de la construction has been launched. Check out the selection of upgrading activities
on offer and, most of all, encourage your employees to register! All of the upgrading
activities listed in the directory are posted on our website at www.ccq.org. See further
details on page 2.

In September, the CCQ will have mobile points of service in the towns of Chibougamau,
Dolbeau-Mistassini, Drummondville, Saint-Georges, Sainte-Agathe, Salaberryde-Valleyfield, and Victoriaville. For further information, turn to the article on page 4.

Thanksgiving Day
Thanksgiving Day is a statutory holiday in the construction industry.This year,
Thanksgiving Day will be celebrated on Monday, October 13. All work carried
out on this date must be paid at the increased salary rate in compliance with
the provisions of the collective agreements for each of the sectors of the
industry.

The 2008-2008 edition is now available!
The 2008-2009 edition of the Répertoire des activités de perfectionnement
de l’industrie de la construction is now available! The activities included in
the directory were compiled by the Comité de formation professionnelle
de l’industrie de la construction (CFPIC) and its sub-committees to
meet the needs of the workers in the industry.
Note that this training offer was made possible thanks to the Fonds de
formation de l’industrie de la construction and the Plan de formation
des travailleurs du secteur résidentiel.
Published on the CCQ’s website at www.ccq.org, the directory has
been transmitted to training centers, to the points of service of EmploiQuébec, as well as to the companies that have reported hours in several
trades or occupations.As to the workers, they have all received a booklet
containing the training programs offered in their trade or occupation.
The workers can now register to participate in the upgrading activities
offered by the CCQ.
They can do this in three ways:
® by completing the application online on the CCQ’s website at
www.ccq.org (to do so, they must have subscribed to use our
online services.At the same time as they access their online file, they
can find out which of the activities are most relevant to them,
according to their region and trade or occupation.To subscribe to
use our online services, all they have to do is to access our website
and click on the button “Access to online services”);
® by contacting the Info-perfectionnement line at 1 888 902-2222;
® by completing, and sending to the address provided, the registration
form included in the booklet of upgrading activities in their trade
or occupation.This booklet will be made available to them in the fall.
Encourage your employees to sign up for upgrading activities; you are
sure to benefit by it! Well-trained employees contribute to increasing
efficiency and productivity within your business.
Does your company need
made-to-measure training?
Your employees require specific training? Your company has
developed a way to improve its productivity and there is
no course devoted to this particular method? The CCQ
can help you by organizing training sessions adapted to
the needs of your company, taking into account your
deadlines and desired time slots (day, evening or weekend).

promotional officer of your employer association’s training
fund.
In-house courses for roofers
Thanks to a mobile roofer training unit and the support
of the construction industry’s training funds, we have the
means to offer within the enterprises several training
courses designed for the roofers.
In 2008-2009, the mobile unit will travel throughout Québec
to offer the following courses:

Welded and self-adhesive elastomeric membranes (30 hours);
Single-ply TPO and EPDM membranes (30 hours);
Gravel and asphalt coatings (15 hours);
Asphalt-based shingles (30 hours).

Confirmation number for procedure during a shortage
You can obtain it through the online services!
Did you know that during a labour shortage, an employee you wish
to hire can legally work on your job site even if he or she has not
yet received a competency certificate*? All you need to do is to
obtain a confirmation number for procedure during a shortage.
Here is how you can obtain a confirmation number for procedure
during a shortage:
® Once a labour pool is open, reserve a place by calling the Infopénurie line at 514 736-8743 or the toll-free number
1 877 973-6874.
® When you receive an acknowledgement of receipt of your
request, access the CCQ’s online services at www.ccq.org if
you have subscribed to use them (if not, you can subscribe by
following the instructions that appear on the screen).
® Click on the option “Confirmation number for procedure during
a shortage.”
® Enter the access code that appears on the acknowledgement
of receipt that was sent to you.
® Note the number provided to you by the online services.
Once you have in hand the confirmation number for procedure
during a shortage, the employee can legally work on your job site.
However, the employee must fill out a competency certificate
application form and mail it within 14 days, failing which the
confirmation number for procedure during a shortage that has been
issued to you will be cancelled.
You don’t have Internet access?
You can also obtain a confirmation number for procedure during a
shortage using the automated telephone service. The telephone
number of this service will be provided on the acknowledgement
of receipt sent to you by mail or by telecopier.
* The employee must satisfy certain requirements, including that of having successfully
passed the course Santé et sécurité générale sur les chantiers de construction.

E-Mentoring
Are you interested in helping
young people choose a career?

