municipal operations. Internal service funds are not included, as revenues for these funds are recorded as expenditures in various funds and inclusion
would result in an overstatement of expenditures. Of the fiduciary funds, only the Gas Retirement Fund and Catherine Bonifas Fund are included.
Capital expenditures are not included for the utility funds.
Where applicable, use of fund balance is shown as a revenue source, as prescribed by State Law. It is important to note that this schedule is not

Regular Council Meeting, July 5, 2012
1. Graciously accepted a financial gift in the amount of $150,000 from John and Patt Besse,
which will be used to upgrade the bathroom/locker room facilities at the Catherine Bonifas
Civic Center.
2. Approved a request from The Escanaba Downtown Development Authority, in partnership with
the Downtown Business Association, to block off the 900-1300 blocks of Ludington Street on
Friday, July 27, 2012, from 9:00 a.m. to 6:00 p.m. for the annual Sidewalk Daze event with a
performance from the City Band during the afternoon of the event.
3. Approved to renew the AT&T Centrex Contract.
4. Approved a request from Christ the King Lutheran Church of a partial street closure on
September 9, 2012, from 8:00 a.m. to 1:00 p.m. for a Sunday School Rally.
Special Council Meeting, July 11, 2012
1. Approved that the City of Escanaba enter into the Asset Purchase Agreement as presented by
the City Manager with Escanaba Green Energy LLC, and that the Mayor and City Clerk be
authorized to execute any and all necessary documents in order to complete such transaction,
contingent upon the extension of Escanaba Green Energy LLC letter of credit.
2. Approved the current expenditures of Power System Engineering (PSE) and Troutman
Sanders as presented, and to continue their services until completion of the Asset Purchase
Agreement with a cap not to exceed $150,000.
Regular Council Meeting, July 19, 2012
1. Approved a request from The Delta County Suicide Prevention Taskforce to declare their
organization as a nonprofit organization operating in the community for the sole purpose of
obtaining a charitable gaming license for their annual End the Silence Walk fundraising event.
2. Approved to enter into a formal mutual aid agreement for Delta County-wide comprehensive
firefighting services.
3. Approved a bid from Ray’s Welding of Berrien Springs, MI, in the amount of $13,900 to repair
and replace the existing hatch and install 28’ of 6” overflow pipe on the south water tower.
4. Approved to retain Dixon Engineering, Inc. of Hales Corner, WI, in the amount of $1,915 to
conduct an inspection of the hatch and overflow repair and the required one year warranty
inspection of the painting project completed last year.

NATIONAL FISH AND WILDLIFE FOUNDATION
The City of Escanaba was recently notified that the Board of Directors of the National Fish and Wildlife
Foundation approved a grant of $50,940 in support of the Escanaba Migrating Bird Enhancement Initiative.
The program will be managed by the Common Coast Research and Conservation Group located here in
the City . The goal of the program is to restore migratory bird habitat in Ludington Park to include
Aronson Island and Portage Marsh by planting native trees, shrubs, and forbes, and reducing through
removal, non-native invasive species from the existing vegetation.

He graduated from Portage high school in 1987,
married to Jennifer and have three children
Steffan, Macie and Sam. David enjoys the outdoors, fishing, hunting and traditional archery.

ESCANABA’S INDEPENDENCE DAY WEEKEND CELEBRATION THANK YOU TO THE
DULUTHDULUTH-BASED AIR NATIONAL GUARD’S 148TH FIGHTER WING, THE “BULLDOGS”
On July 4, 2012, the Duluth-based Air National Guard’s 148th Fighter Wing, the “Bulldogs”,
conducted a military flyover in Escanaba as part of the 4th of July celebration. The Bulldogs
consist of over 1000-members who live and work throughout Minnesota, Wisconsin and
Michigan.
The 148th Fighter Wing provides the U.S. Air Force with combat Air Sovereignty and Air
Defense and has deployed all over the world to include Iraq and Afghanistan in support of
the Global War on Terror.

ESCANABA PLANNING COMMISSION APPROVED THE FOLLOWING TWO SITE PLANS AT
THEIR JULY 12, 2012, MEETING
PARKVIEW ASSISTED LIVING WILL BE LOCATED AT 516 WILLOW CREEK ROAD AND
OPERATED BY MIRON ENTERPRISES. THIS FACILITY WILL BE A THIRTY UNIT ASSISTED LIVING
FACILITY AND A TWENTYTWENTY-FOUR UNIT MEMORY CARE FACILITY. THE COST OF CONSTRUCTION
IS ESTIAMTED TO BE $3,000,000.
BISHOP NOA HOME WILL BE CONSTRUCTING A 9,000 SQURE FOOT ADDITION AT 2900 3RD
AVENUE SOUTH. THE ADDITION WILL BE FOR A REHABILITATION NURSING UNIT AND
PHYSICAL THERAPY SUITE TO THEIR EXISTING BUILDING. THE COST OF CONSTRUCTION IS
ESTIMATED TO BE $850,000.

NEWPAGE ESCANABA MILL CELEBRATES 100 YEARS OF MAKING PULP
The Escanaba Paper Company, a subsidiary of NewPage Corporation, announced today that it is celebrating a
century of making pulp in Escanaba, Michigan.
The original pulp mill was constructed largely to help investors attract new customers for the
hydroelectric capacity being created by dams on the Escanaba River. The very young City of Escanaba and the
local street car line, owned by the same investment group, were also customers.
The first pulp rolled off the old stone groundwood pulp line on July 5, 1912 at a rate of 20 tons per day.
Since then, the modernized Kraft pulp mill has been supplemented by two pulping lines, utilities, three paper
machines and off machine coaters, and associated equipment, to make up Michigan’s largest paper
manufacturing operation. The mill site now encompasses more than 2,000 acres, employs about 1,100 people
and produces 800,000 tons of quality paper annually.
“We are very proud to have provided high quality products and services to our customers for 100 years.
Today, the Escanaba mill’s goal is to continue to provide the highest value for our customers, corporation and
employees, through excellence in people, product and process performance,” said Roger Rouleau, Escanaba
mill manager.
Celebrations of the mill’s history have commenced in Escanaba and will continue through the month of
July. Historic photos are on display along with a video highlighting the history of the mill.
