ANNUAL REPORT FY 2 0 0 8
ince 1973 the Community Foundation of the Ozarks has been committed
S
to strengthening the social fabric of our communities. Donors, agency partners and
regional community foundations from across the region have worked together to this end.
Their combined efforts have resulted in resource development, thoughtful grantmaking,
organizational collaboration and public leadership. The following pages tell four important stories: Willow Springs’ focus on community building through
affordable housing and downtown revitalization; Crawford County’s commitment to providing young
people with educational opportunities; a Springfield program that provides orthodontic
services to children who fall through the cracks of the health care system and Forsyth’s
grassroots movement to establish a local community foundation.
These stories reflect the vision, passion and commitment of many Ozarkers and are
representative of hundreds more that help strengthen our Ozarks. The work is intentional;
it does not simply happen. The Community Foundation of the Ozarks exists
for this purpose. We hope that you will help us make our region a better
place to live.

Revitalizing a Community
ural communities have faced numerous economic challenges since World War II. Small towns
R
have disappeared, manufacturing jobs have gone overseas and Main Street shops have fallen victim
to homogenous big box retailers. Empty storefronts are silent testaments to these trends. But
some small towns are fighting back. Willow Springs is using countless volunteer hours and local
resources to reinvigorate their town, creating opportunities rather than losing them.
The Charles Ferguson Building began as a dry goods store in 1912. Almost a
century later, the building sat empty. In 2005 the Willow Springs Community
Foundation launched an effort to restore the historic downtown building.
The work began with fundraising. Assistance came from a $250,000 DED
Community Development Block Grant and $60,000 in DED Neighborhood
Assistance Program tax credits. With those two sources, the Foundation began
piecing together the financial resources to begin the project.
Work on the Ferguson Building continues this fall as crews finish bathrooms,
flooring and the heating/cooling system. Once the building is completed it will
become a hub of community activity; host to a variety of events including
city meetings and adult education programs. Whatever role the Ferguson
Building serves, it will be a brick beacon of progress and a fine example of
economic development.
The Star Theatre on Main Street was only a remnant of its bright past when The Charles Ferguson Building
the Willow Springs Community Foundation purchased it for $14,000. “To use
an old Ozarks expression, it was rimracked,” said Wendell Bailey, a local leader who has worked with these projects.
Relying exclusively on local resources, community volunteers worked diligently to revitalize the building.
Today The Star, restored to its past glory, serves as the community theatre, attracting area crowds to watch theatre
productions, films, ballet and music. The “sold out” sign has a regular presence in the box office window. Each night,
the neon marquee makes the Star Theatre a downtown attraction.
Downtown revitalization creates economic opportunities, but housing development is the key to creating a
healthy community. Part of the Willow Springs Community Foundation, the Community Housing Organization
provides quality, affordable housing to working families as part of the town’s economic
development efforts.
The Housing Organization purchases blighted properties, clears lots and builds new
houses. More than 20 new homes, scattered throughout town, have been built during the
last 12 years. The program transcends the role of a mere housing provider by empowering
residents with a sense of pride and accomplishment. As part of an arrangement with
the Willow Springs Community Foundation, several residents serve
on the Foundation’s board of directors, making them stakeholders in
the economic development engine.
“The Housing Organization has been a very positive program
for Willow Springs,” said Bailey. “It provides a real boost for
New home built
on blighted property
community engagement.”