For nearly ten years, Quebeckers aged 14
to 30 have been able to access the site
www.academos.qc.ca to gain insight into
their choice of career. There, the young
people find a secure place to interact,
exclusively via the site’s internal email system,
with workers in the employment sectors
that interest them. These volunteer Ementors are there to guide them in their
choice of a career, by informing them on
the facts related to their own trade, and to
motivate them to continue their studies.
The operation is simple, efficient and secure.
Each participant has access to a private
mailbox to protect the privacy of his or her
conversations.That said, the Academos team
reads the majority of messages exchanged
to make sure that the activity on the site
progresses appropriately. Thus, the users
must communicate exclusively via the
website, and without ever revealing any
personal data.
Denis Chevrette is very familiar with
Academos. A plumber for 27 years, he has
been engaged there as an E-mentor for
almost four years–an experience he finds
both enriching and fun. “As it is impossible
to communicate without going through the
site, you are working in a personalized and
secure environment.You are not in danger
of being harassed.”
“Secondary school students who communicate with me obviously want to learn more
about a career as a plumber,” continues
Denis, three-year associate of Tuyauterie
Michel K. et Denis Inc. “They want to find
out, for example, what is involved in the job,
how well it pays, how long it takes to
become a plumber, where they can take the
course, whether they have to be good in
math, etc.”
The entrepreneur from Saint-Amable, in the
Montérégie area, enjoys this opportunity to
explain to young people the advantages of
the plumbing trade, the challenges it presents,
and the personal satisfaction it provides. He
also finds pleasure in encouraging them to
pursue a well-paid trade in which they will
be able to make the most of their skills.
It was by accident, while doing a search on
the Internet, that Denis Chevrette and his
wife chanced upon the Academos site.
Figuring that the site would be a good way
to assist young people, he decided to engage
himself as an E-mentor. “It’s a good way to
promote the construction trades,” he says,
“and as concerns me more particularly, to
explain to them that plumbing involves much
more than unplugging toilets and sinks...”
André Côté is not one to contradict him,
having been an E-mentor for a few months.
A plumber with 30 years of experience, the
last 15 of which he worked in his own
business,André explains that all reasons to
get involved were good, but some even
better than others.
“I am quite aware of the problem of school
drop-outs, especially among boys,” explains
the President of Plomberie André Côté. It
is not always easy, nowadays, for young
people to choose a career, and not everyone
is born to become a doctor. But that
shouldn’t prevent them from becoming
accomplished in manual trades, such as those
in construction.
“And so I saw in E-mentoring an opportunity
to advance these trades,” he continues,“and
to promote their advantages. In my particular
case, it allows me to demystify the plumbing
trade and to break down prejudices that
young people could still entertain regarding
it. I imagine that if, in this way, I can open a
door for them onto a career in which their
HOW TO BECOME AN E-MENTOR?
® Visit the site www.academos.qc.ca.
® Fill in your e-mentor registration form and profile. A password will
be e-mailed to you allowing you to access the site and take a short
training quiz. Plan to set aside one hour of your time for this initial
stage.
® An agent from Academos will contact you to schedule a telephone
interview. This 30-minute interview will allow us to confirm your
motivation and answer any questions you may have. Note that, at
this stage, the agent will ask you to provide a reference.This enables
us to verify the information received and ensure that the site remains
as safe as possible for young people.
® On Academos, young people choose their e-mentors themselves.
Your personal information remains confidential, but your profile will
be available for consultation by the young people who use the site.
Prospective e-mentees will contact you through Academos’ internal
messaging service. A notice will be sent to your personal e-mail
address informing you that you have a new message on the site.
After reading the message, it’s up to you to continue the discussion
by responding within seven days.You can be an e-mentor to as many
as four students at once, or less if you prefer. You will be asked to
specify your preference when you register.

skills will allow them to fulfil themselves,
and in which the demand for manpower is
high, it will have been worth the trouble of
dedicating a few minutes of my time to guide
them.”
The entrepreneur from La Plaine also likes
the way E-mentoring works. He is happy to
answer the young people’s questions,
something he can do whenever it is most
convenient to him. “It is not intrusive at all;
I am not forced to sit at the computer at a

set time. I myself do this at night,” he adds
with a burst of laughter.
Kim Auclair understands very well what it’s
all about, for she also has learned how to
enjoy the full benefits of E-mentoring. Now
an associate of Mikimya, a digital database
creation and interface design company, she
has visited the Academos site close to 1,500
times since the age of 17. In those days, she
was in secondary school and wanted to find
a place for herself in the professional world.
“E-mentoring really helped me to make the
right choice,” says the digital interface
strategist. I was able to consult several
people and thus obtain information and
advice that brought me to where I am today.
I recommend it to all young people, and not
just the ones who are still undecided, all the
more so since it is such a simple and flexible
approach. As there is no personal contact
with the mentor, you can be completely
comfortable about turning to it.”

