I am so pleased to welcome you to the AWRA’s 2015 Spring Specialty Conference “Water for Urban Areas: Managing Risks and Building Resiliency,” scheduled this week at the Los Angeles Airport Hilton. Urban water suppliers have unique challenges associated with fluctuations in economy and population growth; changing climate, water supply, and quality conditions; aging infrastructures; and increasing costs and regulatory requirements. In response, many urban water suppliers are studying in greater detail traditional and nontraditional water management strategies and approaches to manage the increasing risks and incorporation of long-term resiliency within their system. Our keynote and luncheon speakers are leaders on the conference theme. Ms. Pat Mulroy will be the conference keynote speaker. Ms. Mulroy is a Senior Fellow at the Brookings Institute at the University of Nevada, Las Vegas. She also served as the General Manager of Southern Nevada Water Authority from 1993 until February 2014. During her service at SNWA, she led the agency through a period of tremendous growth and long drought period diminishing the cities’ primary water supply from the Colorado River. Our luncheon speaker will be Dr. Jay Famiglietti, Senior Water Scientist at the NASA Jet Propulsion Laboratory and Professor on Earth System Science at the University of California, Irvine. Dr. Famiglietti will be speaking about California’s current epic drought and the state’s water availability as viewed from space. During the conference, you will be able to choose from over 60 presentations on topics related to water and wastewater services nationwide and internationally. Topics will cover: • • • • • Approaches and tools to identify and explicitly address uncertainties and risks. Connection with other disciplines such as food security, land use, energy, and culture. Increasing adaptive capacity via demand management, traditional and nontraditional supply augmentation, infrastructure management and operations, and new technology. Water law and policy. Communicating the value of water. You will also find this conference to be a wonderful opportunity to meet your colleagues in water and wastewater services during informal networking events, in the exhibit hall, and throughout the professional sessions. I encourage you to look through the program and attend the sessions and events that will provide you with updated information that you can take back to your agencies and organizations. I also look forward to meeting you during the conference! Professional DeveloPment Hours (PDHs) AWRA has instituted a self-reporting system for Professional Development Hours (PDHs). To meet education requirements for license renewal, conference attendees should report their session attendance directly to their licensing organizations. AWRA will provide at its registration desk, self-reporting forms that can be used to acquire signatures of session moderators. Please note that self-reporting is an honor system. It places the onus on the individual to report PDHs to their licensing body. The AWRA forms are furnished as a convenience to conference attendees. tHe following Caveats aPPly to tHis PDH PoliCy (1) awra will not notify the licensing organizations concerning earned PDHs. this will be up to the attendee. (2) awra will not keep session records or enter PDHs in its record keeping system. (3) most importantly, awra cannot guarantee acceptance of the PDHs by licensing boards. Because self-reporting reduces awra administrative costs, awra will not charge a fee for those wishing to obtain PDHs. EPA's Climate Ready Water Utilities (CRWU) provides resources to help the water sector adapt to climate change impacts by promoting a clear understanding of climate science and adaptation options. Among its suite of tools, the Climate Resilience Evaluation and Awareness Tool (CREAT) provides local climate projection data within a risk assessment framework to help utilities assess climate impacts and consider adaptation measures to increase utility resilience. Both the initial development of CREAT, as well as subsequent versions, were guided by a Working Group composed of water utilities, associations, and federal partners. Among its early adopters, East Bay Municipal Utility District (EBMUD) in Oakland, California, and Southern Nevada Water Authority (SNWA) in Las Vegas, Nevada, have used CREAT to conduct climate assessments. EBMUD has been involved with the development and testing of CREAT since the first version of the tool was released in 2010 to help quantify and communicate the risk of climate change on its operations. Using 2060 temperature, sea level rise and precipitation projections, a climate change risk assessment was performed that highlighted the impacts to water demand, customer rationing, flood control, and water supply, with changes in precipitation posing the greatest risk. Information from the analysis was used in the development of EBMUD's Climate Change Monitoring and Response Plan that summarized the impacts and identified adaptation and mitigation strategies including the use of supplemental water supplies, increased conservation and water recycling, and reducing greenhouse gas emissions. Like EBMUD, SNWA tested the early versions of CREAT and provided feedback on improvements. Most recently, SNWA collaborated with the USEPA to pilot CREAT Version 2.0 to produce a climate change risk assessment. SNWA participants considered impacts across three potential climate scenarios, based on the projections provided within CREAT. Assessments considered both short and long term impacts, using climate projections for two future time periods (2035 and 2060). Situated in the desert, SNWA has historically been most vulnerable to persistent drought in the Colorado River basin, which provides 90 percent of their supply. SNWA withdraws this water from Lake Mead. The risk assessment process found that without adaptive action, future warming would likely worsen drought conditions, and lead to low Lake Mead levels that could trigger a reduction in supplies, but also create major operational challenges with SNWA's intake systems, water treatment systems, and distribution system. The SNWA team developed a number of planned actions including Colorado River system-wide conservation, construction of a third intake pump station, and addition of aerators in covered reservoirs in the distribution system to address the impacts associated with worsening drought. These measures will reduce the risk to supplies and infrastructure presented by low reservoir levels, and make SNWA "climate ready." EBMUD and SNWA are currently participating in the CREAT 3.0 Working Group, helping to guide the development of the next version of CREAT (planned for release Summer 2015). If you smell smoke, grab your key, roll out of bed, and crawl to the door. Feel the door. If the door facing or knob is hot, don’t open it.
