Dear Friends,
How good is it to see families moving into attractive, new, affordable rental housing in Westchester? In this edition of
our Report to the Community, you’ll see pictures of our newest project, in the Town of Greenburgh, occupied just two
months ago. After years of funding challenges, community opposition, and what seemed like never-ending litigation,
the sweetest sound I heard was that of a neighbor walking past one of our new tenants and saying “Welcome to the
Neighborhood”. Built on the site of a former homeless shelter, 22 Tarrytown Road benefits everyone. The Town
receives a new source of income; the neighborhood eliminates an eyesore; retail shop owners welcome new customers;
and the twenty-eight families who moved in have a decent, affordable place to live in a good neighborhood. Welcome
to the neighborhood, indeed.
Also, please take a look at the Employment Services page. Over the past decade, Westhab has become Westchester’s
leading source of employment –through our job readiness and job development programs – for people receiving
public assistance. Just last year, Westhab assisted 505 individuals in finding and keeping employment, averaging $9.47
an hour.
Finally, in our other major field of endeavor – Youth Services – we continue to expand and level the playing field for
thousands of under-served youth in Westchester and the Bronx. We are now operating two 21st Century Community
Learning Center programs in Mount Vernon and Yonkers, and continue to operate after-school programs in five
separate sites. Our goal is to bring the highest quality services to a population that desperately needs this help, so that
they don’t become the next generation of homeless adults.

Meet Sam Robinson
A Homeless Shelter
Transformed into
Attractive (and Affordable)
Permanent Housing
Sam Robinson works for the Town of
Greenburgh's Water Department and
has lived in Westchester most of his life.
Sam was one of over 450 people who
applied to live at 22 Tarrytown Road,
where he now resides in a 2-bedroom
apartment with his daughter, Samantha.
Having spent the past two years
sharing a room together while sharing
bathrooms with total strangers, he
summed up his emotions with one
word: Gratitude. "I'm very happy that
we were chosen [from the lottery] for
housing. For Samantha and I to have
our own rooms and televisions,
central air and a nice kitchen; this is a
blessing", said Sam. Congratulations,
Sam and Samantha, on your new home.
You inspire us.
In February of 2012, after six years of
planning and negotiating, Westhab
closed on construction financing for
22 Tarrytown Road Workforce Housing,
an energy-efficient, transit-oriented,
sustainably-designed, affordable rental
community for 28 families. In April,
demolition began on the old structure,
a renovated motel that Westhab had
operated as a homeless men's shelter.
With construction now complete, we
are pleased to welcome our tenants
into their new, affordable homes.

HOPE FOR TOMORROW
VETERANS
Westhab continues to expand the housing
options available for homeless veterans,
partnering with the Montrose VA to provide
housing and support services for an
additional 33 veterans throughout the
Hudson Valley region. Those who served our
country deserve a place to call home.
YOUNG ADULTS
2012 marked a watershed year for Westhab's
Young Adult Housing Programs. We launched
FirstSteps, which provides housing and intensive services for 32 homeless parenting young
adults and their children. We also partnered
with Children's Village to provide transitional
housing for 12 young adults ages 18-24.
RE-ENTRY
The most pressing needs for those exiting
prison are housing and employment. Through
an innovative partnership with the New York
State Division of Parole, Westhab is now
providing these services for the formerly
incarcerated as they work to re-build their lives.
SENIORS
In late 2012 Westhab and the Shiloh Baptist
Church saw their hard work come to fruition
at the ribbon-cutting ceremony of Shiloh
Senior housing - a beautifully designed building
that provides affordable rental housing for
39 seniors in New Rochelle.

FINANCIALS
The 2012 audited financial statements present
the financial results of Westhab and its Low
Income Housing Tax Credit affiliates (Tax Credit
Entities) in accordance with GAAP. On a
consolidated basis Westhab and its affiliates had
a gain of $421,073 and total net assets
increased to $21,325,995.
Westhab has completed a third year of operating surplus, maintaining focus on successful
mission driven programs and conservative
spending policies. Capital grant revenue of
$1,164,335 is restricted and relates primarily to
housing projects under development in
New Rochelle and Greenburgh. Consolidated
unrestricted revenues were positively affected
by County and State funded employment
programs. Housing and supportive services
programs provide our primary source of income
and have remained stable. In December 2012,
a housing tax credit project for seniors in New
Rochelle was completed increasing Property,
Plant and Equipment by $12,987,000.
Property under development at the end of
2012 totaled more than $18 million, which
primarily represents ongoing construction of an
affordable housing project located in
Greenburgh, completed and successfully
opened in July 2013.
The operating efficiencies achieved by Westhab
continue to be reflected in stabilized general
and administrative expenses. G&A in 2012
represented only 7.0% of expenses, enabling
Westhab to spend 93 cents of every dollar on
programs and services.
*Westhab’s financial statements consolidate the activities
of the Tax Credit Entities because Westhab has a
controlling interest in them. In consolidation, all intercompany transactions between Westhab and the Tax
Credit Entities are eliminated. This primarily includes
developer fees, management fees and investments. In addition, any surplus or shortfall in the Tax Credit Entities is
proportionately shared between Westhab and the limited
partner equity investors in each project.
