There are few Canadians who want to fight various wars across the globe sitting here in Canada. And in some case they also join the action using Canadian Citizenship to their advantage. We have people from both sides of the fence here in Canada and these very elements can potentially damage the peace of Canadian Society. However, the White House did not hesitate to proclaim that a grave human rights violation had taken place. This comes after a section of the Sikh community in the US initiated an online petition campaign requesting the Obama Administration to declare the 1984 riots as genocide. A total of 30,000 Sikh people in US signed the petition seeking the US government to declare the 1984 riots as genocide. A petition containing more than 25,000 signatures was reviewed. In its response, the White House clarified saying that during and after the 1984 riots, the United States has been continuously keeping an eye and repor ted in public about the grave incident of human rights violation that took place against the members of the Sikh community. The House also considered the US State Depar tment's Official Country Repor ts on Human Rights that covered the violence and its consequences and also condemned the disagreement of fair public trials, harmful effects on freedom of religion and also the government's response to civil society association scrutinizing allegations of human rights violations. In response to the online petition, the House said that it has long been a feature of the US government to protect the rights and freedom of all people. Meanwhile, the proponents of the petition expressing dissatisfaction over the Obama administration . 1 INCREASING COMPETITION WILL CHALLENGE RETAILERS BUT MAKE IT A GOOD TIME TO BE A CONSUMER TORONTO: Discount department stores are poised to take more market share in the year ahead as debt-conscious consumers and tame wage growth weigh on Canadian retail spending, according to CIBC World Markets Inc. "Canadians have heard the message from Ottawa: be careful what you borrow for. But turning more prudent on debt accumulation has meant leaner times for retail spending growth over the last year," says Avery Shenfeld, Chief Economist at CIBC, in a note published for CIBC's Retail and Consumer Conference happening today in Toronto. With a weak finish to the 2012 holiday season, retail sales grew at lean rate of 2.5 per cent last year, marking "the second year of deceleration from a heady 5.6 per cent pace in 2010, when households were much more eager to borrow at low rates to finance their shopping spree," notes Mr. Shenfeld. With job growth expected to decelerate in 2013 and wages remaining "fairly tame" in 2013, disposable income gains will likely remain modest this year. "In that climate, discount stores will continue to grab market share, particularly given the entry of a major U.S.based player this year," says Mr. Shenfeld In another conference note, Perry Caicco, a CIBC Equity Analyst who covers the consumer and merchandising industry, identifies two other consumer trends likely to exert competitive pressure on the retail sector. One is the increasing tendency by Canadian consumers to "purchase on promotion." Mr. Caicco says that "over the last three years, a material amount of the windfall from a strong Canadian dollar was passed through as increased deals." This has made Canadian consumers, who are already debt-conscious, "increasingly addicted to deals" and "more sceptical than ever about regular prices," he says. CONTD. ON PAGE 9 MAN SHOT DEAD OUTSIDE TORONTO MALL HAD CRIMINAL PAST T he man shot dead outside an upscale Toronto shopping mall this past weekend had a criminal record, though a lawyer who once represented him thought he had the potential to turn his life around. Michael Nguyen, 23, of Toronto, has been identified by police as the man gunned down outside the entrance to a department store at Yorkdale Shopping Centre on Saturday night.He and another man were shot about an hour before the shopping mall was set to close. Nguyen was pronounced dead at the scene. The other victim, a 24-year-old man whom police have not publicly identified, was rushed to hospital in critical condition after the shooting. By Sunday, he was in stable condition and expected to survive. At a news conference on Sunday, Toronto police Det. Rob North told reporters that Nguyen was "known to police," though he did not provide details about his criminal record. CONTD. ASI Gurdev Singh, who was on duty on National Highway No. 1 (Delhi-Amritsar) was allegedly shot dead near Haveli Restaurant, 10 km from Jalandhar city and 150 km from Chandigarh. This is the fourth killing of a Punjab Police officer in the month of March. Since December last year, five ASIs have been killed in separate incidents. According to police, the ASI was chasing a youth who appeared suspicious. A car stopped near the ASI, one man emerged and shot the police official at close range. A head constable, who was accompanying the ASI, managed to save himself. The head constable said there were three people in the car, who sped after gunning down the ASI. The slain ASI Gurdev Singh had escaped an earlier attack about six months back, a senior police officer of the Kapurthala police said today. At that time the assailants had snatched his service revolver before fleeing from the