NNO is a project of the National Association of Town Watch
(NATW), the nation’s premiere non-profit crime prevention
organization, dedicated to the development and promotion of
crime prevention in communities across the nation. NATW is
a network of law enforcement agencies, neighborhood watch
groups, civic groups, state and regional crime prevention
associations and concerned citizens. Every year, on the first
Tuesday evening in August, neighborhoods across the nation
host block parties, festivals, parades, cookouts and other various
community events with safety demonstrations, seminars, youth
events, visits from emergency personnel and exhibits.
Through this NNO event the LCA and KCA hope to
enhance the relationship between our two communities and
law enforcement, all while having some fun and creating a true
sense of community, so mark your calendars and be sure to join
in the fun!

Vasilis Moving to Former Star Diner
Vasilis Mediterranean Grill has signed a lease to move into
the former Star Diner location at 705 Center Point Way. The
restaurant has been in its current space on Main Street for 15
years and is owned and operated by the Hristopoulous family,
Bill and Julie, Theo and Yanni. The space will be renovated both
inside and out, by HapstakDemetriou+, one of the top hospitality
design firms in the country. Theo said, “We are really excited to
be working with them.” He explained that they are considering
two different concepts for the exterior and that the interior will
feature considerably more seats than the current restaurant, as
well as a private room for parties, two chef’s tables with private
menus, and a full bar. Renovations are slated to be complete
by early spring 2016. In the meantime, Vasilis remains open at
353 Main Street. Theo said that it is important to his family to
keep business alive on Main Street once they move to the new
location. They are considering opening a New York style sub
shop in the space.

Rupal Turner Imparts Ancient
Wisdom for Modern Living
By Gina Dropik
Rupal Turner is a very analytical person who loves math,
numbers and the stock market. She has a degree in accounting
and finance, and although she worked for one of the big four
accounting firms early in her career, she now uses her talents in
an entirely different way. Turner is one of only a few consultants
worldwide certified in Classical Feng Shui and is well-versed in the
ancient science of Vaastu. She works as a private consultant and
has clients throughout the United States, Australia and India.
Turner is the private student of an internationally-renowned
Tibetan monk and has been training with him for 16 years. “He
has imparted secrets to me that go back thousands of years,” she
said. Feng Shui is defined as the Chinese philosophical system
of harmonizing everyone with the surrounding environment.
“There is a strong correlation between the powers of land and
man’s fortune. But most of what people know about Feng Shui
is over -simplified. It’s not an interior decorating technique,”
Turner explained. “A house is subject to visible energies and
invisible energies. The invisible energies where you live and work
directly affect the opportunities
and luck that come your way.”
Turner
uses
complex
mathematical formulas to analyze
the powers of the land and conveys
that knowledge to help her clients
deflect negative energies and
surround them with positive Rupal and Kishori
energies. She explained that there are
three major areas in which she helps her clients: (1) To remedy existing
problems in life; (2) To enhance health, wealth and relationships; (3)
To forecast future possibilities. She is quick to explain that her practice
is not fortune telling. “It’s very scientific. The numbers don’t lie.”
Born in India, Turner came to the United States as a small
child. She grew up in Texas and moved to the DC area after she
was married. She recalls that when she and her husband moved
into a small house in Potomac, her life started to spiral downward.
“I have always been very aware of the energies of my environment

and I started to wonder if the house had anything to do with it.”
This is when she immersed herself in the study of Feng Shui and
Vaastu (an ancient architectural design science that explains how
to create environments in accordance with the laws of nature so
that inhabitants experience support and prosperity).
After they moved out of that house, things started to improve
and what started as a passionate hobby turned into a full-time
career. At first, she offered her services on the side, before starting
her consulting business in 2006. Through her comprehensive
analysis of the exterior and interior of homes and businesses,
Turner makes recommendations for reducing or eliminating
negative influences and provides guidance on how to arrange,
enhance, harmonize or balance the energies in a space to
promote dramatic improvements in her clients’ happiness, wellbeing and success.
Over the years her clients have included members of two U.S.
presidential families, a pentagon general, Washington socialites,
investment bankers, economists, CEOs, doctors, entrepreneurs,
local restaurant owners, and many others. “I have analyzed
boutiques on Rodeo Drove, more than 20 properties on 5th Avenue
in New York City and casinos on the strip in Las Vegas,” Turner said.
Turner has lived in the Lakelands with her teenage
daughter, Kishori, since 2003. “We love, love, love living here!”
she exclaimed. In her spare time, she enjoys investing, traveling,
biking, swimming and cooking. For more information on Turner
and the practices of Feng Shui and Vaastu, visit her website at

