President’s
Message
Singapore Computer Society
The infocomm and digital media industry
is unique because there is something new
everyday. Operating against this dynamic
backdrop kept all of us at SCS energetic
and forward-looking in 2015. It made
for another fruitful year which saw us
spearheading a variety of events and new
programmes both within the Society and
for the industry at large.
Renewing Our Commitment –
The Heart Behind the Refined
Vision and Mission
One of our most pivotal initiatives was
the review and refinement of SCS’ vision
and mission so that they can better define
our purpose and guide our directions. It
was a significant exercise, which enabled
us to collectively refocus and align our
efforts towards the development and
empowerment of our members. Through
repositioning our mission to be more
proactive, our commitment to grow with our
members – you – was reinforced.
Leading the Way for Our Members
Through Increasing Our Presence
Hearteningly, this undertaking had
contributed to our membership crossing the
31,000 mark to post an increase of 7%. This
achievement after a year of high growth in
2014 (13%) was unexpected. It is evident
from the steady growth in our membership
that our members recognise our ability to
add value to their personal and professional
development. Correspondingly, we believe
that our membership numbers empower us
to lead the way and be our members’ voice
in the industry.
For that reason, we continue to actively reach
out to professionals and organisations to
broaden our network. Apart from garnering
support from organisations to subscribe to
SCS membership for their IT employees, we
also launched two new Student Chapters
at the Singapore Institute of Technology
and Singapore University of Technology
and Design in September 2015 – bringing
our number of Student Chapters to 19 and
student membership to over 23,000.
Through Pioneering Changes Within
At SCS, our members’ well-being is at the
heart of what we do. That is why even as we
go about our daily business; we stay abreast
of emerging trends, tapping on thought
leaders and gurus counted among our
leadership in the Society.
Consistent with our mission to lead the
way for our members, we restructured and
rebranded the relevant Special Interest
Groups (SIGs) in Healthcare IT, supply chain

