Cave Installed as CAAR 2013 President
CAAR's Installation of Officers and Directors was held on October 10, 2012 at Piper
Glen Golf Course. Blazing New Trails was the theme for this event which featured
remarks and by Donald Cave (Coldwell Banker Honig-Bell) who was installed as the
2013 president by his mentor and Past President Ron Ladley (Charles Robbins
REALTORS®). Steve Myers (Myers Commercial Real Estate) was installed as
president-elect, and Michael Buscher (The Real Estate Group) was installed as
secretary/treasurer. The approximately 115 individuals who attended the event were
treated to entertainment by the country band "Leaving Ashland". Among the various
dignitaries in attendance were IAR President-elect and CAAR past President Phil
Chiles and State Rep. Rich Brauer. Congratulations to all of the Officers and Directors
that were installed. (See event photos on page 13 & Director's photos on page 14).

At CAAR's Annual Business Meeting recently held at Scheels 2012 President Todd

2013 CAAR Leadership Academy
The 2013 Leadership Development Work Group, chaired by pastpresident Linda Nelson, has begun working on the 2013 Leadership
Academy. Applications are expected to be made available in late
October. The program is expected to begin in January and run through early March
and will consist of five half-day modules. The program will be open
to REALTOR® and Affiliate members but will be limited to ten
candidates. Questions may be directed to Dan Sale at

CAAR's 3rd Annual Tailgate Party
The weather Gods were smiling on the association as we couldn’t have asked for a
nicer day for CAAR's 3rd Annual Tailgate event which was held in the CAAR
parking lot. The highlight of the event was the Chili cook-off which yielded 6
entries. A special thank you to the following individuals who competed: Suzie
Fessler, Terry Nuding and Deb Sarsany (RE/MAX Professionals), Cheryl
Dambacher (1 Call Real Estate Professionals) and Kyle Killebrew (The Real Estate
Group). Suzie Fessler successfully defended her title for the third year in a row.
Coming in at second place was Kyle Killebrew.
Between the chili, hot dogs and the massive
supply of chicken wings, courtesy of Mike
Call, no one went away hungry. Musician
Dave Littrell entertained the crowd quite
nicely. Thank you to Chair Gail Chevalier
Zini and Vice Chair Dana Lyons for their
work in organizing this event as well as Suzie
Fessler for coordinating the Chili Cook-off.

REALTOR® Michael D. Oldenettel, CRS,
GRI, of Jacksonville has been installed as
the 2013 President of the Illinois
Association of REALTORS®. Active in
real estate for 23 years, Oldenettel is the
Managing Broker-Owner of RE/MAX
Results Plus, Inc. in Jacksonville. He is a
two-term past president of the Jacksonville Area Association of REALTORS®
leading the association in 1995 and again
in 2005. He has a long history of
participation with the local association,
state and national association of
REALTORS®. Oldenettel also serves as a
member of the CAAR MIS Committee.

Instanet Solutions Launches Fannie Mae Forms including Electronic
Signatures
Real Estate Documents can now be Completed and Signed Electronically
Washington, D.C. - October 1st, 2012—Today Instanet Solutions announced its agreement
with Fannie Mae to provide over 400,000 REALTORS® with online access to Fannie Mae’s
required forms. As part of the announcement Fannie Mae has also approved the use of
electronic signatures using Instanet’s Authentisign software.
REALTORS® will now be able to quickly access Fannie Mae’s unique purchase contracts,
and related documents, using Instanet’s software already widely used across the United
States. This enables Fannie Mae contracts to be completed online, MLS data is easily imported, then contracts
are shared electronically with clients to review and sign online using Authentisign.
Authentisign allows virtually any document to be electronically signed, whether that document was originally in
electronic or paper form, and it is fully compliant with ESIGN. The ESIGN law was enacted in 2000 when U.S.
President Clinton signed the E-Signature bill giving the same legal validity to an electronic signature as a
signature in pen and ink.
Martin Scrocchi, Instanet’s President & CEO added “We are privileged to serve several hundred real estate
Associations and Multiple Listing Services with our paperless offering. Thanks to this new relationship our
subscribers can now access Fannie Mae contract documents within the Instanet system they already use every
day. We are especially excited that Fannie Mae has approved Authentisign for e-signatures, which makes the
process of getting real estate contracts signed very fast and efficient.”
New Prospect Match Tool Available
There is a new, very helpful option available from the Full Display on
listings called the PROSPECT MATCH. From any search, access the
full detail display of a listing (usually by clicking the MLS number
link in your search results)
Find and click the "Prospect Match" button at the top of the
display. It looks like a shopping cart.
The first tab will show you if the listing you
are viewing is already in any of your
prospects' listing carts, and some details on
how the listing was added, when it was added,
and some stats on whether they have viewed
the listing.
The second tab then shows you a list of your
prospects who currently do not have that
listing in their listing carts. To add it to a
prospect's cart (1 or more), simply check the
box next to their name, and click the "Add to
Carts" button at the bottom. 

GRI Scholarship Recipients Announced
Each year, through the generosity of many of CAAR’s Affiliate and
REALTOR® members the Education Committee is blessed with the
ability to award scholarships for members to attend the Illinois Association of
REALTORS®’ Graduate REALTORS® Institute to be held in Bloomington
November 26 through November 29. This year the committee was able to award 5

Members of the National Association of REALTORS® are required to complete
Code of Ethics training of not less than 2.5 hours (150 minutes) upon admission to
membership and then once every 4 years thereafter. The current four-year cycle
ends December 31, 2012 (2 months from now). Therefore, if
you have not fulfilled this obligation please take note that
CAAR will offer its last classroom style CE Code of Ethics
course on October 24, 2012, 2:00-5:00 p.m. The registration
for this course can be downloaded from at http://

You may choose instead to take a home study course (3 hours elective CE credit).

Governmental Affairs Update

Important Progress on Rural Housing Programs
More than 900 communities nationwide, (including local municipalities of
Chatham, Charleston, and Rantoul), will NOT lose access to rural housing programs
this fall.
The rules governing the United States Department of Agriculture (USDA) Rural
Guarantee Loan Program places population limits for eligibility based on the most
recent census results of 10,000 for a community within a Metropolitan Statistical
Area (MSA) or 20,000 outside of a MSA. In the most recent census, the
populations of Chatham and Rantoul exceeded 10,000 and Charleston exceeded
20,000.
However, on September 25, 2012 the USDA Office of Rural Development
published an Administrative Notice delaying the implementation of the 2010
Census data for use in their programs through March 27, 2013.
NAR has been working with Congress to grandfathering communities that are
currently eligible. In the Senate, a bipartisan proposal to extend this eligibility
another ten years and to increase the population threshold to 35,000 is included as
an amendment to the Farm Bill. House members are pursuing a similar provision.
A letter to House Leadership, signed by more than 100 members, urges that these
provisions be included in any legislation.
While this short-term fix initiated by the USDA is appreciated, NAR lobbyists will
continue to work with Congress upon their return to advocate for a ten-year
solution. NAR would like long-term certainty for communities and rural families
looking to purchase a home.
To that end, NAR issued a Call to Action on this issue. Please check your email
account for a message from the REALTOR® Action Center and follow the
instructions (it is easy … just two clicks of the mouse) to let your Congressman and
Senators know that this issue is important! 