scene. Gurdev Singh, originally belonged to Karamjitpur village in Sultanpur Lodhi presently was living with his family in the quarters at the Kapurthala police lines. The police had started collecting footage from the CCTV cameras installed in and around Haveli restaurant and other business premises around the site of incident which claimed the life of an ASI. ASI Ravinder Pal Singh Mangat was killed March 29 after being assaulted by a truck driver near Patiala town, 80 km from here. The ASI had signalled the truck to stop near the upcoming campus of the Rajiv Gandhi National Law University during a VIP visit. Another ASI, Kulbir Singh died in mysterious circumstances when he went with a police raiding party to a village in Tarn Taran district March 5 to take protesting farmers' leaders into preventive custody. Another ASI was found dead in Punjab's Barnala area last month. In December last year, ASI Ravinder Pal Singh was shot dead near Amritsar while trying to stop a ruling Aklali Dal leader from harassing his daughter. ITALIAN ENVOY FREE TO LEAVE INDIA T he Supreme Court on Tuesday vacated its order restraining Italy’s Ambassador Daniele Mancini from leaving India as the two Italian marines, accused of killing two fishermen, returned to India to face the proceedings as per commitment given by him to the court. A bench headed by Chief Justice Altamas Kabir vacated its March 14 order by which it had restrained the Ambassador from leaving the country after the Italian government had refused to send back the marines. The court also directed the Centre to take immediate steps for setting up a special court to hold proceedings against Italian marines Massimiliano Lattore and Salvatore Girone, who had allegedly killed two fishermen off Kerala coast last year. The court had on March 14 asked the envoy not to leave the country without its permission. The bench had on March 18 expressed its anguish over the Ambassador “reneging” from his undertaking to the court on the return of the marines. It had said that the envoy had breached its trust over his undertaking on return of the marines and had also told him that he did not enjoy diplomatic immunity. Sensing the mood of the apex court, the Italian government later agreed to send back the marines and they reached India within the time limitation fixed by the court. The two marines, who were allowed by the apex court on February 22 to go to Italy for four weeks to cast their vote in the general elections there, had returned on March 22. The bench had on March 18 also said that the period of four weeks for which the marines were allowed to go to Italy to cast their vote was yet to be over and they still had time to return. On February 22, the apex court had questioned the government as to why it was “dragging its feet” on the issue of setting up a special court for trying the two Italians. It had also taken exception to the Centre not following its January 18 direction to consult the Chief Justice of India for setting up a special court. The two marines were on board an Italian vessel Enrica Lexie when they allegedly shot dead two fishermen on February 15, 2012. I WANT TO BECOME THE PM - AGAIN The Indian Prime Minister Manmohan Singh appeared not to rule himself out of the race for Prime Ministership after the next Lok Sabha elections in India. Asked by repor ters yesterday whether he would accept another term in office if Congress President Sonia Gandhi offers him prime ministership again after 2014, Singh said: "these are all hypothetical questions. We will cross that bridge when we reach there". Rahul Gandhi had recently maintained that asking him about Prime Ministership is putting a "wrong question" to him.Senior Congress leader Digvijay Singh had said that the model of having "two power centres" has not worked well and suggested that Rahul Gandhi should not opt to nominate a Prime Minister if the par ty gets a majority in the next Lok Sabha polls. "...I strongly feel that ...when time comes and if the Congress gets majority or it is in a position to form the government, I think Rahul Gandhi should take the call. "Even if a Congress-led coalition emerges, he (Rahul) is mature enough to handle the intricacies of coalition politics. Then ofcourse, we have senior colours. And that too being audaciously ambitious," BJP chief spokesperson Ravi Shankar Prasad told repor ters in response to a question. "Whether the comment of Manmohan Singh is more aimed at his foes in Congress or to put a question mark on Rahul Gandhi's claim for the post of Prime Minister, for which a consistent chorus is going on within the Congress, is entirely the internal matter of Congress," Prasad said. Look for a free copy of valuable information related to Sikh Religion and event information. 