County Young Professionals group (NCYP),
an affiliate of the Atascadero Chamber of
Commerce, is celebrating our 1-year Anniversary!
The party of the year will be happening at Molly
Pitcher Brewery in Atascadero on Thursday, October 4th, 2012 from 5:30 to 7:00 p.m. This event is
open to EVERYONE. That means you don’t need
to have an Atascadero Chamber of Commerce or
NCYP affiliation at all! We are so proud of what
our group has accomplished in just one year that
we want everyone to know how amazing our North
County Young Professionals are.
Invite your friends, your neighbors, your Aunt
Bessie, your dog, Lucy… okay, maybe keep Lucy at
home… but you get the idea. We will be raffling off
some really great prizes from our local businesses,
including… wait for it… gift certificates to Cold
Stone Creamery and other local businesses, AND a
fabulous party gift basket!
You definitely don’t want to miss it, and be sure
to thank Mission Community Bank for helping us
make this event happen! We couldn’t do it without

to Host Candidate Forum
T
he Legislative Committee of the Atascadero Chamber
of Commerce will host a Candidate Forum on Wednesday October 3, 2012, from 6:00 p.m. to 7:30 p.m. in
the City Council Chambers.
The Forum will give the public an opportunity to get to
know the City Council candidates and hear their positions on
issues that will be facing the City Council in the future.
The Forum will be moderated by Grigger Jones, Legislative
Committee Chair, and Cory Black, Legislative Committee
member.
Be sure to mark your calendars for Wednesday, October 3,
2012 at 6:00 p.m. and bring any appropriate questions that
you may have for the Candidates.
We’ll keep you posted with all of our upcoming events on

which candidate to elect or proposition to pass or defeat.
Single votes DO count. The impact of higher voter turnout
is as far-reaching as the Presidential election, and as close
to home as our city council race and Measure 1-10 bond
measure. Therefore, it is important that as many Americans
as possible go to the polls and express their opinions about
the direction of their government. The Atascadero Chamber
of Commerce Board of Directors urges you to take the time

t the September board meeting, Chairman of the
Board Jeannie Malik presented a slate of candidates to
serve a three year term (Jan. 1st, 2013 thru December
31st, 2015) as a Board Director.

I
have deep roots in Atascadero. I have lived around here
for thirty-three years and cannot imagine living anywhere
else. I attended Cal Poly, Cuesta College and Allan Hancock College, and earned a degree in accounting. My proudest accomplishment is being a Father and Granddad.
I am an Enrolled Agent, licensed by the Internal Revenue
Service, and a Registered Representative with GE Financial
Assurance. I have more than twenty five years of work
experience. Each year, my continuing education involves
at least thirty hours of federal and state tax law and at least
sixteen hours of securities law. My office provides a wide
range of tax and financial services, including financial
statements, payroll, sales tax, retirement plans, mutual funds,
planning, preparation, and consultation for individuals, sole
proprietors, corporations, and partnerships.
I continue to give back to the community that has given
me so much over the years. I am a member and Honorable

Colony Days Royalty at
the October 18th “After
Hours” Mixer
J
oin us at Pre-Colony Days festivities at the Rabobank
Mixer and meet your new Colony Days Royalty. Tom
and Peggy O’Malley will be honored at the mixer as the
2012 Colony Days King and Queen. Not only, is Tom running for Mayor, the O’Malley’s own the ever popular Portola
Inn located on Portola Road in Atascadero. In addition to
the O’Malley’s being a vital part of our community today,
they have a long history in Atascadero dating as far back as
the 1930’s.
Pacific Harvest Catering will be catering the event not only
with a selection of fabulous food but will also be pouring
fantastic wines from a variety of wineries.
The 39th Annual Colony
Days “Back to the
Future” Celebration kicks
off Saturday Oct. 15th
Colony Days was established in 1973 and is dedicated to
honoring the pioneer residents and citizens plus recognizing
the rich heritage of Atascadero through parades, pageantry,
music, fun and games.
The theme of this year’s 39th annual Colony Days
celebration is “Back to the Future”.