The CCQ has set up mobile points of service in order to accomodate the workers
and employers who live several hundred kilometres away from its regional offices
and who wish to meet with a member of the CCQ team.
In September, the CCQ’s mobile points of service will be set up in the towns
and on the construction sites listed below, on the dates indicated in the following
table. Since the schedule may be modified, we suggest that you refer to the CCQ’s
website for confirmation before visiting a point of service.

The industry is working full steam ahead!
The Québec construction industry does not seem to be
overshadowed by the clouds gathering over the economy. Actually,
the construction industry in Québec is functioning full steam, thanks
to many roadway, commercial and institutional construction sites. Even
the residential sector is refusing to slow down.“We are heading for
another record year,” declared Mr. Ménard, President and CEO of
the CCQ.
From January to April 2008, CCQ data reported an 11% increase
in the volume of work on Québec construction sites, compared to
the same period in 2007. In fact, if the trend continues, 2008 will
easily surpass 2007, when 137,500 workers reported 126 million
hours worked. “Currently,” Mr. Ménard added, “activity is projected
at 133 million hours, and all sectors are reporting several projects.”
Compared to last year, institutional and commercial construction
jumped by 13%, while industrial and residential construction grew
by 12%. If, for the moment, the civil engineering and roads sector is
posting a 4% gain, it is because certain major hydroelectric projects
in the Saguenay and Mauricie regions have been completed. However,
work on roads or infrastructures has risen by 13%, and the Eastmain1-A–Sarcelle-Rupert site doubles the work in the Baie-James area.

And this strong period in construction is far from over! In fact, the
government has just begun the implementation of a five-year, $30billion investment plan designed to update all of our public
infrastructure. There have never been as many roadwork projects
in Québec, and the industry impatiently awaits the startup of the large
university hospital construction sites.
Almost 14,000 new workers joined the ranks of the construction
industry last year, and the CCQ forecasts that as many will do so
over the next four years, either to fill anticipated growth in
employment or to replace workers departing due to retirement.
A shortage looms on the horizon? “In Québec, we have an exemplary
training system, which has proven itself, and the construction trades
are very popular among young people. With the support of the
CCQ, employers and unions assess the labour needs every three
years, and the schools are doing their part. But more needs to be
done. For example, we must approach the immigrant population
more vigourously, better integrate women in the construction trades,
and increase the number of places in the schools for training new
apprentices,” concluded Mr. Ménard.

Two new trade codes
Two trade codes have been created for the
carpenter-joiner trade: code 168, which
refers to the deep foundation layer, and code
500, to the concrete former (carpenterjoiner).
You must indicate on your monthly report
the code that matches the activity of the
employee whose hours you declare. You
must begin to use these new trade codes
when you produce the monthly report for
September (to be forwarded to the CCQ
before October 15).

Insurance plan
Participation by members of
the company in the insurance plan
Certain “members of the company” may be insured under the
construction industry’s insurance plan, MÉDIC Construction.
A member of the company is:
® a person who is an employer;
or
® a person who is a partner in a corporation which is an employer;
or
® a person who is a director of a legal entity which is an employer;
or
® a person who is the designated representative of a corporation
or a legal entity which is an employer.
The independent contractor is not considered as a member of the
company entitled to participate in the insurance plan.
In November 2008, the CCQ will send an insurability notice to the
members of the company eligible to be insured and listed in its
register of recognized companies. This notice will indicate the
amount to be paid to benefit from the insurance coverages under
general plan A during the period from January to June 2009.Therefore,
it is important that the names of your company’s directors be
registered with the CCQ. If you haven’t done so already, don’t forget
to notify the CCQ if your company has changed directors during
the past few months.
Remember that the member of the company who has lost his or
her right to participate in the insurance plan offered to members
of the company is no longer eligible to participate.

In force beginning on September 16, 2008
New requirement for
employees who change address
Thus, the address that appears on the
competency certificate may serve as a proof
of residence in situations that touch on the
collective agreements in force in the
construction industry. For example, the
employees’ travel expenses will have to be
calculated on the basis of the address
indicated on their competency certificates.

a change of address.To do so, they will have
to provide three supporting documents of
various types, depending on whether or not
the employee is changing region of work.