management and open source to seize
growing opportunities in these three
domain areas. On 28 October 2015, we
also elevated the Cloud SIG to become
a Chapter before going on to launch two
new SIGs – Technopreneurship SIG and
Augmented Reality / Virtual Reality SIG
on 21 November 2015 and 22 January
2016 respectively. These initiatives were
reflective of the growing infocomm
trend and the industry needs.
Adding Value to Our Members
Through Stimulating their Engagement
Realising that the advancement of our
mission depends on the growth of our
members, we adopted a multipronged
approach to positively engage our
members. We refined the Chapters’
framework and streamlined processes
to encourage increased participation in
the Chapters.
We also boosted the number of
volunteers in committees, review
panels, focus groups, as well as guest
writers for SCS quarterly magazine
and Thought Leadership column in
InfoPier to provide for greater diversity
and representation. Notably, the
Thought Leadership series available
on InfoPier – SCS’ online resource
and registry for members – enabled
our members to gain access to
visionaries and experts’ advice on
emerging trends and breakthroughs in
infocomm and digital media.
On an ongoing basis, SCS organised
timely and relevant forums and
seminars to benefit our members.
Three landmark forums – Infocomm
Professional Development Forum,
Business Leadership Seminar on
Leading in Cyber Security and Business
Continuity Management Conference –
were held in 2015. We also collaborated
with Workforce Development Agency
(WDA) to organise TRENDS – a series
of tech seminars where SCS members
get to learn first-hand insights and
knowledge about upcoming trends
from industry stalwarts and technical
experts.
In retrospect, these initiatives had
met with encouraging response.
Besides seeing a healthy member
participation rate of approximately
69% at SCS’ activities, 44% of our
members were also engaged in either
a Chapter or a SIG. Significantly,
InfoPier also saw a three-fold jump in
traffic, a testimony to the relevance
and effectiveness of the resource to
our members.
Through Enriching their Knowledge
and Competency
Underpinning the success of SCS is our
members. We empower our members
to stay relevant and move ahead in
their career with our professional
certifications. Over the years, our
certifications have increasingly gained
recognition and popularity among both
the employers and the professionals.
Consequently, in 2015, we saw a robust
growth of 41% in our enrolments.
However, enhancing our members’
knowledge and skills is a continuous
process. Thus, in 2015, SCS not only
gathered an illustrious team of industry
leaders and practitioners to review
and update the 4th edition of the Body
of Knowledge (BOK) in Certification
in IT Project Management (CITPM) to
ensure its relevance and currency,
we also collaborated with Infocomm
Development Authority of Singapore
(IDA) to develop a Cloud Computing BOK
targeted to be launched in 2016.
Being Our Members’ Voice
Our aim at SCS is to engage and be the
voice of the infocomm and digital media
community. Being the largest infocomm
and digital media society in Singapore,
our collective voice represented by
the various SIGs and Chapters have
attracted the attention of policymakers
and government planners to deliberate
the role of infocomm and digital media
in national development.
Our Chapters have gained recognition
and contributed professional feedback
at the national level to government
bodies such as National Infocomm
Competency Framework, influencing
the establishment of policies and
standards. In addition, many initiatives
of our SIGs have also been instrumental
in driving the progress of various
technology developments.
The voice of SCS, our members and
infocomm professionals were amplified
with the release of the results of the
4th SCS Infocomm survey. More than
shedding light on the needs and issues
concerning infocomm professionals,
the results served as an effective guide
for government agencies, employers
and infocomm players to formulate
policies and strategies pertaining to the
infocomm and digital media community.
Growing Beyond
Through Recognising Our Best
In an effort to inspire continued growth
in the infocomm and digital media
industry, SCS looks to foster work
environments that are conducive for our
members. In tandem with this objective,
10 winners of the inaugural Best Tech
Company to Work For Award were
announced in July 2015. These winners
exemplified work environments that
are optimal to realise the potential of
an enthusiastic and dynamic workforce.
During the year, IT Leader Awards 2015
also recognised four individuals for
their outstanding achievements and
contributions to Singapore’s infocomm
and digital media industry.
Through Growing Our Global
Footprints
While it is clear that SCS’ dominant
playing field remains to be Singapore,
in the face of increasingly blurring
geographical borders, we are geared
to expand our footprints beyond
Singapore. Our recent inking of an
Agreement with Myanmar Computer
Professionals Association (MCPA) to
implement CITPM in Myanmar brought
us one step nearer to our goal.
In parallel with this initiative, we are
also looking to fortify the standing
of our certifications regionally and
globally by strengthening our ties with
existing partners. We are confident that
the recognition that results will herald
greater growth opportunities for SCS in
the future.
Thank you for Your Support
Serving as the President for the
first year, I am thankful for the
invaluable support and commitment
of our Executive Council, Boards,
committees, task groups, secretariat
and member volunteers. Everyone had
pitched in to make 2015 another fruitful
year – adding value and driving the
many initiatives at SCS. Together, we
had achieved a number of significant
milestones and advanced the mission
of SCS.
Armed with a refreshed vision and
renewed mission, I am confident that we
will continue to stay on track – growing
with you into the future.

Expanding
Our
Influence
At SCS, we recognise that sustainable growth of the
infocomm and digital media industry is enabled when our
internal initiatives move in sync with external programmes.
Therefore, in 2015, we reaffirmed our commitment to our
members and the industry through various planned activities.
Aligning
Collective
Actions
Being the largest infocomm
professional society in
Singapore, SCS plays a pivotal
role in the advancement of the
infocomm and digital media
industry. Through refreshing
our vision and mission in 2015,
we aligned our actions for the
way forward.

Strengthening
Your
Presence
Geared to realise sustainable growth for the industry,
we also laid the groundwork for a stronger and
more united SCS by organising a multitude of formal
and informal events in 2015. These events created
opportunities for our members to come together,
interact and learn from each other’s experience.
Widening Your
Network
At SCS, we believe that ideas and
opportunities can arise from increased
interaction. That is why in 2015, we
continued the practice of organising
signature events such as SCS Gala Dinner,
Bowling Tournament, Golf Day and Chill
Out Nights. These occasions provided
valuable opportunities for our members to
connect with one another. Furthermore,
these inclusive and enjoyable activities saw
the fostering of many new friendships and
the rekindling of old ones. Notably, many of
our members ended 2015 with a wider and
stronger social and professional network.
We grow our
Chapters
and Special
Interest Groups
This year, besides adding new
Technopreneurship and AR/VR SIGs and
elevating our Cloud SIG to a Chapter, we
have also added two new Student Chapters

Sharpening
our
Focus
Singapore Computer Society
Besides creating development opportunities for our
members to bolster their knowledge and capabilities,
SCS acknowledges the importance of a positive
environment that inspires innovations and interactions.
Therefore, we proactively look out for emerging trends
and evolve SCS’s framework correspondingly to leverage
arising opportunities. 2015 was no different with
noteworthy changes made to our Chapters and Special
Interest Groups (SIG).
New Chapter
The Cloud SIG was elevated to the status of a Chapter on
28 October 2015. Inheriting its members from the Cloud SIG,
the new Cloud Chapter has 250 members. Five key technology
themes, namely public cloud, private cloud, cloud security,
healthcare cloud and smart nation cloud, have been identified
to be the key focus areas of the Chapter. The new Cloud Chapter
is positioned to advance professional expertise in the cloud
computing domain through platforms such as seminars, focus
group discussions and published articles in the way forward.