Additional names of candidates for director can be nominated by petition bearing the genuine signature of at least
twenty five (25) qualified members of the Chamber. Such
petitions shall be filed with the nominating committee within
fifteen (15) days of the date of this notice.
The determination of the nominating committee as to the
eligibility by the petition(s) shall be final.
If legal petitions for additional candidates are presented,
the names of all candidates shall be arranged alphabetically
on a ballot and be mailed to all members. The candidates
with the greatest number of votes will be declared elected. If
you have questions relative to the selection and election of
Directors, please call Chamber President/CEO Linda Hendy,

Distinguished Former President of the Atascadero Kiwanis
Club, a charter member of the Atascadero Elks, co-chair of
the Atascadero Boosters Bones BBQ team, former Treasurer
of the Central California Cruisers Softball Team, a Booster
for Atascadero High School Band & Pageantry, Choir,
FFA, Athletics, Drama, Forensics, Cheerleading, Softball,
Templeton High School Booster, a sponsor of local Little
League and Babe Ruth baseball teams. I have served on
the Board of the San Luis Obispo County Red Cross and
the Atascadero Chamber of Commerce and served as an
Ambassador of Good Will and Cheer and Board Member &
President of the North County Women Shelter. I also have
been elected to the Atascadero School Board.
Although my son Darrick graduated from Atascadero High
School more than fourteen years ago, I remain a passionate
supporter of Greyhound football and do my best to never
miss a game. Go Hounds!!
My favorite meal is steak, crab, artichoke, baked potato,
and salad with blue cheese dressing and my favorite activities,
other than watching Greyhound football, are being with my
son & Grandchildren, hanging out in my yard and garden,
riding my Harley, cruising in the 1965 Malibu or the 1966
GTO and living in Atascadero. I just love this town and all
the people in it.
Festivities begin at 7:00 on Saturday, October 20th with
the traditional Lion’s Pancake Breakfast.
The parade and festivities starts at 10:00am. Parade
participants are being encouraged to select a decade from the
past or choose one in the future for the design of their floats.
A very special part of Colony Days known as “Tent City”
re-enacts E.G.Lewis’s tent “camp” where newcomers to the
City would stay while they settled in during the early 1900’s.
People come from great distances to view the wonderful
costumed and nostalgic Tent City performances.
There’s something for everyone; in addition to the parade
and the historical reenactment of tent city you’ll find fun
contests and a special children’s area including bounce house
and Elk’s Little Train, plus a car show, live entertainment, and
a multitude of vendors with plenty of food and drink booths.
A biggest pumpkin and zucchini contest with cash prizes will
be awarded for the winning vegetables.
Numerous High School Bands, the Atascadero Fine Art’s
Academy Percussion Group, the Primitive Groove Ensemble
plus the Greyhound Show Choir will be showcased in the
Field Show and Drumline competition starting at the
Atascadero High School at 2:00.

