Representative Anna Fairclough House District 17 NEWSLETTER Summer 2007 Summer at a Glance… It seemed like only yesterday when my staff and I arrived home to Eagle River from Juneau. My staff and I have kept busy chairing or attending legislative committee meetings for bills requiring action next session, attending Chugiak-Eagle River Chamber luncheons, and community council meetings. I also would like to thank Governor Sarah Palin for signing HB 215 legislation to create theTask Force on the Council on Domestic Violence and Sexual Assault. I was appointed the chair of the task force and along with my chief of staff Renee Limoge coordinate with other members to assist CDVSA on their mission to meet goals to eradicate instead of react to these types of crimes. INSIDE THIS ISSUE I attended several educational conferences which provided wonderful experiences to meet colleagues from around the nation. Palin Signs Bill……... 3 Bear Paw Festival……….. 3 Women In Government…. 4 Emerging Lead………….... 4 Anna Shares Freshman Legislative Session with Attendees at Girls State On June 15th I had the good fortune to speak with wonderful girls from around the State of Alaska at the American Legion Auxilliary Girls State held the week of June 11 th – 16th at Meier Lake Conference Center in Wasilla. Pacific Northwest Economic Region………. 5 Pebble Mine………………. 5 Conference of Girls State is a national program designed to teach the young ladies how to participate in of their state government. The participants are elected to either the House or Senate and assigned committees. They elect committee chairs, create and hear bills in committee, conduct house and senate floor sessions and wrap the week with elections. State Legislatures………. 6 I shared my experiences on my first legislative session as a State Representative. The girls were interested in why I decided to run and what I wanted to accomplish while in office. From the knowledge they received that week they were able to relate to the committees I served on and asked important questions about the process. They shared with me the bills they were trying to pass. STATE OF ALASKA RESOURCES General Information State of Alaska Alaska State Legislature Resources 2007 Girls State Participants with Representative Anna Fairclough Anna Speaks At Chugiak-Eagle River Chamber Legislative Wrap-Up Luncheon I, along with the Chugiak-Eagle River legislative delegation, was invited to the June 20th chamber luncheon and discussed the first session of the 25 th Legislature. AGIA (Alaska Gasline Inducement Act) and the capital budget were among the many topics discussed. Anna shared her impressions as a freshman legislator and concerns about the process in future sessions that are now limited to 90 days. Bill Stoltze – 376-4958 First Legislative Open House a Success The summer solstice seemed to be the right time to hold our first Legislative Open House after returning from Juneau. Representative Nancy Dahlstrom, Representative Bill Stoltze, Senator Fred Dyson and I welcomed over 40 constituents that found time in their busy day inspite of the fabulous weather to say hello and share concerns on issues from the permanent fund to transportation. We would like to extend our thanks to all the constituents that stopped by and to The Alaska Star for notifying the public and covering the event. Governor Palin Signs House Bill 215 - CDVSA Task Force MUNICIPALITY OF ANCHORAGE RESOURCES General Information During the first legislative session I sponsored HB 120 which reauthorized the Council on Domestic Violence and Sexual Assault - CDVSA. Alaska continues to rank among the highest in the nation for rates of domestic violence and sexual assault and the Council has a vital role in prevention, education and response to those incidents in our state. In an effort to address questions and issues raised during the reauthorization of CDVSA, I sponsored HB 215 which would create a task force that would bring members of the legislature, administration and the public together to discuss the mission and the issues raised in the 2002 and 2006 Legislative Audit Report. The CDVSA Task Force will prepare and present their report to the full legislature in an effort to raise awareness of the council’s role and answer questions members have about the extension of the council. On July 3rd Governor Palin signed HB 215 into law. In its 22 nd year, the Bear Paw Festival is always the highlight of summer and my staff and I spent time helping with children during the Teddy Bear Picnic and Parade, participating in the Slippery Salmon Olympics, and taking my turn in the dunk tank! Women In Government July 9th – 11th I attended the Women In Government, a bipartisan organization of women legislators, 10th Annual Western Regional Conference held in Anchorage, Alaska. I met over 30 women legislators that attended the conference and discussed topics from family economic success, higher education initiatives, and health care issues. The conference was a great educational and networking opportunity to share ideas on dealing with issues that each of our representative states are faced with today. Representative Anna Fairclough, Governor Sarah Palin and Senator Bettye Davis Emerging Leaders Program – Darden University During my first legislative session I was nominated by Speaker of the House John Harris for a scholarship sponsored by the State Legislative Leaders Foundation and was one of 50 legislators nationwide selected to attend the Program for Emerging Political Leaders at the University of Virginia, Darden School of Business in Charlottesville, Virginia. I attended the course July 16th – 19th and had the opportunity to learn from top leaders and meet some of our nation’s newest and upcoming political leaders. Pacific Northwest Economic Region - PNWER July 22nd – July 26th Anchorage, Alaska for the first time hosted the 17th Annual PNWER Summit. I served on the legislative host committee and my staff volunteered to drive vans and host touring events for over 500 visitors from Northwestern US and Canada. Seminars on topics such as Energy, Homeland Security, Border Issues, Tourism, Workforce Development and Environment were available for all that attended. Many attendees had wonderful comments about the welcome and reception they received in Anchorage, the State of Alaska and the summit. Pebble Mine Tour One of the most controversial resources development issues in Alaska today is the Pebble Mine. On July 31st I had an opportunity to travel to the Bristol Bay Region and tour the Pebble Mine Project site. The region has a large concentration of copper, gold, molybdenum and silver. Northern Dynasty MInes, potential developers of the mine, hosted the tour and discussed various work programs and environmental studies being conducted to support development of the mine. The development of this area is quite controversial and I took this opportunity to learn the potential impacts of this project to the region and to the State of Alaska. I continue to research the potential benefit of development along with the potential negative aspects of moving forward with this project. Stop the Pebble Mine and other sites in opposition to development are available for review. I encourage review of both sides of the project and will be happy to discuss the knowledge I gained from the tour. [ Your Company Name Here ] Page 1 National Conference of State Legislatures I had the honor and privilege of being asked to join other colleagues to give a presentation on Financiing State Government in a “No New Taxes World” during the National Conference of State Legislatures (NCSL) in Boston in August. I had an opportunity to meet colleagues from our nation and attend issue sessions and seminars on Finance, Education, Health Care and other challenges faced by each state. During my presentation I realized that we were recorded by C-SPAN for future programming. It was my first foray in the national arena at this magnitude. The annual NCSL conference was attended by over 5000 people and was a terrifc resource for learning or sharing of ideas to help resolve pressing issues of our time.