New SIGs
Technopreneurship SIG
In tandem with the growing interest in
technopreneurship in Singapore, SCS
launched the Technopreneurship SIG on
21 November 2015. With the inauguration
of the Technopreneurship SIG, budding
technopreneurs will be able to connect
and learn from one another at their weekly
sharing session every Wednesday.
Augmented Reality/Virtual
Reality SIG
The growing popularity of immersive
multimedia experiences has bolstered
the progress of augmented and virtual
reality technology in the recent years.
Seeing potential in further adoption, SCS
formed the Augmented Reality/Virtual
Reality SIG on 22 January 2016. This new
SIG promotes the growth of collective
knowledge and builds a strategic network
of professionals and companies in
Singapore set to bring about the very best
in AR/ VR business and applications.
SIG Changes
In 2015, three existing SIGs –
Healthcare IT, Supply Chain
Management and Free and Open
Source Software – were also
restructured and rebranded to
ensure relevance to the industry
developments. The restructuring
exercise provided the SIGs
sharpened focus, enabling their
members to better appreciate
new technologies in the
corresponding domains.

Singapore Computer Society
Empowering
Your
Development
Competent, confident and forward-looking
professionals, who are well plugged into the latest
technology developments, are central to the progress
of Singapore’s infocomm and digital media landscape.
For that reason, SCS took an active interest in the
personal development of our members in 2015.
Certifications
Through our Certification in IT Project Management (CITPM),
Certification in Outsourcing Management for IT (COMIT),
Certification in IT Business Continuity Management (CITBCM),
Certified Software Testing Professional (CSTP), Certified
Software Quality Analyst (CSQA) and Certified Manager of
Software Quality (CMSQ) programmes that are mapped to the
National Infocomm Competency Framework (NICF), SCS aims
to help organisations and individuals achieve their full potential.
The enrolment growth of 41% for these programmes in 2015
indicated their improved perceived value.
Concurrently, in order to ensure the relevance of the curriculum
to the latest industry developments, SCS tapped on the insights
of industry leaders and practitioners to release the 4th edition
of CITPM Body of Knowledge (BOK). In view of the growing
demand for cyber security professionals, SCS organised a CIO
focus group to gather insights on the current cyber security
manpower and training landscape. Through the focus group,
critical issues faced by organisations were identified.

Chapter aims to help develop and
enhance professional skills with
talks, discussions and seminars in
the areas of emerging and matured
wireless technology. Through
collaborating with local research
institutions, institutes of higher
learning, industry partners and
international standards bodies,
the Chapter organises different
activities and hands-on workshops to
promote the awareness of wireless
technologies and mobile applications.
CLOUD COMPUTING CHAPTER
The cloud computing revolution is
touching and transforming nearly
every aspect of the infocomm and
digital media industry. At the Cloud
Computing (CC) Chapter, cloud
providers and consumers sharpen
the skills of one another through
knowledge-sharing and professional
networking sessions. The Chapter
also helps member organisations
to grow through collaboration
programmes with various
government agencies.
QUALITY ASSURANCE CHAPTER
Quality in software does not come
easy; it requires vigilant and
constant software engineering
processes and methods supervision.
Recognising challenges in this
domain, the Quality Assurance
(QA) Chapter offers members
opportunities to learn QA concepts.
Members are also exposed to a wide
array of networking opportunities
where they can exchange ideas,
experiences and knowledge, as well
as explore career advancement
possibilities.
BUSINESS CONTINUITY GROUP
In a competitive world where
business survival is not guaranteed,
businesses need to stay operational
at all times. Business Continuity/
Disaster Recovery (BC/DR) is central
to this. Accordingly, the Business
Continuity Group (BCG) aims to
promote business resilience as an
essential component of business
strategy. Beyond providing an
avenue for members to exchange
experiences in BC/ DR strategies,
BCG also acts as a feedback channel
to the Singapore government and
industries on issues relating to BC/
DR resiliency.