kay, so you’ve heard we’re putting on a big celebration
for Atascadero’s 100th birthday in 2013.
But the event won’t be so much fun if nobody gets
involved in it, whether with an entry in the 2013 Colony
Days Parade, going to watch the specially-written Colony
musical drama staring hundreds of your friends, or going
through the city hall when it opens next fall. You are invited
to be present when Atascadero Kiwanis Club turns over the
new bandstand to the city. We’re sure that next year’s Colony
Home Tour sponsored by the Historical Society is going to
feature some of the very best of the vintage homes in that
centennial outing.
A whole list of activities are planned for the year starting in
January and culminating in the Colony’s 100th Centennial
Celebration just a little more than a year from now.
The Centennial Celebration Steering Committee is putting
the finishing touches on a speakers’ bureau to help tell
everyone what’s happening. Committee members Barbie Butz
and Grenda Ernest (I know, where do they find the time), are
heading up a group of your fellow citizens who will come to
your club meeting and tell you all about the Centennial event
and how you can be involved.
For example, did you know that the musical pageant will
be staged at the conclusion of a two week drama camp next
July?
Any of us in a service club which features weekly programs
knows how hard it is to fill up the program week after week.
So if you are in charge of programs, make sure you schedule
a centennial speaker at a future meeting, probably not until
after this year’s Colony Days, however. And the speakers’
bureau has put together a power point featuring scenes from
Atascadero’s glorious past which includes not just the E. G.
Lewis Colony period, 1913 to 1924, but the war years and
after. Remember that Atascadero didn’t become one of San
Luis Obispo County’s incorporated cities until July 1, 1979.
There will be the opportunity for your club to be involved
as a sponsor at some level, too, which you learn by having the
“ traveling centennial show” come to a club near you.
It’ll be a whopper of a birthday party, and we don’t want
anyone, regardless of any age, to miss it.

I
n general, keeping tabs on what employees are doing at
work is a legitimate activity for an employer. For one
thing, it gives you an objective way to evaluate job performance. For another, it helps you detect theft, thwart disclosure of confidential information, prevent discrimination and
harassment, and ensure that employees are using computers
and phone lines for business purposes only. As a result, the
law gives you considerable latitude to monitor employees,
but not a completely free hand. Employees retain some claim
to workplace privacy. The following guidelines will help you
avoid legal problems.
1. INTERNET USE
If your business provides computers for employees to use
in their work, you may worry about whether employees are
using the computers as you intend.
You can buy inexpensive software that enables you to check
on the websites that employees are visiting. If you decide to
install Web-tracking software, you’ll want to head off potential
claims by employees that they reasonably expected privacy
in their computer use. Accordingly, it’s prudent to take the
following precautions:
• Adopt a policy saying that employees are to use your
computers for business matters only.
• Inform employees of this policy and also tell them that
you’re installing software that will show what websites
they’re visiting.
• Let them know that they can be disciplined or fired for
using your computers for personal matters.
• Have employees acknowledge in writing that they’ve
received notice of your policy and of the fact that you
use Web-tracking software.
Monitoring phone calls and email can help you detect the
disclosure of trade secrets and other confidential information.
If you decide to monitor phone calls and email, you must
follow some legal rules. Under two federal laws you can
monitor phones calls and email in either of the following
cases:
• Your monitoring is in the ordinary course of your
business.
• You have the employee’s consent.
Under California privacy laws, specifically Cal. Penal Code
§§630 et seq, the Wiretap Statute provides that the employer
must have the consent of both parties to the communication,
not just the employee, to monitor real time communication
via any media, or else be exposed to criminal and/or civil
liability. The California Eavesdropping Statute prohibits
anyone who does not have the consent of all parties to a
confidential communication from eavesdropping upon or
recording that communication. Cell phone calls and text
messaging a little trickier to monitor, because California
is one of only a handful of states that requires permission
of both sender and recipient of a communication to the
eavesdropping or recording of that communication.
Rather than get into uncertain legal terrain, it’s better to
have a clearly stated policy covering all modes of electronic
communications, not just internet and email use, and get
employees’ express consent. The policy should clearly
establish a code of conduct and specify what is not allowed,
e.g. access to pornographic or racist websites; revelation of
company trade secrets; obscene, profane, or abusive language;
offensive or derogatory images on screen savers; and so forth.
The policy should also specify the consequences of violating
the policies, such as whether warnings will be issued, or when
immediate termination of employment can be expected.
Employers should review their policy every one or two
years to make sure that any new technological advances in
communications or changes in the law are addressed.

phone calls and emails of employees. For example, you may
want to the check whether your employees are inappropriately
using the companies’ phones and computers for personal
purposes.

