money to fight kids cancer.
“Right now, cancer is the largest killer
of children from disease in Australia
and three children die from cancer every
week,” the Mt Lawley man says. “I think
when people see an ordinary person
crazy enough to do something ridiculous

The hour long walk e ploring the history of
s judiciary, local government and parliament
includes a tour of parliament and a live debate in
chambers, where Mr Sutherland will be keeping
the house in order.
“We are always looking at more ways to get
the community involved with parliament,” the Mt
Lawley MP says.

s main civic buildings and it is
host to an average of 40,000 visitors per year.
“Over the past year we established a dedicated
area for school students in the courtyard with a
shade sail, held public open days, and had school
tours for 16,000 students.”
The tour will also explore the origins of the WA
parliamentary system and the role of the Black Rod
and the mace.

doing a single-handed
handstand on the head of
a man reading The Times
of London?
Or one of the same men
extend his body rigidly
from a lamp post and
proceed to “climb” an
imaginary set of stairs, in
time to Singing in the Rain?
The English Gents (Denis
Lock and Hamish McCann,
who actually hail from
Melbourne) performed at
last year’s Royal Variety
but long before that were
wowing audiences at the
2008 and ’09 Fremantle
Street Arts Festival.
Their act, now even more
honed and polished—as are
their biceps—is back along
with an amazing band of
other performers in the
internationally renowned
La Soiree.
It’s a non-stop round of
mad, funny, captivating,
and at times shocking, acts
which aptly demonstrate
what the human body is
capable of with feats of
strength and agility defying
common sense and the laws
of gravity.
Gym membership
for this troupe of men
and women must cost a
fortune—and just how
many hours’ practice it
takes to perfect a rollerskating routine that looks
clumsy and out of control is
anyone’s guess.
Captain Frodo had
audience members wincing,

dislocating shoulders to fit
into impossible spaces and
twisted his wrist in several
360-degree turns. Everyone
shuddered and gasped when
he “unscrewed” it again.
Bath Boy had elements
of Mills and Boon in an
act involving wet jeans,
glistening muscles, a bathtub
full of water and some
very impressive circus rope
routines.
And if the front couple of
rows got a little damp (from
the bathwater splashing—
well, don’t you have a dirty
mind) it was a hot night.
A reading from a real
Mills and Boons novel,
with perfect comic timing
and droll eyebrow
raising had audiences
screaming with
laughter, and I’m sure
some squirming with a
little embarrassment.
Ursula Martinez’s
striptease/magic act was
mystifying. Just were did
she hide that hanky when
wearing nothing but a tan?
La Soiree has been
touring the world for 10
years with its cocktail of
jaw-dropping acrobats
and contortionists in a mix
of circus and vaudeville,
performing to rave reviews
as far afield as ew ork,
London, Paris, Stockholm,
Montreal Buenos Aires and

of her candid new video work,

TV pilot series, Moffatt quizzes twelve
artists on what art means to them.
This video is presented alongside
a kaleidoscopic installation of
bold photography and works on
paper from her recent evocative Spirit
Landscapes series.

Australian comics and their web-series, ‘Written
It Down’. Luckily the email was re-examined,
which then saw the show made on no budget
with volunteer improvisers score a feature on the
world’s biggest comedy website. Having amassed
over a hundred thousand international views, the
two creators, Matt Saraceni and Dave Zwolenski
are set to bring their completely improvised
format to the Fringeworld stage at Perth’s De Parel
Spiegeltent for six shows from February 12 to 17.

Perth’s own Matt Saraceni (Lords of Luxury,
Nova Radio) and Dave Zwolenski (SBS’s A Dave
in the Life) are excited to bring a brand new game
to Fringeworld. In a one-off comedic spectacular,
watch Australia’s best comedians take the ultimate
challenge and perform a completely improvised
show based on the successful web-series, Written
It Down.
“I’m so excited to bring a show that’s been
so successful on the screen to the stage,” says
Saraceni. “The live version of this show is the best
ensemble of comedians I’ve ever seen. And, being
from Perth, I’m especially proud to show Mum that
it’s totally okay I never became a lawyer!”
The all-star cast sees the biggest talents of
Melbourne, Sydney and Perth’s improvised
comedy and stand-up circuits push themselves
into the ultimate uncomfortable situation. They
begin a scene with no idea where it is going to go,
until they read out a never-before-seen suggestion
live on stage. What happens next is bound to be a
hilarious thrill-ride for performers and audiences
alike!

Me in the River, The Smith Street Band launch the
film clip for new single ‘Get High, See No One’.
Shot at the band’s home in Footscray, Melbourne,

HE history of this gorgeous
two-storey federation town
house is a domestic one, traced
through the pages of Perth’s once
many newspapers in gentler times.
Daughter of the house Miss Ethel Philp
gets quite a few mentions in The West
Australian either for winning Highland
dancing championships, or giving dance
lessons from her home in the early 1900s.
One of Perth’s beautiful people, her
engagement to William Sheehan made
it into the Daily News in 1916, and the
wedding was reported in the Sunday
Times.
A few years later the happy couple’s
return from a “pleasant” holiday on
Rottnest Island even rated a mention
in the Mirror.
