V.P.’s Two Cents
O
n any given week I will talk with carriers who
complain about Management pushing them to do
more work than they think is possible and/or
why after 25-30 years of working for the Post Office, they
now have to fill out a 3996 in the morning and make a call in
the afternoon.
Well Toto, we’re not in Kansas,
anymore. I’ve been carrying mail for 25
years and the job of a carrier has changed
dramatically in many different ways.
Many older carriers understand it wasn’t
that long ago that all we had to do was case
ALL the mail and deliver it. Today, we have a lot more
functions to complete each day, mostly revolving around our
scanner. Do you think that Management will understand and
acknowledge how the new duties impact our work hours? I
hope you don’t expect them to.
Some carriers don’t understand that Management
isn’t paid to understand out problems. They’re paid to get
the most out of us, any way they can. Don’t expect them to
look at your 30-40 parcel hops or house to houses and realize
that you may need additional time that day. It may surprise
you, but Management has been known to fib a little when
giving morning orders. Management is paid to convince you
that your other mail is sooo… light that you can make it up
and not use any additional street time. Maybe some days
you can, maybe some days you can’t. Today and probably
in the future, parcels are what will put you at odds with
Management. Just realize that what Management
wants is not what you have to give them.
Everyone knows our parcel volume is going
up and discussions are being held between the
Union and Management in Washington DC over
the best way to handle the increased parcel volume.
There are surveys and tests being conducted right
now in Dayton, to look at how many parcels are
being delivered every day on each route.
Management wants to know how it effects your street time. I
hope our carriers are giving a true street representation of
delivering parcels. It is hard to evaluate & adjust a route
taking parcels into account.
Every day is different and morning orders can be
very different. DOIS, which is ONLY a Management
planning tool, does not take parcel volume into
consideration. Management will not want to give a carrier
30 seconds a parcel hop, let alone 2 to 3 minutes per parcel.
Every carrier must evaluate his/her needs daily and inform
Management of that time. In addition, with these constant
route inspections, Management is
asking us to do more and more every

DOIS doesn’t take heavy DPS or parcels into
account when spitting out its numbers for the day. You’re
street time, in DOIS, is an Average. Your street time can
fluctuate a little, sometimes a lot, from day to day. Each
carrier, every day, should evaluate their needs for any
additional street time based on their overall mail volume.
Carriers complain that Management will not give them
additional time for parcels. Make them understand and if
you need additional time, request the time with a 3996.
Carriers should establish their street time that correctly
represents the time they need to be safe and reliable
If not, then they should not be surprised if their
station is scheduled for an inspection. Management will
want to capture that time.
My discussions often involve trying to make the
carrier understand that Management is not your friend when
it comes to your job. Yes, they can be friendly but they’re
job is to push and get what they can out of you. Times have
changed and Management has changed. Look around,
especially in the city, how many older supervisors are there?
How many CCAs are acting as 204Bs? Some of these
people may be great people but there is no carrier experience
there.
“No experience”, means “no compassion or
understanding”.
These
younger
supervisors/204Bs don’t know any better and just
say that DOIS or the MCSO says you’ve got
pivot time. They are supposed to use DOIS as a
tool and use other information and judgment as
factors when giving orders. However, most are
just looking at their DOIS printout of our work
hours and not allowing for other things that
should be considered.
Carriers should never ask, “What does DOIS
say?” What should matter is 'what does the individual
carrier say'? Don’t fall into Management’s trap and accept
DOIS calculations. Management’s DOIS program doesn’t
care how hard you work every day. Every carrier should
know their route and should be able to approximate how
long their route takes on the street with different overall mail
volumes. If you are not able to approximate times, then try
to develop that ability. If needed, then fill out the 3996. It
will make your day and career a little easier.

On March 5th Tornado drills were held
throughout Ohio. Also George Carrington informed
me that an e-mail was sent out to all stations that Tornado drills were to be done. At our last meeting on
March 13 I was informed that as of that day no stations had, had their drills. Safety Captains please ensure that Tornado Drills are done and Safety Talks are
done concerning Tornado Drills and that every carrier,
regular and CCA’s know where to go and what to do
in case of a tornado warning while out on their routes.
If you are in a vehicle when there is a tornado
warning you should of course look for shelter right
away. If you do not have time to get to shelter or no
shelter is possible you should get out of your vehicle
and lie in ditch or low-lying area away from the vehicle and be aware of potential flooring.
If you are indoors and there is no basement go
to a room where there are no windows and if possible
cover yourself with a thick blanket or a mattress. Try
and put as many walls between you and the outside
walls. One idea I found online especially for young

will be taking our message directly to Representative's Boehner and
Turner. This year our sole objective will be to convince them that 6
day delivery must remain in place. We will have the facts and figures
for them as to what will happen in their district if they happen to vote
supports 5 day delivery.
This article will be very short, I recently lost my Dad and he was very, very close to me and my family. I want to thank everyone for all of the support and prayers, it has meant a lot to me and my family.