A Lot of Good Things
are Happening in
Atascadero!
T
he City of Atascadero’s Fire Department unveiled its
new Disaster Response Trailer (DRT) on Tuesday,
September 11th, just prior to the City Council meeting. The DRT is a mobile unit designed to maximize the effectiveness of rescue teams responding to a major natural or
man-made catastrophe. The trailer allows emergency crews to
bring a wide variety of tools and resources to a disaster scene.
Atascadero’s Fire Department used existing equipment, local expertise and $100,000 in donated funding to make the
DRT a reality. Sponsors for the project included Jordano’s,
PG&E, American Commercial Equities, Atascadero Wine
Festival, Atascadero Rotary, K-Mart, The Home Depot, Bernards, Bryan McLain/Cinematographer, Atascadero Police
Association, Santa Lucia Bank, Santa Maria Diesel, National
Autobody & Paint, Atascadero Firefighter Association, DeCou Lumber/ACE Hardware, Diamondback Fire & Rescue,
plus monetary donations from 100 businesses, families and
individuals.
The City of Atascadero has met with representatives of
Atascadero Waste Alternatives (AWA) and the Integrated
Waste Management Authority (IWMA) to delay closure of
the San Luis Avenue recycling buy-back center in Atascadero.
The facility serves Atascadero residents who wish to redeem
aluminum cans, bottles and plastic items for cash. AWA
originally planned to close the facility on Friday August 31st,
citing difficulties covering ongoing operating costs. Mayor

an Luis Obispo County and the City of Atascadero
are participating in a Property Assessed Clean Energy
(PACE) program through CaliforniaFIRST that will
provide low-interest financing for renewable energy and energy efficiency improvements for commercial properties. This
financing mechanism removes one of the most common barriers to installing renewable energy technologies and energy
efficiency upgrades; the upfront cost. This voluntary financing program is available to commercial properties including

the City and were quick to point out the valuable service the
Center provides to the community, as it puts thousands of
dollars back into the local economy, and reduces trash along
community roads and in local parks. The City opposed the
closure. AWA representatives, also concerned about the social
impacts of the closure, agreed to work with the City and keep
the Center open temporarily while a permanent solution
could be worked out, and they further acknowledged the
Buy-Back Center’s important role to those in need.
The Atascadero City Council has awarded a contract in
the amount of $422,218.48 for a road surface rehabilitation
project for the City-maintained section of San Fernando
Road from Graves Creek to approximately 500 feet east of
Balboa Road. The project will require periodic lane closures
and minor traffic delays. It will involve minor drainage and
road shoulder improvements, placement of an initial asphalt
leveling course, installation of a paving fabric to help reduce
future road surface cracking and a final asphalt overlay.
Following the asphalt paving, road base material will be
backfilled along the road shoulders. The project will take
approximately three to four weeks to complete. Every effort
will be made to maintain continual access to residences in
the project area, however there may be some minor delays
and brief road closures throughout the project. We plan to
complete this project in a timely manner, thereby minimizing
inconvenience to residences.

Paddock Zoo. Now through December 2012, the Zoo will
present regular Curious Cubs Pre-School Classes. In October
it’s “Animal Opposites;” Compare animals big and small, fast
and slow. In November it’s “Colorful Creatures.” Experience
the wild world of colors in the animal kingdom. In December
it’s “Animal Play.” Learn how animals play and why. The
classes are $35 per month (only $25 if you’re a Zoo member)
for children three to five years old.

New Atascadero
Library: Countdown
to Construction
I
n the past 20 months Friends of the Atascadero
Library, with the support of many generous donors, has raised $830,000 of the $1 million goal
set when the unfinished building at 6555 Capistrano
Avenue was purchased almost two years ago. Now
$170,000 is needed to keep the project on schedule
and open the library next fall.
In the next two months, construction documents
will be completed and reviewed. Bids will be taken
in November. If the project remains on schedule,
construction will begin in January.
Many local businesses have already pitched in by
donating $1000 to become Business Founders: the
Atascadero Chamber of Commerce, Central Coast
Seafood, Children’s House Montessori School,