5 COPS PLANTED VIJENDER'S CAR OUTSIDE DRUG DEALER'S HOME: BOXER DINESH KUMAR The drug scandal surrounding Vijender Singh on Tuesday took a new twist with one of his fellow pugilist Dinesh Kumar disputing the claims of Punjab Police even as the spor ts ministry explored ways to subject the star boxer to a heroin test despite NADA's refusal to do so. Almost a month after the scandal broke out, Dinesh, an Asian Games silver medallist, claimed that Punjab Police planted Vijender's car outside the flat from where heroin was recovered. Contradicting the Punjab Police version, Dinesh said that he and one of his friends had accompanied Ram Singh at the police station but the policemen asked them to go and leave the car behind which was later found at Zirakpur. "Me and a fellow boxer Bunty accompanied Ram Singh to Fatehgarh Sahib police station in the car which the police claim was found outside the flat. When we reached there, the police told us that Ram would have to be questioned," Dinesh said. "The policemen insisted that we leave the car at the station only. We objected to it and told them that the car was not ours and had to be taken back to Patiala but they forced us to leave the car at the station and told us to go back," he said. The sports ministry, which had on Monday stepped in to clear the air by asking NADA to test the boxer, was waiting for a written response before deciding its future course of action. The NADA, which is an autonomous body, is willing to conduct a regular out-of-competition dope test on Vijender but has expressed its inability to test the Olympic bronze-medallist for heroin citing World Anti-Doping Agency's protocol. "We have not asked NADA to proclaim anything on his guilt but just conduct a test to find out whether he took heroin... the NADA has not conveyed anything to us in writing, let them do that first and then we will think of our stand," spor ts secretary P K Deb said. Dinesh said after failing to retrieve the car, they headed back to Patiala only to find out later that the vehicle had been found in Zirakpur. "We were stunned because the car was in police custody when we left. How it reached Zirakpur is a mystery to us," said the light heavyweight boxer. Asked why he did not reveal these details when the controversy initially broke, Dinesh said, "We were scared given that Ram is still in police detention and the way Vijender is being maligned." Vijender has been accused of taking heroin 12 times by the Punjab Police which has interestingly not conducted any test on the boxer due to his refusal to give hair and blood samples. "People at NIS know that the car was in the campus and the police planted it in Zirakpur. I have spoken to Viju a few times, he is very low because he is innocent and is being maligned in the media," he said. MAN SHOT DEAD OUTSIDE TORONTO MALL HAD CRIMINAL PAST Contd. from Page 1 But a lawyer in Windsor, Ont., has since spoken to CBC News about Nguyen, saying he once served time for a home invasion and robbery that occurred when he was a teenager. Defence lawyer Frank Miller said that he met Nguyen after he was charged in the incident in Windsor.Nguyen later received an adult sentence. Miller lost contact with him."I was surprised, shocked and saddened to hear that he had been shot to death in Toronto," Miller said. Miller said Nguyen impressed him as "a bright, engaging, intelligent, insightful young man," who also had a history of trouble with the law.But he believed that Nguyen was a young man who "had some potential, had a great deal of potential to make something of himself if he chose to follow a positive track, if you will, in the world." Miller said that police officers had alleged Nguyen was "heavily involved" with a street gang known as the "Asian Assassins."Police said they knew who the members of the street gang were because they had posted a photo of themselves online, Miller said.The CBC's John Lancaster reported Monday that the Toronto street gang known by that name is now part of another group called the Project Originals. Dozens of police officers were brought into the investigation after the shooting to help look for evidence that could be found within the sprawling crime scene in the mall parking lot. Hundreds of vehicles in the parking lot remained cordoned off as police conducted their investigation. At least one vehicle was towed away from the lot by police on Saturday. They released the remaining vehicles to their owners on Sunday afternoon. Police will be reviewing hours of video footage captured by cameras inside and outside the mall. Police also say there were five or six people in the immediate area of the shooting, and investigators want to speak to them. The violence on Saturday night is not the first time that a shooting has occurred on the mall property. In April 2009, a security guard was shot while attempting to arrest two robbery suspects. He was wearing a safety vest that police credited with saving his life. The incident comes almost 10 months after a shooting downtown at the Toronto Eaton Centre in which one man died at the scene and another was fatally wounded and died in hospital days later. Five other people were wounded, but survived the shooting. Investigators are urging any of the hundreds of shoppers who were at Yorkdale Saturday night to come forward if they saw anything. Save water, save the Ear th etc. Here our water depar tments shine. We’re far too fond of baths and washing and turn deaf ears even to the Big B advising us to use less water. So what does our efficient waterworks do? It cur tails water supply. Simple. No water, no baths. As for their foresight, quite often they place water and drainage pipes so close to each other that if the need arises they could just puncture and mix as required. Mind-blowing, sir! Fast but unsteady is our motto, when we come to the judiciary. Knee-jerk laws be damned, we believe in action. At