Focusing on the Future
he genesis for the All Aboard Learning Center came in 2001 when a Cuba, MO entrepreneur
T
recognized the need for affordable, quality public childcare. The community responded. Leaders,
business owners and volunteers banded together with the explicit goal of planning, developing
and opening an accessible, first-rate early childhood facility. The project became the catalyst for
the creation of the Crawford County Foundation (CCF).
Due to the dedication of CCF board members and other
volunteers who raised approximately $850,000, the All
Aboard Learning Center opened its doors in 2004. Today,
All Aboard serves more than 100 children every year.
“It takes people with ideas and passion to get projects like
this off the ground,” said Rachel Andreasson, former CCF
president and current board member. “We saw the need in
the community and we knew we had the momentum and
support to get this facility built.”
Momentum from the All Aboard project and support
All Aboard Learning Center
for community-based education inspired the creation of
the Crawford County Foundation’s Academic Boosters project in 2005. By cultivating local resources in support of
education, Cuba’s Academic Boosters elevate awareness of the role schools play
in maintaining a vibrant, productive place to live. The Boosters collaborate
directly with school leadership to identify specific “beyond the basics” projects
that address critical needs.
Already, officials report improved performance in academic areas bolstered
by the Boosters. Just as important are the results yet to be seen, as today’s
students proceed toward the future with the full support of their community
behind them.
Just up the highway and over the county line from Cuba, residents of
Sullivan have coalesced around the public schools through the efforts of the
Sullivan Schools Foundation. Created as an independent, community-based
organization; the Sullivan Schools Foundation generates financial support for
programs and equipment that directly aid student achievement.
One of the most notable ways the Sullivan Schools Foundation gives back is
Fun with learning
through its scholarship program. The Foundation operates eight scholarship
funds, including scholarships created by individuals as well as community groups. One
example is the Dr. James C. Thornsberry Scholarship, which was established to honor
the late superintendent. Each scholarship affords Sullivan graduates the opportunity
to pursue higher education.

Something to Smile About
o one would deny a child the hope and possibility broadcast in the ivory luster of their
N
smile. The Community Foundation of the Ozarks and several regional affiliate foundations have
established grantmaking programs for children who might not otherwise receive needed dental
and orthodontic care, giving these young people something else to smile about.
Charles L. Weaver, DDS, established the Charles L. Weaver and Dorothy Weaver Memorial Orthodontic grant
program to provide orthodontic treatment to Springfield and area students. Individuals whose misaligned teeth are
affecting speech, nutrition or causing facial disfiguration or joint problems are nominated for a grant by their dentist
or school nurse. Candidates must qualify for either Medicaid or the Federal Free/Reduced Lunch Program in order
to assure that those with the greatest need
receive treatment. Local orthodontists
generously donate half of the treatment
costs, extending the program’s impact.
Through August of 2008, the program
has distributed grants totaling $91,968
so that 68 young people could vault into
their future with a bright smile.
The Marshfield Area Community
Foundation offered a similar solution for
children in Webster County through the
Retha Stone Baker and William G. Baker
Dental Care Fund. The fund has awarded
$17,781 in grants to area children since
2006. Nurses at area schools collaborate
Creating confidence with orthodontic care
with the Marshfield Foundation to
identify students in need of dental care.
In response to the need to serve uninsured children in their community,
the Willard Charitable Foundation created the Willard Children’s
Health and Dental Fund in 2006. A committee of school personnel selects
recipients based on condition and need. The fund has already distributed
more than $10,500 to help children overcome roadblocks to success.
Thanks to the vision, compassion and generosity of Ozarks donors, CFO
has been able to provide much needed orthodontic and dental services to a
number of worthy young people.

Grassroots efforts
n 2001 a group of citizens in Forsyth came together with a single goal: To establish an
I
endowment fund to support the local library. Maintaining a small library that receives no tax
support requires charitable resources, so local volunteers launched a community-wide effort to
build a $200,000 endowment for the Forsyth Library. These volunteers worked tirelessly to
move the project forward through meetings, calls, functions and networking.
The Forsyth Library Memorial Endowment began with a $51,000 gift from the Forsyth Library Friends, Inc.,
the initial result of their fundraising work. Lobby Wrona gifted $10,000 to the effort; the organizaton later received
a bequest of more than $27,000. Amazingly, in just a few short years the Forsyth Library reached its $200,000 goal
and continues to expand.
In the process of building the library endowment local citizens saw the opportunity to create a community
foundation; a vehicle to bring people and organizations together to advance the
common good on behalf of Taney County. The Forsyth Community Foundation
was established in April of 2002.
The new board of directors, under the leadership of Margie Berry,
established the Forsyth Community Grantmaking Fund. Fundraising was
conducted primarily through a series of community events such as the Festival
of Trees, scrapbooking days, Rubber Ducky Derby and Spare Some Change
to Make Some Change. These fundraisers gave the larger community a direct
stake in the work; the Foundation continues to use these events to raise money
for the fund. To date, the fund has awarded more than $14,000 in grants to
area organizations. Grants are small, but have a far-reaching impact. One
grant provided a freezer for the local senior center, helping make home meal
deliveries possible. Another recent grant went to the Forsyth Library for a
children’s summer reading program, harkening back
to the Foundation’s roots and signifying its
Look mom, I can read
larger role in the community.
The success of the Forsyth Community Foundation and its Forsyth Fund later
spawned the Branson Community Grantmaking Fund to serve the specific needs of
that city. The Forsyth Community Foundation later changed its name to the Taney
County Community Foundation to reflect their expanded role in the area.
The Taney County Community Foundation now holds almost $2.5 million in total assets,
but the grassroots effort that started it all still characterizes the Foundation. Nowhere has this
been more visible than with their unrestricted grantmaking program.

