Online platform are are capable of facilitating direct transactions or
exchanges between groups of third-party users via the Internet, and
that capitalise on data-driven efficiencies enabled by network effects.
Why should online platforms be important to you and us?
• 77%: Europe has the highest percentage of Internet users of the
population, significantly above the world average.
• EUR 270 billion: Goods and services purchased online in the EU by
private households and the public sector.
• 50% of European citizens use social media.
Imagine an entire country working together
to achieve a single goal — to create the space
where entrepreneurs stand up, start up and scale up.
FIWARE does well!
All early signs are positive:
• 8fit.com sits in SF and pitches for $20 million
• www.connecterra.io looks at a market of 87 million
users (cows) in Europe or 187 million in Brazil
• sorryasaservice.com joined TechStar for final take-off
• … and many other brilliant apps like budgetbaker.com
Definitions are important
Service platforms are the software layer in ICT system
architectures between the infrastructure and the
application layer. They facilitate the development and
operation of digital services.
Open service platforms are developed and maintained in
open source and are open to collective innovation. They
provide open, public, royalty free specifications and an
open source reference implementation.
Benefits of Open Service Platforms
• Emergence of multivendor solutions, no vendor lock-in, reduce the
market power of incumbents, lower the barriers for market
• Interoperability, data compatibility and portability
• Competition among providers leading to faster service development,
• More innovation by establishing innovation ecosystems independent
of proprietary technology, cost reductions and quality increase.
• Open source better supports data privacy and security and integrate
more easily with existing systems, including proprietary
Why are OSPs coming? And why now?
• Today complex large systems are developed in large
collaboration
• To function and be effective, large collaborations need a
common licensing
• Less and less revenues come from licensing software
• Therefore industry friendly open source licenses become
the norm (Examples include: OpenAirInterface, Drupal,
FIWARE, …)
Opening up the platform layer is just more effective.
VISION
Accelerate a competitive European (global) market
for platform development.
Reduce market fragmentation and incumbent
power.
Create and grow a new services market and use
the networking effect to reach economies of scale
fast.

what regulatory or other policy initiatives do
you propose to accelerate the emergence and
take-up of open service platforms?”
It is widely agreed that open service platforms
have
socio-economic
and
innovation
advantages over closed service platforms. Open
service platforms are more likely to be
interoperable, promote innovation, enhance
competition and create open innovation
ecosystems. They improve equality and fairness
within society, as well as trust and confidence
between participants. Respondents tend to
agree that no regulation should ever impede
openness, and that regulatory or policy
initiatives should be oriented towards assuring
transparency, privacy and standardisation. It is
not likely that targeted policy initiatives can
accelerate open service platforms; however,
support for the development and take-up of
open service platforms should be increased.
