WEST NOBLE SCHOOL CORPORATION Board of Education Meeting Minutes January 11, 2016 The West Noble Board of Education met on Monday, January 11, 2016, with all members present. Board President Jeana Leamon called the meeting to order at 7:00 p.m. and asked that all visitors register. Visitors were given the opportunity to address board members. The election of officers for calendar year 2016 was conducted. Jeana Leamon nominated Todd Moore for President and Joe Hutsell seconded the nomination. Todd Moore nominated Joe Hutsell for Vice President and Dave Peterson seconded the nomination. Joe Hutsell nominated Dave Peterson as Secretary and Matt Moser seconded the nomination. Joe Hutsell made a motion to approve the nominations as presented and Dave Peterson seconded. Motion carried 7-0. Several appointments were presented (see attached list). Travis Stohlman made a motion to approve the recommended list as presented and Jeana Leamon seconded. Motion carried 7-0. Conflict of Interest forms were submitted for Dennis VanDuyne, Mark Yoder, Brian Shepherd, David Peterson, Joe Hutsell, Matt Moser and Jeana Leamon. Dave Peterson made a motion to accept the forms and Joe Hutsell seconded. Motion carried 7-0. Superintendent VanDuyne submitted the proposed board meeting calendar covering the dates of January 11, 2016, to January 9, 2017. Chris Mershman made a motion to approve the board meeting calendar and Jeana Leamon seconded. Motion carried 7-0. Minutes of the December 14, 2015, board meeting were presented for approval. Joe Hutsell made a motion to approve the minutes as presented and Dave Peterson seconded. Motion carried 7-0. A claims list was reviewed by board members. Travis Stohlman made a motion to approve payment of claims #30010-30087 in the amount of $2,011,974.20. Jeana Leamon seconded and motion carried 7-0. th th Board members reviewed the revenue for December 2015, 4 quarter 2015 appropriation report; the 4 quarter cash flow worksheet for the General Fund; and the 2015 final property tax settlement (all reports attached). An employment listing was submitted for board approval (see attached). Chris Mershman made a motion to approve the recommendations on the employment listing. Travis Stohlman seconded and motion carried 7-0. Superintendent VanDuyne shared ISTEP+ results with Board members. The handout that Superintendent VanDuyne shared showed the strengths and weaknesses at the grade levels tested. Superintendent VanDuyne presented several field trips for Board approval. The FCCLA is asking to attend the Leadership Conference in Indianapolis on February 25-27, 2016; Mrs. Sarah Wilson is requesting to take students to Psychology Day at IUPUI in Indianapolis on January 22, 2016; and Mrs. Newby is asking to take students from Physics class to a lecture at Western Michigan University at Kalamazoo, Tuesday, March 22, 2016. Jeana Leamon made a motion to approve the field trips and Dave Peterson seconded. Motion carried 7-0. Superintendent VanDuyne submitted a conference request from Ashleigh Tippmann, HS guidance counselor, who is requesting to attend the Marine Corps Educator’s Workshop in San Diego, California on February 1-5. All expenses would be paid by the Marine Corps. Matt Moser made a motion to approve the conference and Chris Mershman seconded. Motion carried 7-0. Superintendent VanDuyne presented an updated Cell Phone Stipend list (attached) for 2016. Dave Peterson made motion to approve the Cell Phone Stipend list as presented and Joe Hutsell seconded. Motion carried 7-0. Board President Todd Moore called the meeting to order at 7:00 p.m. and asked that all visitors register. Board President Todd Moore called the meeting of the Board of Finance to order. Board members reviewed the interest earned on 2 checking accounts (see attached). There were no other investments to report on. Joe Hutsell made a motion to accept the report as presented and Dave Peterson seconded. Motion carried 7-0. Travis Stohlman made a motion to adjourn the Board of Finance meeting and Chris Mershman seconded. Motion carried 7-0. Board President Todd Moore reconvened the regular board meeting. Visitors were given the opportunity to address board members. Superintendent VanDuyne shared that the Board of Education was recognized as an Outstanding Board by the rd Indiana School Boards Association. And that on Saturday, January 23 that the Coaches for Cancer event raised over $2,500 for the American Cancer Society and many food items for the Food Pantry. Minutes of the January 11, 2016, board meeting were presented for approval. Jeana Leamon made a motion to approve the minutes as presented and Chris Mershman seconded. Motion carried 7-0. A claims list was reviewed by board members. Matt Moser made a motion to approve payment of claims #3008830207 in the amount of $1,678,748.49. Joe Hutsell seconded and motion carried 7-0. An employment listing was submitted for board approval (see attached). Dave Peterson made a motion to approve the recommendations on the employment