LETTER FROM THE CHAIRMAN
Sally Baird
The past year at CFO has been a record-setting one! Thanks to the support of
you – our donors and patrons – and the dedication and hard work of our stellar
staff, we attained goals that were but dreams a few years ago.
CFO surpassed our goal of giving back $10 million in grants and distributions to
our community. In fact, more than $13 million was distributed. As a historical note,
2008 marked the $50 million milestone in grants given back to our communities since
1973. We finished our fiscal year with assets of more than $144 million dollars. These
facts attest to the commitment and generosity of our CFO donors.
A number of key initiatives moved forward or were brought to a successful conclusion
during the past year. The Stewardship Ozarks Initiative was drafted and launched.
This has far-reaching implications for preserving and protecting the natural beauty
and resources of our beloved Ozarks. The Fund for Springfield Challenge grant from
the Springfield Trust and Investment Company was matched and exceeded, thanks
to the excellent leadership of Dr. Nancy O’Reilly and the CFO staff. This will help
continue the great work in metro Springfield that started with the Philanthropy
Initiative of 2001. We kicked off the Harry Cooper Supply Company Campaign for
the Ozarks, a $1 million challenge grant to grow the unrestricted grantmaking and
administrative endowments of our regional affiliate foundations, expanding their
ability to meet local challenges with local resources. This is an exciting opportunity,
so keep watching for the results of this work in the Ozark Plateau area. In addition,
CFO continues the mission of the Grantmakers Challenge for Children addressing
the “red flags” identified in our Community Focus Report.
As you can see, we have just completed an unparalleled year of work at CFO. This
would not have been possible without our committed donors, a dedicated and
involved board and a staff that is the epitome of what a “social profit” organization
strives to have as its supporting structure.
CFO is fortunate to be able to make a difference in our corner of the global
community. With your sustained interest, concern and help we will continue to
improve the quality of life for citizens in our communities. I encourage you to stay
up to date with everything going on at CFO on our website, www.cfozarks.org.
Thank you for all you do to make CFO successful.

ELEVEN
FY08 ACTION PLAN
The board of directors adopts an annual action plan to
drive the work of the Foundation throughout the year.
The following goals were addressed during the 2008
fiscal year:
public awareness, grants committee development, and site
visits (Grants Committees).
This goal was accomplished through a grants education
breakfast, enhanced public awareness on the web, and
by implementing terms for grant panel members.
• Stewardship Ozarks Initiative: Launch all aspects of the
Stewardship Ozarks Initiative program. Complete the initial
phase of conservation endowment building challenge grants
(Executive Committee).
• $50 Million: The Community Foundation of the Ozarks will
surpass $50 million in total grants and distributions since its
inception in 1973 (Grants Committees).
Stewardship Ozarks Initiative was launched successfully;
approximately $300,000 in conservation program
grants have been awarded, area professional advisors
have been made aware of the effort; and nearly
$800,000 in new conservation endowment funds
has been raised.
• Fund for Springfield: The CFO Board of Directors will
raise $250,000 in response to Springfield Trust & Investment
Company’s $100,000 challenge to build the Fund for Springfield
(Asset Development Committee).
• Community Report Card: The Community Foundation of the
Ozarks will facilitate the release of the 2007 Community
Focus: A Report for Springfield and Greene County
and coordinate related public relations and community dialogue
(Staff and Grants Committees).
The third iteration was published and released to the
public. Nearly 20 presentations were made to different
groups in Springfield and Greene County.
CFO’s asset development committee successfully
raised and received commitments for $250,000 to
meet this goal.
• Philanthropy Initiative Phase II: Launch the Philanthropy
Initiative Phase II challenge for regional Community Foundations
(Regional Committee).
Officially named the Harry Cooper Supply Company
Campaign for the Ozarks, this initiative includes 37
affiliated regional foundations and to date has resulted
in $1.1 million in new unrestricted and administrative
endowment funds.
• Strengthening Grant Proposals: Community Foundation of
the Ozarks will initiate a concerted effort to strengthen grant
proposals for Metropolitan Springfield grantmaking through
CFO soared past the $50 million mark and actually
reached the $53 million mark in grants and
distributions before the end of the fiscal year.
• Regional Visits: The Community Foundation of the Ozarks
will have 100% board participation in a regional visit
(Executive Committee).
CFO did not successfully reach this goal, although 18
of 21 directors did attend a regional meeting.
• Social Profit: The CFO Endowment Partners program will make a
presentation on the social profit movement (Endowment Partners
Advisory Committee).
CFO partnered with United Way of the Ozarks in
sponsoring a spring presentation on this topic that was
open to all agencies and organizations in the region.