least as far as making a law goes. Whether it helps or hinders is another matter altogether. Whether it is implemented is actually a dumb question. Our tolerant systems, long-winded procedures and loopholes are philanthropic innovations ensuring steady work for years and years for all concerned. While the world fights recession, we find ways to keep generations busy. BRICS SUMMITS ARE SO LAST DECADE All members are slowing down, with conflicting interests leaving them less willing to cut deals RUCHIR SHARMA Every decade for the last half century, a new economic force has arisen to capture the world’s admiration, most recently Japan in the 1980s and Silicon Valley in the 1990s. But as both those cases show, the big thing in one decade rarely stays hot in the next. In the last decade the hype was for the Brics – an acronym for Brazil, Russia, India, China and South Africa – as the rising axis of global economic might. This sense of destiny inspired the launch of the Brics summits, but by the time the latest summit had closed in Durban, the optimism was greatly diminished, and the search for common ground was increasingly elusive. The inherent tensions between the Brics complicates the task of getting anything practical done at the summit. China’s economy dwarfs all the others combined, triggering natural suspicions. The summit had aimed to create a Brics bank to challenge western institutions such as the IMF and the World Bank, but the talks ended inconclusively over who would fund the bank, and for what purpose. On a recent visit to South Africa, it was clear that many members fear China, with its huge war chest of foreign currency reserves, would dominate a Brics bank. Several South African CEOs told me that China was interested in their country mainly as a staging point for access to the rest of Africa. With economies and commercial interests this widely varied, it’s not surprising that in five previous summits dating back to 2009, these par ties have produced little concrete action. The bigger story now is that the Brics are beset by domestic economic challenges that leave them less willing or able to cut deals at global summits. Last decade, many economies could grow by riding the tide of easy money pouring out of the US and Europe, and the resulting expansion in global trade. Now, the easy money has dried up and growth in global trade is slowing. It is every nation for itself. All the Brics are slowing sharply. China’s economy has slowed from an average annual growth rate of 11% in the last decade to less than 8% in 2012. That has taken the wind out of economies that set sail by selling raw materials to China, par ticularly Brazil and Russia, where GDP growth slipped to 1% and 3.5%, respectively, last year. Investors are heading for other destinations, and in dollar terms the Brics stock markets are trading 30-40% below the peaks of the last decade. But, once again, the politicians are a step behind. The Brics no longer look like a rising economic axis. On average, the growth rate of Brazil, Russia and South Africa is likely to be around 2.5% over the next few years, about the same pace as the US. That would be a terrible disappointment for these developing nations eager to catch up to the West, as their per capita income is much lower than that of the US. Owing in good par t to the Brics slowdown, the US economy is now growing at the same pace as the global average for the first time since 2003, leading to stabilisation in its share in the world economy at around the longterm average of 23%. India’s economic interests are more closely aligned with the US than with the other Brics. A major impor ter of oil and other commodities, India stands to benefit like the US from falling commodity prices, which are hur ting major commodity expor ters like Russia, Brazil and South Africa. Yet no leader at the summit is feeling the heat at home as much as Prime Minister Manmohan Singh, given widespread disappointment over the collapse in economic growth, from over 8% in 2010 to barely 5% now. For a countr y with an average income of only $1,500, this feels like a recession. In Asia, economies including Indonesia, Thailand and the Philippines are now growing faster than India and attracting more foreign direct investment. The Brics nations in fact face challengers on every continent – Mexico and Chile in Latin America, Turkey and Poland in Europe. The FRC Team 1325, Inverse Paradox from Gordon Graydon Memorial Secondary School attended and competed one of the many First Robotics Competitions throughout the Greater Toronto Area located in Oshawa. Along with FRC Teams 2056 and 1114, Inverse Paradox was able to win 2 consecutive games making them the winning alliance. All three teams from the winning alliance will be able to attend the FRC championships held in St. Louis, Missouri. The First Robotics organization encourages teams of high school students to use engineering skills, electrical and programming skills to build a fully functional robot, ready to compete in the First competitions. This year's challenge, named Ultimate Assent, requires robots to shoot Frisbees and climb metal pyramids to score points. In addition, FRC recognizes teams for their engineering design, team image and spirit along with safety. The Chairman's Award also remains a prominent achievement among the