The Future of Kentlands Market Square
Let Your Voice Be Heard
By Gina Dropik
On June 17, Ken Miller, Chief Operating Officer for
Beatty Management Company, presented an amendment to
the approved Schematic Development Plan and Site Plan for
Kentlands Market Square, to the City of Gaithersburg Planning
Commission. Several members of the community attended the
meeting and expressed their opposition to the proposal.
The amendment would change up to 5% of the current
retail space to office and educational use, with a restriction
that no more than 2.5% of that space would be located along
Market Street between Kentlands Boulevard and Center
Point Way. This would allow Beatty to find tenants for the
retail space in Market Square who are not retail businesses.
According to Miller the proposal was made in an effort to fill
vacant spaces in the center, and to select stable tenants who
will enhance the vitality of the center over the long term. “Our
goal is to find tenants who will complement one another and
are successful,” said Miller.
Prior to the Planning Commission hearing, on June 15,
the Kentlands Citizens Assembly held a Town Meeting with
Mr. Miller. A number of Kentlands and Lakelands residents
attended, in addition to local business owners. The general
consensus was that Beatty has a negative reputation in the
community and that they are concerned about the proposal.
Many of them expressed to Miller that they believe there needs
to be a more solid plan. They indicated that they would be
supportive of the right businesses coming to the community,
but that consideration should be given to which businesses
are located next to each other.
The Planning Commission will keep the proposal open
until July 9. Citizens can submit testimony until 5:00 p.m.
on that date, via email to [email protected], or
in writing to Planning Commission, City of Gaithersburg, 31
South Summit Avenue, Gaithersburg, Maryland 20877.
On July 15 the Planning Commission will review the
proposal and make a recommendation to the mayor and city
council, who will discuss it at their meeting on August 3.

Montgomery Council Seeks Applicants
for County Board of Appeals
The Montgomery County Council is seeking applicants
for two four-year terms on the County Board of Appeals.
The terms of Stan Boyd (Democrat) and David Perdue
(unaffiliated) expire in September 2015. Mr. Perdue, currently
serving as chair, has completed two full terms and is therefore
not eligible to apply for reappointment. Mr. Boyd will be
completing his first full term, and has indicated his intent
to apply for reappointment. Applications for the position
must be received no later than 5:00 p.m. on Wednesday, July
22. Letters expressing interest, including a resume listing
professional and civic experience, political party affiliation,
home and office telephone numbers and an email address,
should be addressed to: Council President George Leventhal,
County Council Office, 100 Maryland Avenue, Rockville,
Maryland 20850 or can be emailed to county.council@
montgomerycountymd.gov.
By law, no more than three members of the board shall
be from the same political party. These positions can be filled
by a Democrat, a Republican, a voter who is unaffiliated
with a party or a voter who is a member of another party
officially recognized by the Board of Elections. Because of
the requirement that no more than three members be from
the same political party, the Council cannot appoint two
Democrats. Current members of the board include Chair
Perdue (unaffiliated), Board Member Boyd (Democrat),
John Pentecost (Democrat), Carolyn Shawaker (Democrat)
and Edwin Rosado (unaffiliated). Members of County boards,
committees and commissions may not serve on more than one
such group at a time.
Members of the board receive $15,162 annually, with the
chair receiving $21,429. Salaries are adjusted annually each
December to reflect 50 percent of the change in the Washington
Area Consumer Price Index. Duties of the Board of Appeals
include hearing and deciding requests for variances from
development standards contained in the Zoning Ordinance;
hearing appeals from certain administrative decisions rendered
by county government agencies; and hearing oral argument on
decisions of the hearing examiner on conditional uses.
City Elections
The City of Gaithersburg municipal elections will be held
on Tuesday, November 3. City residents who are registered
to vote in Montgomery County are automatically registered
to vote in City of Gaithersburg elections. The deadline to
register to vote for this year’s election is Monday, October
19. For registration information contact the Montgomery
County Board of Elections at 240-777-VOTE (8683) or visit
www.montgomerycountymd.gov.
The board normally holds weekly hearings all day
Wednesday and work sessions every other week. If necessary
to accommodate an extended caseload or continued hearings,
the board schedules hearings on other weekdays. Members are
expected to prepare for the hearings by reading the cases to be
heard and to share the workload of drafting and editing opinions
or to follow-up on investigations on specific cases. Members
work approximately 15-25 hours a week.
Letters of application and resumes are made public as part
of the appointment process. Interviews are open to the public
and will be televised. A financial statement of assets, debts,
income and family property interests will be required of all
applicants. Only the appointed candidate will be required to
make the financial statement available to the public.

City Wins Award from Community Action
Partnership
At its annual Human Services Conference in May, the Maryland
Community Action Partnership recognized collaboration
efforts within the City of Gaithersburg with a Partnership
Award. Gaithersburg was recognized as being an exceptional
partner with the regional Montgomery County Community
Action Agency, especially in support of the Volunteer Income
Tax Assistance (VITA) program. The city was also recognized
for partnering with the Montgomery County Community Action
Agency to host a public forum in January about poverty in the
county, bringing together stakeholders and service providers
to discuss the most important issues impacting low-income
residents. For information visit www.maryland-cap.org/ or
www.montgomerycountymd.gov/hhs.
City Adopts $68.2 Million Budget for FY16