investment policy
The Community Foundation of the Ozarks has a formal investment policy and a disciplined process by
which its charitable funds are invested.
An Investment Advisory Board of the Foundation, through regular meetings, sets goals and objectives,
appoints professional managers and monitors performance under the authority of the Board of Directors.
In September 1994 the Community Foundation of the Ozarks adopted a total return/distribution policy
for funds of the Foundation. Since then the Foundation’s annualized return has been 9.6%.
The objective of the total return/distribution policy is to prevent erosion of the endowment by investing
for a total return sufficient to cover desired grants, the cost of investment and the rate of inflation.
The performance goal is to outperform the blended index over each market cycle.
The asset allocation seeks its investment objective through diversification, utilizing large and mid cap
domestic stocks, international stocks including emerging markets, real estate investment trusts, domestic
bonds, global bonds and hedge funds. Further diversification is provided through the employment of both
growth and value style managers. The policy mix is as follows:
Large cap domestic equities
15%
Mid cap domestic equities
15%
International equities
15%
Emerging market equities
5%
Real estate investment trust
5%
20%
Hedge funds
Domestic bonds
12.5%
World bonds
12.5%
The investment discipline followed requires rebalancing each asset class to pre-approved policy
levels each quarter. All assets are subject to audit and annual confirmation by the external audit firm
of the Foundation.
The Community Foundation of the Ozarks’ spending policy complements the formal investment policy. The
spending policy utilizes the increase in appreciation made possible by a total return investment policy by
selecting a percentage rate to use in calculating the annual charitable payout. Thus an appropriate sum
is available for distribution to the various charitable causes served by the Foundation. The Community
Foundation of the Ozarks currently utilizes a 5% charitable payout rate based on a 12-quarter average.

professional advisors council
The Community Foundation of the Ozarks, under the leadership
of 2005-2006 board chairman Thomas D. Peebles, Jr., established
the Professional Advisors Council. The Council, comprised of
estate planning, financial and investment professionals, assists
the Community Foundation of the Ozarks in increasing the focus
on planned charitable giving, as well as providing leadership in
promoting future charitable gifts to organizations and communities
in the Missouri Ozarks.
The focus of the Council is to encourage individuals to engage in
estate and financial planning. It is the Community Foundation of
the Ozarks’ belief that regular and consistent emphasis on planned
charitable giving will result in significant future financial support
for charitable causes in our communities. The Council also sponsors
professional development and donor education events.