FRC teams as it recognizes a team's outreach with the community and sportsmanship. Team 1325, Inverse Paradox began as a robotics club at Gordon Graydon Memorial Secondary School in 2004. This year, the team has about 5o members and mentors who contribute to the team in different ways. The team is split up into groups which focus on different aspects of building the robot. They include the Programming Team, the Mechanical Team, The Electrical Team and the Public Relations Team which deal with the business aspects of running the FRC Team. The team works every day after school, working hard to build the robot and maintain the club. At the Greater Toronto Regionals held in Oshawa students and mentors of FRC Team 1325 cheered on the team until they had officially won the competition. From Thursday March 7th to the 9th, the team worked hard on improving the robot's performance after every game and keeping their "pit" a safe workplace. All in all, it was great weekend and a great showcase of our local talent. The team fought hard and now has their opportunity to shine in St Louis. INDIAN-AMERICAN TO BE FIRST SOUTH ASIAN CIRCUIT COURT JUDGE IN US WASHINGTON: Described by US President Barack Obama as a 'trailblazer', Indian-American Srikanth Sri Srinivasan has moved closer to become the first South Asian circuit court judge in the history of the United States. A year after he was nominated by Obama on the US Court of Appeals for the District of Columbia Circuit, the Senate Judiciary Committee yesterday announced its decision to hold his confirmation hearing on April 10, which was immediately welcomed by the White House. Srinivasan, 46, born in India and raised in Lawrence, Kansas, is currently serving as the Principal Deputy Solicitor General of the US. "Sri (Srinivasan) is of course also a highly respected appellate advocate who has spent a distinguished career litigating before the US Supreme Court and the US Court of Appeals, both in private practice and on behalf of the United States for both Democratic and Republican administrations," White House Press Secretary Jay Carney told reporters. "He has argued before the Supreme Court 24 times, drafted briefs and several dozen additional cases, and has also served as lead counsel in by Republican home-state senators who support their nominations, he noted. Since the beginning of the year, the Senate has confirmed nine judicial nominees. "That is good," he said. Sunita Williams to start her India trip from April 1 numerous cases before the federal and state appellate courts," Carney said yesterday after the announcement of dates for confirmation hearing for Srinivasan. LONDON: Super-rich Indians account for more than 20% of the wealth of ultra-high net wor th (UHNW) individuals in Britain, a new list showed on Tuesday. As a national group, they are second only to expat Russians. The list, published by the Singapore-based Wealth-X group, places steel magnate and ArcelorMittal chairman Lakshmi Mittal at second place with a for tune of $15.8 billion. Mittal was pushed to the second spot this year by Russian Alisher Burkhanovich Usmanov, who is par t owner of the English football club Arsenal and is wor th $16.4 billion. “Mittal has seen his net wor th estimate decline along with the stock price of ArcelorMittal, losing at least $30 billion in recent years,” the repor t said. The two other Indians on the top 15 list are the Hinduja brothers — Srichand at number 9 with a net wor th of $7.6 billion and Gopichand at 12th with $6 billion. Taken together, the wealth of the three Indian-origin industrialists makes up 22% of the top 15 total of $133.3 billion. "How on ear th is a bike (rider) going to get a helmet over his turban?" magistrate Stuar t Shearer of the local court was quoted as saying in media repor ts. 23-year-old Jasdeep Atwal was imposed a fine of 100 dollars last year and was facing conviction on charges of violating traffic norms, but the cour t yesterday announced its decision to exempt him of any fine, an ABC repor t said. According to the repor t, Atwal told the court he had only ever taken off his turban to sleep or wash his hair. "The law indirectly discriminates against Sikhs from riding bicycles because essentially we cannot wear a helmet," Atwal said. "It's (the cour t) absolved me of all the charges, I've got no fines to pay and no demerit points on my licence. This is a bit of a landmark which we will be able to use in our lobbying in the future," he said. Meanwhile, media repor ts said that the latest verdict could potentially prompt Queensland police to revise their transpor t policy. Devinder Shory, Member of Parliament for Calgary Northeast, is urging all parliamentarians to support Private Member's Bill C425, An Act to amend the Citizenship Act (honouring the Canadian Armed Forces), as the proposed legislation is debated at Second Reading today in the House of Commons. "Canadian citizenship is an honour and a privilege," MP Shory stated. "Those who put themselves on the front lines for Canada deserve to be acknowledged, while those who repudiate their citizenship by committing violent acts against Canada's armed forces should not be able to retain it." The Private Member's Bill would expedite by one year Canadian citizenship for permanent residents who serve in the Canadian Forces. At the same time, it would