listing. Jeana Leamon seconded and motion carried 7-0. Superintendent VanDuyne submitted a draft of proposed 2016/2017 school calendar for input. The West Noble Classroom Teachers’ Association has already reviewed the calendar. Amanda Nine, West Noble High Assistant Principal, updated board members on the how the new technology for the 2015/2016 school year is progressing with the students and staff. Mike Burke, West Noble High School Assistant Principal, shared with board members the required tests that students need to take. Dr. Greg Baker, West Noble High School Principal, updated board members on the changes taking place with the PSAT and SAT and how to prepare the students for the tests. Superintendent VanDuyne discussed with board members several bills that have been introduced during the Legislative Session. Superintendent VanDuyne shared with board members that there are several repairs or upgrades that need to done to the buildings and campus. The necessary repairs/upgrades exceed the available funding in the Capital Projects Fund. Superintendent VanDuyne will submit a proposed list of projects and possible funding solutions at a future board meeting. Superintendent VanDuyne informed board members that there is a local group who perceives that a void of services exists that was provided previously by New Dawn through LEAP. They would like to attempt to raise funds to replace some of the afterschool services to our students. Approximately 75-100 students would be targeted in grades 3-8 for an after school opportunity beginning in fall of 2016. Superintendent VanDuyne asked board members if they were supportive of such a venture. All board members were in agreement that the establishment of an after school program would be good for the students. Board President Todd Moore called the meeting to order at 7:00 p.m. and asked that all visitors register. Visitors were given the opportunity to address board members. Minutes of the January 25, 2016, board meeting were presented for approval. Dave Peterson made a motion to approve the minutes as presented and Joe Hutsell seconded. Motion carried 7-0. A claims list was reviewed by board members. Jeana Leamon made a motion to approve payment of claims #30208-30233 in the amount of $823,091.80. Matt Moser seconded and motion carried 7-0. Board members also reviewed the revenue for the month of January. An employment listing was submitted for board approval (see attached). Chris Mershman made a motion to approve the recommendations on the employment listing. Travis Stohlman seconded and motion carried 7-0. Mark Yoder, Principal of West Noble Elementary School, introduced teachers Megan Murphy, music, and Tammy Bieberich, art, to board members. Miss Murphy shared what her students are doing with the instruments purchased with grants from Dekko and the th Noble County Community Foundation. Mrs. Bieberich shared about the Dekko grant that she received to take the 4 grade class to Chicago to visit the Field Museum. Superintendent VanDuyne updated board members on several bills that have been introduced during the Legislative Session. Superintendent VanDuyne shared that the February 1, 2016, ADM is 2391, which is 36 students lower than the September AMD count. Barbara Fought, Treasurer, informed board members that the Department of Local Government had issued the 2017 final budget notice. Superintendent VanDuyne reviewed with board members the projected 2016 General Fund Cash Balance report. Superintendent VanDuyne submitted 2 field trips for board approval. Tamara Bieberich, West Noble Elementary Art Teacher, is th requesting to take all 4 grade students to the Chicago Field Museum on May 13, 2016. She has been awarded a grant that will pay all expenses, including charter buses. Also, Jenna Risendorph, West Noble High School Family Consumer Science teacher, is requesting to take the student council officers to IASC Representative Assembly on March 8, in Indianapolis. Mrs. Risendorph will take the students in her personal vehicle. Superintendent VanDuyne presented the 2016/2017 school calendar for approval. Chris Mershman made a motion to approve the 2016/2017 as presented and Travis Stohlman seconded. Motion carried 7-0. Superintendent VanDuyne announced that the Indiana Department of Education had released the amount of the Performance Award Grant. A teacher receiving an effective rating will receive a $120 stipend, and a teacher receiving a highly effective rating will receive a $240. Travis Stohlman made a motion to approve the stipend amount and Chris Mershman seconded. Motion carried 6-1. Superintendent VanDuyne requested that classified staff and StaffMark employees receive a $120 stipend. Jeana Leamon made a motion approving the stipend as presented. Chris Mershman seconded and motion carried 7-0. Superintendent VanDuyne requested that Administrators, excluding himself, receive a $240 stipend. Board President Todd Moore called the meeting to order at 7:00 p.m. and asked that all visitors