YOUTH EMPOWERMENT PROJECT
Youth Empowerment Project expands
The Community Foundation of the Ozarks continued to grow the
youth empowerment concept in 2008 by expanding the program
into even more Ozarks towns. Now, students in eleven communities
lead a youth-driven effort to positively impact the quality of life
where they live through the Youth Empowerment Program (YEP). Ava
(Douglas County), Carthage, Gainesville (Ozark County), Lockwood,
Logan-Rogersville, Monett, Nixa, Ozark, Seymour, Springfield and
Warsaw (Benton County) have active YEP organizations.
The young leaders involved in YEP carry out the project’s mission
through education, service, fundraising and grantmaking. The most
involved aspect is to provide financial support for youth-driven
and youth-oriented projects. The Springfield YEP awarded more
than $5,000 in grants to a record number of worthy organizations.
Grants include: The Family Violence Center, Inc., for a supply of
underclothing for children visiting the center; Missouri State Club
De Cuentos, for “I-Spy” books to assist with English language
comprehension; Boys & Girls Clubs of Springfield, for the Keystone
Club’s Adopt-A-Child project.; Discovery Center of Springfield, Inc.,
for educational tools on the importance of healthy lungs; Isabel’s
House Crisis Nursery of the Ozarks, for clothing to be provided to
children entering the Crisis Nursery; and Missouri State University,
Missouri Mentoring Partnership, for educational videos on parenting.
Regional YEP projects topped $5,200 in grants awarded, including
$2,480 granted by the Carthage YEP and $1,500 by
the Ozark YEP. Each group also worked to build
their endowment funds, ensuring that
youth leadership and grantmaking in their
communities will continue to grow
and expand its reach.
Springfield YEP students present a grant to Jessica Sunnenberg of Misouri State
University’s Missouri Mentoring Project.
Each year the Springfield YEP hosts the regional Youth Philanthropy
Conference, focused on how young people can make a difference in
their community through fundraising and thoughtful grantmaking to
youth-driven projects. In 2007, more than 120 students from across
the region attended the conference, a record level of participation.
In October of 2008, CFO partnered with Drury University to host the
conference which was expanded to include even more high schools
from across the southern tier of Missouri.
YEP receives annual funding support form the Philanthropy
Initiative and an endowment fund established by Charlie
and Mary Beth O’Reilly.

Mar ie Prat er
Marie Prater received the eighteenth annual Humanitarian
of the Year Award in December 2007. Marie Prater is a
lifelong volunteer who has donated considerable amounts
of her personal time, energy and resources to making a
difference in Springfield.
Prater was a charter member of
the Junior League of Springfield
and served as president from
1967 through 1969. Under her

leadership the Junior League

fundraising event that helped provide seed money to
organizations such as The Visiting Nurses Association,
The Girl’s Club and KOZK. From 1998 to 2005, Prater was
a member of the Community Foundation of the Ozarks’
board of directors. Marie Prater might be best known,
however, for her work with the Kitchen Foundation. Thanks
in part to her efforts the Kitchen Foundation’s endowment
fund has grown to more than $2.1 million, insuring the
organization’s long term ability to provide for those in
need. Prater still serves on the Kitchen Foundation’s board.
The Humanitarian of the Year award was established
by Springfield’s Jewell Thompson Schweitzer to “honor
someone in our community who has, at great personal
sacrifice, extended services, time and resources towards
helping others, and to recognize the cause and work of
such individuals.” An independent committee under the
auspices of the Chair-Elect of the Springfield Area Chamber
of Commerce selected Ms. Prater for her many years
of philanthropic service to the Springfield area.

