This past year for AIDS Community Resources has been one of exponential
growth: it’s a pleasure to be able to report positive news. The climate (unlike the need) for
human service agencies has not been balmy these last few years – quite the opposite. Nevertheless, here we are with almost a million dollars of new services added over the last 12
months: the fruit of a long term strategy and a lot of hard work on the part of staff, as well
as patience and patch-work in the mean time.
This growth of program revenue represents some new sources of funding and
“new lines of business”: we are now, for the first time, under contract to provide an array
of prevention services in eight regional prisons; our Syringe Exchange Program waiver
application has been approved by the State, with neighborhood-based services set to begin
in the first half of next year; a new state-of-the-art RV for North Country neighborhoodbased outreach activities has been secured in partnership with the Department of Agriculture and is on the road; a newly added Community Health Advocate program now
provides both presentations and individual sessions to any interested individual or group on
all aspects of health insurance options; a challenge grant from the Allyn Foundation has
allowed us to dedicate a Development Associate towards the financial growth and stability of
the Q Center; The Q Center (for gay, lesbian, bisexual, transgender, and questioning youth)
continues to interest potential funders for possible support and we anticipate mental health
assessment and referral funding through Onondaga County DSS this coming year; finally we
have officially established a Youth Division within the agency to encompass all of our youthrelated activities/initiatives.
Moving forward, significant changes are looming large on the horizon, especially
when it comes to government funding: NYS Medicaid reform is gearing up to radically challenge our ability to provide quality case management to our HIV+ clients and their families,
while Federal Ryan White prevention money to NY State is being reduced and redirected
primarily to New York City. Both our new and established contracts are being micro-managed
in a way we’ve never experienced in over 2 decades: endless restrictions and mounds of
‘paper-work’ while money to hire administrative staff is simultaneously slashed. There is
fiscal policy folly afoot and it’s unclear how well we’ll manage such foul conditions. Trust us,
we’re pushing back.
For the time being, however, it’s great to report a year of increased: funding,
service capacity, and visibility in our nine county region of responsibility.
We will continue to put one foot in front of the other, show up and step up for
the next round of challenges. Believe us when we say, your continued belief in and support
of the mission of AIDS Community Resources makes all the difference. Thank you.

of Greater Utica significantly increase funding to ACR.
Housing Support Services: new, expanded
housing program approved for housing placement, health and livings skills assistance, and
non-intensive case management.

Youth Services Division created in response to
unprecedented growth in Teen AIDS Task Force
and Q Center participation: Marissa Rice, director.
Community involvement: collaborations with
Wegmans pharmacist to train staff and consult
with clients; sponsor inner city Jazz Fest; received
100 quilts from Tow Path Quilting Guild.
Q Center development associate, Maureen
Harrington O’Neill, hired with help of a matching
grant from the Allyn Foundation to promote Q
Center independence.
Making Room: Canton office re-located and
quadrupled in size.
One Decision Campaign: ACR staff won state
award for outstanding contributions to promote
HIV/AIDS awareness and prevention through
social media.
New HIV test delivers results in ten minutes. The
Uni-Gold HIV test uses a drop of blood from a
finger stick.
North Country Safety First mobile unit to
offer HIV/STD testing and harm reduction and
prevention services not now available in Jefferson,
Oswego, and St. Lawrence counties.
The Mission of AIDS Community Resources is three-fold:
Sled for Red: successful wintertime fundraiser
attracted families, expanded donor base.
• To prevent the spread of HIV and other sexually transmitted diseases;
• To provide support services to those who are living with HIV/AIDS; and
• To promote sexual literacy and improved medical outcomes.
Marriage equality: Q Center youth lobby in
successful effort to legalize same sex marriage in
New York State.

Mahoney released a proclamation and painted
a red stripe on Salina Street to kick off
AIDS Community Resources’ highly successful
AIDS awareness campaign “Paint the Town
RED,” which brought wide awareness to the
30 years of AIDS and to the lifelong health
complications caused by the incurable disease.
The County Executive and Mayor each painted
a section of the red stripe on Salina Street and
then watched as ACR volunteer, Karen Hinson,
who is HIV positive, finished off the job.