Atascadero “Daffodil City”: The Chamber has once
again offered to sell Daffodil bulbs. The cost is 50¢ per
bulb. The goal is to have Atascadero explode with color
not only for their Centennial Celebration but many
years after. Note: Bulbs must be planted before the first
hard frost in mid to late November.
The 39th Annual Colony Days “Back to the
Future” Celebration Saturday Oct. 15th kicks off with
the Atascadero Lions Club hosting a pancake breakfast
beginning at 7 a.m. followed by the Arts & Crafts show
at 9 and parade at 10. This will all happen in and around
the beautiful downtown Sunken Gardens.
Parade check in is located on the corner of Olmeda
& West Mall. The 1.7 mile parade will begin at Lewis
Ave. and proceed south across the Lewis Ave. Bridge to
Capistrano Ave. South on Capistrano Ave. to Highway
41 aka Morro Rd, Right at 41 to El Camino Real then
right at El Camino Real proceeding north to Traffic Way.
Right at Traffic Way and ending up back where they
started at Olmeda Ave.
The “Tent City” activities will be held on East Mall
replicating Atascadero’s Historical beginnings with
several local businesses plying their wares similar to the
way early settlers did business. There is no admission
charge to step back in time in Tent City, however, you
can trade 21st Century dollars for wooden nickels at the
Tent City bank and use the wooden nickels at the oldfashioned ice cream parlor.
Visitors can roam the pathways in the Sunken Gardens,
grab a sandwich, peruse arts and crafts and watch the
kids on bouncers and other games.
Activities wind up at 3:00 p.m.
Free FLU Vaccination Clinic: On Sunday October
14th, from 1 – 4 pm, the County of San Luis Obispo
Health Agency will offer FREE flu shots to all community
members as part of a biennial Public Point distribution
Drill. In addition to providing free fly shots to the public,
this “mass vaccination exercise” aims to prepare county
and city Employees to administer vaccinations rapidly
in the event of a significant public health threat to the
community. The event will take place at two locations:
Colony Park Community Center in Atascadero and the
south County Regional Center in Arroyo Grande.

Annual Dogtoberfest and Wiener Dog Races is set
for Sunday October 21, 10 a.m. - 3 p.m. at the Atascadero
Lake Park. This year’s event includes the always zany and
unpredictable Wiener Dog Races and the Wiener Wannabe
division open to all dogs under 25 pounds. Registration is
$15 per dog and includes a racer goodie bag with product
giveaways. First place winner receives a professional photo
sitting and portrait and the top finishers will receive trophies
and gift baskets.
In addition; the ever popular Pet Costume Contest with
cash prizes for the winners will be held along with raffle
drawings, vendor demonstrations, animal adoption groups,
and a delicious BBQ prepared by the Atascadero Elks BBQ
crew.
ANNUAL ZOO BOO: Visit the Charles Paddock Zoo for
a safe, fun, family friendly Halloween event on Saturday

front cover of the quarterly guide was totally redesigned and

Atascadero Waste Alternatives Keeps Recycle
Center Open: The City of Atascadero met with

Atascadero Names Reserve Firefighter of the
Year: Zachariah Jackson was named the City’s Reserve
Firefighter of the Year for 2011, according to Kurt Stone,
City of Atascadero Fire Chief. “Jackson became a Reserve
Firefighter on May 30, 2007 and has been a cornerstone to the
Reserve organization ever since. He has led the organization
into new opportunities by instituting creative ways and ideas
for fundraising and team building that has reenergized the
group”, said Stone. Mayor Pro-Tem Tom O’Malley said,
“The honor spotlights the latest in a long line of dedicated
firefighters in the city. My father was the Fire chief earlier
in Atascadero’s history. I know what kind of effort it takes to
be a protector of the city. Mr. Jackson has gone above and
beyond the call of duty with his accomplishments. It’s the
kind of tradition we are proud to hold up as a hallmark of the
Atascadero lifestyle.”
