Blitz of qualification

Over 1,300 candidates attended one of the qualification examination
sessions organized between September 10 and October 1 in the
framework of the action plan for the gradual resumption of customer
services. Thus, almost 950 journeymen were qualified in one of the
construction industry’s trades or specialties.

Annual pension plan statement
as of December 31, 2011
Non-retired workers will receive their annual pension plan statement at the
beginning of November 2012 if hours worked in 2010 or 2011 have been added
to their pension records.
The annual statements of retired workers will be mailed by the end of
December 2012. l

Blitz of qualification examinations
More than 3,200 candidates invited
over three weeks
Between September 10 and October 1, the CCQ organized a very special opération: a blitz of qualification examinations throughout
Québec.
Following the labour conflict with its personnel, the CCQ implemented an action plan for the gradual resumption of customer
services. Certain services were considered as a priority, namely the qualification examinations.
During these three weeks, over 3,200 candidates were invited to pass an examination. A total of 142 examination sessions were
organized in the CCQ’s nine large administrative regions.
Over 1,300 candidates attended one of these sessions, with an average participation of 41% for the whole of the regions. Thus,
almost 950 journeymen were qualified for one or the other of the construction industry’s trades or specialties.
Since last October 1, the regular examination sessions have been resumed in all of the CCQ’s regional offices. l

so, you received a first notice of the sector-based employer
contribution to the ACRGTQ at the beginning of November.
For each of your employees, you must pay a contribution of
$0.03 per hour worked since January 1, 2012. Thus, the notice
of contribution covers a period of two quarters. In the future,
you will receive a notice of contribution on a quarterly basis.
DO NOT pay this contribution along with your monthly report.

Your quarterly contribution is less than $25.00? The ACRGTQ
will not claim it from you.
This contribution is payable following the adoption of the new
provisions of the Act respecting labour relations, vocational
training and manpower management in the construction
industry, targetting the employers of the civil engineering and
roadwork sector. l

The CCQ’s on-the-job training services – an ideal way to
ensure skills development for your workers and to increase
your company’s productivity! Don’t hesitate to call on these
services, be it to increase or upgrade your workers’ skills or to
prepare your next generation of team leaders.
What can these services do for you?
Your employees need to master a new technology, a new
process or new work methods? They must upgrade their
knowledge of the Building Code? They need to learn about a
new quality standard? The on-the-job training services can help
you!
How?
Its consultants will design training adapted to your needs
and objectives, and organize it all while taking your delays
and constraints into account. The training can be offered in a
training centre or within your company, as the case may be.
Schedules are flexible, as the training can take place in the
day, in the evening or during the weekend.
The consultants will take care of just about everything! Not only
will they see to the organization and funding of your training,
they will also find the teachers and material required, if need
be. They will design the training plan based on discussions with
you regarding your needs. You validate the plan and there you
have it!
Benefit from financial support
The entrepreneurs can count on financial support, thanks
to the Fonds de formation des salariés de l’industrie de la
construction (FFSIC). As to the employees, they can benefit
from both free training and financial incentives* covering room
and board as well as transportation expenses, depending on
the distance in kilometers they must travel to follow the course.
Eligibility criteria
In order to be eligible to benefit from the CCQ’s on-the-job
training services, your company must meet certain criteria:
• It must be registered with the CCQ and report hours on its
monthly reports;
• It must have reported at least 1,500 work hours to the CCQ
in its monthly reports, with deductions on behalf of one or
more holders of a competency certificate for 24 of the last
26 months;
AND
• The customers targetted by the training must hold a valid
competency certificate isssued by the CCQ and linked to the
training;
• The employees must have work hours reported to the CCQ in
a trade or occupation linked to the training, that is:
– a minimum of 400 hours during 24 of the last 26 months;
OR
– at least 8,000 hours, including one hour in the past five
years.
Additional conditions apply for training activities of a duration of
135 hours or more.