Are you a hard working carrier? Is the pay and
benefits of our job enough to satisfy your needs? Do you
think you deserve something special for the work you do?
Why do a few carriers not appreciate what we have and
make wrong job choices? There are certain things within
our job, which if done, will grab a lot of negative attention
from Management.
As the NALC, there is one thing that is extremely
hard to defend and that is theft of mail
We recently had a carrier taken off the street for
such an incident. I don’t have all the details and the Union
will do everything in our power to protect the interest of
this carrier; but if proven, it will be an uphill battle to save
this carrier’s job.
All carriers know that there are certain things, in
this job, that you shouldn’t do. If you like your job and
want to keep it, please do not steal or throw away mail or
conduct yourself in other improper ways. The past year
saw three other carriers make bad choices. If a carrier is
making these wrong decisions over a period of time, they
will eventually get caught. Unfortunately, no one wants to
be taken off the street in handcuffs and possibly thrown in
jail, but carriers like this justify the need for Postal
Inspectors. Please do not jeopardize your job, your
freedom, or your family’s future for a $5.00 cash/gift card.
The quarter is coming to an end and I wanted to
remind all stewards to check on the Overtime Desired List
equitability. Grievance payouts are going down and
Management is getting better at tracking overtime. Maybe
the new accounting process is helping them with that.
However, there will be stations that have issues. Even
though your station is posting the equalization throughout
the quarter, do not assume that their numbers are accurate.
Take the time and request the OT Alert Report for each
week of the quarter and run the totals yourself. You

would be surprised the differences you will find. Most
stations use DOIS to calculate their totals. DOIS will
miscalculate Holiday Schedule overtime. Also, there is a
need to verify because Management can go into DOIS and
change the numbers. I’m not saying that they do but they
have the ability to. In order to ensure that our OTDL
carriers are given a fair shake, stewards must file and
review. If there are questions or concerns, conduct an
Informal A meeting and, if not settled, send the grievance
to the Formal A parties.
Speaking of overtime, management is in the
process of hiring 20 more City Carrier Assistants (CCAs).
This is on top of the 20 or so hired in the past few weeks.
Overtime should be coming down and overtime violations
should be stopping. However, the summer vacation time
is fast approaching and that may increase the overtime
opportunities, but forcing the Non-OTDL carriers should
not be happening. Stewards must stay on top of this and
because of the increase in the number of CCAs, it
strengthens the Union’s argument that no Non-OTDL
carrier need be forced. There are more than enough CCAs
in the city to cover down routes.
Stewards have their routes to carry and other
steward duties to perform and can’t be expected
to know everything
If you are a Non-OTDL carrier and are being
forced off your assignment, an eight hour carrier being
forced into overtime or know someone in this situation,
inform your steward. Stewards don’t always know what’s
happening on any given day in their station.
There’s
always overtime to be distributed but the contract states
that it is important to protect the Non-OTDL carriers.

groups; milk chocolate, dark chocolate, white chocolate

SPRING FORWARD
As I write this article, I am anticipating
the effect of losing one hour of sleep as
we gear up for our biannual event of
changing our clocks. However, that
means Spring is right around the corner
and it can’t get here soon enough. The
winter of 2013-2014 will be remembered
as being one of those long nasty winters
that I’m sure we’ll all look back on with
distaste.
In Region 11, we have some areas that are accustomed to winters that (at
times) could resemble the North Pole.
Cities like Lake Placid, NY (home of the
1980 Winter Olympics), and the lake affect areas of Ashtabula, Buffalo, Rochester and Syracuse typically hunker down
and expect the madness – but areas in
southern Ohio and all across the Region
our carriers were faced with a wave of
sub zero temperatures and long work
days. I am proud of what we were able to
accomplish in spite of the severe conditions. We met those challenges face on
and rose to the occasion and got the job
done! But that did not come without a
price. We experienced an unprecedented
amount of cases of frostbite, slip, trips
and falls and motor vehicle accidents.
We should all take a look at our safety
and health committees and work to improve the education of our co-workers
and especially our new CCA’s.
The last few months have been
hectic here in the regional office. We
have been working tirelessly to ensure all
residual vacancies have been identified
and posted in accordance with M-01824.
I would like to thank Local Business
Agents Perry Sprachman and Bill Rolfe
of Branch 196 for their assistance in
tracking residual vacancies. There have
been some bumps along the way, but “all
in all” the process has been working.
Congratulations to all the newly converted CCA’s! Your perseverance is now
paying dividends and all CCA’s should
now take notice that their patience will
pay off with a career position with the
USPS. As you start your new career, I
hope that you take an active role in getting involved. We are currently facing
legislative challenges that could undo
what you have worked so hard for. I
strongly suggest that you enroll into
COLCPE, eActivist and Carrier Corps in
order to help protect your job. Please
contact your steward or branch president
for additional information and please attend your branch meetings!
I would also like to give you an
update on our dispute resolution process.
I have been meeting
on a regular basis with
USPS Area and District Labor Representatives in an attempt to

“shake out” pending
arbitration
cases.
Prior to the “shake outs” there were over
400 cases pending arbitration. So far the
meetings have been productive and we
have settled nearly 150 cases. I will continue to schedule these meetings in an
attempt to not only lighten our workload;
but to work towards swift justice for our
members who deserve to have their cases
heard by an arbitrator.
In conclusion, I would like to

Mignosi for a job well done and wish him
well with his new position as president of
his home Br. 41 Brooklyn, NY. I would
also like to congratulate Lew Drass for
being appointed as National Vice President and Brian Renfroe for being appointed as Director of City Delivery.

working and totally dedicated to the well

BIG CHANGES IN THE LABOR POOL
“We implemented big changes in our labor pool,”
Postmaster General Patrick R. Donahoe told The Wall
Street Journal in December. “Twenty percent of all
our employees today are noncareer flexibles” -That’s
Postal Service jargon for part-time and temporary
workers. Their ranks have increased by 8% since
2011. “We’ve saved billions of dollars there,” Donahoe said. Other agencies also see the potential for
savings through greater use of temporary workers.