register. Visitors were given the opportunity to address board members. th Superintendent VanDuyne shared with board members that Stacy Blosser, West Noble Elementary 4 grade teacher, was selected as a Bill Armstrong Teacher Educator for the 2016/2017 academic year from the Indiana University School of Education. Minutes of the February 8, 2016, board meeting were presented for approval. Joe Hutsell made a motion to approve the minutes as presented and Dave Peterson seconded. Motion carried 7-0. A claims list was reviewed by board members. Jeana Leamon made a motion to approve payment of claims #30234-30366 in the amount of $1,802,198.01. Chris Mershman seconded and motion carried 7-0. Dave Peterson seconded and motion carried 7-0. Brian Shepherd, Principal of West Noble Primary School, introduced Alyssa Juday, WNP Guidance Counselor, to board members. Mrs. Juday is the sponsor of the Secret Agents of Kindness. Mrs. Juday explained the program and 3 students shared their experience as being a Secret Agent of Kindness. Superintendent VanDuyne updated board members on several bills that have been introduced during the Legislative Session. Superintendent VanDuyne shared a letter from Noble County Sheriff Doug Harp on the modifications that Sheriff Harp wants to make changes to the School Resource Officer contract with West Noble for the 2016/2017 school year. Board members agreed that more information is needed on the matter. This issue will be revisited at a future board meeting. Superintendent VanDuyne submitted 3 field trips for board approval. Khara Kimmel, WNHS FFA Sponsor, is requesting to take approximately 8 students to Trafalgar, IN on April 23, 2016, for State FFA competition; Teri Kruger and Elliott McCraner, WNHS PBA Sponsors, are requesting taking approximately 25 students to Indianapolis, IN, March 6-8, 2016, for BPA State competition and th seminars; and Stacy Blosser, 4 grade teacher at WNE, is taking approximately 23 students to visit Indiana University May 27-28, 2016. The meeting was held at West Noble Middle School, in the Media Center. Board President Todd Moore called the meeting to order at 7:00 p.m. and asked that all visitors register. Visitors were given the opportunity to address board members. th Wade Jagger, West Noble Middle School Assistant Principal, shared that Ashley Libben, 8 grade Language Arts teacher, was selected to be a United States Holocaust Memorial Museum Teacher Fellow. Sarah Wilson, West Noble High School Teacher, announced that West Noble School Corporation was awarded a $75,000 technology grant from the Indiana Department of Education. Minutes of the February 22, 2016, board meeting were presented for approval. Jeana Leamon made a motion to approve the minutes as presented and Dave Peterson seconded. Motion carried 6-0. A claims list was reviewed by board members. Joe Hutsell made a motion to approve payment of claims #30367-30422 in the amount of $930,696.73. Matt Moser seconded and motion carried 6-0. Board members reviewed the revenue for February and the General Fund February cash flow spreadsheet. An employment listing was submitted for board approval (see attached). Representatives from PULSE shared with board members the focus and goals of the service-minded youth of the organization. PULSE is funded and guided by the Noble County Community Foundation and the DEKKO Foundation. th th Kenna Cross and Betsy Shrock, 8 grade Math teachers, explained the 8 grade Math program. First reading was held on Policy 70090, Title One Parent Involvement. Superintendent VanDuyne shared with board members the attendance of certified staff from July 1 to February 18 for the 14/15 school year and the 15/16 school year. The data shows improvement in attendance. Superintendent VanDuyne updated board members on several bills that have been passed by the Legislative Session. Superintendent VanDuyne updated board members on the construction of the Greenhouse. The manufacturer has recommended that pillars are added to the concrete pad for stability. Discussion was held on parking. It was decided a stone lot would be made available for parking. Board members were invited to attend a viewing of “Most Likely to Succeed” at West Noble High School on March 16, 2016. th Superintendent VanDuyne submitted 3 field trips for board approval. Jennifer Flora is asking to take her 4 grade class to visit Indiana Wesleyan University in Marion, IN on March 29, 2016; Jessica Ness and Jeff Iden have requested to take their classes to Ball State University in Muncie, IN on May 27, 2016; and Karena Wilkinson is requesting to take approximately 60 students to Butler University in Indianapolis, IN on April 29-30, 2016. Jeana Leamon made a motion to approve the field trips as presented and Dave Peterson seconded. Motion carried 6-0. An amendment to update West Noble’s 401a plan with the most recent IRS changes and reinstatement of the plan was discussed. Dave Peterson made a motion to amend and reinstate West Noble’s 401a plan and Joe Hutsell seconded. Motion