Fiscal Year 2016 (FY16) budget of $68.2 million. It took effect on July
1. The ad valorem property tax rate remains unchanged at $0.262
per $100 of assessed value. Along with the budget, the Mayor and
City Council also adopted the City’s Strategic Plan for FY2016 and
a comprehensive fee schedule, which includes a listing of all fees,
charges, fines, and forfeitures as provided in the ordinances of the
City of Gaithersburg. All documents are available for viewing on
the city’s website. For more information, contact the Department
of Finance and Administration at 301-258-6320.

came an opportunity to rename and rebrand the center. The
center, which is available for community use in the evenings and
on weekends, is named for Benjamin Gaither, an early settler who
built his home on three acres of land adjacent to Deer Park, near the
famous Forest Oak tree. The tree, upon which the city’s logo is based,
served as a historical symbol for the city until it was toppled in a storm
in 1997. More than 560 members currently enjoy the offerings of
the center, which include fitness programs, trips to local museums,
historical sites and cultural performances, discussion groups,
informational lectures, wellness programs, art classes, and many
social activities. The center also houses a full service kitchen and
provides a daily lunch to qualifying adults through the Montgomery
County Nutrition Program. Memberships for individuals and couples

Zumba Classes Continue; Yoga on Hold
Zumba classes continue to be offered on Monday
evenings at 7:30 p.m. in the Green Room of the
clubhouse, for residents age 16 and older. The cost
is $5/person by cash or checks only, payable to
the instructor. Please show up for class at least 10
minutes early. Bring a water bottle, towel and any
other props you’d like. Yoga classes are on hold for
the summer and will resume after Labor Day.
A: In this situation we would first consider how you feel as the
parents of a teenager. What are your beliefs about vacationing
as a family? How do you feel about leaving your daughter in an
unsupervised environment for a long period of time? By allowing
her to stay home while the rest of the family is away, are you
giving her the responsibilities of a young adult? It is important
to recognize that at 17, your daughter is not yet an adult. That is
a lot to ask of her to be able to take care of herself and resist the
temptations that being alone may bring.
After considering your thoughts on all of these things, if
you indeed feel that now is not the time for her to be missing
vacation, this is what we would suggest for you: 1) Ask her how
she feels about missing vacation. It is important that you let her
know you are listening to her side of things. 2) Explain to her
in a positive way why you think now is not a good time for her
to miss vacation. Let her know that you understand why she
would want to stay, but explain that there is plenty of time when
she is an adult to make these kinds of decisions on her own.
Maybe allow this situation to become a learning opportunity
for your daughter. If you make clear the goals she should strive
for, she may become more motivated and willing to take on new
responsibilities to prove her maturity. 3) Reassure her that her
presence is necessary on your family vacation. Maybe it would
lose some of its fun without her.
Whatever your reasons may be, be forthcoming so that she
may see your perspective. This will keep the conversation away
from becoming a lecture. Good luck!

FOCUS ON FITNESS
Keep Your Mind on Your Run
By Lenore Gelman, Personal Trainer
On many days I really look forward to a run. I love running
for several reasons, and an important one is that it helps me stay
positive. After I run, no matter how hard it was or how exhausted
I am, I always feel a sense of accomplishment. Even if the rest of
the day involved some wasted time, the fact that I went for a run
makes me feel good.
However, I definitely get tired sometimes and there are
occasions when I am not feeling so great mid-run. I have developed
a collection of techniques to keep myself focused and able to
complete my run. In addition, I have recently been learning about
mindfulness while running, which in short, is calming the mind
and concentrating on your breathing to stay in control of your body.
So I thought this summer month would be a good time to share a few
of these techniques to keep putting one foot in front of the other.
• Concentrate on your breathing. Think about slowing it down,
breathing from the belly and not the chest, and using your
breath to help control your pace.
• Focus on your form. Relax the shoulders, keep your body
upright, arms close to your sides, eyes ahead, and stay light on
the feet.

to focus your mind.
• Count cars, trees, shapes in the clouds, people, etc.
• L isten to music. Listen to the words of songs. Make a pace
music list. Pace DJ is an app that modifies music beats per
minute to match your running pace. RockMyRun, another
app, allows you to choose how many beats per minute the
music should have, and will match the songs to the pace. If
you are out for a fast run, you can choose a speedy setting of
150 to 160 beats per minute. For a slower jog, try 120 beats per
minute.
• L ook ahead for landmarks, pick a target, run to it. Start over.
• Review your Things To Do List.
• Picture your favorite athlete.
• Review your goals for yourself physically and psychologically.
• Practice conversations you want to have with people.
• Be in the present moment. Just think about what you are doing
and how lucky you are to be alive and breathing.
“It’s just a hill, get over it.” This is my mantra. My sister bought
me a headband at a race expo a while back with this saying. I
wear the headband often, say it to myself a lot, and not just on
hilly runs. It motivates me and keeps me thinking positively. If
you have found mental games, mindful sayings or strategies that
have helped you complete runs successfully, I would love to hear
about them.
“Think strong, be strong, finish strong”
– Renee Metivier Baillie, middle- and long-distance runner