trigger the renunciation of Canadian citizenship for those who engage in acts of war against the Canadian Forces. This bill would put Canada in line with other countries such as Australia and the United States who already have similar policies in place. A poll last autumn found that 8 out of 10 Canadians agreed that "Canadian citizens who are found guilty of committing acts of treason against Canada - such as an act of war against Canadian troops should be stripped of their citizenship." The poll found strong support in every part of Canada, among a wide demographic range. Immigrants for Canada has expressed support for Bill C-425 stating, "This bill that proposes to re-enforce and encourage the value of Canadian citizenship and loyalty to Canada, is a welcomed one." "I look forward to the opportunity to debate this important piece of legislation," MP Shory said. "I hope that all Members of Parliament will support strengthening the value of Canadian citizenship and pass this legislation on to committee stage for further review and improvement." One of the main concerns put forward by opposition MPs has been the creation of what they call a two-tier citizenship system, where dual citizens are treated differently than single-nationality Canadians. MCC president Salma Siddiqui said she didn't see it that way and appeared to address the opposition when she said the bill wasn't cold-hearted toward immigrants bur rather about taking "pride in our citizenship." Immigration Minister Jason Kenney reiterated Tuesday that the bill will be amended to include terrorism. "If you are a Canadian citizen who's a dual or multiple national and you are convicted of a terrorism-related offence with a custodial sentence of five years or more, that would be considered a renunciation of citizenship." Also before committee were two representatives from the UN High Commission on Refugees, who fear the bill could potentially leave individuals stateless. "(Our concerns is that this creates a) situation in which there's different treatment for different groups of people," Furio De Angelis, Canada rep for the UNHCR, told committee. But asked whether he would support the bill as long as it would not leave anyone stateless, De Angelis' answer was a simple, "Yes." Our Conservative Government believes that Canadian nationals who hold dual citizenship should be stripped of their Canadian citizenship if they commit acts of war or terror abroad. Such an act is a show of disloyalty against Canada, and is a violent renunciation of one's Canadian citizenship. Public Safety Minister Vic Toews also supports the Bill "I support my colleague, the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, who is working to add this provision to MP Devinder Shory's private members bill which is currently before Parliament. Bill C-425, an act to amend the Citizenship Act (honouring the Canadian Armed Forces), would allow the government to strip a dual Canadian national of their passport and citizenship if they commit an act of war against Canadian soldiers. I agree that this should also include acts of terrorism committed abroad. To be clear, this would not apply to individuals who only have Canadian citizenship because it is against international law to render a person stateless. I feel strongly that individuals who commit an act of war or terror against our Canadian armed forces or civilians should forfeit the right of Canadian citizenship. Permanent residents who do the same will have their citizenship application withdrawn. Certainly, due process will be followed and individuals will have the right to make their case before the courts. While the number of cases in which this legislation is applicable would be fairly small, it sends a clear message that Canadian citizenship has significant meaning and it is not a tool to be exploited by disloyal radicals. One recent example is the case of a Canadian dual national who was allegedly involved in a bus bombing in Bulgaria that killed five Israeli tourists in 2012. Under this legislation, this individual's Canadian citizenship would be revoked. A recent survey found that 80% of Canadians agree with stripping dual citizens of their Canadian citizenship if they commit terrorist acts. Passage of this Bill will bring Canada in line with other countries such as Australia, France, the United Kingdom, the Netherlands and the United States who already have similar policies in place. In fact, Canada is actually one of the only developed countries that does not already have this power. Mr. Shory's Bill will also enable permanent residents who commit to serving three years in the Canadian Forces to become citizens in two years instead of three, thereby enhancing the size and diversity of our armed forces". Prime Minister Stephen Harper has said Canada was withdrawing from the United Nations Convention to Combat Desertification because the program has proven too bureaucratic. He has said less than one-fifth of the $350,000 Canada contributes to the convention goes to programming, while Foreign Affairs Minister John Baird called the entire process a "talkfest'' that does a disservice to Canadian taxpayers. According to a new study, the federal government milks $11 billion more out of the province every year than it returns in funding. The study, entitled "Filling the Gap," was done