New players join the regional network
We are pleased to highlight the arrival of new players in our
regional network over the last few months:
• Chantale Roberge, Director of the Saguenay–Lac-Saint-Jean
regional office;
• Claude Mercure, Director of the Québec City regional office;
• Christian Thomassin, Director of the Outaouais regional
office;
We also wish to underline the appointment of Jean Lafrance,
Director of Operations for western Québec, chief of the regional
directorates of Montréal, Trois-Rivières, Abitibi-Témiscamingue,
and Outaouais; as well as that of Claude Bouchard, Director
of Operations for eastern Québec, chief of the regional
directorates of Québec City, Estrie, Saguenay–Lac-Saint-Jean,
Bas-Saint-Laurent–Gaspésie, and Côte-Nord. l

Official opening of the CCQ’s offices
On Monday, October 22, the
Commission de la construction
du Québec (CCQ) officially
opened its new head offices
located at 8485 ChristopheColomb Avenue in Montréal.
Present at the event were

Employment and Social
Solidarity; Pierre Gagnier,
Mayor of the Borough of
Ahuntsic-Cartierville; and Diane
Lemieux, Chief Executive Officer
of the CCQ. Together, they
emphasized the special features
of the new building along with
the measures taken by the
organization throughout the
construction works to make it an example in all economic, social and environmental aspects, as well as in terms of governance and compliance
with acts and regulations targetting the construction industry. It must be underlined that the construction project, which was accomplished
within the anticipated schedule, fell within the budget of $40 million allotted to the works.

Disability Insurance and Credit Hours
The construction industry’s insurance plan provides for various
limitations as regards disability insurance protection and credit
hours. Employers or members of the company who are insured
under the MÉDIC Construction plan can be subject to the
following exclusions.
• A person who is insured under the social benefit plans in
the construction industry, but who is not covered by the
Employment Insurance Act, may be eligible to benefit from
credit hours if his or her disability is recognized under
the Regulation respecting complementary social benefit
plans in the construction industry. These credit hours allow
the disabled person to continue to accrue hours used to
determine his or her insurance coverage. However, this
person is not entitled to receive the weekly indemnity paid
out by the disability insurance plan during the first 17 weeks.
• Likewise, a person who is insured under the social benefit
plans in the construction industry, but who is not covered
by the Act respecting industrial accidents and occupational
diseases, could obtain credit hours if his or her disability is
recognized under the Regulation respecting complementary
social benefit plans in the construction industry. However,
this person is not entitled to receive disability insurance
benefits if his or her disability was caused by an accident
(work-related or of another type) or an occupational disease.
It is therefore important that the employer or the member of
the company carefully study the situation in order to select
the disability insurance coverage that best meets his or
her needs. l
Notices of insurability
to be mailed shortly
The persons who are eligible to pay premiums to benefit from
the insurance coverage offered by the construction industry will
soon receive a notice of insurability.
The notices for the insurance period beginning on January
1 and ending on June 30, 2013, were mailed around
November 1, 2012. The deadline for responding to this
notice is Monday, December 3, 2012.
According to the Act respecting prescription drug insurance,
in force in Québec, a person who is eligible to benefit from
private insurance must adhere to such a plan, unless this
person is covered by another private plan (for example,
a spouse’s plan). l

New union dues come into force
on January 1, 2013
New union dues will come into force on January 1, 2013. You must therefore take these into account when you produce your
monthly report for January (which must be forwarded to the CCQ at the latest by February 15).

For all journeymen, $15.75 per week must be
deducted from the first hour worked of the week or
part of week. These dues must be deducted by the
employer.
For all apprentices of the 1st, 2nd and 3rd periods:
$13.75 per week must be deducted from the first
hour worked of the week or part of week. These

50% of the journeyman’s hourly rate per week or
part of week. These dues must be deducted by the
employer from the worker’s pay every week. The
employer must also deduct every week $0.15 per
hour worked.

CPQMC-I, local 568
For all the journeymen electricans and linemen,
75% of one hour worked per week or part of week,
calculated on the hourly rate of the journeyman
electrician, as defined in Schedule B of the Industrial
sector collective agreement, as well as $0.05 per
hour worked.
For all the apprentice electricans, 50% of one hour
worked per week or part of week, calculated on the
hourly rate of the journeyman electrician, as defined
in Schedule B of the Industrial sector collective
agreement, as well as $0.05 per hour worked.
CPQMC-I, local 586-4
The dues for local 586-4 must be discontinued,
since local 568 of the IBEW obtained jurisdiction
throughout Québec in January 2008. Consequently,
all electricians, apprentices and linemen working in
Québec are joined with local 568.

$34.00 per month for the journeymen, and $29.00
per month for the apprentices. These dues will be
deducted by the employer from the worker’s pay the
first week worked each month. The employer must

2013 Construction Industry Calendar
The 2010-13 collective agreements will expire on April 30, 2013. The dates of the holidays given below, especially the summer
and winter vacations, may therefore change. Please contact your union representative to find out more.