carried 6-0. Jeana Leamon made a motion to adjourn and Dave Peterson seconded. Board President Todd Moore called the meeting to order at 7:00 p.m. and asked that all visitors register. Visitors were given the opportunity to address board members. Superintendent VanDuyne read a thank you note from Donnetta Nelson sharing her appreciation of the classified stipend, and shared that Jenna Risedorph, West Noble High School Family and Consumer Sciences Teacher and Student Council Sponsor, received an anonymous nomination for the Indiana Association of Students Councils (IASC) Advisor of the Year Award. Minutes of the March 14, 2016, board meeting were presented for approval. Joe Hutsell made a motion to approve the minutes as presented and Dave Peterson seconded. Motion carried 5-0-1. Jeana Leamon entered the board meeting. A claims list was reviewed by board members. Joe Hutsell made a motion to approve payment of claims #30423-30579 in the amount of $1,370,340.58. Jeana Leamon seconded and motion carried 7-0. An employment listing was submitted for board approval (see attached). Superintendent VanDuyne updated board members on the construction of the Greenhouse. Board members reviewed a list of major maintenance projects that need to be addressed (attached). Dr. VanDuyne reviewed the project list with board members and Dana Wannemacher, Barton Coe Vilamaa, shared with board members the condition of the paved areas of the West Noble Campus, including the estimated cost to repair/replace. Curt Pletcher, Umbaugh & Associates, discussed with board members the possible financing options for the proposed maintenance projects. Candice Holbrook, Curriculum Director, reported to board members on how the flex days were used during the 15/16 school year. Mrs. Holbrook shared the goals, the staff professional development that took place, and student instruction improvements and changes that were made after each flex day. Mrs. Holbrook is waiting for the IDOE to release the grant for the 16/17 school year flex days. Superintendent VanDuyne submitted a request from Sarah Wilson for mileage reimbursement for a professional leave day for March 18-19, 2016, in Ashland, Ohio. There was not registration fee and Mrs. Wilson paid for her lodging. Jeana Leamon made a motion to reimburse Mrs. Wilson for her mileage and Matt Moser seconded. Motion carried 5-2. Board President Todd Moore called the meeting to order at 7:00 p.m. and asked that all visitors register. Visitors were given the opportunity to address board members. None commented. Minutes of the March 28, 2016, board meeting were presented for approval. Travis Stohlman made a motion to approve the minutes as presented and Chris Mershman seconded. Motion carried 6-0. A claims list was reviewed by board members. Jeana Leamon made a motion to approve payment of claims #30518-30538 & #3058030614 in the amount of $1,443,427.37. Joe Hutsell seconded and motion carried 6-0. Board member Matt Moser entered the board meeting. Board members reviewed the revenue for March; the first quarter appropriation report; and the General Fund cash balance report for April. Superintendent VanDuyne shared the effect that an error in the 2016 Net AV has on West Noble’s budget. An employment listing was submitted for board approval (see attached). Joe Hutsell made a motion to approve the recommendations on the employment listing. Matt Moser seconded and motion carried 6-1. Board members continued the discussion on which major maintenance projects to proceed with for the summer of 2016. Superintendent VanDuyne informed board members that several board policies, which are required by Indiana Code, will be presented for approval during the next several board meetings. Dr. VanDuyne also shared that a board work session is scheduled for May 2, 2016, at 7:00 pm to receive training from a consultant. Superintendent VanDuyne submitted a field trip request to allow students in the Family Consumer Science classes and the Ag classes to travel to Elkhart on May 6, 2016, to visit a greenhouse. Chris Mershman made a motion to approve the field trip as presented and Jeana Leamon seconded. Motion carried 7-0. A three year strategic plan has been developed. Superintendent VanDuyne shared with Board members that the contract for educational services with The Crossing National was not renewed for the 2016/2017 school year, as well as the lease on the building located 508 West Union Street with The Crossing of Noble Regional, Inc. was not renewed. Dr. Greg Baker, Principal of West Noble High School, is applying to the Indiana Department of Education to start an Alternative Education program. A meeting was held with the parents and students of The Crossing to share information on the changes in administration. The new alternative program will follow West Noble’s school calendar. Amanda Nine, Assistant Principal at West Noble High School, updated board members on the successes and challenges from the first year of implementation of the 1:World program.