by the University of Toronto's Mowat Centre, a public policy think tank. That gap is so compelling because, well, because it is huge. But also because Ontario is facing an $11.9-billion deficit this year. Every time the amount of money being milked out of a province precisely matches its annual deficit, an economist gets his wings. "This can be referred to as the gap between what Ontarians contribute to the federal government and what is returned to the province in the form of transfers and spending,” the study reads. “This gap exists despite the fact that Ontario’s fiscal capacity is below the Canadian average." FORMER ALBERTA PREMIER RALPH KLEIN DEAD AT 70 Calgary: Ralph Klein, the rough-edged "King Ralph" who ruled Canada's energy-producing province of Alber ta from 1992 to 2006 with conservative policies that included deep public spending cuts and debt reduction, died on Friday, his family said. He was 70. Klein, a one-time television repor ter who was also mayor of Calgary, had been suffering from dementia and chronic obstructive pulmonary disease, and had been out of the public spotlight that he basked in for much of his adult life. "In his public life, while many will now debate what he stood for, he himself simply believed that public service was impor tant, that it need not be complicated, and that it revolved around people, Klein's wife, Colleen, said in a statement. Klein was one of Canada's most successful politicians, presiding over four consecutive majority governments and attracting voters with an everyman persona, tight-fisted fiscal policy and a propensity to fire sharp-tongued and sometimes off-colour zingers at his critics. Even the United States Citizenship and Immigration Services (USCIS) said it expects the cap for H-1B visas to be filled in the first five days itself. According to Congressional approved mandate, USCIS can reward a maximum of 65,000 H-1B visas for the fiscal year 2014 beginning October 1, 2013. In addition, the USCIS can also reward 20,000 H-1B visas for those having masters or higher degree from US academic institutions. In early February, for instance, Togadia responded to Owaisi's boast (about what Muslims could to Hindus if the police across India stood down) with a macabre celebration of the disproportionately high Muslim mortality rates from riots in India, including the Gujarat riots of 2002, whenever the law and order machinery had in fact stood down. Although it was packaged as a "lesson in history", it was in fact an unsubtle threat to the Muslim community and a dog-whistle intended to rouse the basest passions in Hindutva warriors. On Sunday, Togadia was on stage at the 'Hindu Sangam' with similar pronouncements intended to promote his advocacy of exclusivist, Hindusupremacist sentiments - to the point of prophesying a 'Hindu state' in Gujarat by 2015. Togadia also gave voice to "our dream" of building a Ram temple at Ayodhya at the site where the Babri Masjid stood. That dream, he added, would be realized only when "we become Hindus, not only by our behavior, but with our practices and awareness". At that same platform, RSS chief Mohan Bhagwat too spoke of building a "glorious" Ram temple at Ayodhya, and of a fanciful Hindu renaissance of sorts that would "lead the world". A section of VHP functionaries are at a loss to explain what prompted Togadia to make this claim. Senior Gujarat BJP leaders have already expressed disdain over this rhetoric, which has failed to arouse any passion even among Sangh Parivar believers and has instead only increased anxieties in the state's Muslim community. More than anyone else, Togadia himself should be acutely aware of his own and the VHP's near complete irrelevance in Gujarat today. This has been reflected during the last two assembly elections that Narendra Modi won. The VHP's cadre base has shrunk and Togadia is struggling hard to stay afloat in the state. What he now claims would be a Herculean task for him to accomplish - to develop a VHP presence in all 18,000 villages of Gujarat over the next two years. But then, nobody is going to verify his claims. Togadia's brand of extreme right-wing politics has been negated by the people at large in the state he belongs to, and even within the Sangh Parivar, rational leaders see him more as baggage than anything else. Modi's stated concept of secularism, "India First", comes in direct conflict with Togadia's Hindutva fancies. But that does not mean Togadia can't cause damage. To make his Hindu state claims, Togadia chose a venue near Ahmedabad in the vicinity of Modi's home constituency, a move that could embarrass Modi and raise fresh questions on how to deal with Hindu hardliners. In the 2012 assembly elections, those who travelled across Gujarat noted that a substantial segment of the VHP had pitted itself against Narendra Modi and the BJP. Over three months, the outfit's leaders and workers sweated it out to damage Modi and boost whatever negligible prospects Keshubhai Patel and Gordhan Zadaphia's Gujarat Parivartan Party (GPP) had against the BJP strongman. They knew that it was not possible for the Congress and the GPP to defeat Modi, so the purpose was to portray Modi as leading a divided Parivar in Gujarat and somehow reduce his victory margin in terms of seats won. The idea was to scuttle his national ambitions. To the VHP's