Ways of Giving
Types of Funds
A cash contribution is the simplest way to create an endowed
named fund or add to it.
A fund may be established within the Community Foundation of the
Ozarks by an individual, a family, a corporation or an organization.
A gift of appreciated assets often results from a gift of
appreciated securities due to avoidance of capital gains tax
(please consult your professional advisor for details). Real property,
precious metals, works of art, jewelry or other tangible personal
property can also be given to the Foundation for conversion to
cash, pending Acceptance Committee approval.
A gift of life insurance can mean contributing an existing policy
or purchasing a new policy. This offers an excellent way of making
a substantial charitable gift with a small outlay.
A gift of real estate is made through the Ozarks Charitable
Real Estate Foundation (OCREF), a supporting organization of
the Community Foundation of the Ozarks. This allows your gift
of real estate to be easily managed. OCREF provides you with a
service-laden vehicle for making real estate donations to your local
community foundation or favorite nonprofit organization—while
you enjoy the benefits—as well as the rewarding satisfaction of
knowing you have given something valuable to the community.
A planned future gift can be a charitable remainder annuity trust
or unitrust that will provide a donor with a lifetime income while
making a charitable gift of the remainder at the end of the donor’s
lifetime. Life estates, where donors retain the right to reside on the
property until death, are also excellent giving vehicles.
A Charitable Gift Annuity gift provides a means for donors to
make charitable gifts and receive a life income based on their age
and the size of the donation. Donors may even choose to benefit
someone else during their life and designate successor beneficiaries.
Minimum for this type of gift is $5,000.
Unrestricted Funds help to sustain quality of life for our Ozarks’
communities. Unrestricted funds allow the Foundation’s Board of
Directors and affiliate governance boards to make grants to the most
pressing community needs.
Field of Interest Funds are established in the area of a donor’s
greatest passion, such as education or the arts. This flexible fund
provides guidance to the Board of Directors without naming specific
agencies, allowing grants to a wide range of organizations within
the defined area of interest.
Donor Advised Funds are a vehicle for individual donors and/or
their families to experience charitable giving during their lifetime(s)
and provide periodic advice to the CFO board concerning grant
recipients. Donors are advisors to the CFO Board of Directors who
make decisions on the nonprofit, tax exempt organizations receiving
grants. Minimum for this type of fund is $25,000.
Family and Community Funds are smaller donor advised funds
that allow families to make charitable gifts through CFO. These
funds provide a wonderful opportunity for families to engage in
meaningful acts of philanthropy while simplifying their charitable
giving. Minimum for this type of fund is $2,500.
Designated Funds are designed to restrict the annual distributable
earnings to a specific charitable entity, providing a permanent
source of funding for that agency. Scholarship funds are a type of
designated fund.
Supporting Organizations are separate legal entities with their
own board of directors, including appointees from the Community
Foundation of the Ozarks. Supporting organizations have their own
grantmaking program.
TWENTY THREE
Corporate Charitable Funds
Companies are provided investment and administrative support
for corporate giving, can transfer assets when it’s financially
convenient, defer grantmaking decisions to the foundation and
leverage Community Foundation initiatives. They also receive public
foundation benefits, no legal liability and quarterly tax statements.
The three types of corporate charitable funds follow:
Corporate Charitable Endowment Fund is like a donor
advised fund, except that it is established by a business entity.
The business designates an individual or their board to make
grant recommendations.
Corporate Unrestricted fund is established by a business
and distributions are combined with other unrestricted
money and grant recipients are selected by CFO’s or affiliate
governance boards.
Corporate Grantmaking fund is similar to a family and
community fund except it is established by a business.
Minimum $2,500 to distribute.
Organizational Endowment funds are established by nonprofit
organizations which do not wish to divert staff or board resources
to fund management, or wish to provide donor reassurance that
the fund remains separate from operating funds. Distributions of
available earnings will be made to the organization on a regular
basis to be used however the governing board of the agency
deems appropriate.
Organizational Capacity Building Funds are established by
nonprofit organizations to meet the operational and/or special
projects of an agency. This type of fund is temporary in nature
and has no limit on the distributable amount.
For more information about establishing a fund, ways of
giving and to learn more about planned giving options visit
the Donor Services section of our web site, www.cfozarks.org.

TWENTY SEVEN
re g ional community foundations
Af f iliat ed with CFO
In 1993, the Community Foundation of the Ozarks began an affiliate program designed to offer
community foundation services to smaller communities and rural counties in southwest Missouri.
Studies indicated towns with a population of fewer than 250,000 would find it difficult to support
a stand-alone community foundation, and regional community foundations provide a solution.
The Community Foundation of the Ozarks provides an array of important services to its
affiliated foundations:
• Investment management driven by proven
endowment building strategies
• Administrative support
• Technical assistance
• Ongoing consulting
• Board development
• Educational and marketing materials
• Legal Counsel
• Networking opportunities
• Matching and leverage opportunities
($6.2 million since 2000)
• Fees are three-quarters of one percent annually
(75 basis points) of the market value of the fund
Regional community foundations have independent boards and unique missions, but share the
commonality of a full-service community foundation. All of the foundations promote endowment
building, community grantmaking, organizational collaboration and public leadership.
The Oregon County Community Foundation joined the CFO family during the 2008 fiscal year,
expanding our network of giving back in the South Central Ozarks. At the end of the fiscal year
ending June 30, 2008, the Foundation had 40 affiliated community foundations.