dismay however, the outfit's campaign against Modi ended up helping him correct his image outside Gujarat and even with some segments of the minorities. In the elections, it won him support from a large number of people for whom good governance and the availability of basic amenities was far more important than the worn out rhetoric of the VHP. Zadaphia and his whole team lost the elections. Keshubhai Patel could win his seat but in the next elections there may be no GPP. Its symbol, the cricket bat, has been frozen because the party, even with the vociferous support of the VHP, did not get the required percentage of votes in the state assembly to be recognised as a regional party. The slow, but visible, tilt of of some segments of Muslims in Gujarat towards Modi coincides with marginalisation of the VHP in the state. In the run-up to the assembly elections, one could sense that the complete banishment of the rowdy elements of the VHP-Bajrang Dal to the fringes came as a huge relief to the Muslim community. Modi may have ensured this for his own convenience, but he took the bull by the horns and won. His win attracted the ire of sections within the Sangh Parivar, but its default beneficiaries were people from the minority community. A number of VHP activists figured in around 200 pronounced convictions in post-Godhra riot cases. More importantly, former minister Maya Kodnani's conviction gave people a feeling that justice finally prevailed, even if it may not have brought complete closure to those directly affected. This was precisely the reason why Togadia kept making adverse references to Modi, albeit without naming him, on the sidelines of the Kumbh conclave of the VHP in Allahabad. Togadia's conflict with Modi is both political and personal. In the 2007 assembly election, Togadia was forced to stay out of Gujarat, and the VHP's firebrand is perturbed by the loss of clout in his own state. But Modi can't afford to let Togadia reclaim lost ground. Despite his image as a hardliner, Modi has never flaunted his Hindutva credentials - in fact, it is inbuilt in his persona. But after the 2002 elections, he has consciously cultivated the image of a strong development-oriented administrator. The rise of Togadia in the pre-2002 period was Modi's loss. But after 2002, it has been the reverse. Modi's stakes are much higher now. Togadia's claims on creating a Hindu state in Gujarat is intended to damage Modi. That he made the claim in the presence of RSS chief Mohan Bhagwat should worry Modi. Other appointments made by BJP president Rajnath Singh-including the controversial appointment of Modi's political lieutenant Amit Shah-and the exclusion of some of the more personable leaders (who don't, however, have a political mooring or the backing of the RSS) make for bad political optics for a party that wishes to reach beyond its hardcore support base. The fact that the far right has found its voice about now is more than a little ironic because it comes at precisely the moment when the BJP is looking to harness the mass appeal that Modi has generated in recent years by showcasing his developmental work in Gujarat and playing down its hardline Hindutva identity. In fact, Modi's three-time electoral success in Gujarat has come on the strength of his having effectively sidelined the loony far right, as epitomised by leaders like Togadia, and having carved out an element of political autonomy from the mothership RSS. As this narrative that activist and media commentator Madhu Kishwar reports on, citing one of the interlocutors at a meeting in London in 2003 between Modi and Muslim leaders, Modi was cramped for political space by the VHP -- and, in particular, the fear that the "VHP types will wipe me 13 out". Yet, according to this narrative, Modi did offer redress and the promise of justice to Muslim leaders, which evidently persuaded them of the genuineness of his intent, despite all the negative portrayals in the media surrounding the 2002 riots. All that political goodwill will be in serious jeopardy if the perception gains ground that Modi's ascent on the national stage is akin to the Trojan horse that assists the ultra-right to clamber back onto the national stage, in much the same way that they did at the height of the Ram temple campaign in the late 1980s and early 1990s. The revived chatter from the far-right Hindutva groupings also has the potential to interfere with the political message that Modi has fashioned over the past decade to his advantage, which rests on a popular appeal beyond the traditional constituencies of the BJP. These new constituencies, at the centre of the political spectrum, are drawn by the developmental discourse that Modi purveys, which offers a sharp contrast to the UPA government's economic narrative, which rests on entitlements and pandering to rent-seeking behavior. As historian Harbans Mukhia points out, the perception that playing the Hindutva card in general-and the Ram temple campaign-has earned huge dividends for the BJP is something of a myth. Since the demolition of the Babri Masjid, Mukhia points out, the BJP has never returned to power in Uttar Pradesh, except, briefly, as a junior partner of the Bahujan Samaj Party. Elsewhere across the Hindi belt too, which is considered the support base of the BJP, the party has fared badly since 1992.
